RESONANCESOFAMEETING

Introduction. The meeting on the situation of our parishes planned by the Secretariat of the Mission, was held on September 18 – 22, 2017 at the Scalabrini seminary at Amora, Portugal.

The Secretariat’s motion stated: “The Secretariat of the Mission, adopts the suggestion of the Council of the Congregation and proposes a Congregation-wide meeting of representatives of the parishes entrusted to the Scalabrinians. At this meeting the work done on this topic in each Region/Provinces will be reviewed for the purpose of elaborating common guidelines for the Congregation, with due respect for differences. These common guidelines will be included in the material for the preparation of the next General Chapter.”

The process of preparation on this issue undertaken in the Regions/Provinces, on the basis of a survey prepared by the Secretariat itself, was conducted in a partial rather than in a homogeneous manner. This, however, did not limit the wealth of interventions and exchanges submitted, albeit at the expense of a certain uniformity.

For this reason, it was decided not to draft a final document but to convey the echo of what transpired, thus titling the report “resonances”. As a result, the report does not have an official character, but is a mere attempt at a veracity of sorts. It is intended as a help for further reflection and perhaps for more serious and better planned initiatives.

Premise It is not easy to put in writing the experience lived at Amora. Even Plato himself stated that what is most intimate is not to be entrusted to writing. Although the actual exchange of concrete experiences is not reported, such exchange has been very intense and has been experienced in a very beautiful climate of fraternity.

The whole experience was summarized by a participant with these words: I am enthused by this meeting, by the wealth of information that came to the fore, it would have been good if at

this meeting the confreres working in formation and in studies had been present, not for the purpose of teaching, but of learning from the wealth of experiences that are ongoing in the Congregation. I am really enthused by what was shared.

The atmosphere was positive, serene, relaxed and serious at the same time. If this were a prelude to the Chapter, it wouldn’t be bad. “We have listened, learned, renewed our spirit and been strengthened as members of our Congregation”: this was one of the conclusions in the evaluation of the meeting by the Secretariat.

This fraternal atmosphere has made it clear among us that the challenges of modern migrations, with their vastness and the tragic nature of the injustices that are at their root and that follow them, are for us a cry calling us to a pastoral, personal and community conversion, challenging us as to whether we are really true to our Charism.

Resonances 1. In the Chapter’s criteria for judging the “Scalabrinian identity” of our presences, a clear

reference to the local church (which is only implicit in the Chapter’s text) must be reemphasized. We are to be specific, significative and exemplary with reference to the local church, which is primarily responsible for the pastoral response to human mobility. The Scalabrinians are not substitutes of the local church, they do not replace it and neither do they work on a parallel level with it, but they serve it and animate it so as to help it become increasingly active and competent in its response to human mobility. We are to be realistic in this regard, since experience tells us that local churches are not always open nor do they give sufficient attention to this aspect of their responsibility. In this case we must insist "opportune et importune".

2. In our parishes, in addition to adding, where needed, specific services and programs aimed at the subjects of human mobility, it is also necessary to make the ordinary pastoral ministry more specialized so as to help build up a Catholic missionary identity within the local community. The parish must be transformed into an authentic “laboratory of catholicity”, of communion in diversity, highlighting respect for differences in every aspect of ordinary pastoral ministry, while appreciating the richness of diversity and the universality of God’s Kingdom.

3. The parishes which have an overall or exclusive diocesan character challenge us on how to best implement our Charism. The possibility that such structures be relinquished must be seriously considered. For this we need to question ourselves primarily over the missionary outreach present in our communities, that impulse that Pope Francis wants to imprint upon the Church: to go forth and out toward the other. We need not be afraid to talk about conversion, to embrace a process of change with a critical attitude toward attempts to justify matters on the basis of history and nostalgia. Conversion is an individual as well as community process. Hence the need for ongoing information as a constant motivation for our conversion.

4. An indispensable tool for judging the fidelity of our work to the Charism is the “missionary project” dealing with matters of migration, which ought to be drawn up in every Scalabrinian community, possibly in close collaboration with diocesan organisms and presented to the multiple entities working on migration. This plan ought to be revised every year. It would be appropriate to set up common criteria for such a revision of the missionary project. These missionary projects are not meant to be personal, but

provincial. This leads to a healthy transition of personnel in handing over the charges in the missions and in the parishes.

5. There are parishes where migrants have helped renew sacramental life and given new life to parochial organizations. Such situations are not without cultural conflicts and should encourage us Scalabrinian missionaries to become “facilitators of relationships rooted in the catholicity of the Church.”

