Overview

These training materials are designed to highlight important information for computer-based test administrations. Not all information from the test administration manual is included in this presentation, so it is imperative that school staff read and familiarize themselves with all information in the manual in addition to using these training materials.

TestHear• Platform used to deliver accommodated forms (e.g., large print, zoom,

color contrast, screen reader, assistive devices) for Florida’s high-stakes computer-based statewide assessments.

• Software application installed on each computer that will be used to test students who require computer-based accommodations.

• TestHear will operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp).

• TestHear will not work on Mac OS X 10.4 or on Macs that cannot also run Windows.

Grade 6 FCAT 2.0 Reading• Grade 6 FCAT 2.0 Reading is a computer-based test

and will be administered in two 70-minute sessions over two days.

• The FCAT 2.0 testing window is April 16 – 27. Schools may begin scheduling Grade 6 FCAT 2.0 Reading sessions on Day 2 and may schedule sessions each day for the remainder of the testing window, if needed.

• Paper-based tests (accommodations only) will be administered on Day 2 and Day 3 of the testing window, with make-up testing administered through Day 10, as needed. 13


Grade 10 FCAT 2.0 Reading• Grade 10 FCAT 2.0 Reading is a computer-based test

and will be administered in two 70-minute sessions over two days.

• The FCAT 2.0 testing window is April 16 – 27. Schools may begin scheduling Grade 10 FCAT 2.0 Reading CBT sessions on Day 1 and may schedule sessions each day through Day 10, if needed.

• Paper-based tests (accommodations only) should be administered on Day 1 and Day 2 of the testing window, with make-up testing administered through Day 5, as needed.

What’s New for Spring 2012

STUDENT PLEDGE • Prior to testing, students are required to read and sign a

student pledge on the page after the Welcome Screen.

• Students taking a computer-based test must read and check a box indicating that they agree to adhere to the pledge. Students who do not check the “I agree” box will not be able to proceed into the test.

• If a student refuses to check the box, the test administrator should check the box for the student and note this in the record of required administration information, but the student should be allowed to test. 15


TEST ADMINISTRATORS• ALL test administrators must be certified educators.

• Test administrators are required to sign a Test Administrator Prohibited Activities Agreement in addition to a Security Agreement. Certification numbers must be recorded on this document.

• The FCAT/FCAT 2.0 CBT Administration and Security Agreement has been revised to emphasize the importance of proper training and the possible consequences of test administration irregularities.

VIRTUAL SCHOOL STUDENTS• Districts must make arrangements to test Florida Virtual

School (FLVS) Full-Time public school students, as well as other virtual program students, per Section 1002.45(6)b, Florida Statutes (F.S.).

SEAL CODES• Students participating in Grade 6 or 10 Reading or FCAT

2.0 Reading Retake using TestNav must enter a seal code to open Session 2 on Day 2 of testing.

• Students are not able to return to Session 1 once they have logged in to Session 2. Students will log in using the same Student Authorization Tickets for both test sessions.

• TestHear accommodated forms do not require a seal code to begin testing on Day 2.

TestHear• Accommodated computer-based test forms (large print, color

contrast, zoom, screen reader, assistive devices) are available for eligible students who have such accommodations identified in their individual educational plans (IEPs) or Section 504 plans.

• These forms will be accessed using the TestHear software, which is similar to the TestNav 6.9 software but provides accommodations and allows the use of assistive devices. Please contact Veronica if you will need the software installed on an individual computer.

• Students who require accommodated forms must practice using the accommodated ePAT for the specific accommodated form or form combination that they will use during testing. 19


REFERENCE SHEETS• For this administration, hardcopy reference

sheets will be provided for ALL students taking the FCAT Mathematics Retake, not just for students with a paper-based accommodation.

• Reference sheets for computer-based tests will be included in test administration manual shipments.

PAPER-BASED MATERIALS• Regular print and braille test materials are available for

eligible students who have such accommodations identified in their IEPs or Section 504 plans.

• Reading Passage Booklets for computer-based Reading tests are available for eligible students with this accommodation indicated in an IEP or Section 504 plan. Although Reading Passage Booklets are included in the category of

paper-based accommodations, eligible students who require them will test on the computer.

HAND-HELD CALCULATORS• After participating in an FCAT Mathematics Retake

practice test, a student may request an approved four-function calculator on the day of testing. Test administrators should have a supply of approved calculators for these students.

Reminders

• Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification.

• School assessment coordinators must ensure that all school administrators, test administrators, and proctors receive adequate training prior to test administration.

• All personnel involved in test administration must read and sign an FCAT/FCAT 2.0 Administration and Security Agreement, provided in Appendix C, and test administrators must sign a Test Administrator Prohibited Activities Agreement, also provided in Appendix C. 23

Reminders

• Students may not have any electronic or recording devices including, but not limited to, cell phones and smart phones, at their desks, in their pockets, or anywhere they can reach them during testing, even if the devices are turned off or the students do not use them.

