To prepare Peoples of South Sudan to own and to finance the referendum process and to be ready to make the right and credible choice!
4. SPECIFIC GOALS1. Support SPLM in states, counties and bomas to
create referendum structures
2. Support Popular and Syndicated Organizations to educate the public to timely register and be aware that registered voters in each Referendum Centre (RC) must % turn up on January 9th, 2010 to vote for separation.
3. Support and promote civic education amongst the popular and syndicated organizations, the civil society, GoSS officials at all levels and Traditional Authority Leadership to vigilant on eligibility of votes and a need for credible and peaceful process

11. REGISTRATION PROCESS
As mandated by Referendum Act 2009 in this period SPLM shall: mobilize eligible voters to register correctly where it shall be accessible for the voters to effectively and freely cast their votes without intimidation and manipulation against their will and choices. Southern Sudanese eligible voters must be reminded that:
1. Be aware that those living in IDPs and resident of North Sudan are likely to be targeted by opponents of CPA and Referendum to undermine the threshold of 60% turn out and 50%+1 vote for the popular vote amongst Southern Sudanese.
2. Be aware that any Southern Sudanese anywhere, who has committed itself to register must commit itself to timely voting.
3. There shall be 2 SPLM Observers/Advocates by each Referendum Centre.
4. Referendum Centre shall be for registration of voters and voting centers for the referendum for those registered only in the RC
12. VOTING PROCESS
As mandated by Referendum Act 2009 in this period SPLM shall:
1. Mobilize the registered voters to know and to differentiate between symbols for separation and symbol for unity.
2. Mobilize eligible voters to meet the threshold of over 60% turn out during voting day(s) and to meet the target of 50%+1, simple majority, yes vote for the wise choice between separation of South Sudan or unity of the Sudan.
3. All Southern Sudanese must be peaceful, tolerance and abide by all international human rights and rule of law
13. ELIGIBILITY CRITERIA a. Allowed or Not Allowed1. Voter of 18 years old and above.
2. Voter who belongs to one indigenous ethnic communities residing in the Southern Sudan (on or before January 1st, 1956). Could vote in any Referendum Centre where he/she registered in Southern Sudan, North Sudan and in Diaspora.
3. Voter who trace her/his ancestry to one of the indigenous ethnic communities in Southern Sudan, but has not permanently resided in the South (without interruption) before or since January 1956. This voter is only allowed to vote in Southern Sudan where she/he could be identified by Traditional Authority Leader.
4. Voter who does not belong to one of the indigenous ethnic communities in Southern Sudan, but he/she or her/his parents or grandparents are permanently residing in the South (without interruption since January 1st, 1956. This could only vote in Southern Sudan in a Registration Center where he/she could be identified by a Traditional Authority Leader.
b. Priority Messages
The assumption that Peoples of Southern Sudan are clear about their divide to choose between unity and separation is dismally near to be accurate. The evident is in the result of over 90% voting for Cde Salva Kiir as GoSS President and all levels of legislative assemblies in Southern Sudan in 2010 Sudan General Elections. Hence the need to focus on any of the two choices has almost been accomplished. Therefore the priority may be extended to include the following challenges:
1. To ensure effective voter education to enable voters fully understand the mandates of Southern Sudan Referendum Act 2009.
2. To choose to register wisely depending of the location of residency.
3. To choose wisely to correctly vote timely and to achieve over 60% turnout.
4. To work with all actors and stakeholders to create a favorable atmosphere to ensure fair and peaceful referendum process.
5. To ensure a credible referendum process and good image of Southern Sudan locally, regionally and internationally.
13. Making Referendum Process CredibleThe other equally and vitally important, apart from the choices between separation for Southern Sudan and unity of Sudan under the current arrangement, is the third pillar that requires making referendum process credible. In this endevour SPLM and the likeminded entities must above all increase their level of efforts to ensure that the process of referendum is credible and acceptable to all. SPLM is therefore challenged more to address the following needs:
1. It is vitally important to observe that Peoples of Southern Sudan are tolerance, peaceful, inclusive and coherent amongst themselves during the process of referendum and in governance during the post referendum period and beyond.
2. SPLM must launch its Diplomatic initiative to continuously win sympathy and respect by the international community and their respect to the entire process of referendum and to attract a timely recognition of the results.
3. SPLM and supporters of Southern Sudan referendum must engage the international community and their institutions inside Sudan to positively support and sympathize with the will and the final choice of the Peoples of Southern Sudan.
4. SPLM, All the Southern Sudan Political Parties, the civil society, the faith based institutions, each individual member of Southern Sudan community and GoSS at all levels must abide by all requirements to respect international humanitarian laws and to ensure resolve to peaceful process and respect/ protect the possible opponents of their popular choice.
5. There is a need to legislate against intolerance by any member of Southern Sudanese Community and their institutions so that it shall be regarded as a crime against the Peoples of Southern Sudan to antagonize our opponents.
14. Cde Kiir’s Inaugural Messages
Cde Salva Kiir inaugural messages of May 21st, 2010 directed SPLM General Secretariat, SPLM led Legislature and the SPLM led GoSS to adopt and to implement policies and programs that shall be guided by the following promises:
1. Our martyrs did not fall in vain, for they made our past heroic, our present great and our future full of promise. It now remains for us – the living – to complete the magnificent work they had commenced.
2. Our people want their leaders to keep them united, for united we stand, divided we fall. That I promise to do.
3. Our people want peace for without peace there shall neither be good governance nor development. That I commit myself to do.
4. Our people want freedom so that every citizen walks tall in his or her own country. That I undertake to do.
5. Our people want better living for themselves and better future for their children. That I shall endevour to do in earnest.
6. A government that is not capable to ensure those basic needs to its people brings disrepute to itself and shall be a disgrace to the country and people. That I shall not allow to happening under my watch.

16. PREPARING FOR POST REFERENDUM ERA
16.1. Legal Framework for Post Referendum Era
The other challenges that should be concurrently addressed are:
1.Putting in place the Constitutional and policy framework for post referendum governance, economic prosperity and peaceful coexistence and;
2.To mobilize the masses, their institutions and institutions of GoSS at all levels to understand and to own the referendum.
3.Build on the revolutionary gains at all levels
4.Build a formidable SPLM institution and cadreship as a vanguard of the freedom, peace and prosperity for all irrespective of nationality, gender and religion.
16. PREPARING FOR POST REFERENDUM ERA - Continuous
16.2. Justice for all
1. Inclusivity of all the 63 nationalities in parliamentary process guarantees unity in diversity and shared Social Capital by all South Sudanese Commonality in which we pledge our undivided loyalty.
2.Eliminates nepotism, tribalism and sectionism in which you could be excluded but guarantees equal opportunity for all where you belong.
3.Eliminates corruption that seeks exclusion and bad practices that could exclude you, harm you personal and national interest but promotes good governance that enhance common good where you belong.
16. PREPARING FOR POST REFERENDUM ERA - Continuous
16.2. Democratic Pluralism1. To ensure formidable SPLM party that influences a vibrant
and robust civil society democratically and ideologically through SPLM Leagues.
2. To provide ideology, program, institutional system by SPLM General Secretariat as condition for SPLM Leagues to have access to recognition and resources by SPLM Leadership.
3. Build SPLM Cadreship and reciprocal trainings and retreats to SPLM Leadership at all levels to ensure synchronized actions to attain SPLM mission.
4. Popularize SPLM’s ideals and practices amongst masses of all ages, gender and social strata.
5. SPLM Led Government to invest in supporting democratic pluralism through recognition and resources to all parties
