National Programme on the Adoption of the Acquis (NPAA), 2003

The National Programme for the Adoption of Acquis (NPAA) endorsed by Turkey on 24 July 2003 states the following priorities under the Energy heading:

PRIORITY 14.2 Establish a programme for the adoption of the energy acquis,

particularly that concerning issues other than the internal market.

Task 14.2.2 Harmonisation with EU legislation in the field of energy efficiency 2.4 Contribution to National Development Plan

The “Preliminary National Development Plan” which has been prepared by the State Planning Organization (SPO), reads as follows (page 26) as regards energy efficiency:

“Work is carried on for ensuring the effective and efficient use of the energy. The National Energy Conservation Centre, which was established within the Electrical Power Resources Survey and Development Administration to control and coordinate the studies in this field, has been executing a common project with EU. The final goal has been established as to increase the energy efficiency in Turkey and set up the administrative capacity to ensure the efficient implementation of the EU legislation in this field.”

Reference to the Multi Annual Program (MAP) The National Programme, which was issued in 2003, encompasses a detailed and targeted time schedule for harmonization of the related EU acquis and also comprises a section on energy efficiency for the adoption of acquis. In this respect, National Energy Efficiency Strategy for Turkey has been envisaged within the framework of the EU Financial Cooperation Programme and issued in 2004.

2.5 Cross Border Impact "Not applicable".

3. Description

3.1 Background and justification: The Helsinki European Council of 1999 concluded that “Turkey is a candidate State destined to join the Union on the basis of the same criteria as applied to the other candidate States. Building on the existing European Strategy, Turkey, like other candidate States, will benefit from a pre-accession strategy to stimulate and support its reforms”.

“Energy Efficiency Strategy for Turkey” has already been adopted. In this strategy,

objective (ii) states “technical/financial assistance to final consumers through effective instruments- information, consulting, soft loans - assisting final consumers in implementing the proper measures to achieve better efficiency”. Therefore, for

achieving the above-indicated objective, realization and support of these kinds of awareness projects are rather vital.

The Ministry of Energy and Natural Resources (MENR) is the main organization, which is responsible for formulation and implementation of general energy policies in Turkey. The General Directorate of Electrical Power Resources Survey and Development Administration (EIE), which is one of the major organizations under the auspices of the Ministry of Energy and Natural Resources (MENR), has been involved in energy conservation policies and programs since the early 1980’s.

The Energy Resources Survey Department (ERSD) within EIE was established by the approval of the Ministry of Energy and Natural Resources in 1981, to conduct studies on energy efficiency and new and renewable energy resources. This department was entrusted by MENR in 1992 with the responsibility to act as National Energy Conservation Centre (NECC) for enhancing the activities on improving energy efficiency in all end-use sectors and also promoting the use of solar and wind energies.

NECC has been playing a crucial role in the field of energy conservation. In addition to legislative studies, another important aspect is increasing the awareness of end-users about the subject of energy efficiency.

Turkey’s energy intensity is 0.38 toe per $1000 of GDP; hence, it is above the average of OECD countries, which implies that Turkish energy consumption needs to be decreased without any decrease in standard of living or services provided.

Currently, a person in Turkey is consuming two or three times more energy (per square meter) than people in other countries such as Germany, France or others for space heating. This situation is yielding negative financial and environmental impacts.

Turkey had an energy demand of 83.804.000 TOE in 2003 and about 70% of this energy was imported. Furthermore, energy consumption is increasing at a rate of more than 4% (sometimes as high as 7%) every year in Turkey.

Enforcing the implementation of existing standards and regulations and also revising some standards and implementing some new regulations according to EU standards may yield 300 million US dollars of savings of energy per year in newly built housing units by decreasing energy requirement about 50 % (keeping in mind that, every year approximately 75 million square meter of new housing units are being built in Turkey). In addition to this, about a billion US dollars (which corresponds to approximately 60.000 GWh) of savings in existing buildings (there are about 16 million existing housing units in Turkey) is possible.

The above mentioned figures are forcing the government to take the necessary legal steps. Nevertheless, capacity building of technical and non-technical personnel and obtaining know-how from EU countries as well as increasing public awareness by generating and implementing new programs and methods regarding the subject of energy efficiency also require serious considerations.

