    1 CALL THE MEETING TO ORDER Commissioner Mealy called the meeting to order at5 4 p

    2 PLEDGE OF ALLEGIANCE Mayor Baker led the pledge

    3 FIRST PUBLIC HEARING ON THE 2008 009 ISCAL YEAR BUDGETS Mr Murphy

    noted the roll back rate is 3 566 or Flagler County and the roll back rate for the Volusia Countyportion of the community is 3124 The proposed millage rate for both Flagler and VolusiaCounty is 3 739 which exceeds the roll back rae in Flagler County by 57 and does not exceedthe roll back rate for Volusia County Mr Murphy explained the reason s for the increase in AdValorem taxes wer e a entative increase for the TRIM Notice which was done to provide amasu re of flexibility as the budget was refined Mr Murphy continued to explain areas of thebudget that were increase as well as indicated the budget doe not contain a wage increase exceptfor con ract and charter requirements He stated two positions were reduced to part time and one

    police officer position was eliminated The only new position is a pat ime administrativeassistant which will be paid for by the utility fund Mr Murphy indicated 41 of the totalreven ue needed to fund the budget comes from sourc es other than ad valorem taxes Mr

    Murphy noted the Commission has the option of lowering the millage rate to the one that was

    originally proposed which was 3199 Commissioner Mealy opened the public hearing CityClerk Apperson stated this was the time to provide comments on either Resolution 2008 53 r200 85 r Chase expressed concerns over items that were cut and increases to the juniorlifeguard program Mr Chase also lift ed his ha to the employees and noted what good peoplethey are and the fine work they do The public hearing was closed

    4 RESOLUTION 200853 EVYING THE AD VALOREM PROPERTY TAX MILEAGE

    RATE FOR MUNICIPAL PURPOSES ON ALL TAXABLE PROPERTY WITHIN THE CITY

    FOR THE FISCAL YEARBEGINNING OCTOBER 1 2008 AND ENDING SEPTEMBER 30

    2009 STATING THE MILEAGE TO BE LEVIED DOES EXCEED THE ROLLED ACK

    RATE AND PROVIDING AN EFFECTIVE DATE FIRST READING City Clerk Appersonread the resolution in full into the record Motion by Commissioner McGrew seconded byCommissioner Feind that we adopt Resolution 200 853 r Murphy noted the millage rate as

    proposed would require a majority vot e Discussion ensued as to what changes wer e needed tobring the millage rate at or under the roll back rate The prior motion and second were rescindedMotion by Commissioner Feind seconded by Commissioner McGrew to approve Resolution2008 5 s amended stating the millage rae does no exceed the roll back rate and then downin item number one setting the millage rate at 3199 mills for Flagler County and 3199 millsfor Volusia County and that the millage rae does not exceed the roll back rae of 3566 millsfor Flagler County or Volusia County The motion carried unanimously after a oll call voe
