1. SCOPE:

These specifications lay down required performance characteristics for thesupply, installation, testing and commissioning (SITC) of full featured HDand SD capable broadcast quality video and audio on-line non-linearediting system and 3-D computer graphics system for post productionapplications in Doordarshan Network.

The project is required to be executed in following two categories:-

(l) SITC of Non-Linear Editing System complete with all associatedhardware and software,

(II) SITC of Non-Linear Editing System with 3D Computer Graphicssystem and Compositing software complete with all associatedhardware and software.

2. GENERAL FEATURES:

a) The offered equipment should be from an internationally reputedmanufacturer and the quoted model should be lield proven .nd i.r use byIeading broadcasters. The bidder should essentially submit the list of thlbroadcasters to whom the quoted model has been supplied. The tenderswithout the proper user list shall liable to be rejected.

b) The specifications for Non Linear Editing (NLE) Systems and 3-D computerGraphics systems have been separately laid down. The NLE system wil,have the provision for video and audio inputs and outputs while the inputsand outputs to 3D computer graphics will be through the NLE sysiem.Therefore, both the NLE system and 3D computer graphics system arerequired to be networked together.

c) The NLE system should be capable of working both in HDTV (16:9 aspectratio) and SDTV (4:3 aspect ratio) formats. The HDTV standard is1920x1O8Ol50lI conforming to SMPTE 292M and ITU-R BT. 7Og (CIF)(amended upto date) (HD-SDI: 1.485 Gb/s) and SDTV standard is 625 line(4:3 aspect ratio) conforming to SMPIE 259M and ITU-R BT 601(amendedupto date) (SD-SDI 270Mbps).

d) During ingest operation, the content is required to be ingested in theformat in which the original content has been produced (i.e. either HD orSD). No up or down conversion is required during ingest. However, duringthe publishing, the same content is required to be -.d. available either iiHDTV or SDTV formats. During SD to HD up conversion, the aspect ratioconversion is to be done using Pillar box. Similarly, in case of HD to SDconversion, the aspect ratio conversion should be done using letter box.

e) The offered NLEs should support natively (without re-digitizingltranscoding) sony XDCAM HD422 {MPEG-2 long Gop (12

4:2:2@HL|50Mbps with 8 bit quantization data files in MXF Opl file format.It should allow capturing and publishing of XDCAM HD422 MXF data lilesin native file format through USB 2.0/USB 3.0, Ethernet and FireWirel LLINK interface. It should therefore be equipped with USB 2.0/USB i.0,Ethernet and FireWirelI. LINK interfaces.

0 ln addition, the system should allow base band ingest from HDCAM,DVCPROSO/ DVCPRO and Analogue Betacam formats. The system shouldalso allow file based ingest of DVCPRO 50 and DVCpRO formats throughIEEE 1394 interface.

g) The NLE system should support encoding of HD base band content intoXDCAM HD422 {MPEG-2 long Gop (12 frames) 4:2:2@HL} sgMbps with 8bit quantization data files in MXF OPlfile format. the system should alsosupport encoding SD base band content into DVCPRO SO and DVCpROformat and MPEG-2 4:2:2@ML (l-frame and long Gop) up to 50 Mb/s. Thesystem should also work in uncompressed mode.

h) The NLE system should have real-time architecture and should have thecapability of. real-time play back of at least four video streams of HighDefinition video (XDCAMHD422 @ soMbls) simultaneously.

i) 2 KvA Double conversion on-line interactive UPS with 20 min of backupshould also be offered with the each NLE/ NLE with 3D Graphics system.The UPS and Batteries from internationally reputed and lladingmanufacturers only would be acceptable. The make, model, capacity anJquantity of the maintenance free batteries offered should also be meniionedin the bill of material (BoM).

j) The bill of ma.trrial (BOM) required is given in Appendix-I{A}. The bidder isrequired to offer the complete list of items & accessories etc. required tomeet the specifications, in the following proforma :

ESSENTIAL FEATURES OF NLE SYSTEM:

The full-featured HD/SD high-resolution Nonlinear editing system shouldmeet the high quality broadcast TV standards. It should be user-friendly,fast/quick, flexible, precise and frame accurate. It should have fullycustomizable workspace such as window layouts, hotkeys and setting. Itshould also be possible to share projects, settings and user profiles.

The offered hardware and software solution should be fully integrated forthe best performance. It should have robust architecture and a powerfuluser interface.