6. All parishes, especially those involved in much social work and outreach, are called to be a prophetic sign on behalf of justice and of the rights of migrants within the society where they are active. The Gospel, and hence our Charism, does not follow the logic of reciprocity in the process of helping, and dialoguing with, our neighbor, regardless of the religion and the convictions of the refugee, of the asylum seeker or of the migrant in serious precarious conditions.

7. Experience shows that those parishes that are attentive to migrants tend to unite the evangelization of people living in peripheral communities, with social service and assistance, with the help and the support of both diocesan and social – political entities. It is important in this field to convey a positive view of the migration phenomenon. For this endeavor we must make use of all publications at our disposal, beginning with the means of communication within the parish itself.

8. The Scalabrinian presence in parishes tends to promote a coming together of multiple initiatives (a process which is be both sought and encouraged), which include elements that are both non-Scalabrinian and non-Christian (as migrants usually are), united in welcoming others, thus making it significant and missionary. Such a missionary spirit is the opposite of proselytism, since for us, Scalabrinians and Christians, Christ is simply present next to those who suffer.

9. A parish entrusted the Scalabrinians turns into a vehicle for the involvement of the diocesan presbyterate. This must be seen as an opportunity to sensitize the whole diocesan clergy to pastoral assistance to migrants.

10. An element that is typical in a parish entrusted the Scalabrinians is the presence and the interaction of three levels on which we are called to operate: the personal, the spiritual and the social. On this level it is essential for the Scalabrinian missionary identity to engage in teamwork with all those involved in working with migrants: the Scalabrinians, other religious and diocesan priests, the Ordinary of the place, the laity, and religious and civil institutions. For us Scalabrinians this is the face of the religious community, an element that is essential, because it means that the missionaries must accomplish among themselves what they go about preaching: and of this they will also be a visible and effective sign, or a sacrament.

11. The Scalabrinians are also working in parishes which are quite large, and this could cause one to say: we have enough to do with our day-to-day pastoral service. Concrete experience has shown that even in such parishes, by opening doors and spaces to migrants of different origins, in spite of resistance from parishioners, the parish can be renewed from the inside. This implies that, as Pope Francis asks, the doors be opened: the doors of the missionary’s heart, the minds of those who work at understanding the situations and, thirdly, the doors of the physical structures.

12. A trademark of the Scalabrinian missionary identity is the creation of a dynamic inclusiveness and openness within the communities we assist. Quite often the

generations of migrants who have settled in the territory show themselves hostile to accepting the newly arrived.

13. Our Congregation’s history has shown clearly the evolution of our presence with its courage to close many historical positions, painful and debated closures, which, however, have proved to be the fruit of the renewal of our missionary identity; and this has to endure as an ongoing lesson.

14. Among the factors of such evolution special attention must be given to the formation of the new candidates entering the Scalabrinian family. Which missionary spirit is demanded of them and what changes are required in the positioning of our presences in the world. The Scalabrinian missionaries are asked to cultivate the same process of reciprocal acceptance as is requested of the migrants and of the natives to receive them. The Scalabrinian communities are to reflect on how they are preparing themselves to welcoming the new confreres. It is a process that requires patience and begins in the seminaries, where the seminarians must learn to plan their future for a service which is not aimed exclusively at the migrants of their own country. The integration of the new confreres is a process that facilitates change and conversion within our Scalabrinian family. In such a context we must reflect on the importance and role of the different cultures and languages in the Congregation’s multifaceted panorama.

15. The change of the migrant population within the parish structure creates very real problems in the case where the “traditional” parishes are supporting the seminaries. To keep this situation from becoming a hindrance to the renewal of the pastoral positions as required by our faithfulness to the Charism, the sense of solidarity among regions and provinces must be kept alive. All missionaries and all missionary positions share a common responsibility for the Congregation.

16. The change within the internal identity of the Congregation is a challenge that will confront us short-term and will not fail to affect our presence in our parishes both within our community and within the parochial community: work in progress In this, too, we are journeying with the Church, which is enjoying a springtime of Christian faith in Asia and is interested in the large shifts of population. It’s an ongoing project even as we reflect on culture, that is, on how to blend together the wealth of one’s cultural roots with openness to others.

