1 Introduction Events are an important part of our local community However the organising of events is very involved and can be a daunting process for those without event management experience
Coordinating even a small event can be time consuming and resource intensive Before deciding to stage an event you should consider if an event is the best way to achieve your objectives and if you have the budget and resources to stage a well-managed and safe event
Consider the following
- What is the aim of your event What do you want to achieve
- Where will the event be held Is the proposed venue suitable for the type of event you are
holding What costs are associated with hiring the venue
- Who is your target audience
- How many people are you hoping to attract to the event Do you have the resources to
advertise your event to the right target audience
- What approvals licences and permits will you need to run your event
- What plans will you need to prepare such as an event plan risk management traffic
management etc and have you allowed sufficient time to gain approvals from the relevant
authorities
- Do you have sufficient resources to run a well-managed event Consider staffing volunteers
and equipment required
- Do you have sufficient budget to stage the event Have you considered sponsorship ticketing
or fundraising
- Are there other events being staged at the time of your event that may impact attendance
media coverage road closures availability of transport services etc to your event
These Special Event Guidelines have been designed to assist event organisers with understanding the regulations and procedures for holding events within Ku-ring-gai on both Council owned managed land and on Private land

2 Application and Approval Process
21 Venue Booking
Event organisers wanting to conduct an event on land owned andor controlled by
Ku-ring-gai Council need to complete an Application for Casual Hire Form You will also need to
complete the Event Information Checklist if
Over 100 people are expected to attend
Temporary access or structures are required
The event is being publicly promoted
Ideally an event application should be submitted to the Councilrsquos Recreation Bookings Team at least
16 weeks prior to the proposed date of your event This will provide the Event organiser with sufficient
time to apply and receive approval from Council and any other relevant authorities to stage the event
Fees apply for booking Council venues please refer to Councilrsquos Fees and Charges
22 Determining if your event will require a Development Application (DA)
Depending on the nature and location of the event a Development Application (DA) may be required
even if your event is to be held on Private land If a DA is required you should allow at least 12 weeks
or more as delays can occur when further information is required from the applicant
There are currently three planning instruments that cover various lands in Ku-ring-gai
Ku-ring-gai Local Environment Plan 2015 (KLEP 2015)
Ku-ring-gai Local Environment Plan (Local Centres) 2012 (KLEP Local Centres 2012)
Ku-ring-gai Planning Scheme Ordinance (KPSO Deferred Areas)
The location of your event will determine which planning instrument applies
The nature of your event will determine if it is considered ldquoExempt Developmentrdquo (development
approval not required but rules to comply with ndash self assessment) or ldquoComplying Developmentrdquo
(development approval required ndash able to get in 20 days or less from Council or an accredited private
certifier) and therefore does NOT require a DA
If your event is unable to meet the requirements for an ldquoExempt Developmentrdquo or ldquoComplying
Developmentrdquo a DA will be required Please refer to the following sections for more information
23 Events held on Council Land
Under the Ku-ring-gai Local Environment Plan 2015 (KLEP 2015) the majority of special events
(including markets) held on Council land do NOT require a DA unless they are planned to operate
outside the standard hours for the land Under the KLEP (Local Centres) 2012 and KPSO (Deferred
Areas) further conditions apply and a DA may be required ndash please refer to the next page for further
information
To help identify which planning instrument applies to your event site below is a list of Council owned
managed parks regularly used for events and if a DA is required if the event is held within the
standard operating hours

Once you know which planning instrument applies view the relevant sections below to determine if your event is classified as ldquoExempt or Complying Developmentrdquo or will require a DA

3 Other Considerations
31 Traffic Management
If your event will disrupt normal traffic and transport systems you will need to submit a detailed Traffic
Management Plan to Council prior to the event A Roads and Maritime Services (RMS) Special
Event Transport Management Plan and Traffic Control Plan (TCP) will also need to be submitted
to Council which will be sent on to the RMS for approval These documents need to be prepared by
someone with formal qualifications in preparing Traffic Management Plans If your event will be
conducted on a Council road or car park you will also need to submit a Temporary roadside closure
application form to Council Fees apply for submitting a Traffic Management Plan and Roadside
closure application please refer to Councilrsquos Fees and Charges

