Bridges played a big part in Campbell River this year. By now everyone knows that two big construction projects are underway in Campbell River – the $1.09 billion John Hart Generating Station upgrade project

and the $274.5 million new Campbell River hospital. Those two massive projects will serve as the economic bridge that allows the Campbell River area to transition from a pulp and paper mill town to a bright new future as a more diverse economy thriving on creativity, entrepreneurship and innovation. But there was another bridge story that was the highlight of the past year. The Elk Falls Suspension Bridge was completed in the spring to rave reviews. Driven by the Rotary Club of Campbell River and supportive individuals and businesses, the bridge opened in May in Elk Falls Provincial Park and gives the public a spectacular front view of the park’s namesake falls. The exciting span across the Elk Falls Canyon has proved to be a must-see destination in the Campbell River area. It is also proving to be an economic booster in its own small way. From June through September, 56,000 people visited the bridge and its popularity showsno sign of abating as fall transitions into winter. The Elk Falls Suspension Bridge is an example of Campbell River’s can-do attitude as well as the innovative thinking that the community is capable of. It’s a relatively small project (compared to the billion dollar generating station upgrade) but it

is paying back big dividends that go beyond the dollar� gure and touch on developing pride in the communityand just being plain, old fun as well. Campbell River is still feeling its way through the post-pulp mill era. The closing of the economic powerhouse that was the Elk Falls mill left a giant hole in the local economy and no one was sure what the city’s future looked like. Well, we’re happy to

report that � ve years later, the city has weathered the storm and is on the upswing.

During that period, people never left the Campbell River area, the population never

dipped and today remains a robust 33,000. Campbell Riverites adapted. Many found work in the oil patch but still kept their homes and families here, choosing to commute. Another transition is underway as the super-heated oil economy in Alberta

cools but Campbell Riverites are used to transitions.

The new hospital and the generating station upgrade are helping the local economy

smooth over the loss of the pulp mill, bridging the gap between it’s industrial past and its new economic

future. Local businesses are coping with the change. Many are thriving. Local automobile dealers are an example of a local industry that is transitioning in a way that positions them for a bright future. Many success stories are contained in Progress 2015. Peruse these pages and meet the people who are writing those stories, meet the businesses that are building bridges to the future.

Taking men’s wear seriously Jim’s Clothes Closet takes its role as the only dedicated men’s wear store in its three communities seriously. “We have to carry a broad spec-trum of goods from workwear to the offices – shirts and ties – and every-thing in between for the casual side of things,” explains Drew Bradley. “It works for guys because they like to have one-stop shopping,” adds Bradley, general manager for the company’s stores in Campbell River, Port Alberni and Courtenay. The Campbell River store handles shoes, too. The Campbell River location is newer than its Port Alberni and Courtenay coun-terparts. Visitors have been flocking to the new suspension bridge in Elk Falls Provincial Park since it opened in May. From June through September, about 56,000 people visited the bridge, said Lorrie Bewza, who spearheaded the project for the Rotary Club of Campbell River. Bewza, who installed a me-chanical counter for those four months, estimates another 10,000 visitors during the first three weeks of October. “The number I got when I start-ed this (project) six years ago from BC Parks was 70,000 visitors a year to the upper Elk Falls park. We forecast in our original proposal to double that. I think we’re going to be awful close to the figure or even exceed it.”

Figures obtained from BC Parks concur that there were about 70,000 visitors since May, said media and promotions spokesper-son Andrea Knowles of Campbell River Community Economic Devel-opment. “These park enhancements have increased tourism and eco-nomic opportunities in the Camp-bell River area, allowing access to Elk Falls for all abilities,” added Teresa Davis of Tourism Campbell River & Region. “Having a free first-class attraction, complements what Campbell River & Region already has to offer,” Davis said. Trip Advisor Canada lists the bridge as No. 2 of 36 things to do in the area, behind only the Museum at Campbell River.

The bridge, designed to safely hold the equivalent of 400 men weighing 300 pounds each, opened May 9 in conjunction with the 75th anniversary of the park. Bewza underscores Davis’ point about the accessibility of the 60-metre-high and 64-metre-long bridge high above Elks Falls Can-yon. It begins, he noted, with a new 83-stall, bus- and RV-capable parking lot provided by BC Parks and BC Hydro that is wheel-chair-accessible. Parks and Hydro created 300 metres of trail and Rotarians upgraded 300 more metres to a barrier-free accessibility standard with a grade of five degrees or fewer.