17. From the experiences we are living through within the Congregation, a complex variety of diversities becomes evident, due to different situations and the diverse nature of the gifts of the missionaries. Such diversity, however, must not be used as an excuse for not communicating or interacting, both within the regions/provinces and within the Congregation as a whole. Dialogue is born of two components: respecting differences and celebrating what is shared in common.

18. Our experience teaches us that, at times, the migrants themselves fail to accept the new migrants or that those who exploit the migrants are those of their own nationality: this fact should keep us from romanticizing the figure of the migrant and make our pastoral ministry more realistic and down to earth. We are often confronted with people who are baptized but not evangelized. Pastoral assistance is an ongoing process.

19. A missionary approach implies also that the migrant should be looked upon not only as a person in need but also as one who has a creative contribution to offer to the place that welcomes him.

20. A new element, or at least one capable of great innovations, namely, the ministry of social communication, must occupy a special place. The ability to present the positive side of emigration (the good practices) is quite important at least in our days when a negative image of the migrant (the foreigner to be feared) is prevalent: this work is far from marginal if we choose to work effectively. There are communication specialists, but to evangelize means also to communicate. Evangelization is the proclamation of the good news and of much good news. Naturally we must not overlook the ambiguous aspects of the modern media: they are not to be used as selfies for individuals to show off, nor even as selfies of the Congregation. Many of our places cannot be exploited for sensationalism (something the media avidly seek) because many of our places are involved in simple, ordinary, day-to-day service, often in the midst of simple people. And in this we rejoice because the Kingdom of God has been manifested to the childlike.

ENCUENTRO SOBRE LAS REALIDADES PARROQUIALES Dejadas en manos de los Scalabrinianos

18-22 Septiembre 2017 – Foros de Amora – Portugal

Resonancias de un encuentro

Introducción:

En Amora, Portugal, se ha tenido, en el Seminario Scalabrini del 18 al 22 de septiembre 2017 el encuentro sobre las realidades parroquiales, programa del Secretariado de la Misión. En la moción del secretariado se decía: “El secretariado de la misión, acogiendo una sugerencia del Consejo de Congregación, propone un encuentro a nivel de Congregación de representantes de las realidades parroquiales dejadas en mano de los Scalabrinianos. En el encuentro será puesto en común el trabajo hecho en cada una de las regiones/provincias sobre este tema, con el objetivo de elaborar líneas compartidas a nivel de Congregación, en el respeto de las diferencias, líneas compartidas, que entrarán en el material de preparación del próximo capítulo”.

El trabajo de preparación previsto en las regiones/provincias, según las parrillas de valuación de las realidades parroquiales, preparadas por el secretariado mismo, fue conducido en manera parcial y no homogénea. Esto no ha impedido una riqueza de intervenciones y de intercambios de visiones, aunque perdiendo una cierta linealidad.

Por eso se ha decidido de no escribir un documento final, sino de hacer un tentativo de transmitir un eco de lo que ha salido, dando al reporte el título de “resonancias”. No tiene por este motivo carácter oficial, sino la simple pretensión de una cierta veracidad. Es entendido como una ayuda a una reflexión ulterior y eventualmente también para iniciativas de mayor empeño y preparación. Estaban presentes al encuentro:

Premisa

No es fácil comunicar por inscrito lo que se ha vivido en el encuentro de Amora. Pero también Platón afirmaba que las cosas más íntimas no se dan a la escritura. Aunque no se reporta el intercambio de experiencias concretas entre los participantes, esto fue muy rico y se vivió en un atmosfera muy bonita de fraternidad.

Todo fue reasumido por un participante así: estoy entusiasta de este encuentro, de las riquezas que aparecieron; sería bonito hubieran estados presentes cofrades de la formación y del estudio, no para enseñar, sino para aprender de la riqueza de las experiencias que se viven en Congregación. Estoy verdaderamente entusiasta de lo que aquí se ha comunicado.

Clima positivo, sereno, relajado y….empeñado en el mismo tiempo. Si fuera un preludio al capítulo…no sería mal. “Hemos escuchado, aprendido, renovado nuestro sentir y reforzado el sentido de pertenencia a nuestra Congregación.”: fue una conclusión en la evaluación del encuentro de parte del Secretariado.

Este clima de fraternidad ha demostrado con claridad entre nosotros, que los desafíos de las migraciones de hoy, con su amplitud y la gravedad de las injusticias, de las cuales son fruto y de las cuales son acompañadas, es para nosotros un grito que nos llama a una conversión pastoral, personal y comunitaria, preguntándonos si somos verdaderamente fieles a nuestro carisma.