application forms
In addition local police must be informed of the event at least 7 days prior to the event and written
notice must be given to all residential properties within 200m of the event location advising the time
date and type of event
If the event will take place on or near an RMS road or within 50m of an intersection with traffic lights
or you are using variable message boards near an RMS road or within 50m of an intersection with
traffic lights a Road Occupancy Licence application may need to be submitted directly to the RMS
for approval
32 Crowd amp Pedestrian Management
When considering an event location and site layout you need to carefully plan the entry and exit
points and think about pedestrian access to the event site to avoid overcrowding and potential crowd
crushes and ensure the safety of those attending You also need to consider how you will cordon off or
restrict access to areas that could pose a danger such as the back of stages and food stalls
Depending on the scale and nature of the event it may be necessary to hire private security guards
for crowd control
33 Waste Management
An adequate number of additional waste and recycle bins must be arranged to remove the waste from
your event Councilrsquos waste department can assist in booking these services or you can use an
alternative professional waste contractor

34 Risk Management amp Safety
You have a duty of care to provide a safe environment for all involved in your event attendees staff
volunteers contractors and performers During the planning of your event it is essential that you
consider the potential risks involved with staging your event By identifying the risks you can develop
strategies to reduce the likelihood and consequence of those risks occurring Refer to Councilrsquos
Casual Hire webpage for a template risk management plan
For any ldquohigh riskrdquo activities such as working at heights you should prepare (or obtain from the
contractor undertaking the work) Safe work method statements (SWMS) A SWMS is a written
document that sets out the high risk activities to be carried out the hazards and risks arising from
these activities and the measures to be put in place to control the risks to ensure the work is carried
out safely Template SWMS are available from SafeWork NSW
35 Insurance
The event organiser or organisation must hold current public liability insurance (Minimum $20 million)
You must also obtain copies of public liability insurance certificate of currency from all other parties
involved in your event eg contractors stallholders performers volunteer organisations as well as
their workersrsquo compensation insurance where relevant
36 Provision of Toilet facilities
Adequate toilet facilities need to be provided for the anticipated number of attendees to your event If
there are not sufficient toilets at the event site you should arrange portable toilets with a reputable
supplier An accessible toilet should also be available There is no Australian Standard for the number
of toilets required at events below is a guide from the Australian Emergency Manual for Safe and
Healthy Mass Gatherings The number of toilets required will vary depending on the nature and
duration of the event and if alcohol is served

34 Food Vendors
All food vendors must comply with the NSW Food Act 2003 and Food Safety Standards Food
vendors must also comply with the guidelines for Food Businesses at Temporary Events and Mobile
Food Vendors (if relevant) View the information for Food vendors on Councilrsquos website for more
information All food vendors are required to complete an Application for Sale of Goods from a Stall
Vehicle Fees apply please refer to Councilrsquos Fees and Charges
You must obtain a copy of all stall holdersrsquo public liability insurance and vehicle registration for mobile
food vendors
35 Alcohol
To sell or supply alcohol at an event the appropriate liquor licence must be obtained from Liquor and
Gaming NSW You must also notify the local police station and Council of the liquor application Some
Council parks are ldquoalcohol free zonesrdquo however if your event application is approved by Council this
approval over- rides the alcohol free zone
It is a legal requirement to provide access to free drinking water when alcohol is served
36 First Aid
It is essential to provide adequate facilities and qualified personnel to administer First Aid For large
events it is best to hire a professional First Aid such as St John Ambulance Service
37 Sustainability
When planning your event it is important to consider its potential environmental and social impacts
Some key considerations are
Efficient use of resources
Making responsible and ethical procurement choices
Protecting the surrounding environment
Supporting local businesses and the local economy
Minimising energy and water consumption and greenhouse gas emissions
Implementing waste avoidance and minimisation strategies and maximising resource recovery
Respecting and publicly acknowledging the local indigenous heritage and traditions
Encouraging the use of sustainable transport to and from events

38 Noise Management
The Protection of the Environmental Operations Act 1997 governs noise control and is administered
by Council the NSW Police Service and the Environment Protection Authority
If amplified sound is to be used at the event the speakers should be directed away from all residential
properties if possible or at least the nearest residential properties Amplified sound also needs to take
place within the event locationrsquos ldquoStandard Operating hoursrdquo unless you have Development Approval
for the event Refer to the table in Section 22 for popular event location operating hours Noise levels
should be monitored by a qualified technician Where events are to run past 10pm or noise
complaints have been received about the event in previous years a noise management plan must be
provided to Council
39 Accessibility
Approximately 20 of people have a disability and face access challenges in public places and
spaces Event organisers have a duty of care under the Disability Discrimination Act 1992 to ensure
that event locations and venues are accessible to people with a disability their families and carers It
is recommended that event organisers visit a site prior to hiring to be satisfied of the accessibility of
the venue and services