To increase safety, especially for people in wheelchairs, Ro-tarians also erected about 300 metres of fencing. The project was made possible by a federal grant of $86,650, $325,000 in provincial money from the Island Coastal Economic Trust, $150,000 from BC Hydro and $124,500 from the Rotary Club. Bewza previously credited “the never-ending support and generous donations of the people of Campbell River to the annual Rotary TV Auction.” The 41st auction happens No-vember 20 and 21.

In 2012, when Coastline Mazda moved from its cramped quarters in Willow Point to its new spacious lo-cation on the Island Highway, Sales Manager Allen Duns had to go on a “Mazda shopping spree” to fill his huge new lot with new and used product. “When I filled our new lot with all our cars from Willow Point the lot still looked empty. Campbell River’s soon-to-be-completed 95 bed, 32,000 square metre hospital facility to replace its current 79-bed facility is coming along just fine, according to those in charge of the project. The $274.5-million project, com-plete with new parkade and heli-pad is scheduled to be completed and operational by April of 2017, at which point there will be a six month transition period where staff off the hospital will be transferring and setting up equipment and training in the new facility. The demolition of the old facility will then take another six months.One of the aspects of the project those in charge are most happy with, according to Norma Jones, Clinical Project Director of the venture, is the layout of the facility. The locations of each department and their relationships to each other will ensure, she says, not only that patients’ experience is less confus-ing, but also makes those who work

there able to more easily and quick-ly access the areas of the facility related to their jobs. The centralized registration area is just one example of this concept at work. This central registration area will “fundamentally change patient experience at the facility,” according to Jones. “As you know if you’ve ever had to come in for a test, you’ve come in and you’ve gone to one area to have your lab work done, and you’ve gone to another area to have your medical imaging done, and so on, and at each place you go, you’ve had to register. What we’ve done is try to be more patient focused,” she says. Patients will now register for all the tests and procedures they’ll be having done at the hospital at the central registration desk, and won’t have to worry about stopping in at a desk every department thereafter. While concerns have been raised

by members of the public about the services that will be offered by the new facility – specifically, the lack of psychiatric services – Chief Project Officer Tom Sparrow says the design itself is flexible and expandable, should it require adjustments in the future. “This hospital is designed to accommodate an additional 40,000 square feet of space on level one, which means you could go out 40,000 square feet, and then you could go up three floors,” Sparrow said, implying there was consid-eration in the design phase for an additional wing to be added at a later date. Also, the inside of the structure itself, as it’s designed, can be rearranged to accommodate more services, should they be needed in the future. “Our administration area could be turned into a medical area, for ex-ample,” Sparrow said. “A lot of the ambulatory care could be changed

into something else. We tried to design these facilities to include a lot of adaptability and scalability.” Sparrow also announced at the most recent Community Information Meeting that as of the end of Au-gust, 161 of the 263 hires made on the project were from the Campbell River community. Another 50 were from elsewhere on Vancouver Is-land, showing the projects commit-ment to hire locally, he said. He also told those assembled that the project is on schedule. “We’re probably six weeks further ahead than other projects of this size would be at this point,” he said, clearly proud of the progress being made. The next North Island Hospitals Project Community Information Meeting is scheduled for Thursday, Dec. 10 at the North Island College/Timberline Theatre at 7 p.m. All are welcome to attend and get the latest information on the project.