Resonancias

1. En los criterios del Capítulo para evaluar la “Scalabrinianidad” de nuestras presencias, va ratificada una clara referencia (que en el texto del capítulo está implícita) a la iglesia local. Tenemos que ser específicos, significativos y ejemplares en referencia a una iglesia local que es la titular de la pastoral de la movilidad humana. Los Scalabrinianos, no sustituyen o reemplazan la iglesia local, ni trabajan paralelamente a ella, sino que la sirven y la animan, para que esta se vuelva activa y competente en la pastoral de la movilidad humana. En este campo tenemos que ser realistas, porqué la experiencia dice que no siempre las iglesias locales son abiertas o dan la suficiente atención a este aspecto de su responsabilidad. En este caso tenemos que insistir “Opportune et inopportune”

2. En las realidades parroquiales, más allá de juntar donde necesario servicios y programas

específicos, destinados a los sujetos de la movilidad humana, se tiene que tratar de especializar la pastoral ordinaria en vista de la construcción de la catolicidad misionera a nivel de la comunidad local. Se tiene que transformar la realidad parroquial en verdadero y propio “laboratorio de catolicidad”, de comunión en la diversidad, poniendo en evidencia en cada aspecto de la pastoral ordinaria el respeto de las diferencias, la valorización de la riqueza de la diversidad, la universalidad del Reino de Dios.

3. Las parroquias que tienen un carácter diocesano, preponderante y exclusivo, nos llaman al desafío

de una reflexión para actualizar el carisma. Tenemos que tomar en seria consideración la posibilidad de dejar tales estructuras. Por eso tenemos que preguntarnos primariamente sobre el impulso misionero presente en nuestras comunidades, aquel impulso que el papa Francisco quiere dar a la Iglesia: salir, ir fuera hacia el otro. No tenemos que tener miedo de hablar de conversión, de entrar en un proceso, de cambio, con un espíritu crítico hacia los tentativos de justificación, ligados a nostalgias históricas. La conversión es un proceso individual, pero también comunitario. Por esta razón necesitamos una formación permanente que sea un impulso constante para nuestra conversión

4. Un instrumento indispensable, para evaluar la fidelidad de nuestro trabajo al carisma, es el

“proyecto misionero” para las realidades migratorias, que tendría que ser elaborado por cada presencia scalabriniana, posiblemente en estricta cooperación con los organismos de la diócesis y presentado a las diferentes instancias que se ocupan de migración. Este plan tiene que ser verificado cada año. Es oportuno que sean elaborados algunos criterios comunes de evaluación para los proyectos misioneros. Estos proyectos misioneros no deben ser proyectos personales, sino provinciales. Esto hace posible una sana transición en los pasajes de consignas, debido al cambio del personal de las misiones o de las parroquias.

5. Hay realidades parroquiales en las cuales los migrantes reportaron la sensibilidad hacia la vida sacramental y revitalizaron los grupos de las parroquias. Estas presencias no están exentes de conflictos culturales, situaciones que nos empujan a nosotros misioneros scalabrinianos a volverse “facilitadores de relaciones fundadas en la catolicidad de la iglesia”.

6. Las realidades parroquiales, en particular las que tienen un grande trabajo social y de asistencia,

son llamadas a ser también un signo profético para la justicia y los derechos de los migrantes, en la sociedad en la cual operan. El Evangelio, y de consecuencia nuestro carisma, no están en la lógica de la reciprocidad, en el campo del auxilio y del dialogo con nuestro prójimo, cualquier sean la religión y las convicciones del refugiado, del que pide asilo o migrante en grave situación de precariedad.

7. La experiencia muestra que la realidad parroquial, que se dirige a los migrantes, trata de poner

juntas la evangelización de las personas que viven en las periferias comunitarias con el servicio asistencial y social, con la animación e intervención en las realidades sea diocesanas que socio-políticas. Se trata en este campo de contribuir a comunicar positivamente el fenómeno migratorio. Por eso se tiene que utilizar todas las publicaciones a las cuales podemos llegar, en primer lugar los medios de comunicación parroquiales.

8. La presencia Scalabriniana en las realidades parroquiales trata de devenir (proceso que va querido

y favorido) agregativa de muchas iniciativas y también de actores no scalabrinianos y no cristianos, ligados a la acción de acogida del otro, como es típicamente el migrante: en esta manera se hace significativa y misionera. Una misionariedad que es el contrario del proselitismo, porqué es por nosotros, actores scalabrinianos y cristianos, Cristo simplemente presente cerca de los que sufren.

