No. 9485 or the Anti-Red Tape Act; before Civil Service Commission Regional Office 5, Legazpi City” with specific authority to:

a. To enter into an amicable settlement and mediation;b. To submit the case into alternative modes of dispute resolution;c. To enter into stipulations or admissions of facts and documents.
