    New Sunbury City Council in 2015Information for Hume City Council residentsThe Victorian Government has accepted the Sunbury out of Hume Local Government Panel report recommending the establishment of a new council.The government has decided the new council, to be named Sunbury City Council, will be created on 1 July 2015.

    Administrators and an interim chief executive offi cer for the new Sunbury City Council will be in place by 1 July 2015. They will work with Hume City Council to ensure an orderly transition of administrative and operational functions from Hume to Sunbury.

    Both councils will have the boundaries recommended by the panel.

    Financial modelling indicates that both the proposed Sunbury City Council and Hume City Council will be sustainable. The panel has provided a detailed blueprint for transition to the new council. The panel report and fi nancial modelling are available at www.dtpli.vic.gov.au/localgovernment

    The proposal to establish Sunbury City Council follows a ballot of Hume residents in October 2013 in which a majority of participating voters supported separation of Sunbury from Hume. The ballot was followed by the Local Government Panel review which reported to the Minister in June 2014.

    More time to fight fire with fireBy Angela Valente

    Landholders in the Macedon Ranges on blocks of 4000 square metres or less will be able to carry out burn-offs during October.

    Macedon Ranges council will lift restrictions to give residents more time to clean up their properties before the fire season.

    Fire authorities are already warning the coming bushfire season will start earlier and last longer than usual.

    Council fire prevention officer Kim Tully said many property owners were still cleaning up winter storm damage, including debris and fallen trees.

    Councils assets and operations director, Dale Thornton, said people on smaller blocks were encouraged to clean up fire fuel such as leaves and twigs.

    The fire season has been predicted to arrive earlier and last longer this year, so its important that residents begin their clean up sooner rather than later, Mr Thornton said.

    After the devastating fires that swept through the shire in January and February, we want to make sure everyone is well prepared leading up to summer.

    Green waste can be dropped off at councils transfer stations for free.

    Mr Tully said the council would start inspecting properties for fire risk in late October.

    About 50 fire prevention notices have already been issued to landholders whose properties are considered to pose a bushfire risk or need a long-term plan for managing weeds such as gorse.

    Distraction in the kitchen was among the causes of house fires recorded in the Macedon Ranges during winter.

    Three preventable house fires were recorded in the shire from June to August, nine fewer than the previous winter.

    But CFA operations manager Steve

    Smith said residents inattentiveness was an ongoing worry for firefighters who dealt with the impact of genuinely avoidable fires on families and properties.

    Everyone needs to pay attention preventing a fire comes down to simple things like being aware of what distracts you

    when youre in the kitchen and setting a timer so you dont forget about whats on the stove.

    In Hume, which includes Sunbury, there were 11 preventable fires between June and August, one fewer than the previous winter.

    An environment management plan for Hanging Rock will guide future conservation and environmental works at the reserve.

    The plan will be completed by ecological consultants Practical Ecology and provide direction for groups involved in managing and maintaining Hanging Rock, including the council, environment and user groups such as recreational clubs and event hirers.

    Work on the plan is under way.Mayor Roger Jukes said the council was

    working with environmental groups and others to identify issues and opportunities at Hanging Rock.

    Cr Jukes said the draft plan would be drawn up with input from user groups and relevant stakeholders.

    The development of the plan will help us establish a set of principles and an action plan that will focus on conserving and enhancing the Rocks environmental values, while balancing the important role the site has to play as a recreation and tourist facility, he said.

    It will also help to guide the allocation of resources so that council and community groups can plan various works and projects, and apply for external funding where needed.

    Last week, the council reaffirmed its position on the proposed heritage listing for the Rock.

    The listing submission, to be presented at a hearing held by the Heritage Council, supports the recommendation that Hanging

    Rock Reserve should be included in the register given its heritage values, but it does not support the inclusion of the eastern paddock.

    Hanging Rock Action Groups Matthew Nickson said the group was disappointed the council didnt see value in protecting, in tandem, the Hanging Rock Reserve and the east paddock.

    The groups nomination to the Heritage Council called for the inclusion of both Hanging Rock Reserve and the eastern paddock.