9. La parroquia dada a los scalabrinianos se hace vehículo de inserción en el presbiterado

diocesano y esto tiene que ser vivido como posibilidad de sensibilización de todo el clero a la pastoral migratoria.

10. Un elemento que caracteriza la realidad parroquial confiada a los scalabrinianos: la presencia y

compenetración de tres niveles, en los cuales estamos llamados a operar: la dimensión personal, espiritual y social. Esencial a este nivel es, para la misionariedad scalabriniana, el trabajo en equipo entre todos los actores implicados en el trabajo con los migrantes: los scalabrinianos, otros religiosos y sacerdotes diocesanos, el Ordinario del lugar, los laicos, las instituciones religiosas y civiles. Para nosotros scalabrinianos esta es la cara de la comunidad religiosa, elemento esencial, porqué significa que los misionarios mismos tienen que realizar en su interior lo que van predicando: y en esto serán también signo visible y eficaz, quiere decir Sacramento

11. Los scalabrinianos operan también en parroquias muy extensas, que podrían hacer decir: tenemos

ya demasiado trabajo en la pastoral ordinaria. La experiencia concreta muestra que precisamente en estas parroquias, abriendo puertas y espacio a los migrantes de varias proveniencias, superando también resistencia de los parroquianos, se renueva la parroquia desde el interior. Esto implica que se abran las puertas, como pide papa Francisco: las puertas del corazón del misionero, la mente de quien opera para entender las situaciones y en tercer lugar las puertas de las estructuras

12. Un elemento de la misionariedad scalabriniana es la de crear una dinámica inclusiva y acogedora en seno a las comunidades animadas por nosotros. Muchas veces las generaciones de migrantes establecidas en el territorio se hacen hostiles al acogimiento de los nuevos llegados.

13. En la historia de la congregación emerge el desenvolverse de nuestra presencia, que ha tenido la

valentía de serrar muchas posiciones históricas, cierres dolorosos y contrastados, pero que se han manifestado fruto de renovación de la misionariedad y esta tiene que ser una lección que permanece viva.

14. Entre los factores de evolución, tenemos que dedicar particular atención a la formación de los

nuevos candidatos, que entran en la familia scalabriniana. Cual misionariedad es propuesta a ellos y cuales cambios se piden al posicionamiento de nuestras presencias en el mundo. A los misioneros scalabrinianos se les pide el mismo proceso de reciproco acogimiento, que se pide al migrante y a los autóctonos que lo reciben. Las comunidades scalabrinianas tienen que reflexionar en cómo se están preparando a dar la bienvenida a los nuevos cofrades. Es un proceso paciente, que tiene que empezar en los seminarios, donde los seminaristas tienen que aprender a programar su futuro, para un trabajo que no se refiere solo a los migrantes de su país. La integración de los nuevos cofrades es un proceso que facilita el cambio y la conversión al interior de nuestra familia scalabriniana. En este contexto se pide una reflexión sobre la importancia y el papel de las varias culturas y lenguas en el panorama multiforme de la Congregación.

15. El cambio en la estructura de las poblaciones de migrantes, pone problemas muy concretos,

donde las parroquias “tradicionales” mantienen los seminarios. Para que esta situación no sea de impedimento a la renovación de las posiciones pastorales impuesta por la fidelidad al carisma, tiene que permanecer vivo el sentido de solidaridad entre las varias regiones y provincias. Todos los misioneros y las posiciones misioneras son corresponsables para la congregación.

16. El cambio de la cara interna de la Congregación es un desafío con el cual somos confrontados a

corto plazo, y no falta de tocar también nuestra presencia de las realidades parroquiales, sea a nivel de comunidad scalabriniana que de comunidad parroquial: work in progress….. También en esto estamos de camino con la iglesia que está viviendo en Asia una primavera de fe cristiana y está interesada a grandes movimientos de población. Es un astillero abierto también en nuestra reflexión sobre la cultura: como poner juntas la riqueza de las raíces culturales con la apertura al otro.

17. Emergen con evidencia, desde las experiencias que vivimos al interior de la Congregación, muchas diversidades, dadas por las diferentes situaciones y por las diversidades de los dones de misioneros. Pero la diversidad no tiene que ser una excusa para no comunicar o confrontarse, sea al interior de las regiones/provincias, que en el conjunto de la congregación. El dialogo nace de dos factores: el respeto de la diferencia y la celebración de lo que tenemos en común.