The offered NLEs should have fiber/Ethernet connectivity and should beequipped with suitable I/O interface for connecting with the GraphicsSystem.

It should have integrated codec for Sony XDCAM HD422 format. It shouldbe possible to import and edit Sony XDCAM HD 422 media nativelywithout trans-coding. It should also be able to deliver finished editedmaterial in Sony XDCAM HD422 compatible MXF file. It should bepossible to write this finished edited material on the Professional OpticalDisc media through sony make PDw-Ul lU2 Drive Unit via USB 2.0/uSB3.Ointerface.

Metadata should be kept as original during ingest. The system shouldallow for creation, viewing and modifying the metadata of ingestedmaterials. Metadata should include at least title, ID, source, medianumber, date, Time Code etc. Indexing of clips should be systematic foreasy searches. Metadata fields should be customizable.

The offered system should support interoperability for EDL import andexport. It should also support meta-data formats such as AAF and XMLIiles to enable interchange of projects and media files with other editingsystem in the network. The offered NLE should have dedicated ingest toolto allow ingesting the media in centralized or local storage.

During ingest process the users should be able to see the progressandf or, stop/abort the process at any time. The system should read timecode of ingested material or alternatively generate its own time code andany other automatic metadata.

It should be based on open architecture and should accept third partyplug-ins easily.

Selective corriction of highlights, mid-tones orshadows and advanced color selection matching should also be available.The system should have frame buffer for precisJcolor comparisons.The system should also have integrated facility of 3D text creation. Thesystem should also provide real-time rolls and crawls of the text.The system should have character generation facility in all major Indianlanguages like Hindi, Bengali, oriya, Assamese, Tamil, Telugu,Malayalam, Kannada, Gurumukhi (punjabi), Marathi, Gujarati,'Kashmiri,Urdu etc., apart from English. Character generation should have a widerange of colours for texts, edges, backgrounds etc. It should have Titlerolls, crawls and animation facility. It should be provided with C-DAClake multilingual Indian languages fonts/ software. The software should have 4:3 and 169 safe area markers. It should

display SD safe title area inside HD picture to position titles and graphics.

It should have integrated waveform, vectroscope and VU levels display

facility.

It should have open format timeline to mix and match Sony XDCAM HD

422, DVCPRO 5b, DVCPRO, uncompressed SD and HD signal in same

timeline and finished material should be exported/ published back in

desired format such as Sony XDCAM HD 422, DVCPRO 50, DVCPRO and

uncompressed SD & HD. It shouid have multiple galleries and timelines

6. ESSENTIAL FEATURES OF 3.D GRAPHICS SYSTEM

a) The 3-D Graphics software should be Autodesk Entertainment CreationSuite Premium 2OI2 with 3ds Max & compositing software or similar.

b) The system should be based on a user friendly graphical user interfaceand should have key features of 3D animation such as Modeling,Animation, Shading Lighting and Rendering.

The offered software should have highly interactive polygon, Spline,procedural modeling with ICE and NURBS based powerful, integrated 3Dmodeling tools to create parametric and organic objects, along withanimation, rendering, and compositing tools. Modeling features shouldinclude primitives such as arc, circle, spiral, square, cone, cube, cylinder,disc, grid, sphere, soccer ball and NURBS surface cones, cylinders andcubes etc.

The system should have full range of 3D animation and camera & lightcontrols in true 3D perspective. It should be capable of animating keyframe, objects, effects, and motion paths etc. It should also be possible tosynchronize anrmation with sound tracks.

The offered system should support multiple cameras using industrystandard camera types with optional custom relationships. It shouldsupport roll, zoom, orbit, dolly and frame display. It should also supportorthogonal proj ection.

The system should have paint package for creating realistic, richlytextured characters and objects. The package should have user definablebrush sizes, shapes and effects. It should also have comprehensive,pressure-sensitive painting and drawing tools including airbrushes,geometric shapes, and eraser. It should have cloning and reveal controlsfor interactive painting between video clips and various frames in a clip.

The system should deliver/render broadcast quality anti-aliased images.It should therefore have broadcast quality rendering engine providing upto 16-bits color per channel, with full gamma control, able to render inframes or fields. The rendering engine should be multi-threaded and haveunlimited node network-rendering facility.

The architecture of the offered system should be multi-threaded forsuperior performance and scalability. It should support open GL and 3-Dhardware acceleration.

