1.0 Introduction
This report summarizes the May 2015 monitoring of subsurface petroleum contamination at the St. Albans
Exxon property (VTDEC Site # 2002-2953; Site) located at 190 South Main St. (US Route 7), St. Albans,
Vermont, (See Site Location Map, Appendix A). This work has been conducted for Wesco, Inc. (Wesco) of
South Burlington, Vermont. The scope of this monitoring event included obtaining liquid level
measurements and the collection and analysis of groundwater samples from site related monitoring wells.
All work was performed in accordance with the Work Plan and Cost Estimate for Groundwater Monitoring
dated February 18, 2015. Approval to proceed with this monitoring event was granted by Mr. Gerold
Noyes of the Vermont Department of Environmental Conservation (VTDEC) in an electronic mail message
to Wesco dated April 22, 2015.
2.0 Site Background
Groundwater monitoring was initiated at this Site due to a detection of petroleum impact to onsite
subsurface soils during a piping replacement inspection conducted on November 14, 2001. Ten soil
borings were advanced under the supervision of Heindel & Noyes, Inc., in August 2002; six of them were
completed as monitoring wells. Groundwater monitoring was conducted periodically from August 2002 to
December 2003. Annual groundwater monitoring has been conducted at this site since December 2003.
Monitoring wells MW-4 and MW-5 were replaced in July 2012. Copies of previous reports are on file at the
VTDEC office in Montpelier, VT.
3.0 Groundwater Monitoring
3.1 Determination of Groundwater Flow Direction and Gradient
Water table elevation measurements were collected from four site monitoring wells on May 6, 2015. Two
of the Site related wells could not be located (MW-4R and MW-5R). The depth to groundwater in the wells
on May 6, 2015 ranged from 10.63 feet in MW-6 to 14.30 feet below top-of-casing in MW-1. The depth to
water in each well was subtracted from the top of casing elevation to obtain the relative water table
elevation. No free phase petroleum product was detected in the wells on May 6, 2015. Water level data are
presented in Appendix B. The water table elevation for MW-1 is the highest to date while the water table
elevations for MW-2 and MW-3 are the lowest to date.
Water table elevations were plotted on the Site Map to generate the Groundwater Contour Map (Appendix
A). Based on the groundwater elevations obtained on May 6, 2015 groundwater elevation was fairly
uniform across the Site. According to these data, the direction of the groundwater flow beneath the Site

appears to generally be flowing to the west. The hydraulic gradient for the Site was calculated on average
to be 6.2%. The groundwater elevation data is generally consistent with the data collected in April 2013.
3.2 Groundwater Sample Collection and Analysis
KAS collected groundwater samples from three Site wells on May 6, 2015. The groundwater samples were
collected according to KAS’ monitoring well sampling with disposable bailers, stored on ice in the field,
and submitted to Endyne, Inc. of Williston, Vermont under proper chain-of-custody procedures. The
groundwater samples were analyzed for petroleum related VOC’s by EPA Method 8021B.
Analytical results of the groundwater samples collected on May 6, 2015 from the monitoring wells are
summarized and graphed in Appendix C along with the applicable Vermont Groundwater Enforcement
Standards (VGES) for the target petroleum compounds. The laboratory analysis report for the May 6, 2015
sampling data is included in Appendix D.
The laboratory report indicates that dissolved petroleum constituents were present in the groundwater
sample collected from all of the sample locations, at concentrations above the detection limits of the test
method. Concentrations of select VOCs were present above the Vermont Groundwater Enforcement
Standards (VGES) in the groundwater sample collected from all well locations. No unidentified peaks were
reported in any groundwater samples. A tabulation and graphic presentation of analytical data for the
groundwater monitoring wells is provided in Appendix C.
3.3 Contaminant Trend Analysis
Overall, VOC concentrations in MW-1 have declined by 68% since the last sampling event in April 2013
and 95% since sampling began in August 2002. VOC concentrations reported at MW-1 are the lowest
reported to date. Total targeted VOC concentrations in MW-2 have increased slightly since the last time
the well was sampled in 2013, but have decreased by 86% since sampling began in 2002. VOC
concentrations in MW-3 continue to fluctuate, but are still within their historical range. Water elevation and
total VOCs in general have exhibited no distinct correlation since monitoring began. Additional data is
needed over time to determine trends in contaminant concentrations and their potential relationship with
groundwater elevations.
The analytical results were plotted to show the distribution of total targeted VOCs across the Site (see
Contamination Concentration Map, Attachment A). The map indicates that the highest dissolved phase
contaminant concentrations lie in the vicinity of MW-3 which is down gradient of the former USTs. The
extent of the contaminant plume is not fully defined at this time and likely extends further northwest

beyond MW-4R. Based on current and historical data analysis it is not likely that any sensitive receptors,
beyond site soil and groundwater, are being impacted at this time.
3.4 Quality Assurance and Quality Control
Samples were collected according to KAS’ groundwater sampling protocol. No VOCs were detected in the
trip blank sample prepared on May 6, 2015. Relative percent difference (RPD) is defined as one hundred
times the difference between the actual sample and the duplicate sample, divided by the mean of the two
samples. RPD values are used to determine if adequate quality assurance and control (QA/QC) were
maintained during sample collection and analysis. The RPD Calculations are presented in the Groundwater
Quality Summary in Appendix C. For the May 6, 2015 sample event, the duplicate sample was collected
from monitoring well MW-2. The RPD for total targeted VOCs was 7.5% indicating adequate precision.
4.0 Conclusions
Based on the results of the May 6, 2015 groundwater monitoring event and previous work performed at
the Site, the following conclusions are offered:
The groundwater flow direction for the May 6, 2015 monitoring event was to the west at an estimated
hydraulic gradient of 6.2%. The groundwater elevation and flow direction are consistent with previous
estimates from the site;
Select petroleum constituents were reported in groundwater samples collected from MW-1, MW-2,
and MW-3 at concentrations above the applicable VGES;
The extent of the low to moderate dissolved petroleum VOC impact is likely limited to the area down
gradient of the former USTs. The core of the contaminant plume is located in the vicinity of MW-3;
and,
There is no apparent threat to human health or sensitive receptors from the low to moderate
concentrations of dissolved contamination below the Site.
5.0 Recommendations
Due to the continued presence of compounds above VGES but the overall decreasing contaminant
concentrations reported in groundwater beneath the Site, KAS recommends groundwater monitoring be
conducted on a biennial basis with the next event to occur in the spring of 2017. During the next sampling
event, monitoring wells MW-1 through MW-5R should be sampled for petroleum compounds via EPA
Method 8021B. The remaining wells should be gauged for water level. Following the scheduled removal of
the USTs in July/August 2015 KAS will reevaluate the site data and present recommendations in the UST
closure assessment report.

All required method quality control elements including instrument calibration were performed in accordance with method requirements and determined to be acceptable unless otherwise noted.
The column labeled Lab/Tech in the accompanying report denotes the laboratory facility where the testing was performed and the technician who conducted the assay. A "W" designates the Williston, VT lab under NELAC certification ELAP 11263; "R" designates the Lebanon, NH facility under certification NH 2037 and “N” the Plattsburgh, NY lab under certification ELAP 11892. “Sub” indicates the testing was performed by a subcontracted laboratory. The accreditation status of the subcontracted lab is referenced in the corresponding NELAC and Qual fields.
The NELAC column also denotes the accreditation status of each laboratory for each reported parameter. “A” indicates the referenced laboratory is NELAC accredited for the parameter reported. “N” indicates the laboratory is not accredited. “U” indicates that NELAC does not offer accreditation for that parameter in that specific matrix.