• If a student is found to be in possession of ANY electronic device(s) during testing, his or her test must be invalidated in order to successfully enforce this policy. Students and parents must be made aware of this policy prior to testing.

Reminders

• If a student begins a session and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session.

• No exceptions will be made once the student leaves the school’s campus, so parents and students must be made aware of this policy.

• If you have concerns about a student, you should not allow the student to begin. Instead, arrange to administer the test to that student on a make-up day.

Reminders

• Schools must administer an ePAT using the appropriate script provided in the Spring 2012 CBT Manual to all students to be tested to ensure that students have enough time to become familiar with the item types and features of the testing platform.

• ePATs can be used at any time up to the day of the test.

• The ePAT is also available for students to practice with on their own.

Students to be Tested

Grades 6 and 10 Reading• In general, all students currently enrolled in grades 6 and 10 will

take the FCAT 2.0 Reading test.

Retakes• Students who entered Grade 9 prior to Fall 2009 and have not

yet passed the Reading portion of the Grade 10 FCAT participate in the FCAT Reading Retake. (The CBT manual incorrectly states “prior to Fall 2010”)

• Students who entered Grade 9 in Fall 2009 or earlier and have not yet passed the Mathematics portion of the Grade 10 FCAT participate in the FCAT Mathematics Retake.

• Students who entered Grade 9 in Fall 2009 and did not pass Grade 10 FCAT 2.0 Reading participate in the FCAT 2.0 Reading Retake.

Grades 10–Adult (AD) Students• Students who entered Grade 9 in Fall 2009 and beyond

participate in Grade 10 FCAT 2.0 Reading/FCAT 2.0 Reading Retake.

• First-time Grade 10 students who entered Grade 9 in Fall 2010 and beyond do NOT take an FCAT/FCAT 2.0 Mathematics test.

• Students enrolled in Grade 10 participate in FCAT 2.0 Reading regardless of any ACT or SAT concordant scores on file.

Special Program Students• Make arrangements to test special program

students (Home Education, Virtual School, McKay Scholarship, FTC Scholarship).

English Language Learners (ELLs)• Per the Department’s Office of Student Academic Achievement through

Language Acquisition, all ELLs are expected to participate in statewide assessments.

• If an ELL has been receiving services in an English for Speakers of Other Languages (ESOL) program operated in accordance with an approved ELL plan for one year or less AND a majority of the student’s ELL committee determines that it is appropriate, the ELL may be exempt from this FCAT 2.0 Reading administration.

• Exempt ELLs must participate in the English proficiency assessment or they will be counted as “not assessed” and this will impact the participation rate calculation.

Students With Disabilities• All students with disabilities participate in the statewide

assessment program by taking one of the following: FCAT/FCAT 2.0 without accommodations, FCAT/FCAT 2.0 with accommodations, or Florida Alternate Assessment.

• All determinations regarding participation in the statewide assessment program must be documented in the student’s IEP or Section 504 plan.

• See Appendix A of the manual for information regarding accommodations. 32

Test Invalidation

• A test MUST be invalidated if either of the following circumstances occurs: A student has an electronic device during testing A student is cheating during testing

• A test MAY be invalidated if one of the following circumstances occurs: A student becomes ill and is unable to finish A student is not allowed the correct amount of time A error occurs in the administration of an accommodation An error occurs in test administration or procedures A student is disruptive during testing A student works in the wrong session

Test AdministratorBefore Testing Read the test administration manual.

Read the Test Administration Policies and Procedures and sign the FCAT/FCAT 2.0 Administration and Security Agreement.

Read and sign the Test Administrator Prohibited Activities Agreement.

Establish an appropriate setting for test administration and remove or cover any unauthorized aids in the testing room.

Prepare and receive all materials needed for test administration.

Ensure that your students and parents understand the testing policies prior to the first day of testing.

If you are administering tests to students who require special accommodations, become familiar with the accommodations and discuss with your school coordinator how accommodations will be provided.

Ensure that you are familiar with how to open TestNav or TestHear to the login screen for each student computer prior to testing.

Establish an Appropriate Setting

• Tests should be administered in a room that has comfortable seating, good lighting, adequate ventilation, and sufficient workspace.

• Students must not be able to easily view other students’ computer screens, work folders, or test and answer books. During the practice test, check the configuration of your testing room to make sure you will be able to provide a secure environment during testing. If necessary, use visual blocks.

• Post the sign that reads TESTING—Please Do Not Disturb and display starting and stopping times as soon as testing begins.

• Remove or cover all visual aids in the room. Students may not have access to any unauthorized aids. Discuss any concerns with your school assessment coordinator.