18. La experiencia, que muchas veces hacemos, es también la que as veces son los migrantes

mismos que rechazan los nuevos migrante, o que los explotadores de los migrantes son sus propios connacionales: esto tiene que protegernos de la idealización de la figura del migrante y dar concreto realismo a nuestra acción pastoral. Muchas veces nos encontramos con una población bautizada, pero no evangelizada. La acción pastoral es un proceso continuo.

19. La acción misionera implica también de no ver en el migrante sólo quien tiene necesidad, sino también el que da un una aportación creativa al ambiente que lo acoge.

20. Un lugar particular tiene que ocupar un elemento nuevo, o por lo menos investido por grandes

novedades, que es la pastoral de la comunicación. Saber narrar la emigración en positivo (las bellas experiencias) es muy importante particularmente hoy que se está difundiendo una imagen negativa del migrante (el extranjero que da miedo): esto no es un trabajo marginal, si queremos operar eficazmente. Hay los especialistas de la comunicación, pero evangelizar quiere decir también comunicar. La evangelización es un anuncio de la buena nueva, de buenas noticias. No olvidemos naturalmente el aspecto ambiguo de los medios de propaganda moderna, no tienen que ser usadas, no se deben usar por un protagonismo individua listico del selfie, si fuera también un selfie de la congregación. Muchas nuestras presencias no son explotables para el sensacionalismo del cual desean mucho los medios de comunicación, porque muchas de nuestras presencias son de vida cotidiana, modestas, muchas veces cercana a la gente simple y de esto estamos contentos, porque’ el Reino de Dios fue manifestado a los pequeños.

Dear confreres,

According to art. # 196 §1 of the Rules of Life, I hereby convene the 15th ordinary

General Chapter of the Congregation.

Date and place: The Chapter will begin on October 9, 2018 and will end on November 4, 2018, the feast of our Patron, St. Charles Borromeo. It will take place at the "Centro lnternazionale di Spiritua/ita Sacra Cuore di Gesil' (Sacred Heart of Jesus International Spirituality Center) in Via Campi di Annibale, 137 - 00040 - Rocca di Papa (Roma). All members of the Chapter are asked to be at the above-mentioned location by the afternoon of Tuesday, October 9, 2018 in order to begin at 6 PM with the Eucharistic celebration. The first three days will be dedicated to the spiritual retreat.

The purpose of the General Chapter: "(the General Chapter) expresses the full participation of all the religious and their concern for the welfare of the entire Congregation..." (RL #189), and has the following tasks:

20. to examine and to discuss the state of the Congregation;

21. to review the religious-apostolic life in light of the Gospel, of the teachings of the Church, of the spirit of the Founder, of the Rules of Life and of the needs of the migrants;

22. to update the norms of the General Directory and the policies regarding the government and the life of the Congregation, and to submit to the Holy See, with a two thirds majority, possible modifications to the Fundamental law and the Constitutional Articles of the Rules of Life;

23. to elect the Superior General, the General Councilors, Treasurer and Procurator;

24. to set up a six-year missionary project to which the Regions and Provinces will conform their priorities and choices.

Delegates: the voting process for the election of the delegates and of the substitutes of the perpetually professed religious priests, of the missionary brothers and of the representatives of the religious with temporary or perpetual vows, who are in the final stage of initial formation, will have to be arranged by December 8, 2017 in keeping with the guidelines set down on September 2016 by the Council of the Congregation. Specifically, the voting for the chapter members will be done online, as was done in all the Provinces/Regions for the election of their respective Administrations, thus transferring to telemetic media what is stated in RL #205. The General Administration is responsible for the above-mentioned voting process. "The opening of the ballots" will take place with the opening of the website, in the presence of a "commission of confreres" already present in Rome, together with the General Administration.

Chapter Preparatory Commissions: the delegates who will be elected, along with the substitutes,

will make up the Regional/Provincial Chapter Preparatory Commission whose task will be to assist

the confreres in preparing the issues to be submitted to the Central Preparatory Commission and to

the General Chapter (RL # 219). The preparation of the General Chapter will be the task of the Central Preparatory Commission, which the Superior General, with advice of his Council, will appoint by December 15, 2017.

For the first time, the preceding General Chapter has asked the outgoing General Administration to

"send to all the confreres a short report on the state of the Congregation, on the issues that have arisen during its mandate and on the future challenges of migration movements and of assistance to migrants. This report will be sent out at the time when the Chapter Central Preparatory Commission will be established. " (# 91) This will be a tool and an opportunity to help each confrere to become personally aware of what the Congregation is confronted with, of the challenges which await us and to participate more actively in the preparatory phase of this important moment in the life of the Community of our Congregation.

