Commander’s Responsibility

• The commander who does not act promptly to correct environmental violations that she is aware of, or should be aware of, may be subject to prosecution even though she had no direct or indirect involvement in the violation.

• If violations do occur, the best course of action for the commander to take is to inform the appropriate regulatory authorities immediately and engage in good efforts to comply.

• Definition:

-Defined as a release of any kind of petroleum product or hazardous substance to the environment.

Small Priming Spills

• A small priming spill extends and

covers less than 18 inches in all directions.

Small Spill

• A small spill extends less than 10 ft in any direction, covers less than 50 sq. ft., and is not continuous.

• Discoverer or supervisor will provide:

-Time and type of incident

-Name and quantity of spilled material involved and the rate of release

-Direction of the spill, vapor, or smoke release

-Coverage area of spill and the intensity of any fire or explosion

-Extent of injuries, if any

-Place physical barriers or berms

-Keep contaminated water out of storm drains or sewer system

Techniques of control

-Diverting- Controlled movement of the material to an area where effects will produce less harm

-Diking- Use of a barrier which prevents passage of the material to an area of potential harm

-Retaining- Temporary containment where it can be absorbed, neutralized or picked-up

Spill Clean-up• Small priming spill:

-Fire guard posted at the spill until vapors have dissipated

• Small spill:

-Operations stopped

-Fireguard posted

-If on concrete an absorbent agent will be used

Spill clean-up• Large spill: Call fire dept. (911) and

stop the flow.

Considerations:

-Removing aircraft and personnel

-Removing vehicles

-Reducing engine speeds and shutting off engines

Spill clean-up• Clean-up operations will be directed by

the commander or on-site coordinator.

-If spill is not contained establish an area of isolation

-If toxic cloud forms enforce evacuation

-Spill kits with absorbent material will be used

Spill clean-up -Contaminated earth or other absorbent

material will be disposed of properly

-Only the commander or on-site coordinator will determine “ALL CLEAR”

-Only personnel involved in overseeing or performing clean-up will be allowed in the designated hazard area