Establish an appropriate setting

• When you arrive on the day of testing, open each student workstation in the testing room to the student login screen as indicated in the script, but do not log in for students.

• Display the student comment form URL, or create shortcuts on student workstations to ensure each student is able to complete a form after testing.

• Ensure that you have a way to contact the technology coordinator or the school assessment coordinator without leaving the room unattended.37

Materials Needed for TestingComputer-Based Test Administration Manual• You will need the Spring 2012 Computer-Based Test

Administration Manual to read the test administration scripts to students.

• When testing students who are allowed certain accommodations, you may need to modify the scripts. It is especially important that you review the scripts BEFORE testing begins to determine the necessary modifications. Do not interpret this as permission to paraphrase test items.

• Scripts and instructions for administration of accommodated computer-based test forms (large print, color contrast, zoom, screen reader, assistive devices) are provided in Appendix A.

Student Authorization Tickets• The School Assessment Coordinator sections of the

manual provide instructions for scheduling students into test sessions and printing Student Authorization Tickets.

• For each test session, each student needs a Login ID and a test code (password), which are printed on the Student Authorization Tickets.

• Students will need a pen or pencil during testing to sign their tickets.

• Students taking the FCAT 2.0 Reading tests will log in using the same Student Authorization Tickets for both sessions.40

identify a group of students testing together.

• Each group of tested students, initial and make-up, in a testing room should receive a unique test group code.

• District assessment coordinators will distribute test group

codes to all school assessment coordinators.

• Students will enter the test group code before beginning the test, as indicated in the scripts.

Test Code Test Group CodeA six-digit code created by PearsonAccess and printed on Student Authorization Tickets and Session Rosters. The Login ID and the test code are required to log in to TestNav.

A unique four-digit number created by district assessment coordinators or by school assessment coordinators used to identify groups of students tested together. The test group code is entered after the Welcome screen in TestNav and before students see the first question.

Seal Code• A seal code is a unique four-digit number used to allow

students to access Session 2 of the computer-based FCAT 2.0 Reading tests (FCAT 2.0 Reading Retake and Grades 6 and 10 Reading tests given on TestNav) after they have completed Session 1.

• Seal codes will be provided in PearsonAccess, and all students in a test session will use the same seal code.

• Seal codes should not be given to students until directed to do so on Day 2 when Session 2 is administered.

Reference Sheet are provided for ALL students taking the FCAT Mathematics Retake.

• The computer-based test has a pop-up window that

includes the FCAT Mathematics Retake Reference Sheet.

• The reference sheet is also available at www.FLAssessments.com/SpringRMS and as a perforated sheet in Appendix E of the manual and may be photocopied if necessary.

Calculators• The computer-based FCAT Mathematics Retake has a built-in, four-function

calculator.

• Once a student has participated in a practice test, he or she may request to use an approved hand-held four-function calculator.

• Your district should have an adequate supply of approved four-function calculators provided by the FDOE. No other calculators may be used.

• Students with visual impairments may use the approved large key/large display calculators or approved talking calculators supplied by the FDOE. Schools that have not yet accumulated an adequate supply of approved large key/large display or talking calculators to accommodate all students with visual impairments may use comparable calculators that are regularly used in their classrooms. Such calculators must be basic four-function models and must not have functions that are unavailable on approved calculators.

Computer-Based Test Work Folders• The Florida Computer-Based Testing Work Folder is a blank piece

of yellow 11x17 paper folded in half. Work folders arrived in your shipment of test administration manuals.

• For the Mathematics test session, students are provided with work

folders to work the problems. One work folder should be sufficient for each student; however, students may request additional folders.

• Work folders are to be distributed to students at the beginning of each Mathematics test session.

• School assessment coordinators and test administrators must

ensure that students have enough desk space to use their folders.54

package the used folders in the District Assessment Coordinator ONLY box.

Reading Passage Booklets• Reading Passage Booklets will be provided for eligible

students taking computer-based Reading tests who have this accommodation identified in their IEPs or Section 504 plans.

• Districts were required to specify the number of each type of Reading Passage Booklet needed for students during the PreID window.

• The booklets contain reading passages but do not contain test items. Students will respond to test items on the computer.

Reading Passage Booklets• The school assessment coordinator must specify in

PearsonAccess the correct form for each student in a TestNav Grade 6 or Grade 10 FCAT 2.0 Reading test session who will use a Reading Passage Booklet. Instructions for assigning the correct form are provided on page 119 of the Spring 2012 CBT Manual.

• On the day of testing, school assessment coordinators and test administrators must ensure that students with this accommodation receive the correct booklet for the assessment they are taking.

• Reading Passage Booklets are secure materials and must be stored in a secure location before and after testing. Please see the Spring 2012 RMS Manual for passage booklet return instructions. 57


Security Log

A Security Log must be maintained for each testing room.

Anyone who enters a room for the purpose of monitoring a test MUST sign the log for that testing room.


