PARISHION ERS PROFILE The first open meeting to launch the Parish Plan was in November 2003, when 60 people attended the cream tea and recorded their views about life in our parish. A committee was formed from volunteers whose first task was to compile a questionnaire They hand delivered it and explained its purpose to every household in the parish, then collected them for analysis by an outside agency. The help, guidance and support from Felicity Sylvester ( Parish Plan Officer) for Caradon District Council has been invaluable throughout the process. The Parish Coun-cil acted as “Banker” for the grant to produce this plan. 75% of households responded to the questionnaire. An update was promulgated in the Village Hall at Easter 2005 when further response was received from parishion-ers Statistics gathered show St Keyne has a large working age population both male and female: males slightly out-number females in the under 5’s, 10 to 25’s, and the 65 –75’s, with the opposite in the 25-40’s and over 75’s. the greatest proportion of families have lived here between 10 and 20 years. Significantly 10% of those responding had lived here for less than a year; this is not a stagnant population nor is it a “retirement zone.” The majority of workers commute to work by car under 10 miles with the seconded largest group driving up to 25 miles. A few go further, and the same number work in the parish. Only 20% retire here: family connections and local employ-ment account for about 45% of reasons given for living in St Keyne. We are united in caring fervently about our environment and share a love of all aspects of rural life. In com-mon with most other communities our main concerns are for our safety, deploring speeding drivers and mindless vandalism. We do want to recycle and we don’t like dog-mess! Most of us seek better facilities for the young, the disabled, and the elderly. A number of respondents are open to the possibilities of sustain-able energy projects, and the controlled expansion of affordable housing for local people in keeping with our natural and built environments.

The Pa r ish of St Keyne — H ist or y a nd Cul t ur e The second smallest parish in Cornwall, St Keyne’s oldest property, the former Manor of Lametton (originally Lan-martin) is mentioned in the Domesday Book. By the middle ages several other long-established farms formed a parish around the 15th century church named after a wandering Welsh female missionary. St Keyne has a famous legend concerning its’ “Holy Well” restored by the Old Cornwall Society in 1930. The poet Richard Carew wrote in 1602: The quality, that man or wife, Whose chance or choice attains First of the sacred stream to drink, Thereby the mastery gains. This tradition is still maintained at the Church which has some Norman remains and was restored in mid Victorian times.

In the mid 16th century the manor was bought by the wealthy Rashleigh family of merchants and mine owners whose heirs remained Lords of the Manor until the estate was broken up and sold in 1911. In the past employment came mainly from mining at Herodsfoot, the fishing industry at Looe, and from farming. There were two mills beside the old Looe to Liskeard Canal grinding corn and felting cloth until the railway was built in 1859 and the canal was abandoned. Now the Mill houses “ The Magnificent Music Machines” collection.

There was a smithy in the village which was expanded in the 1930’s to a foundry making agricultural implements. St Keyne no longer has a Pubic House: it was demolished during the influence of John Wesley’s teaching and in 1860 a Zion Chapel was built. It closed in 1932 and since 1973 has been the “Chapel Bakery.

In the 1970’s St Keyne expanded its population dramatically when the Valley View estate was built. How-ever, residents have to travel to Liskeard for shopping and health-care; Duloe has the nearest Post Office and store, and Trewidland the nearest primary school. There is a bus service between Liskeard and Looe and trains run on the Looe Valley line. The mobile Library calls.

In the 1930’s a Working Men’s Institute was built for £120 by a local carpenter. Handed over later to the Women’s Institute, it was given to the village in 1980. It was in use for all village functions for about 20 years, then following years of hard fund-raising local architect Michael Kormanic de-signed a New Village Hall. Costing about £186,000 it was opened in 1998.

The new Village Hall provides the venue for St Keyne’s own Gardening Club, History Group, Arts and Craft Group, Tae Kwondo, Bingo, coffee mornings and lunches, and Skittles Team.

Regular popular events are the Carnival in June, the Produce Show in late summer. The Easter Art Exhibition, and the varied entertainments provided year round by the Hall and Social Club Committees. The History Group put on memorable Exhibitions in Millennium Year and again for the D-Day Anniversary.

Overwhelmingly villagers value living in a place designated “An Area of Great Landscape value,” and enjoy its wild-life, tranquillity, starry skies and its proximity to the moors and sea.

The Housing Strategy and Local Plan will allow for exception sites on the outskirts of the village development limits should they become available The Housing would purely be “Affordable Housing” with restrictions to prevent the sale on the open market. Subject to details being clarified, they would primarily be a small group of approximately six affordable houses built sympathetically to blend with the surroundings.