310 Sponsorship amp Grants
Sponsorship can help you secure additional resources for your event and is a great way to involve the
local business community in your event Think about sponsors that may be relevant to your event and
how they could get involved It is often easier to obtain in-kind or contra sponsorship than to obtain
cash sponsorship
Council has an annual Sponsorship program in which local organisations and event organisers can
apply for funds to assist in the running of their organisation or event Visit Councilrsquos Sponsorship

Council also has an annual grants program to assist organisations in delivering new and innovative
projects and services Visit the Community Grants webpage for more information and an extensive list
of other funding sources for community groups

311 Advertising amp Signage
The State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 outlines
the standards for special event advertising signage
Council owns a number of banner poles throughout the Ku-ring-gai area These are available to hire to
promote your event (fees may apply) Contact Council on 9424 0000 to book a banner site
You can also list your event free of charge in the Whatrsquos on section of Councilrsquos website
312 Fireworks
In order to hold a fireworks display you must engage a licenced pyrotechnician and they must notify SafeWork NSW of the display You must also notify the following organisations people at least 7 days prior to the display
Council
Local fire brigade
Local Police
Neighbours in the area surrounding the display
313 Amusement Rides
If you are planning amusement rides at your event you will need to obtain a copy of the supplierrsquos
public liability insurance certificate of currency and WorkCover certificates where applicable
A Section 68 application to operate amusement ride devices may be required depending on the size
and type of amusement rides
Exemptions include
If the device is not required to be registered under the Work Health and Safety Act
2011(NSW)
It is a small amusement device primarily for use by children under 12 years of age
and under including mini Ferris wheels battery operated cars and miniature railways
and in the case of rotating amusement devices those that have a maximum rotation
of 14 revolutions per minute

3 Other Considerations
31 Traffic Management
If your event will disrupt normal traffic and transport systems you will need to submit a detailed Traffic
Management Plan to Council prior to the event A Roads and Maritime Services (RMS) Special
Event Transport Management Plan and Traffic Control Plan (TCP) will also need to be submitted
to Council which will be sent on to the RMS for approval These documents need to be prepared by
someone with formal qualifications in preparing Traffic Management Plans If your event will be
conducted on a Council road or car park you will also need to submit a Temporary roadside closure
application form to Council Fees apply for submitting a Traffic Management Plan and Roadside
closure application please refer to Councilrsquos Fees and Charges

In addition local police must be informed of the event at least 7 days prior to the event and written
notice must be given to all residential properties within 200m of the event location advising the time
date and type of event
If the event will take place on or near an RMS road or within 50m of an intersection with traffic lights
or you are using variable message boards near an RMS road or within 50m of an intersection with
traffic lights a Road Occupancy Licence application may need to be submitted directly to the RMS
for approval
32 Crowd amp Pedestrian Management
When considering an event location and site layout you need to carefully plan the entry and exit
points and think about pedestrian access to the event site to avoid overcrowding and potential crowd
crushes and ensure the safety of those attending You also need to consider how you will cordon off or
restrict access to areas that could pose a danger such as the back of stages and food stalls
Depending on the scale and nature of the event it may be necessary to hire private security guards
for crowd control
33 Waste Management
An adequate number of additional waste and recycle bins must be arranged to remove the waste from
your event Councilrsquos waste department can assist in booking these services or you can use an
alternative professional waste contractor

34 Risk Management amp Safety
You have a duty of care to provide a safe environment for all involved in your event attendees staff
volunteers contractors and performers During the planning of your event it is essential that you
consider the potential risks involved with staging your event By identifying the risks you can develop
strategies to reduce the likelihood and consequence of those risks occurring Refer to Councilrsquos

For any ldquohigh riskrdquo activities such as working at heights you should prepare (or obtain from the
contractor undertaking the work) Safe work method statements (SWMS) A SWMS is a written
document that sets out the high risk activities to be carried out the hazards and risks arising from
these activities and the measures to be put in place to control the risks to ensure the work is carried