General Directorate of EIE is following up this issue closely and is working on the ongoing GTZ Project (Promotion of Energy Efficiency in Buildings, Erzurum-Turkey)

and also on the Twinning contract of the “Improvement of Energy Efficiency in Turkey - TR03-EY01” project (2003 PRE-ACCESSION ASSISTANCE PROGRAMME), which will start soon, (more details are given about these projects in section 3.5) but these are not sufficient. Turkey, being a rather big country with a population of approximately seventy million people and 19.517.000 TOE energy consumption in building sector for the year 2003 does require special attention; hence, a new and very effective project for “Public Awareness” is urgently needed. Involvement of civil society organizations, chambers, ministries, municipalities, student groups and other relevant organizations are all described in activities 3.3, 3.4 and 4.2. Currently, EIE is in the process of building a two-store facility, which will be used during the training sessions of “Certified Energy Managers” as well as for the implementation of modules, which need to be developed, “Public Awareness Programs” will also be implemented within the facility to be built. The best insulation systems available at the market will be installed and in addition solar and geothermal heat pump systems will be employed for heating this building. In addition to these, this centre will be open both to the general public and students to visit and the staff of EIE/NECC will be available to provide information to visitors. Also, various items such as insulation materials, thermal expansion valves, control valves, window systems with low-e factor, testing and measuring devices, energy efficient household appliances etc. will be exhibited. The layout will allow some of measurements to be observed directly by trainees and visitors. In summary, this centre will be one of the main instruments for the implementation of “Public Awareness” programs; hence, it will contribute sustainably over the years. In summary, EIE/NECC is the responsible directorate in this field. In spite of the fact that there are some projects, which have already been implemented, there is still some need for further projects on the way to harmonization with EU acquis. In this respect, the project regarding “Public Awareness” proposed by EIE/NECC will fill an important gap regarding the issue of energy efficiency in buildings. In addition, benefits obtained from employment of the EU acquis will be clearly shown, contributions to the implementation of the National Program and to the realization of the second objective of the strategy, which has been adopted in June 2004, will be achieved. The subject of “Public Awareness” is also one of the main components of the “Energy Efficiency Law” which is currently in the preparation phase.

3.3 Results

3.3.1 Project 1 3.3.1.1 Purpose

Development and implementation of education programs for specified target groups in the building sector in order to increase energy efficiency consciousness of the public. 3.3.1.2 Results: The activities which shall be carried out under this project, and which are described in detail in section 3.4, are expected to lead to the following results:

1. Capacity building of EIE/NECC personnel in developing and implementing

education programs achieved. 2. New techniques and other relevant instruments for disseminating this subject to

all target groups more effectively learned and employed. 3. Public attention attracted by publishing well prepared material and

documentation 4. Students informed about importance of the subject of energy efficiency

3.4 Activities (including Means)

Within the scope of this project, the aim is to increase the effectiveness of public awareness raising efforts, which is being conducted by EIE for buildings on small scale at present, to a higher degree. In this respect, following activities can be planned;

Activities for Result 1: 1.1 Determination of current capacity of EIE/NECC personnel regarding the subject of

‘public awareness education programs’ and also inspection of existing facilities (TA),

1.2 Generation and implementation of Education Programs (EP) for capacity building of EIE/NECC personnel including study tours within Turkey as well as four study tours for a total of 15 personnel for one week to EU countries (TA).

1.3

Activities for Result 2:

2.1 Determination of current techniques and instruments used in EU countries (TA), 2.2 Transferring know-how as required (TA), 2.3 Identifying programs which are applicable in Turkey (TA),

2.4 Generating and implementing programs for each target groups separately (TA).

Activities for Result 3:

3.1 Identification of instruments which will have positive impacts, determination of

organizations, municipalities and private companies for cooperation as well as contributions and donations (TA),

3.2 Preparations and translations (if required) of instruments for each target group (TA),

3.3 Implementation with respect to developed strategy, conducting energy efficiency training programs to the different target groups in cooperation with municipalities, private companies, governmental and non-governmental organizations by an integrated approach on assessment, dissemination along with appropriate consultancy and support mechanisms. Target groups shall include public officials (including those responsible for local planning and those responsible for maintenance of public housing), technical university staff, housewives and women’s associations, end users, associations of owners and especially tenants of residential buildings, consumer associations etc. (TA, SUPPLY)

