    STANDING ORDER FOR THE SELECTION OF CANDIDATES FORAPPOINTMENT AS SUB-INSPECTOR (EXECUTIVE)-MALE IN DELHI POLICE

    1. INTRODUCTORY

    Direct recruitment of Sub-Inspector (Executive)-Male in Delhi Policewill be done under Rule 7 of Delhi Police (Appointment & Recruitment)Rules, 1980. All the vacancies meant for direct recruitment to the post willbe intimated to the Staff Selection Commission by Delhi Police. The StaffSelection Commission will conduct the recruitment.

    2. RESERVATION POLICY

    50% of the vacancies in the rank of Sub-Inspector (Exe.)-Male shallbe filled by direct recruitment and 50% by promotion. Out of 50% of directrecruitment quota of Sub-Inspector (Exe.)-Male, 10% of the post shall befilled by the departmental candidates amongst Constables, HeadConstables and Asstt. Sub-Inspectors with minimum three years service,who shall not be more than 30 years (33 years of OBC & 35 years forSC/ST) of age.   • 3. EDUCATIONAL QUALIFICATION & OTHER STANDARDS

    (A) (i) EDUCATIONAL QUALIFICATION

    Bachelor's degree from a recognised University or equivalent.

    (ii) ESSENTIAL REQUIREMENT

    Candidates must possess a valid driving licence for LMV(Motorcycle and Car) on the date fixed for PhysicalEndurance & Measurement Tests.

    (B) AGE: 20 to 25 years. The upper age will be relaxable onlyin the following cases:-

    (i) Upto a maximum of five years if a candidate belongs to aScheduled Caste or Scheduled Tribe category.

    (ii) Upto a maximum of 3 years if a candidate belongs to anOBC category. This relaxation is admissible for thosecastes notified in the Central List and the List issued by theGovt. of NCTof Delhi.

    (iii) Upto 30 years (33 years for OBC & 35 years for SCsjSTs)for departmental candidates of Delhi Police. A"departmental candidate" means a Constable, HeadConstable or an Jllsstt. Sub-Inspector enlisted in Delhi Policewith a minimum of 3 years service, who otherwise fulfills allother qualifications.

    Notel: Candidates claiming benefits under OEe category shall be inaccordance with castes notified in the Central List. Thisrelaxation will also be admissible for candidates who areissued OEC certificate by the Govt. of NCT of Delhi. Thecertificate should be in the prescribed form issued by thecompetent authority empowered for the purpose. No othercertificate will be accepted as SUfficient proof

    Note 2 : Candidates seeking reservation benefits for SCI STI OECmust ensure that they are entitled to such reservation as perthe eligibility. They should also be in possession of thecertificates in the prescribed format in support of their claimat the time of submitting application form.

    [iv] Age concession to Ex-Servicemen will be allowed inaccordance with the orders issued by the government fromtime to time. They will be permitted to deduct the periodserved in the armed forces from their actual age and theresultant age, so derived, should not exceed the prescribedage limit by more than three years.

    Ex-Servicemen who have already secured employment underCentral Government in Group (C' & (D'posts on regular basisafter availing of the benefits of reservation given to ex-Servicemen for their re-employment are NOT eligible for feeconcession or for claiming benefits of reservation under Ex-Servicemen category. However, they are eligible for the agerelaxation.

    The period of "Call up Service" of an Ex-Serviceman in theArmed Forces shall also be treated as service rendered in theArmed Forces for purpose of age relaxation.

    For any serviceman of the three Armed Forces of the Union tobe treated as Ex-Serviceman for the purpose of securing thebenefits of reservation, he must have already acquired, at therelevant time of submitting his application for the Post/ Service,the status of ex-serviceman and / or is in a position toestablish his acquired entitlement by documentary evidencefrom the competent authority that he would complete specifiedterm of engagement from the Armed Forces within thestipulated period of one year from the clositiq date ..

    A Matriculate Ex-Serviceman (which term includes an Ex-Serviceman, who has obtained the Indian Army SpecialCertificate of education or corresponding certificate in the Navyor Air Force), who has put in not less than 15years of serviceat the time of submission application form with Armed Forcesof the Union shall be considered eligible for appointment to thepost. Thus, those Non-Graduate Ex-Servicemen who have notcompleted 15 years of service at the time of submission ofapplicationform are not eligible.

    EXPLANATION 1: An "Ex-Serviceman" means a person whohas served in any rank whether as a combatant or non-combatant in Regular Army, Navy or Air Force of the IndianUnionand :-(i) who retired from such service after earning his pension.

    This would also include who are retired! retire at theirown request but after having earned their pension; or

    (iiJ who has been released from such service on medicalgrounds attributable to military service/ circumstancesbeyond his control and awarded or other disabilitypension; or

    (iii) who has been released, otherwise than on his ownrequest from such service as a result of reduction inestablishment; or

    (ivj who has been released from such service aftercompleting the specific period of engagements,otherwise than at his own request or by way of

    dismissal or discharge on account of misconduct orinefficiency, and has been given a gratuity; andincludes personnel of the Territorial Army of thefollowing categories, namely:-

    (a) Pension holders for continuous embodied service,(b) Persons with disability attributable to military service;

    and(c) Gallantry award winners.