The first Inn was opened in 1895. The historical record states that it was “a place of few pretentions, a loggers’ watering hole disdained by the Island’s elite.” Of the owner, Hosea Arminius Bull, it is said that “if he was a preacher he was a licentious one.” That Inn burned to the ground in 1910. A second hotel lasted one year before it also burned. The existing Inn was built in 1912. Today, the Inn offers 10 rooms, three cabins, a two-bedroom suite, RV camping for 40 units and 1,800 feet of dock space. It has a 176-seat dining room and a 100-seat pub. The Inn is a perfect spot for weddings, anniversaries and other large gatherings. In fact, Lois and her staff have staged reunions for up to 350 people. Of all the auto dealerships in Campbell River, Steve Marshall Ford is number one in sales volume and it has held that record for at least six years, but it is “landlocked” at its downtown location and it needs room to spread its wings. Karl Ebdrup, General Manager and Partner in the Steve Marshall Auto Group, says the long term plan is to join other Campbell River dealer-ships in the automotive sales corridor north of the bridge on the Island Highway. The Ford dealership has been downtown for 45 years. “The location has been great, but we are out-growing the property and it is certainly time for an updated building. The fact is, at this location we are land-locked by four streets,” Karl says. One of the reasons for planning a new building is that the industry has changed. Dropping your vehicle off with the dealer and leaving it for the day to be serviced is a thing of the past. These days a basic service can be accomplished in about 25 minutes to half an hour and service-while-you-wait businesses like Great Canadian Oil Change and Jiffy Lube have captured a lot of that market. “This is a great old building but it is not set up that way,” Karl says. “So our new dealership will be set up so you can have a 25 to 30-minute service in 25 to 30 minutes. We will have a service drive. While you have a coffee we will do a tire rotation, oil change, exterior wash, interior vacuum and mat shampoo all in the same time and at the same cost as the Jiffy Lubes. It will be twice the service.” “We are excited about being able to offer that kind of service to our customers.” Of course, Steve Marshall Ford will take its reputation with it to the new location. From the time the dealership was the title sponsor of the BC Winter Games in 1997 it has been known as the “Friend of the Community.” For 11 of the past 12 years Steve has won Ford’s “President’s Award” for sales volume and customer service. Over the last 10 – 15 years in Camp-bell River we’ve seen several big box stores come in and change the land-scape of our city. In 2002 Danny and wife Jackie Luk-inuk decided to get back into furniture. This time though – into preowned furni-ture. Danny and Jackie Lukinuk ran the store for several years. In 2006, their daughter Kim, along with husband Geoff Hancock, bought the business and they haven’t looked back. “There are a couple of other stores around that do what we do, on a smaller scale, but we are unique in many ways,” says Kim Hancock. “We only bring in high-end, sold wood furniture, and we do all repairs and maintenance on-site. We’re not interested in press-board dressers or anything like that. I’m pretty certain we are the largest used furniture store in British Columbia.” “I travel to Vancouver and other larger cities and buy a lot from estate sales,” says Geoff. “We only by quality, Canadian-made as often as possible, and we offer furniture that is ready for a home immediately.” “Used furniture stores are a relatively new trend I would say,” says Kim. “30-40 years ago you would be hard pressed to find an outlet like ours where you could buy or sell quality used furniture. We have people phone all the time who have older furniture that’s just too nice to go to landfill or a thrift shop. In a way, we are a recycler of furniture. We are an outlet that helps keep furniture out

of the landfill, which makes us a green business.” “The fluctuations in the economy hasn’t hurt our business much,” says Kim. “People are always looking for a bargain and I think they’re probably more apt to check out a second hand store first and see what they can find when money is tighter than usual. In 2014 we expanded by 3,000 square feet, which gives us a total show floor area of 10,000 square feet.” Kim says they have many customers who are over 50 who “grew up with quality,” and who have a real apprecia-tion for the furniture they find at Needful Things. She says they put a fair amount into local senior’s homes, and when they get furniture that is functional but not up to a certain quality standard, much of it

is sent to local charities like Habitat for Humanity. She says once customers know Need-ful Things is there, they come from all over the Island and surrounding areas. “We have customers coming from Co-mox Valley, Quadra and Cortes, Sayward, Gold River and Mt. Washington – often people furnishing cabins,” says Kim. “We’re also ideal for customers who are only in town temporarily.” “People are realizing more and more, there is excellent value in preowned, quality furniture,” she says. “For us, as Needful Things celebrates 13 years, that means business is good in Campbell River. And we expect to be around to celebrate many more milestones in the years to come.”

Anchor Inn has just signed contracts with tourist agencies that will result in an influx of European guests in 2016. Anchor Inn has meeting and convention facilities for up to 250 guests and McCutcheon anticipates that the rejuvenated, modern hotel will attract new conventions to the city starting next year.

BC Hydro is having a blast on the John Hart Generating Station replacement project. Literally. Blasting began on a new outlet where water from the new underground powerhouse will be released from the tunnel into the Campbell River. Trees were cleared from the slope in order to begin the next phase with surface blasting on the slope to the north of the hydroelectric penstocks, between the powerhouse and Station View Trail. “This is another interesting component of this innovative project and unlike other John Hart construction site locations, this area is closest to the river and trail system,” BC Hydro spokes-peron Stephen Watson said. “Peo-ple will be able to see the work from the wooden bridge on the

