– Networks may opt out of exchanging routes with subset of participants (has not been requested to date but is an option)

– not all peering points offer Layer 2 bilateral peering solutions from a single vendor

– ensuring International Networks get full connectivity• Solution:

– extend the STAR TAP International Transit Network to other geographic locations