Seating Chart• An accurate seating chart must be maintained for each testing room for

each test session. Seating charts must capture the following information: the room name/number student names and their location in the room during testing date session starting time test administrator name names of proctors (if applicable) test group code

• All seating charts must indicate the front and back of the room, as well as the direction the students are facing.

• If students move around or change seating during a test session, a new seating chart must be created.

Communicate TestingPolicies

Communicate Testing Policies to Parents and Students• Electronic Devices Policy—If students are found with ANY

electronic devices during testing, their tests will be invalidated. The best practice would be for students to leave devices at home or in their lockers on the day of testing.

• Leaving Campus—If students leave campus before completing the test (for lunch, an appointment, or illness, etc.), they WILL NOT be allowed to complete the test.

• Student Pledge—Students will be asked to sign a pledge prior to testing indicating that they will not give or receive unauthorized help during the test. If students are caught cheating or irregular answer patterns are detected during scoring, their tests will be invalidated.

Administration Accommodations

• Appendix A of the Spring 2012 CBT Manual contains detailed information regarding administration accommodations for students with disabilities and English language learners.

• All personnel involved in administering tests to students with allowable accommodations must familiarize themselves with the information in Appendix A.

Test AdministratorDuring Testing

Maintain the seating chart, Security Log, and form to collect required administration information for your room.

Ensure that each student has a pen or pencil and distribute testing materials as indicated in the scripts.

Read the appropriate administration scripts VERBATIM to students. Please read the important information and adhere to the instructions between the SAY boxes.

Keep accurate time for each test session and display times for students.

Maintain test security at all times and report violations or concerns to your school assessment coordinator immediately.

Supervise Test Administration

During testing, Test Administrators should ensure the following:

• Students have cleared the area around their workstations of all materials except for Student Authorization Tickets, pens or pencils, and the following materials, as applicable: work folders, calculators, Reading Passage Booklets, and reference sheets.

• Students agree to the student pledge and enter the correct test group code.

• Students do not talk or make any disturbance.• Students are working independently.• Students are working in the correct test.

Supervise Test Administration

• It is not appropriate to use cell or classroom phones, grade papers, or work on the computer during testing.

• While you may encourage students to continue working, you may not talk with them about test items or help them with their answers.

• If students finish the test before the allotted time for the session has elapsed, you may encourage them to go back and check their work.

Verify that you have collected all required administration information, including accommodations actually used by each student.

Verify that your seating chart and Security Log have been completed correctly.

Make copies for your files. Report any missing materials to your school assessment

coordinator. Organize materials and return them to your school

Train your test administers and proctors, including non-school-based instructors (e.g., itinerant teachers). You must train several employees to act as possible alternates.

Receive test materials from your district assessment coordinator.

Inventory the materials within 24 hours of receipt and report missing materials or request additional materials immediately.

For Mathematics tests only, ensure an adequate supply of reference sheets is available for all students. 68

If any students who require special accommodations are testing at your school, discuss with test administrators how accommodations will be provided (Appendix A).

Complete any Computer-Based Assessments Certification district readiness activities as directed by the FDOE.

Create Test Sessions

• You will need to create test sessions before you can verify student information.

• These can be temporary sessions for the purpose of verifying student information, or they can be test sessions you plan to use for testing.

Computer-Based Assessment Certification

• The Computer-Based Assessments Certification process must be completed and submitted as directed by the FDOE.

• Schools are responsible for providing information about the number and types of computers to be used for computer-based testing and the number of students to be tested on each day of the administration window.

• Schools must also respond to questions about whether readiness activities have been completed.

• Copy the seating charts, required administration information, and Security Logs, file the copies, and return the originals in the District Assessment Coordinator ONLY boxes.

Ensure the school has a high-speed connection to the Internet AND the connection is not over-allocated.

Analyze the network to determine whether network bottlenecks exist.

Confirm that student computers and the Proctor Caching computer have not been updated with any additional software and will not be updated before testing begins.

Verify that the performance of your Internet connection is consistent with expected levels of performance for computer-based testing.

Verify, as needed, that no high bandwidth network activity other than computer-based testing will be occurring during the computer-based testing window.

Ensure that each computer station is equipped with a keyboard and mouse (or other pointing device).

Alert your school to the dates and times for computer-based testing and require students and teachers not testing to refrain from using any streaming media or other high-bandwidth applications while students are testing.

• To ensure students will see all of the content in the test, students are asked to confirm that they can see 15% shading on the Test Group Code screen when they first log in to the test.

• If students cannot see the shading, they must exit the test and their monitor settings must be adjusted.

• General instructions for adjusting monitor settings are provided on pages 173-174 of the Spring 2012 CBT Manual. The steps for changing contrast and brightness settings will vary depending on the manufacturer and model of each individual monitor.
