    SSAConsultants(SSA)submittedaproposalin2015totheSt.TammanyParishSheriffsOffice(STPSO)toconductaCompensationandBenefitPlanStudy.SSAsproposalwasacceptedbySTPSOandthetwoorganizationsenteredintoaprofessionalservicescontract.SSAsprimarycontactforthisprojectwasDeputyChiefDanellGerchow.TheSt.TammanyParishSheriffsOfficeCompensationandBenefitPlanStudy(theStudy)includedtwoparts.Thefirstpartevaluatedthecurrentsalaryandbenefitstructurethroughthefollowingactivities:

    Revieweachcurrentjobdescriptionforeveryjobclassificationasprovidedbythedepartmentdirectors; Reviewcurrentcompensationandbenefitpackageforeachjobdescription,includingretirementbenefitcost; Assesseachjobclassificationinrelationtocomparableclassificationswithintheprivateandpublicsectorstodeterminetheminimumcompensationandbenefit

    packagesforeachjobclassification;and PrepareareportwiththisinformationfortheSt.TammanyParishSheriff'sOffice.

    ThesecondpartoftheStudyfocusedonprovidingassistancetoSTPSOinformulatingasalaryandbenefitstructureforthefuture:

    Identifypotentialcompensationconcernsandrecommendpossiblealternativesolutions; Developexternallycompetitiveandinternallyequitablesalaryrecommendationsforeachjobclassificationincludedinthestudy.Provideananalysiswithcomparison

    tootherlawenforcementorganizationsandprivateentities;and PreparereportawiththisinformationfortheSt.TammanyParishSheriff'sOffice.

    ConsultingactivitiesbeganinOctober2015andconcludedinDecember2015.DeliveryofthisdocumentconstitutesthereportoftheStudy.SSAextendsitssincereappreciationtotheSt.TammanyParishSheriffsOfficememberswhohavegenerouslycontributedtheirknowledgeandinsightstothisproject.WillWilliams,PhD,MBAPartner,SSAConsultantsProjectDirector

    Revieweachcurrentjobdescriptionforeveryjobclassificationasprovidedbythedepartmentdirectors;

    Reviewcurrentcompensationandbenefitpackageforeachjobdescription,includingretirementbenefitcost;

    Assesseachjobclassificationinrelationtocomparableclassificationswithintheprivateandpublicsectorstodeterminetheminimumcompensationandbenefitpackagesforeachjobclassification;and

    PrepareareportwiththisinformationfortheSt.TammanyParishSheriff'sOffice(STPSO).

    Methodology

    ThefollowinggenerallydescribesSSAsmethodologyusedtocompletethefirstpartoftheStudy.

    DataRequest

    ThefirststepintheStudywastogatherinformationfromSTPSOtounderstandthecurrentcompensationandbenefitplananditsstructure.Thedatarequestincludedjobdescriptions,currentpayplanandbenefitinformation,organizationchartsandthetableoforganization,manualsordocumentsdescribingpaypolicies,andcontactinformationforkeyleadersandotherstaffvitaltotheadministrationofthisStudy.Thedatarequestalsorequestednamesofotherlawenforcementorganizationsforcomparison.AcopyofthedatarequestisprovidedinAppendixAofthisreport.

    Interviews

    Akeyrequirementofanyevaluationandassessmentprocessistounderstandthehistoryoftheorganizationandthecurrentoperationalenvironment.SSAinterviewedtheSTPSOstaff,departmentdirectors,andadministrationstaff.TheseinterviewshelpedSSAunderstandthehistoryofSTPSOasanemployer,thecurrentcompensationphilosophy,areasofconcern,andexpectationsoftheStudy.

    SSAreviewedtheemployeebenefitpackagesofferedbySTPSOtoitsemployees.Thebenefitpackagereviewincludedthetypicalrangeofbenefitsofferedbyemployers,includingannualleave,sickleave,healthinsurance,disability,andretirement.SSAcomparedthebenefitpackagesofferedbySTPSOtootherrelevantpublicsector,lawenforcementorganizations.

    JobDescriptionReviewandComparativeMatch

    SSAreviewedeachjobpositionusingthejobdescriptionsprovidedbySTPSOandreviewedthestrengthchart.Thejobdescriptionreviewwascomplexasthestrengthchartdidnotalwaysmatchthejobdescriptionfilename.Additionally,thejobdescriptionfilenamesdidnotconsistentlymatchthejobdescriptionjobnameinthedocument.SSAworkedwiththeSTPSOteamtoaddressthesediscrepancies.

    EachjobdescriptionwasthenassessedandmatchedtocomparablepositiondescriptionswithinSSAssalarysurveydatabase,whichcontainsjobdescriptionsandsalaryinformationcoveringrelevantandcomparablejobsandsalariesinthelocalandregionalarea.Whereappropriate,SSAmayhavebothprivateindustryandgovernmentsalaryinformationforgivenjobs.SSAssalarysurveydatabaseincludesamarket-basedsalarymidpoint(the50thpercentile)foreachjobpositioninthedatabase.

    TheSTPSOcompensationsystemutilizessalaryrangesforitsestablishedlaborgrades.Thereare18laborgradesandeachgradeisdividedinto20steps.EachsalarystepinaSt.TammanyParishSheriffsOfficesalaryrangeisa2.5%increaseoverthestepbefore.Therefore,foreachlaborgradethereisabandof25%aboveand25%belowthemid-point.AcopyofthecurrentSt.TammanyParishSheriff'sOfficelaborgradematrixisprovidedinAppendixBofthisreport.

    Specificjobdescriptionsonlyusepartofthiswidesalaryband.SSAexaminedjobsthathadasalarybandof+-5%aroundthemedianforthatjob,andothersthathad+-23%.ThetypicalsalarybandforSTPSOseemedtobeabout+-11%.Thesearenarrowbandsthatvaryquiteabitfromjobtojob.Organizationstypicallyhaveaspecificsetbandfortheirjobs.

    SSAcalculatedthemarket-basedsalaryrangesforeachjobpositionusingthemarket-basedmidpointsinitsdatabase.SSAalsocomparedSTPSOdatatoregionallawenforcementagencies.Thecalculationcreatedcomparativesalaryrangesthatextended20%belowthemarketmidpointsand20%abovethemarketmidpoints.Whereemployeesreceivehourlywages,thewageratewasmultipliedby2080(thenumberofhoursforafulltimeemployeeworkinga40-hourweek)tocalculateacomparableannualsalaryfigure.