3.4 Some training of technical personnel, such as for technicians about inspection and maintenance of boilers, shall be implemented along with responsible organizations and/or municipalities (TA)

Activities for Result 4:

4.1 Identification of instruments, which will have positive impacts on students as well

as on school system, shall be determined together with Ministry of National Education (TA),

4.2 Determination of target student groups among the large existing student population in Turkey (TA),

4.3 Implementation of education modules, which will be supported by various materials and instruments, for each selected target group (TA, SUPPLY),

4.4 Determination of potential contributions and donations of other governmental and non–governmental organizations, municipalities and private companies as well as identification of cooperation methodologies with these institutions (TA),

4.5 In cooperation with Ministry of National Education, implementation of identified activities all over Turkey, aiming to reach sustainability over the period of time.

Means Required for Realization of Technical Assistance Contract: Contribution of long and short term experts, generation of educational material(s), work and mobilization of EIE/NECC personnel, study tours, workshops, seminars, human mobilization, publication and distribution of guiding documents such as flyers, booklets, billboards and short movies and utilization of resources of Ministry of National Education and universities.

3.5 Linked Activities: One of the important missions of EIE is focusing on increasing energy efficiency concept nationwide. In the past, EIE conducted several energy conservation projects, which were financed by foreign sources such as UNIDO, World Bank, EU and JICA.

Presently, NECC has been implementing a project within the scope of a technical cooperation agreement between the Turkish and German Governments. The project on- “Promotion of Energy Efficiency in the Buildings” has been going on for 2 years. The project will be completed in October 2005. The activities regarding public awareness are also part of the ongoing GTZ project to a certain extent. Nevertheless, the GTZ project is covering many other activities, which have had priority over public awareness activity, due to demand in that direction and lack of financial support. Therefore, further studies should be realized within the framework of another project in order to complete the defined activities as well as new ones.

The issue is also spelled out briefly in the Twinning Contract for the “Improvement of Energy Efficiency in Turkey - TR03-EY01” project (2003 PRE-ACCESSION ASSISTANCE PROGRAMME), which will start soon. However, this project is covering all sectors, and therefore cannot devote sufficient manpower and/or financial support for the building sector. Therefore, a new project, which will yield effective results, shall be implemented in accordance with SAVE program.

In addition to these activities, EIE/NECC has been conducting various kinds of awareness and promotional studies listed below.

• Every year, the second week of January is celebrated as Energy Efficiency Week and

conferences and exhibitions are organized during the week. Also successful energy conservation projects receive awards from the minister.

• The concept of energy saving has been promoted through television, radio, and press

media.

• In cooperation with the Ministry of National Education, the Energy Efficiency Week has been incorporated among the weeks celebrated in schools. Each year painting, composition and project competitions on energy conservation are arranged between primary and high schools and awards are presented by EIE.

• Seminar programs on the efficient use of energy sources and also their environmental

impacts have been initiated by EIE for primary and high schools as well as for the public.

• Furthermore, videos, brochures and posters have been prepared and distributed nationwide free of charge. Moreover, various national and international seminars, conferences, and workshops have been organized, also mainly under the coordination of EIE/NECC.

It is obvious that further activities need to be realized for obtaining much more effective results all over the country.

3.6 Lessons learnt: Finished and ongoing projects, combined with the other activities, contributed to increase the technical capacity of EIE/NECC, hence yielding to establish its own energy conservation team with necessary equipment and vehicles for carrying out various energy efficiency programmes and activities with experienced staff throughout Turkey. The activities include

Energy efficiency publications for all sectors.

Consultation process with industrial and building sector in formulation of energy efficiency measures

Maintaining energy manager database and energy consumption statistics for industrial sector and public buildings

Policy and legislative studies

The dialogue and cooperation with the related governmental institutions, private sectors, universities, research institutes and manufacturing associations are organized by the Energy Conservation Coordination Board under EIE/NECC coordination.

Implementation of energy efficiency programmes is a horizontal task, while the target groups are final energy consumers in all sectors of the society. The past experience in the EU Member and Candidate States emphasizes the fact that implementing energy efficiency strategies throughout a country is most effective when the administrative structures and measures are designed to meet the demand and capabilities of the various target groups. Energy efficiency can not be promoted by single or stand-alone measures. An integrated programme approach has to be followed to reach the final energy consumers and raising public awareness is being one of the most important part of it.