35 Insurance
The event organiser or organisation must hold current public liability insurance (Minimum $20 million)
You must also obtain copies of public liability insurance certificate of currency from all other parties
involved in your event eg contractors stallholders performers volunteer organisations as well as
their workersrsquo compensation insurance where relevant
36 Provision of Toilet facilities
Adequate toilet facilities need to be provided for the anticipated number of attendees to your event If
there are not sufficient toilets at the event site you should arrange portable toilets with a reputable
supplier An accessible toilet should also be available There is no Australian Standard for the number
of toilets required at events below is a guide from the Australian Emergency Manual for Safe and
Healthy Mass Gatherings The number of toilets required will vary depending on the nature and
duration of the event and if alcohol is served

34 Food Vendors
All food vendors must comply with the NSW Food Act 2003 and Food Safety Standards Food
vendors must also comply with the guidelines for Food Businesses at Temporary Events and Mobile
Food Vendors (if relevant) View the information for Food vendors on Councilrsquos website for more
information All food vendors are required to complete an Application for Sale of Goods from a Stall
Vehicle Fees apply please refer to Councilrsquos Fees and Charges
You must obtain a copy of all stall holdersrsquo public liability insurance and vehicle registration for mobile
food vendors
35 Alcohol
To sell or supply alcohol at an event the appropriate liquor licence must be obtained from Liquor and
Gaming NSW You must also notify the local police station and Council of the liquor application Some
Council parks are ldquoalcohol free zonesrdquo however if your event application is approved by Council this
approval over- rides the alcohol free zone
It is a legal requirement to provide access to free drinking water when alcohol is served
36 First Aid
It is essential to provide adequate facilities and qualified personnel to administer First Aid For large
events it is best to hire a professional First Aid such as St John Ambulance Service
37 Sustainability
When planning your event it is important to consider its potential environmental and social impacts
Some key considerations are
Efficient use of resources
Making responsible and ethical procurement choices
Protecting the surrounding environment
Supporting local businesses and the local economy
Minimising energy and water consumption and greenhouse gas emissions

38 Noise Management
The Protection of the Environmental Operations Act 1997 governs noise control and is administered
by Council the NSW Police Service and the Environment Protection Authority
If amplified sound is to be used at the event the speakers should be directed away from all residential
properties if possible or at least the nearest residential properties Amplified sound also needs to take
place within the event locationrsquos ldquoStandard Operating hoursrdquo unless you have Development Approval
for the event Refer to the table in Section 22 for popular event location operating hours Noise levels
should be monitored by a qualified technician Where events are to run past 10pm or noise
complaints have been received about the event in previous years a noise management plan must be
provided to Council
39 Accessibility
Approximately 20 of people have a disability and face access challenges in public places and
spaces Event organisers have a duty of care under the Disability Discrimination Act 1992 to ensure
that event locations and venues are accessible to people with a disability their families and carers It
is recommended that event organisers visit a site prior to hiring to be satisfied of the accessibility of
the venue and services

310 Sponsorship amp Grants
Sponsorship can help you secure additional resources for your event and is a great way to involve the
local business community in your event Think about sponsors that may be relevant to your event and
how they could get involved It is often easier to obtain in-kind or contra sponsorship than to obtain
cash sponsorship
Council has an annual Sponsorship program in which local organisations and event organisers can
apply for funds to assist in the running of their organisation or event Visit Councilrsquos Sponsorship

311 Advertising amp Signage
The State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 outlines
the standards for special event advertising signage
Council owns a number of banner poles throughout the Ku-ring-gai area These are available to hire to
promote your event (fees may apply) Contact Council on 9424 0000 to book a banner site
You can also list your event free of charge in the Whatrsquos on section of Councilrsquos website
312 Fireworks
In order to hold a fireworks display you must engage a licenced pyrotechnician and they must notify SafeWork NSW of the display You must also notify the following organisations people at least 7 days prior to the display
Council
Local fire brigade
Local Police
Neighbours in the area surrounding the display
313 Amusement Rides
If you are planning amusement rides at your event you will need to obtain a copy of the supplierrsquos
public liability insurance certificate of currency and WorkCover certificates where applicable
A Section 68 application to operate amusement ride devices may be required depending on the size
and type of amusement rides
Exemptions include
If the device is not required to be registered under the Work Health and Safety Act
2011(NSW)
It is a small amusement device primarily for use by children under 12 years of age
and under including mini Ferris wheels battery operated cars and miniature railways
and in the case of rotating amusement devices those that have a maximum rotation
of 14 revolutions per minute

