• strengthening of the regional institutional framework for aviation safety and assistance in the development of a harmonized regulatory framework for the region

• promoting a comprehensive systems approach to safety management within Member States by adopting and implementing the safety management system (SMS) concept

• development of information systems to facilitate access to safety-related and safety-critical information within the region

MAIN GOALS: MAIN GOALS:

  •development and establishment of a regional training program for the technical personnel of Member States including training courses and seminars/workshops aimed at understanding and implementing common aeronautical regulations

•assisting authorities of civil aviation, operators, technical services organizations, ANS providers, aerodrome operators as well as other aviation system users while implementing of international and national flight safety standards

•optimization of national civil aviation regulations;

•assisting States in making analysis of aviation incidents/accidents

to enable States to meet their international safety oversight obligations in the most effective and efficient manner

Objective for ATM Ensure the implementation of a harmonised and

effective ATM safety oversight function by the RSOO Member States in order to ensure safety in the public interest with regard to the provision of ATM services to general air traffic

Concept Document for Regional Safety Oversight

• highlights Member States’ obligations as signatories to the Convention on International Civil Aviation (Chicago Convention) signed in Chicago on 7 December 1944, and with reference to the ICAO Doc 9734 part b “The Establishment and Management of a Regional Safety Oversight System”

• provides information and guidance on the establishment and management of an RSOO to assist Member States in fulfilling part or all of their safety oversight-related obligations

• allows for the undertaking of safety oversight initiatives to assist Member States in this region, collectively, with respect to the establishment and management of a regional safety oversight system

• formulates a regional concept on safety oversight in the Black Sea – Caspian Region that will bring together the efforts, experience and resources of RSOO Member States, international (ICAO, EUROCONTROL) and regional organizations, aviation manufacturers, financial and other institutions

- To note information on initiative of the Civil Aviation Authorities of Azerbaijan, Moldova, Turkey and Ukraine to create Regional safety Oversight Organization RSOO) in the Black Sea – Caspian region and actions taken for its development

• variety of audits conducted by different international aviation organizations in the field of international safety standards compliance:

as for Ukraine - SAFA Compliance, FAA, ICAO USOAP, Safety Assessments by other Civil Aviation Authorities, Verifications by EU Teams, ESIMS Audits, Audits of industrial stakeholders, etc.

• pending the mutual recognition of the audit results

• co-ordination between hosting and delegating authorities

• overlapping with different other activities

• duplication of works and corrective actions implementation

• lack of human and financial resources