Station View Trail so we wanted to make sure the community under-stands what’s going on there. Site construction is expanding to all the key areas and we are excited to see things unfold.” BC Hydro is replacing the John Hart Generating Station west of Campbell River in a $1.093 billion project to improve seismic perfor-mance, improve reliability, and to protect downstream fish habitat. This year was a big year for the project as some heavy construc-tion is well underway and interest in it amongst the public proved to

be very high. In July, the first of a series of open houses on the con-struction was attended by about 1,000 people. They were shuttled from downtown Campbell River to the area around the opening of the intake tunnels for self-guided tours. In September, the project contractor began excavating a pie-slice shape into the slope behind the existing generating station be-low Elk Falls. The deepest point of pie-shaped excavation will extend 32 metres into the hillside. The main blasting work is expected to

last through to December. Until the new works are complete and ready for commissioning, an area of rock will be left along the river edge to keep the tunnel opening dry. The surface blasting will occur four or five times a week, and only during daylight hours. Measures are put in place to prevent fly-rock from the surface blasts and as a result of safety precautions, trail closures are not anticipated. Project staff will ask people to keep moving along the trail just prior to the blasts, as

they don’t want people to linger on the pedestrian bridge waiting for a blast to happen. Watson said the surface blasts are highly controlled and covered with blast matting, so should pro-vide limited noise to the surround-ing area. Extensive environmental plan-ning, approvals and monitoring are required for any work near the river, and the project team has prepared extensively to ensure all standards are met or exceeded. An example of BC Hydro’s environmental sensitivity is illus-trated by their “I Saved a Frog!” sticker program. Despite fencing the site in an attempt to prevent a provincially-protected species found on the site – the red legged frog – from being impacted by the project, every now and then one manages to find its way onto the site. “One of those little fellas made it all the way down the service tunnel somehow,” Watson said. “That’s a 300 metre trip. He’s got some kind of story to tell his buddies.” That particular frog – one of three red legged frogs found on site and relocated in September

– was saved by environmental monitor Chris Beers and released back into the wild. Anyone who finds and recov-ers a red legged frog on site and returns it back to its natural environment gets a special sticker for their hard hat. “They’re very coveted,” Watson said. “Everyone takes a great deal of pride in being a part of this place, and that’s another way we can support that mindset.” That mindset resulted in anoth-er pleasant surprise in September when a rare visitor was found on the site. “Because of the awareness we’re fostering through our environmental initiatives,” Watson says, “people are on the lookout for things, which is how we found that praying

mantis. “They don’t generally show up this far north, so it was really something.” They thought it was such a special find, they reported it to the Royal BC Museum. They have also been seeing success in limiting what they call “bat incidents.” Bats have posed a problem in the past. When they get into the tunnels they can be injured or killed by ventilation fans. “We obviously don’t want them in there, not just for us, but for them, as well,” Watson says. “Thankfully, the grating we’ve put in the ventilation seems to have taken care of that problem

and we haven’t had any more issues.” In addition to ongoing blasting at the main power generating cavern and its associated tunnels, work on the new intake system at John Hart Dam, and the begin-ning of construction on the water discharge outlet below the power station, workers this week will be preparing the site for the new surge tower near the current trail system leading into the park and to the popular Elk Falls suspen-sion bridge. The single surge tank will even-tually replace the three existing, 90-metre surge towers, which provide pressure control for each of the three penstocks. The new tank will serve the same purpose in the new, under-ground inflow tunnel when the

project is completed, tentatively set for fall of 2018.

Sales in the Vancouver Island Real Estate Board (VIREB) area edged back slightly in September, but the housing market remains robust, a trend expected to continue for the rest of the year. Last month, 431 sin-gle-family homes sold on the Multiple Listing Ser-vice® (MLS®) compared to 405 in September 2014, an increase of six per cent. Month over month, sales decreased by 1.8 per cent from August 2015. Inventory levels are still declining, with active

listings down 15 per cent from one year ago. BCREA Chief Economist Cameron Muir states that the marginal decrease in September sales activity has not affected the over-all strength of the housing market. “Our provincial economy continues to be healthy, bolstered by a hefty infusion of tourism dollars over the sum-mer,” says Muir. “Last month’s slight backwards tick in housing activity is no cause for concern. We expect strong sales

momentum for the rest of the year, fuelled by job growth, consumer confi-dence, and low interest rates.” Nationally, the Cana-dian economy appears to have emerged from the doldrums caused by the malaise in the oil patch, says Muir, which bodes well for the B.C. housing market. “Although we expect a slight downturn in the housing market in 2016, activity will remain strong,” says Muir. “You don’t typically see home

sales reach their highest levels in 10 years and then plateau.” Muir emphasized that the services of a REALTOR® are especially valuable in an active housing market to ensure consumers make smart decisions when buying or selling a home. Although September is traditionally one of the busiest months for REALTORS®, VIREB President-Elect Margo Hoffman says that last month improved upon the