The last General Chapter, in line with the theme "Identity and Renewal" had pointed out the path to review, renew and requalify first of all ourselves and our religious communities: it had then invited us decisively to redefine our missionary presences. The three criteria, by now well-known, of "Significance, Exemplarity and Specificity" still carry their full weight in challenging and questioning each one of us on the progress that we have been able to make. The Church looks at us, the migrants are looking at us, the aspiring missionaries, especially those of the new ethnic groups, are looking at us: our responsibility is indeed great and the upcoming

General Chapter will provide once again the occasion to put "new wine in new wineskins" and point

out a credible path, reinforced by a charismatic ideal whose actuality is unprecedented, and to

propose to each of us a new and reinvigorated missionary forward push along the footsteps of our

Blessed Founder.

I entrust to the intercession of Mary, the Mother the migrants, the times for reflection and work

which await us, as I invoke from the Lord the gift of His Spirit, that He may shed light on the steps

we are called to take.

Queridos Cohermanos,

en conformidad con el art. 196 § 1 de las Reglas de Vida, convoco el XV° Capítulo General Ordinario de la Congregación.

Fecha y lugar: El Capítulo comenzara el 9 de octubre de 2018 y terminara el 4 de noviembre de 2018, fiesta de nuestro Patrono San Carlos Borromeo. Se llevara a cabo en el "Centro Internacional de Espiritualidad Sagrado Corazón de Jesus" - Via Campi di Annibale, 137- 00040 Rocca di Papa (Roma). Todos las de lega dos tendrán que estar en la casa indicada en la tarde del martes 9 de octubre de 2018, para comenzar con la celebración de la Eucaristía a las 18:00 hs. Los tres primeros días serán dedicados al retiro espiritual.

La finalidad del Capítulo General: "es la expresión de la participación y el interés de todos los religiosos para el bien de la Congregación..." (RdV 189) y tiene las siguientes tareas: 25. Examinar y discutir el estado de la Congregación;

26. Verificar la vida religiosa apostólica a la luz del Evangelio, de las enseñanzas de la Iglesia, del espíritu del Fundador, de las Reglas de Vida y de las necesidades de los migrantes; 27. Actualizar las normas del Directorio General y las directrices relacionadas con el gobierno y la vida de la Congregación y proponer a la Santa Sede, cualquier cambio , aprobado con la mayoría de dos tercios, en la Ley Fundamental y las disposiciones constitucionales de las Reglas de Vida; 28. Elegir al Superior General, los Consejeros, el Ecónomo y el Procurador General;

29. Preparar un proyecto misionero para los seis años al cual se conformaran las decisiones pragmáticas de las regiones y provincias.

Delegados: las votaciones para la elección de delegados y sustitutos de los religiosos de votos perpetuos sacer dote s, de los hermanos misioneros y de los representantes de los religiosos de votos temporáneos o perpetuos que todavía están en la fase de formación inicial, se realizaran antes del 8 de diciembre de 2017 en la forma establecida en el CdC de septiembre de 2016. En particular se procederá a votar los capitulares "on-line", como ya hecho en todas las provincias / regiones para la elección de las Direcciones, realizando en modo electrónico, cuanto establecido en el número 205 de las RdV. La Dirección General es responsable de todas estas operaciones de votación. "El recuento de votos" se efectuara mediante la apertura de la página web, con una "comisión de cohermanos" ya presentes en Roma, junto con el Consejo General.

Comisiones precapitulares: los delegados que serán elegidos, junta con los suplentes, constituirán la Comisión Precapitular regional/ provincial que tendrá la tarea de ayudar a las cohermanos en la preparación de las temas que serán presentados a la Comisión Precapitular Central y al Capítulo General (RL 209). La preparación del Capítulo General será una tarea de la Comisión Precapitular Central que el

Superior General nombrara, con el parecer de su Consejo, el 15 de diciembre de 2017.

Par primera vez el anterior Capítulo General ha pedido a la Dirección General que termina su mandate "hacer llegar a las Cohermanos un breve informe sobre el estado de la Congregación, las temas que han surgido durante el mandate y los futuros desafíos de la migración y la asistencia a las migrantes. Este informe se enviara con ocasión del nombramiento de la Comisión Precapitular Central." (n° 91). Esta será una herramienta y una oportunidad que podrá ayudar a cada Cohermano a darse cuenta personalmente de lo que está pasando en la CS, de los desafíos que tenemos por delante y participar más activamente en la fase preparatoria de este momento tan importante en la vida de nuestra Comunidad de Congregación.

