AVERAGE SPEED DETERMINATION
viaLicense Plate Recognition (LPR)
SPSMIKROSI-CUBE
What is License Plate RecognitionWhat is License Plate Recognition?
LPR (License Plate Recognition) is an image processing technology used to identify vehicles by their license plates. LPR is a non-intrusive, computerised method of matching a License Plate to a database of registration numbers.Alternate names for LPR:! Automatic Vehicle
Identification (AVI) ! Car Plate Recognition (CPR) ! Automatic Number Plate
Recognition (ANPR) ! Car Plate Reader (CPR)
Neural networksOperating in real time, are being utilised
extensively world wide. Here I-CUBE uses NEURAL NETWORKS illustrates the concept to identify and track vehicles.
The ability to automatically predict and identify those involved in speeding, theft, illegal transactions or wrongful unitisation of resources greatly empowers local authorities.

Elements of typical LPR systemsLPR systems normally consist of the following units:
•Camera(s) - that take the images of the car (front or rear side)
•Illumination - a controlled light that can brighten up the plate, and allow day and night operation.
•Frame grabber - an interface board between the camera and the PC, allows the software to capture the image information
•Computer - normally a PC running Windows or Linux to run the LPR application which controls the system, reads the images, analyzes and identifies the plate, and interfaces with other applications and systems.
•Software - the application and the recognition package. Usually the recognition package is supplied as a DLL (Dynamic Link Library).
•Hardware - various input/output boards used to interface the external world.
•Database - the events are recorded on a local database or transmitted over the network.

All LPR data is downloaded when required or, saved each day allowing review of cars seen
Configuration
Possible to have multiple
cameras to cover the
front, rear and side of the car (for use when
cars are parked)
Database remotely updated
Multiple images are captured at different IR illuninations
Automatic Database search

Average Speed Determination
Requirement: Requirement:
To provide Licence Plate Recognition To provide Licence Plate Recognition (LPR) technology to read a vehicle (LPR) technology to read a vehicle license plate at high speed (over 120 license plate at high speed (over 120 km/h). The license plate is then km/h). The license plate is then compared to a database containing compared to a database containing details from POINT A and POINT B, with details from POINT A and POINT B, with ALARM on vehicles that EXCEED a SET ALARM on vehicles that EXCEED a SET SPEED.SPEED.

• The image size in full resolution is 1380 X 1024 pixels, which will yield plate sizes of 150 X 60 pixels at full resolution. Each camera is utilizing a single interlaced frame of 1380 X 512 pixels.
• Cameras have different capture modes• System enables different settings of cameras in order to
optimize recognition versus throughput.• Shutter speed adjustable, system can handle the speed
requirements (100MPH) at 1/2000.
