Powell BART Station & Context
ottom-Up Site Analysis
mographics of populationnsity, income, and age are used
the San Francisco cityvernment to locate need of publicenities. Public space, publicansit, and social services havetake into account areas of needen strategizing/locating publicsources. The sharp contrast innsity and economic means at thereshold of the Tenderloinighborhood coupled with theanned extension of the T-3 subwayom Bay View to China Town thatll physically connect to PowellRT station have created an
portunity to develop andplement a strategy for publicace in the immediate vicinity.ese new networked public spacesll be a resource for individualsthin the local community as well
an economic generator forighborhood businesses throughurist dollars, increased landlue, and maximized use ofderutilized space in a denseban context while minimizingntrification through surgicaltervention and connective
gics.
ttom up strategies are integral to not only understanding the contextwhich new public space will be located, but also to identify what thatw public space should be. Analysis of Powell BART station and itsmediate surroundings inform large scale urban mappings and helptermine strategies for intervention within the built fabric that seeksminimize demolition of existing city fabric. Street level, multi storyrking lots, and vacant properties are potential locations of publicace that are almost exclusively located just past this demographicreshold.
ile these spaces will become new destinations in themselves a systemicgibility is necessary to give these spaces coherence for navigation ate pedestrian scale. Given that the existing city grid was designed fore scale of our car centric society, these spaces are conceived of andsigned with a smaller pedestrian scale in mind acting as thoroughfaresd adding a density to the city grid that favors walking. Site line logicd woven connectivity from Powell BART to limited existing open space ine Tenderloin, Boeddeker Park, and back to Market Street and Civic CenterRT creates a new circuit of pedestrian travel rising above andintegrating with the sidewalk at multiple points so that travelers willbrought into the neighborhood instead of completely separate from it
roughout this new system of open spaces. In the diagram below the redmarcates Powell BART station, Boeddeker Park, and Civic Center BART ande green is street level parking lots.

e contemporary manner in which public space has been implemented isten at odds with its most important utility. The authors of the 1985 Sanancisco Downtown code conceived of the downtown city fabric as anffice ghetto" in need of isolated parcels of space for white-collarrkers to spend their lunch hour. By requiring new development to createivately owned public space (POPOS) on site, this code has created publicaces disconnected from the public they are meant to serve as well asch other, often inaccessible at off hours and on weekends, and mediatedthe security of the building in which they are situated.
esis Question:
w can public space be implemented within the dense urban context, nceived of with a temporal understanding of the city as well as with thegics of public transit, so that it will not only foster tourist revenue
providing accessible and desirable destinations in blightedighborhood(s), but it will also produce local resources for themmunity within which it is situated.