1 Introduction Events are an important part of our local community However the organising of events is very involved and can be a daunting process for those without event management experience
Coordinating even a small event can be time consuming and resource intensive Before deciding to stage an event you should consider if an event is the best way to achieve your objectives and if you have the budget and resources to stage a well-managed and safe event
Consider the following
- What is the aim of your event What do you want to achieve
- Where will the event be held Is the proposed venue suitable for the type of event you are
holding What costs are associated with hiring the venue
- Who is your target audience
- How many people are you hoping to attract to the event Do you have the resources to
advertise your event to the right target audience
- What approvals licences and permits will you need to run your event
- What plans will you need to prepare such as an event plan risk management traffic
management etc and have you allowed sufficient time to gain approvals from the relevant
authorities
- Do you have sufficient resources to run a well-managed event Consider staffing volunteers
and equipment required
- Do you have sufficient budget to stage the event Have you considered sponsorship ticketing
or fundraising
- Are there other events being staged at the time of your event that may impact attendance
media coverage road closures availability of transport services etc to your event
These Special Event Guidelines have been designed to assist event organisers with understanding the regulations and procedures for holding events within Ku-ring-gai on both Council owned managed land and on Private land

2 Application and Approval Process
21 Venue Booking
Event organisers wanting to conduct an event on land owned andor controlled by
Ku-ring-gai Council need to complete an Application for Casual Hire Form You will also need to
complete the Event Information Checklist if
Over 100 people are expected to attend
Temporary access or structures are required
The event is being publicly promoted
Ideally an event application should be submitted to the Councilrsquos Recreation Bookings Team at least
16 weeks prior to the proposed date of your event This will provide the Event organiser with sufficient
time to apply and receive approval from Council and any other relevant authorities to stage the event

22 Determining if your event will require a Development Application (DA)
Depending on the nature and location of the event a Development Application (DA) may be required
even if your event is to be held on Private land If a DA is required you should allow at least 12 weeks
or more as delays can occur when further information is required from the applicant
There are currently three planning instruments that cover various lands in Ku-ring-gai

The location of your event will determine which planning instrument applies
The nature of your event will determine if it is considered ldquoExempt Developmentrdquo (development
approval not required but rules to comply with ndash self assessment) or ldquoComplying Developmentrdquo
(development approval required ndash able to get in 20 days or less from Council or an accredited private
certifier) and therefore does NOT require a DA
If your event is unable to meet the requirements for an ldquoExempt Developmentrdquo or ldquoComplying
Developmentrdquo a DA will be required Please refer to the following sections for more information
23 Events held on Council Land
Under the Ku-ring-gai Local Environment Plan 2015 (KLEP 2015) the majority of special events
(including markets) held on Council land do NOT require a DA unless they are planned to operate
outside the standard hours for the land Under the KLEP (Local Centres) 2012 and KPSO (Deferred
Areas) further conditions apply and a DA may be required ndash please refer to the next page for further
information

312 Fireworks
In order to hold a fireworks display you must engage a licenced pyrotechnician and they must notify SafeWork NSW of the display You must also notify the following organisations people at least 7 days prior to the display

2 Application and Approval Process
21 Venue Booking
Event organisers wanting to conduct an event on land owned andor controlled by
Ku-ring-gai Council need to complete an Application for Casual Hire Form You will also need to
complete the Event Information Checklist if
Over 100 people are expected to attend
Temporary access or structures are required
The event is being publicly promoted
Ideally an event application should be submitted to the Councilrsquos Recreation Bookings Team at least
16 weeks prior to the proposed date of your event This will provide the Event organiser with sufficient
time to apply and receive approval from Council and any other relevant authorities to stage the event
Fees apply for booking Council venues please refer to Councilrsquos Fees and Charges
22 Determining if your event will require a Development Application (DA)
Depending on the nature and location of the event a Development Application (DA) may be required
even if your event is to be held on Private land If a DA is required you should allow at least 12 weeks
or more as delays can occur when further information is required from the applicant
There are currently three planning instruments that cover various lands in Ku-ring-gai
Ku-ring-gai Local Environment Plan 2015 (KLEP 2015)
Ku-ring-gai Local Environment Plan (Local Centres) 2012 (KLEP Local Centres 2012)
Ku-ring-gai Planning Scheme Ordinance (KPSO Deferred Areas)
The location of your event will determine which planning instrument applies
The nature of your event will determine if it is considered ldquoExempt Developmentrdquo (development
approval not required but rules to comply with ndash self assessment) or ldquoComplying Developmentrdquo
(development approval required ndash able to get in 20 days or less from Council or an accredited private
certifier) and therefore does NOT require a DA
If your event is unable to meet the requirements for an ldquoExempt Developmentrdquo or ldquoComplying
Developmentrdquo a DA will be required Please refer to the following sections for more information
23 Events held on Council Land
Under the Ku-ring-gai Local Environment Plan 2015 (KLEP 2015) the majority of special events
(including markets) held on Council land do NOT require a DA unless they are planned to operate
outside the standard hours for the land Under the KLEP (Local Centres) 2012 and KPSO (Deferred
Areas) further conditions apply and a DA may be required ndash please refer to the next page for further