    The group believes the east paddock and the reserve form an integral whole and you cant have one without the other, Mr Nickson said.

    Cr John Letchford said a precinct plan, soon to be prepared for Hanging Rock, would provide more protection for the Rock and surrounding area.

    The aim is to provide protection for the area from further incremental development, he said.

    Councillors Jennifer Anderson, Graham Hackett and Russell Mowatt were chosen to sit on the new Hanging Rock development advisory committee. It will guide and assist the council on development proposals.

    A national organisation with a branch of volunteer members in Sunbury and Macedon Ranges is calling for people to take a stand on poverty.

    For Anti-Poverty Week, from October 12-18, Sunbury Macedon Ranges VIEW (Voice, Interests and Education of Women) has called on state and federal governments to help close the gap and address the educational performance between disadvantaged and advantaged young people.

    Sunbury and Macedon Ranges VIEW secretary Judith McPherson said Australian students from disadvantaged backgrounds were 20 per cent less likely to complete year 12 than more advantaged peers.

    The Sunbury resident said that being disadvantaged could have a huge impact on a childs time at school.

    Anti-Poverty Week is an opportune time for VIEW to contribute to tackling disadvantage in Australia, she said.

    The local VIEW group has about 55 members and is looking for more women to join to help raise funds for the Smith Familys Learning for Life program.

    For 54 years, VIEW has helped disadvantaged children though support of The Smith Family. It raised $1 million nationally last year for childrens education.

    VIEW sponsors 1100 children through The Smith Family to ensure they stay at school.

    Volunteers help fight poverty

    Hume detectives spent a couple of months fitting together the pieces of a jigsaw that came together last week in a major discovery of stolen vehicles dumped in a dam near Attwood.

    A motorbike and 20 cars were dragged from the dam. Fourteen of the cars were later identified as stolen.

    Acting Detective Senior Sergeant Mick Gaul told Star Weekly police were first tipped off by Australian Federal Police, whod been told by pilots landing at nearby Melbourne Airport they regularly saw fires in the gully at night.

    Patrols of the area identified the dumping ground, but the isolated terrain and wet weather at the time prevented a full-scale recovery.

    Meanwhile, about six weeks ago local police arrested a young man after an early-morning pursuit in the same area.

    Further investigations led to the arrests of six young males, aged 16 to 20, who were charged with a range of offences, including theft of, and from, motor vehicles, petrol theft and arson.

    Humes Acting Superintendent Steve White said there had been a significant rise in vehicle thefts in the Hume area, with recent crime statistics showing vehicle theft in the city had increased 19.5 per cent.

    These stolen cars are being used for joy rides and other risk-taking behaviours and then being torched and dumped in this area, he said.

    Thefts of cars and thefts from vehicles are two of the crimes most reported in both Hume and Whittlesea.

    The Department of Justice, in collaboration with Victoria Police, is running a community crime prevention campaign called Help Yourself, a pilot program focused on reducing

    high-volume crimes, such as personal theft, theft from motor vehicles and residential burglaries in the city of Whittlesea.

    Among the many statistics available at the Help Yourself website are some indicating that

    more than half the thefts from motor vehicles show no signs of forced entry.

    With renovation of a property, whatever its nature, there is an associated risk. Its part of doing work for

    a reward. You must look at the risk and calculate the factors; notwithstanding that you want to maximise

    any profit on the renovation, you still want to sleep at night.

    It is well known that renovating an older home is risky, as its difficult to assess the amount of work to be

    Freestanding houses, semi-detached cottages and terraces have the problem that anything other than

    a redecoration requires a development approval, whilst only a structural alteration such as removal of a

    wall would require one for a unit.

    So if your are interested in a renovation project for a profit then there are some issues you should

    address, including

    *Location. Be sure the area where you buy will support the price you have to ask for when you sell the

    investment. Dont overcapitalise.

    *Cost. Get a firm quote. Do and Charge is very risky, even with the best intentioned and honourable

    builder.

    *Advice. Get all appropriate advice and do your research on all aspects: purchase costs, sale costs,

    expenses for building, decoration, service PC items, landscaping, holding charges, interest and the like.