El último Capítulo General nos había mostrado, en línea con el tema general "identidad y la renovación", un camino para revisar, renovar, actualizar, en primer lugar a nosotros mismos y nuestras comunidades religiosas; luego nos invitó a redefinir decididamente nuestras presencias misioneras. Los tres criterios, ya bien conocidos de la "significatividad, ejemplaridad y especificidad" conservan aun toda su fuerza para pedirnos a todos cual fue efectivamente el camino que supimos recorrer.

La Iglesia nos mira a nosotros, las inmigrantes nos miran, los aspirantes a misione ros, especialmente los de las nuevos grupos étnicos, nos miran: tenemos una gran responsabilidad y el próximo Capítulo General será una nueva oportunidad de poner "vino nuevo en odres nuevos" e indicar un caminodignop de fe, apoyado por un ideal carismático de una actualidad sin precedentes, y proponer a cada religioso un nuevo y fortalecido impulse misionero siguiendo las huellas de nuestro Beato Fundador.

Encomiendo a la intercesión de María, Madre de las migrantes, el tiempo de reflexión y el trabajo que queda por delante, mientras le pido al Señor el don de su Espíritu para iluminar las pasos que estamos llamados a realizar.

“I was a medical student with a crisis of faith. One day, at 7:30 AM, I entered for the first time Sacred Heart Church. Two elderly priests rang the bell, came out on the altar, recited the opening antiphon and began Holy Mass. There was no homily, no emotions or distractions, just a simple Holy Mass. One of the two priests seemed particularly devoted and reverent and he looked joyful. I thought to myself: “I could be like that elderly man, be a priest and be happy.” That priest was Fr. Mario, who was then celebrating his 50th anniversary of priesthood. I made an appointment to see him. I left medical school and went to a spiritual discernment house. Fr. Mario handed me the vestments for my ordination to the diaconate and was at my Mass of Thanksgiving after my priestly ordination. At that Mass, there was a young man, Alex, serving as an altar boy. He was ordained a priest last year and I preached at his first Mass. Fr. Mario was so proud!” This is the testimony of Fr. Fernandes, who since then has never lost touch with Fr. Mario. Fr. Mario spent most of his priestly life as assistant and as pastor in two parishes: 32 years at Holy Rosary Church in the diocese of Kansas City and 29 years in Sacred Heart Church in Cincinnati. He would encourage the young priests working with him to integrate into the American society, to learn English to help the second-generation in their process of integration. Maybe he remembered his first experience in the United States. Newly arrived from Italy without a word of English, the pastor told him that he had no need of assistants and Fr. Mario had to spend his first week in a hotel. Things were later settled when his superiors from Rome intervened. Fr. Mario was endowed with a lively personality, strong and impulsive, “a true Italian”, his parishioners would say; it smoothed out with time, but he was always allergic to nonsense and preferred big projects and visions. He was always meticulous in his pastoral ministry: the formation of leaders, cooperation with diocesan authorities, a warm and welcoming attitude with the personnel. He loved the beautiful liturgy, liturgical music and devotion to the saints and the Italian Christmas Nativity tradition (presepio). He was greatly devoted to the Blessed Sacrament. During the difficult time after Vatican II, he showed understanding to the needs of special groups and he welcomed to Sacred Heart Church the Latin Mass community. On the 20th anniversary of that welcome, the members of the community surprised him by singing some of the parts of the Mass, which he himself had composed during his years as a seminarian.

He was fully dedicated to his parish and he organized social activities, generously donating the profit to our seminaries and to the opening of new missions in the province. He was aware that Sacred Heart parish no longer needed the specific Scalabrinian presence, as he himself stated to the Superior General during the 2004 canonical visitation. Nonetheless he remained as an active assistant until his 90’s in spite of having had a bout with a tumor. The elderly trusted him and the young ones looked upon him as a grandfather. On his 70th priestly anniversary, a bronze plaque in his honor was placed in the church. During his last years at Sun Valley, California, he continued to live in community with serenity and friendliness, faithful to both his community and personal prayers in spite of his physical handicaps. God called him to himself the night of June 14 at 10:30 PM at St. Joseph Hospital in Burbank, California.