3 Other Considerations
31 Traffic Management
If your event will disrupt normal traffic and transport systems you will need to submit a detailed Traffic
Management Plan to Council prior to the event A Roads and Maritime Services (RMS) Special
Event Transport Management Plan and Traffic Control Plan (TCP) will also need to be submitted
to Council which will be sent on to the RMS for approval These documents need to be prepared by
someone with formal qualifications in preparing Traffic Management Plans If your event will be
conducted on a Council road or car park you will also need to submit a Temporary roadside closure
application form to Council Fees apply for submitting a Traffic Management Plan and Roadside
closure application please refer to Councilrsquos Fees and Charges

In addition local police must be informed of the event at least 7 days prior to the event and written
notice must be given to all residential properties within 200m of the event location advising the time
date and type of event
If the event will take place on or near an RMS road or within 50m of an intersection with traffic lights
or you are using variable message boards near an RMS road or within 50m of an intersection with
traffic lights a Road Occupancy Licence application may need to be submitted directly to the RMS
for approval
32 Crowd amp Pedestrian Management
When considering an event location and site layout you need to carefully plan the entry and exit
points and think about pedestrian access to the event site to avoid overcrowding and potential crowd
crushes and ensure the safety of those attending You also need to consider how you will cordon off or
restrict access to areas that could pose a danger such as the back of stages and food stalls
Depending on the scale and nature of the event it may be necessary to hire private security guards
for crowd control
33 Waste Management
An adequate number of additional waste and recycle bins must be arranged to remove the waste from
your event Councilrsquos waste department can assist in booking these services or you can use an
alternative professional waste contractor

34 Risk Management amp Safety
You have a duty of care to provide a safe environment for all involved in your event attendees staff
volunteers contractors and performers During the planning of your event it is essential that you
consider the potential risks involved with staging your event By identifying the risks you can develop
strategies to reduce the likelihood and consequence of those risks occurring Refer to Councilrsquos
Casual Hire webpage for a template risk management plan
For any ldquohigh riskrdquo activities such as working at heights you should prepare (or obtain from the
contractor undertaking the work) Safe work method statements (SWMS) A SWMS is a written
document that sets out the high risk activities to be carried out the hazards and risks arising from
these activities and the measures to be put in place to control the risks to ensure the work is carried
out safely Template SWMS are available from SafeWork NSW
35 Insurance
The event organiser or organisation must hold current public liability insurance (Minimum $20 million)
You must also obtain copies of public liability insurance certificate of currency from all other parties
involved in your event eg contractors stallholders performers volunteer organisations as well as
their workersrsquo compensation insurance where relevant
36 Provision of Toilet facilities
Adequate toilet facilities need to be provided for the anticipated number of attendees to your event If
there are not sufficient toilets at the event site you should arrange portable toilets with a reputable
supplier An accessible toilet should also be available There is no Australian Standard for the number
of toilets required at events below is a guide from the Australian Emergency Manual for Safe and
Healthy Mass Gatherings The number of toilets required will vary depending on the nature and
duration of the event and if alcohol is served