In this respect, international networking is important to get up-to-date information in technologies and mechanisms - Replication of success stories, etc.

Some existing conditions for the implementation of energy efficiency measures in Turkey shall be recalled; i) energy tariffs are relatively high, which leads to economic viability of energy saving measures, ii) the basic administrative structure and capacities at the central administrative side are available, iii) main elements of the EU acquis on energy efficiency are already being implemented, iv) the awareness at the governmental decision making level on energy efficiency aspects has to be reviewed.

Turkey is a huge market for energy saving technologies, etc. Other hemming conditions may be; i) an integrated and programmed approach on energy efficiency has not yet developed, ii) monitoring of the compliance to the existing norms is insufficient, iii) capacities in the municipalities are not sufficient, iv) the efficiency policies which solely rely on a organisation on the national level are in most cases not reaching the local level by missing implementation capacities and other provisions.

4. Institutional Framework EIE/ NECC (General Directorate of Electricity Power Resources Survey Administration/ National Energy Conservation Centre) is the beneficiary of the project. Other governmental institutions on national level as well as related local administrations will also benefit from the outcome of the project.

Dialogue and cooperation with the related governmental institutions (related ministries and prime ministry offices) are organised by the Energy Conservation Coordination Board (ECCB), which meets regularly in Board coordination and sectoral working group meetings. EIE/NECC acts as a coordinator of ECCB.

The project will be implemented in the form of a supply component and a technical assistance component.

The beneficiary institution for the project will be EIE/NECC, which will also assume responsibility for the administration related to the preparation, technical control and implementation.

Total budget for the project is calculated to amount to 1.070.000 EURO.

1. All investment sub-projects supported by the pre-accession fund must receive co-financing from national public funds. Minimum requirement for co-financing from national public funds is 25% of the combined PHARE and national contributions to the overall investment support.

2. Many Institution building projects will also have a degree of co-financing – this should be quantified and included wherever possible.

3. Expenditure related to equipment (regulatory infrastructure or ESC- related) and to Technical Assistance supporting investment (e.g. pre feasibility study / supervision of works / technical specifications) should be considered as Investment support in the project fiche.

4. All co-financing must be provided on a joint basis. Parallel co-financing will, in a principle, not be accepted. Exceptions to this rule have to be agreed with the Commission in advance.

5. All co-financing should be clearly quantified, also the degree of certainty of such co financing (i.e. for National Public Funds: is it already earmarked in local or national budget, for FIs Loans, private funds: are they already approved/ under appraisal, etc..).

6. Where parallel co financing is accepted and justified per exception to the normal rule it should be provided in monetary form. If this is not possible there should be clear criteria set out for the valuation of any non-monetary contributions (that should be quantified in the table)

7. If twinning is involved, clearly state the expected budget of the twinning covenant

8. The financial engineering of the project should be closely monitored against actual delivery during implementation and against the objectives that were set in the project fiche so that corrective actions may be taken where required.

3.1. Identification of instruments

which will have acceptable impacts, determination of organizations, municipalities and private companies for cooperation as well as contributions and donations

3.2. Preparations and translations (if

required) of instruments for each target group.

3.3.Implementation with respect to

developed strategy, conducting energy efficiency training programs to the different target groups in cooperation with municipalities, private companies, governmental and NGO’s by an integrated approach on assessment, dissemination along with appropriate consultancy and support mechanisms. Target groups shall include; public officials (including those responsible for local planning and those responsible for maintenance of public housing), technical university staff, housewives and women’s associations, end users, associations of owners and

especially tenants of residential buildings, consumer associations etc. 3.4. Some training of technical personnel, such as for technicians about inspection and maintenance of boilers, shall be implemented along with responsible organizations and/or municipalities.

4.2 Determination of target student

groups among the large existing student population in Turkey.

4.3 Development of education

modules, which will be supported by various materials and instruments, for each selected target group

4.4 Determination of potential

contributions and donations of other governmental and non–governmental organizations, municipalities and private companies as well as identification of cooperation methodologies with these institutions.

4.5 In cooperation with Ministry of

National Education, implementation of identified activities all over Turkey, hence, yielding to reach sustainability over the period of time.
