BENCHMARK ACTIVITY AT THE UNIVERSITY OF HAWAI !I

In Spring 2001, the University of Hawai!i s Institutional Research Office conducted asurvey on current benchmarking activity at the University of Hawai!i. The survey wasdone because increased interest in and recent availability of national data hasprompted many departments and programs to inquire about benchmarking. This reportsummarizes the results of the survey in Table 1. A name list of respondents who areengaged in benchmark activity is provided in Table 2, along with benchmark institutionlists currently in use by various departments and schools in Appendices 14 through 18.

Deans of instructions and provosts at the Community Colleges, the Chancellor at UHHilo, the Dean of Students at UH West O!ahu, and department chairs at UH Manoawere surveyed. In addition, at UH Manoa, selected directors were also surveyed forinformation on activity in research units and centers. College and school deans werealso surveyed to obtain data on centers or research units within the college. In all, 123questionnaires were distributed and 69 responses were received. Of these, 21respondents reported using benchmark lists for various purposes. Ten use the UHsystem-developed lists, seven use unit-developed or other-developed lists, and four useboth the UH system-developed as well as other-developed lists.

There are two types of UH system-developed lists: the benchmark groups and peergroups. The benchmark groups were developed internally by UH campus executives inan effort to compare UH institutions relative to some well-known U.S. institutions. Thepeer groups were developed more systematically by the National Center for HigherEducation Management Systems (NCHEMS), using their Comparison Group SelectionService. To develop comparative peer groups for each campus, NCHEMS used suchindicators as selected institutional characteristics, faculty, finance, degrees awarded,enrollments and other data. The peer and benchmark lists are used in the system-wideUH Benchmarks Performances Indicators Report, as well as in two Management andPlanning Support reports, the Tuition and Fees: Benchmark Group Comparisons reportand the Revenues and Expenditures: Peer and Benchmark Comparisons report.

In Fall 2001, UH Hilo developed a new benchmark list of institutions to serve as modelsfor the future development of the campus. New peer group lists for UH Hilo, as well asfor UH West O!ahu were also developed in Fall 2001. These peer group lists were acooperative effort with the UH Office of Planning and Policy, UH Institutional ResearchOffice, and the respective campus. A variety of indicators such as institutionalcharacteristics, enrollment, degrees awarded, tuition and fees, finance, and graduationrates, along with professional judgement was used in the selection of the peer groups. These new lists for UH Hilo and UH West O!ahu will be used in future system-wide peerand benchmark reporting.

Survey respondents who developed their own benchmark lists most often used degree,program, and faculty and student profiles as selection criteria. However, other selectioncriteria and methods were also reported. Drama and Theatre used a $full season ofproduction,# as a selection criteria. The School of Medicine reported selecting $all 125

medical schools# as their benchmark comparison group. The School of Ocean andEarth Science and Technology selected institutions that are members of the JointOceanographic Institutions, an elite group of schools in their subject area.

Respondents who reported using other-developed benchmark lists were most oftenmembers of associations and consortiums. They use benchmark lists developed bytheir associations. For example, Outreach College is a member of the Association ofUniversity Summer Sessions, which meets annually to share information and data. TheUniversity Press uses comparison data collected and provided by the Association ofAmerican University Press, which conducts annual surveys.

Survey respondents who reported using either UH-system developed or unit/other-developed lists collected a variety of data from comparison institutions. Data that weremost commonly collected included course offerings, student profiles (i.e., enrollment,majors, graduate/undergraduate status, etc.), budget & finance, faculty profiles (i.e.,FTE, headcount, rank, etc.), and workload. A complete list of types of data collected byrespondents is shown below.

Data that the respondents collected were most commonly used for program issues,including program development, revision, and reorganization. Collected data were alsoused for quality control and self-assessment, as well as for accreditation, staffingissues, and for general comparison with peer/benchmark institutions.

Of the respondents who reported no benchmark activity, two took the time to describetheir truly unique situations that preclude comparison. The School of Hawaiian andPacific Studies is one of only two schools in the country that is devoted solely to areastudies and is the only school that offers programs in Hawaiian Studies (besides UHHilo) and Pacific Studies. Similarly, the Art Department is one of a very few artdepartments in the nation to offer a masters program with a concentration in Asian andPacific Art History. Studio art programs, as well as funding for such programs, vary somuch among institutions that the Department chose not to engage in benchmarkcomparisons, as doing so would be of little value.

Other respondents who do not currently conduct benchmarking activity reportedthinking of doing so in the future, or having their benchmarking conducted for them byothers, such as by the college to which they belong or by the federal government.

There seems to be a fair amount of benchmarking activity at the University of Hawai!i. Thirty percent of the respondents reported activity and though the absolute number (21)is not large, each respondent represents a department or, in some cases, an entirecollege. Most of the activity seems to be at UH Manoa. Comparison data is being usedfor program development, revision, and reorganization, for quality control and self-assessment, for accreditation and staffing issues, and for general comparison withpeer/benchmark institutions.

University of Hawai!i units that currently do not engage in benchmarking activity but areinterested in doing so may wish to start by logging on to the National Center forEducational Statistics website (http://nces.ed.gov/ipeds/) which provides the IPEDSPeer Analysis System. The site includes a self-guided tutorial. In addition, somesurvey respondents have graciously agreed to share their knowledge, particularly withcolleagues who wish to develop their own benchmark lists. Their names are in theTable 2.

Benchmarking activity can be time-consuming, but the resulting comparison data canbe extremely useful. About a third of the respondents to this survey are alreadyengaged in gathering comparison data from benchmark institutions. As data becomeincreasingly available, there may be more benchmarking activity at the University ofHawai!i.