The system should include multi threaded compositor that should be fullyscriptable and it should be possible to directly link with any 3-D scene.The software should have unified paint, animation and 3D compositingfor broadcast graphics. It should have OpenGL acceleration, multi-processor support. The software should be capable of compositingunlimited layers of video and images with ability to nest composites ofmultiple layers inside other composites. It should offer true 3d positioningand animation for all elements in a composite. It should offer multipletransfer modes including add, subtract, screen, difference, negative, andshade.

The system should have 3D digital video effects. It should also havecolour correction, Chroma key and luma key facilities.

Library of 3-D models, environments, textures, animation, English, Hindi,and other Indian regional language fonts should be supplied. It shouldalso have selective ray- tracing, glows, lens, flare, clouds, fog, fire, smokeetc. effects and motion blur etc.

All the software such as application software, c-DAc language fontssoftware etc. are required to be supplied in original media.

b) The firm should therefore offer 1000 Mbps eight port switch of reputedmake and 200 meters of Ethernet cables with necessary connectors. Thefirm may also be required to do the networking of NLE system and 3-DGraphics.

9. COMPLETENESS OF SYSTEM & COMPLEMENT OF EQUIPMENT:

a) Completeness of the system is the responsibility of the bidder.

b) The successful bidder will be solely responsible for commissioning andoperationalization of the system to the satisfaction of Doordarshan ateach site.

c) In order to ensure the completeness of the system, any additionalequipment/accessories which bidder feels necessary to complete theconfiguration should also be quoted. However, in such case they shouldprovide proper justification for the additional equipment required. Theseitems, if any, must be listed in the offered BOM.

d) If the bidder feels that the system required in the specifications mayrequire additional features for better functionality, the bidder may quotesuch items as an optional item and provide full justification to decide itsutility.

1O. SOFTWARE:

a) The licensed version of software for all the equipment includingOperating System, application software, C-DAC language(s) fontssoftware etc. are required to be supplied in original media. Thesesoftware should be licensed in the name of Doordarshan with perpetualvalidity.

b) The bidder will provide up gradation of all the offered software free ofcharge during the guarantee period. The bidder will be required togive undertaking to this effect along$/ith the bid.

11. COMPLIANCE:

(a) A point by point full compliance statement in respect to all theparameters related to the concerned equipment/item(sf laid downin the specifications from the respective principal manufacturers is

to be enclosed along with the offer in the format given below. Mere

signature on the copy of DD specifications shall not be accepted as

a compliance statement.

The figures so mentioned should be supported by record of these in

the technical literature enclosed with the tender and reference to

the page number of enclosed literature for all features and technical

sp".ific"tions should be mentioned in the relevant column. Offers

without the compliance statement or with incomplete compliance

statement will liable to be rejected with the sole responsibility of the

bidder. Any deviation from the specification detailed in the

compliance statement is to be highlighted separately.

(b) In addition to above, a separate point by point compliance

statement duly signed by the bidder in respect of all the points laid

down in the specifications for all the equipment/item(s) should also

be submitted alongwith the bid by the bidder in the above

mentioned proforma.

GUARANTEE:

With reference to the clause no.8.2 of the "General Terms And Conditions(GTC)" under ANNEXURE-II of tender document, the complete systemincluding all items/equipment should be guaranteed for two years oftrouble free operation from the date of commissioning. In case of anyitem or equipment failure including software and hardware within thisperiod.

The guarantee should cover all hardware, software and modules of thecomplete system.

DELMRY PERIOD: 6 months.

TRAINING:

The bidder has to arrange comprehensive Operation & Maintenancetraining for the entire system. The bidder has to provide the comprehensivetraining material in the form of hard copies as well as soft copies to thetrainees during the training session. Training should be conducted asdetailed below:

(a) Familiarization training on the system for Engineers and Editors forthree working days at each Doordarshan Centre during installation ofthe NLE system.

(b) Familiarization training on the system for Engineers, Graphics Artistsand Editors for two working days at each Doordarshan Centre duringinstallation of the 3D Graphics system.

(c) Operation & maintenance training by the OEM or their certifiedtrainer(s) on the NLE/NLE and 3D Graphics system for six workingdays at one location after completion of installation at all theDoordarshan Centres as per Appendix-Iil. The training will bearranged at the locations given under Appendix-I tBl.

INSPECTION:

The equipment shall be subjected to inspection by Doordarshan officials atNew Delhi.

ENCLOSURES:

The bidder must necessarily submit the following enclosures along with thetechnical bid:

Compliance statement with respect to all the points of the specificationsduly signed by the OEM should be submitted for all the equipment.