norm. “Our members aren’t run off their feet, but they’re doing a lot of business,” says Hoffman. “Invento-ry throughout our area continues to decline, and the smaller pool of potential homes for sale will eventually place upward pricing pressure on certain property types in some markets.” In September 2015, the benchmark price for a single-family home in the VIREB coverage area was $340,200, a slight increase over August and up just under six per cent from one year ago. Bench-mark pricing tracks the value of a typical home

in the reported area. The average MLS® price of a single-family home de-creased marginally from $352,042 one year ago to $350,626 in September 2015. The September 2015 benchmark price of a single-family home in the Campbell River area was $276,100, an increase of 1.41 per cent from last year. In the Comox Valley, the benchmark price was $340,600, up 6.23 per cent from 2014.

Berwick by the Sea grounded in community Celebrating its first anniversary this week and quickly approaching 90 per cent capacity, Berwick By The

Sea has, in one short year, evolved into a thriving community of seniors that has thoroughly engaged the larger community of Campbell River.

Berwick General Manager Gary Forsgren says: “In keeping with Campbell River as a community, our community here is very active and very social. And, there are an incredible number of connections between our residents and the community.” Those connections are not by accident. Berwick’s outreach programs have been extensive in year one. Berwick has become the new home of the Philosophers Café. It recently held its first Living Well Expo which was complimentary for the public. There has been a first Heritage Fashion Show. This December 6th the staff will hold its second Family Christmas Party. Last year there were just 70 resi-

dents and 185 of their guests at the party. This year there will be 115 residents and probably 300 of their family members. Wendy Mayers, Berwick’s Manager of Community Relations, says building community connections also includes working with the Campbell River Seniors’ Centre, organizing bus trips, and much more. Our society has changed, and Boyd’s Funeral Services has kept pace. If you desire a traditional burial ceremony, Boyd’s is happy to provide one, although the Campbell River location is open to virtu-ally any alternative. “One of the biggest things we’re seeing in our part of the world, and it’s unique to Vancouver Island, is that people want to do more themselves,” explains owner Sandy Poelvoorde. “They don’t want a funeral home to come in, take care of everything and hand them a bill.” Boyd’s will advise about legalities, but it allows people to make their own personalized arrangements, which Poelvoorde says might involve a green burial, a scattering, a backyard barbecue or other unconventional ideas. The people at Boyd’s are sensitive to cultural differences, too. Poelvoorde stresses the importance of not waiting until you’re gone. “We focus a lot on education before you need a funeral. We like to see people well before they ever need it.” Poelvoorde stresses the importance of being informed about funeral options, which she notes many people do not do. “Unlike purchasing a car, which (people) do copious amounts of research for, unlike buying a home, which they also spend a good portion of their life planning for and paying for, a funeral is something 100 per cent of the population is going to do.” Planning while you’re alive means your loved ones won’t be forced to make arrangements, and pay for them, after you’re gone, she notes. “We can’t make it easy, but we can make it easier.”

At Bill Howich Chrysler, the team’s mission statement is simple: “Yes, We Can!” And, after 25 years delivering on that mission, this year Bill Howich raised the bar with a complete re-design and re-build of his new car dealership. “It was all about service,” Bill says. But, he couldn’t do it to his sat-isfaction in his old digs. In effect, he tripled the size of his dealership on the North Island Highway with a new showroom that holds seven vehicles instead of one and service bays that accommodate 14 vehicles instead of seven. The notable thing is that even in

his cramped quarters of days gone by, Bill Howich was the first Chrysler dealer on the Vancouver Island to be awarded the Five Star Service Award for exceptional Customer Service. Bill started as a sales manager in 1987 and was given an opportunity to buy into Warren Burd Motors in 1990. Shortly after, it became known as Bill Howich Chrysler Ltd. Next Bill purchased Island Outboards and created Bill Howich RV & Marine. He rounded out his full range of services with the Bill Howich Detail Center and the Bill Howich Clearance Center. His companies support local charities including the Campbell River Hospice Society, the Browns Bay Chum Derby, Campbell River Minor Hockey, Campbell River Storm and many, many others. The new Bill Howich dealership leaves nothing to chance. Bill even went into the restaurant business. Well, not quite, but he did equip his

spacious new showroom with a café where customers can enjoy soup and sandwiches, chili and baked goods. With two new express lube bays Bill’s techs can now offer the same service as the quick lube folks down-town while customers relax and have a coffee and snack in a dealership that knows the vehicle bumper to bumper.