34 Food Vendors
All food vendors must comply with the NSW Food Act 2003 and Food Safety Standards Food
vendors must also comply with the guidelines for Food Businesses at Temporary Events and Mobile
Food Vendors (if relevant) View the information for Food vendors on Councilrsquos website for more
information All food vendors are required to complete an Application for Sale of Goods from a Stall
Vehicle Fees apply please refer to Councilrsquos Fees and Charges
You must obtain a copy of all stall holdersrsquo public liability insurance and vehicle registration for mobile
food vendors
35 Alcohol
To sell or supply alcohol at an event the appropriate liquor licence must be obtained from Liquor and
Gaming NSW You must also notify the local police station and Council of the liquor application Some
Council parks are ldquoalcohol free zonesrdquo however if your event application is approved by Council this
approval over- rides the alcohol free zone
It is a legal requirement to provide access to free drinking water when alcohol is served
36 First Aid
It is essential to provide adequate facilities and qualified personnel to administer First Aid For large
events it is best to hire a professional First Aid such as St John Ambulance Service
37 Sustainability
When planning your event it is important to consider its potential environmental and social impacts
Some key considerations are
Efficient use of resources
Making responsible and ethical procurement choices
Protecting the surrounding environment
Supporting local businesses and the local economy
Minimising energy and water consumption and greenhouse gas emissions
Implementing waste avoidance and minimisation strategies and maximising resource recovery

38 Noise Management
The Protection of the Environmental Operations Act 1997 governs noise control and is administered
by Council the NSW Police Service and the Environment Protection Authority
If amplified sound is to be used at the event the speakers should be directed away from all residential
properties if possible or at least the nearest residential properties Amplified sound also needs to take
place within the event locationrsquos ldquoStandard Operating hoursrdquo unless you have Development Approval
for the event Refer to the table in Section 22 for popular event location operating hours Noise levels
should be monitored by a qualified technician Where events are to run past 10pm or noise
complaints have been received about the event in previous years a noise management plan must be
provided to Council
39 Accessibility
Approximately 20 of people have a disability and face access challenges in public places and
spaces Event organisers have a duty of care under the Disability Discrimination Act 1992 to ensure
that event locations and venues are accessible to people with a disability their families and carers It
is recommended that event organisers visit a site prior to hiring to be satisfied of the accessibility of
the venue and services

Sponsorship can help you secure additional resources for your event and is a great way to involve the
local business community in your event Think about sponsors that may be relevant to your event and

If your event will disrupt normal traffic and transport systems you will need to submit a detailed Traffic
Management Plan to Council prior to the event A Roads and Maritime Services (RMS) Special
Event Transport Management Plan and Traffic Control Plan (TCP) will also need to be submitted
to Council which will be sent on to the RMS for approval These documents need to be prepared by
someone with formal qualifications in preparing Traffic Management Plans If your event will be
conducted on a Council road or car park you will also need to submit a Temporary roadside closure

traffic lights a Road Occupancy Licence application may need to be submitted directly to the RMS
for approval
32 Crowd amp Pedestrian Management
When considering an event location and site layout you need to carefully plan the entry and exit
points and think about pedestrian access to the event site to avoid overcrowding and potential crowd
crushes and ensure the safety of those attending You also need to consider how you will cordon off or
restrict access to areas that could pose a danger such as the back of stages and food stalls
Depending on the scale and nature of the event it may be necessary to hire private security guards
for crowd control

An adequate number of additional waste and recycle bins must be arranged to remove the waste from

34 Risk Management amp Safety
You have a duty of care to provide a safe environment for all involved in your event attendees staff
volunteers contractors and performers During the planning of your event it is essential that you
consider the potential risks involved with staging your event By identifying the risks you can develop

For any ldquohigh riskrdquo activities such as working at heights you should prepare (or obtain from the
contractor undertaking the work) Safe work method statements (SWMS) A SWMS is a written

35 Insurance
The event organiser or organisation must hold current public liability insurance (Minimum $20 million)
You must also obtain copies of public liability insurance certificate of currency from all other parties
involved in your event eg contractors stallholders performers volunteer organisations as well as
their workersrsquo compensation insurance where relevant
36 Provision of Toilet facilities
Adequate toilet facilities need to be provided for the anticipated number of attendees to your event If
there are not sufficient toilets at the event site you should arrange portable toilets with a reputable
supplier An accessible toilet should also be available There is no Australian Standard for the number
of toilets required at events below is a guide from the Australian Emergency Manual for Safe and
Healthy Mass Gatherings The number of toilets required will vary depending on the nature and
duration of the event and if alcohol is served

place within the event locationrsquos ldquoStandard Operating hoursrdquo unless you have Development Approval

should be monitored by a qualified technician Where events are to run past 10pm or noise