    EXPLANATION 2: The persons serving in the Armed Forces ofthe Union, who on retirement from service, would come underthe category of "ex-serviceman" may be permitted to apply forre-employment one year before the completion of the specifiedterms of engagement and avail themselves of all concessionsavailable to ex-servicemen but shall not be permitted to leavethe uniform until they complete the specified term ofengagement in the Armed Forces of the Union.

    STANDARDS OF PHYSICAL MEASUREMENTS

    HEIGHT: Minimum 170 ems, relaxable by:-

    (i) 5 ems (165 ems) for candidatesbelonging to hill areas ofGarhwal, Kumaon, Himachal Pradesh, Gorkhas,Dogras, Marathas, Kashmir Valley, Leh & Ladakhregions of J&K, North-Eastern states and Sikkim.

    (ii) 7.5 ems (162.5 ems) for Scheduled Tribe candidates.

    CHEST: Minimum 80 ems (85 ems. after expansion),relaxable by 3 ems (77cms to 82 ems) for candidatesbelonging to Scheduled Tribes.

    WEIGHT: Corresponding to height.

    Relaxation in height and chest (as the case may be) as mentionedabove will be permissible only on production of certificate in theproformafrom. the competent authorities of the District where theyordinarily residers}.The relaxation in physical standards once granted at thetime of initial appointment in Delhi Police will hold goodtill the individual concerned remains in Delhi Police.Those candidates who are declared not qualified in physicalstandards i.e. height and chest, mau prefer an appeal, if theu sodesire, to the appellate authoritu present on the PE&MT ground.The decision of the appellate authoriiu will be final and no furtherappeal or representation in this regard will be entertained.

  • 5. PHYSICAL ENDURANCE TESTS

    (a) 100 metres race in 16 seconds(b) 1.6 Kms race in 6.5 minutes(c) Longjump : 3.65 metres in 03 chances(d) Highjump : 1.2 metres in 03 chances(e) Shot put (16 Lbs): 4.5 metres in 03 chances

    Note 1: There shall be no appeal against disqualification In physicalendurance tests.

    Note 2: Ex-Servicemen applying for the post are not required to undergophysical endurance tests. However, all ex-servicemen arerequired to pass the written test and fUlfill the physicalstandards prescribed for direct recruits for the post. They shouldalso pass the medical standards prescribed for direct recruits.

    6. MEDICAL STANDARD

    The minimum distant vision should be 6/6 and 6/9 of both(i) eyes without correction i.e. without wearing of glasses.

    The candidates must not have knock knee, flat foot, varicose(ii) vein or squint in eyes and they should possess high coioD.~

    vision.They must be in good mental and bodily health and free from

    (iii) any physical defect likely to interfere with the efficientperformance of the duties.

    7. VERIFICATION OF CHARACTER & ANTECEDENTS

    The work willbe taken up immediately after receipt of the list ofselected/recommended candidates alongwith their dossier from StaffSelection Commission and appointments will be made byDCP/Recruitment, New Police Lines, Delhi only after receipt of theirsatisfactory verification report of character and antecedents.

    8. VERIFICATIONS OF GENUINENESS OF CASTECERTIFICATE AND DRIVING LICENCE

    The verifications of the genuineness of caste certificate(SC/ ST/ OBC) and driving licence of all selected candidates will be gotdone from the concerned authorities by DCP/Recruitment, NPL,Delhi.

  • 9. BASIC TRAINING PROGRAMME .

    After appointment all the candidates will be detailed for twoyears basic training course as per Standing Order No. 291/2010.

    The Standing Order No.321-A/2016 was issued for direct recruitment ofSub-Inspector (Executive)-Male in Delhi Police to fill up 10% vacanciesreserved for departmental candidates of Delhi Police by Limited Departmental.Competitive Examination in pursuance of judgment dated 22.05.2013 passedby the Hon'ble High Court of Delhi in Writ Petition (Civil)No. 2788/2012 titledKaramvir Vs GNCT of Delhi & Ors ..

    . Further, as per Rule 7 of Delhi Police (Appointment & Recruitment)(Amendment) Rules, 2013 issued by Govt. of NCTof Delhi with the approval ofHon'ble LG, Delhi vide Notification No. F.13/11/2012/HF-I/Estt./7966-7971dated 13.03,2013, there exists no provision for a Limited DepartmentalCompetitive Examination for the selection of Sub-Inspector (Exe.l-Male.

    In view of the above, the Standing Order No, 321-A/2016 issued by thisHdqrs. vide No. 3661-3810/HAR/PHQ(AC-I) dated 20.07.2016 should betreated as withdrawn on administrative grounds with immediate effect, andresultantly, the Standing Order No.321/2013. issued vide No. 2301-2423/HAR/PHQ dated 14.03.2013 shall remain in force and will govern allfuture recruitments in respect of backlog vacancies and/or future vacanciesto the post of Sub-Inspectors(Executive)-Male.

    Henceforth, the departmental vacancies shall also be filled up alongwith open vacancies of SI(Exe.) through Staff Selection Commission and thedepartmental candidates shall firstly be treated against open vacancies bygranting age relaxation as per Rule 27-A of Delhi Police (Appointment &Recruitment) (Amendment) Rules, 2013 and thereafter as departmentalcandidates in accordance with Rule 7 of Delhi Police (Appointment &Recruitment) (Amendment) Rules, 2013.

    This has the approval of the Commissioner of Police, Delhi.
