It gives me great pleasure to launch this year’s Sport Development Grant Program. The NSW Government is proud to offer eligible State Sporting Organisations grants of up to $50,000 as part of this unique program.

I am very pleased that for the first time this year the program will have a focus on increased opportunities for women and girls. This follows my announcement last year of the development of a Women in Sport Strategy, due to be released late 2018.

We are looking for projects that increase participation in sport, support national and international events, improve the performance of athletes and coaches and support sport research and good governance.

Please read these guidance notes and if you believe your project is eligible, take the time to apply before applications close.

Program objectives The overall program objectives are to:

• Increase regular and on-going participation in sport

• Improve opportunities for athlete, coach and official development

• Improve sport governance

• Attract international and national sporting events to NSW

• Improve understanding on issues relating to and impacting on sport in NSW.

Your project must address at least one of these objectives.

All applications must also clearly demonstrate an identified need for the project.ecreation.

About the program The Sport Development Grants are to support projects that:

• Increase sport participation

• Assist athlete achievement and coach development

• Improve sport governance

• Support National and international sporting events held in NSW

Project funding is for targeted initiatives focusing on participation, pathway alignment, national and international events and for the first time this year the program will focus on:

• Targeted opportunities specifically for women and girls

• Overall opportunities

Funding available

• Grants from $5,000 - $50,000

• Applicants may apply for multiple projects, however the maximum available to any one organisation is $50,000 p.a. The amount organisations request should reflect the scale of the project

• Funding is available for events and projects conducted in NSW only

Organisations must contribute to the project, the higher the contribution the more favourable it will be looked upon. This can be a financial contribution or through use of voluntary labour, donated/sponsored materials and/or equipment or other resources directly related to the project. The applicant is also responsible for all project administration costs.

Funding should be expended within 12 months of the date of signing the funding agreement.

Who is eligible to apply?

NSW State sporting organisations (SSOs) and State sporting organisations for people with disability (SSODs) that are recognised and receive funding under Office of Sport’s Sport Development Program. Who is ineligible to apply? Only the above organisations are eligible to apply.

What type of projects may be funded?

Increase regular and on-going participation in sport

Projects that attract new participants to the sport and/or assist existing participants to increase their participation frequency.

Improve pathways for athlete, coach and official development

Projects will lead to improved athlete achievement and/or the development of coaches and officials, including gaining accreditation.

Improve sport governance

Projects that increase the effectiveness of boards including improvements to board processes, performance reporting, stakeholder relationships, strategic planning and whole of sport communication.

International and national sporting events projects

The event must provide opportunities for talented athletes, officials and coaches to develop their skills through exposure to and participation in the event. The event must be part of the competition pathway for the sport (for example World Championships, Olympic qualifier).

Events must be sanctioned or endorsed by a recognised international or national body (or equivalent).

NB: Applicant must upload a letter of support or sanctioning documentation from a recognised international or national body (or equivalent) as part of this application.

What costs will not be funded?

• Wages for administrative and executive staff

• Administration costs

• Insurance (public liability, general liability, etc.)

• Projects not based in NSW

• Subsidy for school sporting activities and events

• One off projects that do not result in ongoing outcomes

• Projects that have already been completed

• Rental of office premises

• Office equipment such as computers, printers, photocopiers etc.

• Maintenance or replacement costs through normal wear and tear to existing facilities

• Cost of appearance fees, prize money, trophies or presentation functions

Note: Where individuals are benefiting from participation in the project it is expected that they will contribute to costs such as travel, food and accommodation and this should be reflected in the project budget.

Assessment process An initial eligibility assessment will be undertaken to determine that:

• The application has been made by a NSW State sporting organisation (SSOs) or State sporting organisation for people with disability (SSODs) that are recognised and receive funding under the Office of Sport’s Sport Development Program

• The applicant is eligible to apply and has Public Liability Insurance with a minimum of $5 million cover.

• The application is complete, submitted by the closing date and meets program requirements in regards to project commencement and completion dates and the amount of funding requested.

An assessment panel with representatives from the Office of Sport and an independent person with knowledge in sport will assess all eligible applications. Applications will be assessed on merit and scored against the following criteria:

• The project will effectively deliver one or more of the program’s objectives

• The project will effectively meet an identified need

• The applicant organisation has the capacity and experience to deliver the project

• The budget is cost effective.

How to apply There are five steps in the application process:

Read the Guidelines to familiarise yourself with the program requirements and determine your application project type

Register your organisation (only if not already registered in the on-line system)

Register your project/s

Complete the applicationSubmit the application by the closing date/time.

Applicants will receive a system generated email containing a PDF of their application. If not received, email [email protected]. Unsubmitted applications will not be assessed. Once the recommendations have been made, all applicants will be notified in writing and details of successful projects will be published on the Office of Sport website.

Payment of grants

Successful applicants can only accept the program’s Terms and Conditions in the online grants contract acceptance system. An invoice for the total amount of the grant (plus GST, only if registered for GST) must be uploaded to claim the grant.

Organisations that do not have an ABN must provide a signed ATO Statement by Supplier form that can be downloaded from ato.gov.au/forms/statement-by-a-supplier-not-quoting-an-abn/

A financial acquittal and project report will be required within nine months of completion of the project. The project report will report against the outputs and outcomes information provided by the applicant. Applicants that do not provide a financial acquittal and project report by the required date will be ineligible for future Office of Sport grants.

Projects must be completed within 18 months of the date of accepting the funding Terms and Conditions. Insurance requirements Organisations applying for funding via this program are required to have a minimum Public Liability Insurance cover of $5 million.

It is recommended, but not a condition of funding, that applicant organisations have Personal Accident, Professional Indemnity and Directors and Officers insurance. Organisations that employ staff must comply with the Workplace Injury Management and Workers Compensation Act 1998 (NSW). Disclaimer Submission of an application does not guarantee funding. The costs of preparing an application are borne by the applicant.

Government Information (Public Access) Act 2009 Information received in applications and in respect of applications is treated as confidential. However, documents in the possession of Sport and Recreation are subject to the provisions of the Government Information (Public Access) Act 2009. Under some circumstances a copy of the application form and other material supplied by the applicant may be released, subject to the deletion of exempt material, in response to a request made in accordance with the Act.

Privacy policy

Office of Sport will collect and store the information you voluntarily provide to enable processing of this grant application.

Any information provided by you will be stored on a database that will only be accessed by authorised personnel and is subject to privacy restrictions. The information will only be used for the purpose for which it was collected.

Office of Sport is required to comply with the Privacy and Personal Information Protection Act 1998 and collects the minimum personal information to enable it to contact an organisation and to assess the merits of an application.

Applicants must ensure that people whose personal details are supplied with applications are aware that Office of Sport is being supplied with this information and how this information will be used.

Disclosure of project information Should your application be successful, Office of Sport will provide certain information to the media and Members of Parliament for promotional purposes. This information will include project name and description, electorate, town, and amount of the grant. The contact details supplied by the person submitting the application may also be provided to Members of Parliament for promotional purposes.

Declaration by applicant

The declaration section of the application should be approved by a person who has delegated authority to sign on behalf of the organisation e.g. CEO, General Manager or authorised member of the Board of Management.

Important notes Office of Sport’s capacity to efficiently assess your application is conditional upon you submitting a completed, accurate application. Applications may be deemed ineligible if all information is not provided.

Apart from organisational and applicant contact details, information provided in applications cannot be changed after the closing date.

The Office of Sport grant programs have published definitions and these are available at sport.nsw.gov.au/clubs/grants.
