TRAGIC STORY from Susilah
In year 2005, She come to Singapore for the first
time to work as a domestic Worker. She was working
to a Chinese employer in Bukit Panjang area,
Singapore. She looked happy with the employer and
she continued to work for them for 2 years.
After 2 years she decided to change employer for
some reason. Her next employer was Indian family.
She worked for 4 years for this family. She still
working in Singapore but she change to another
employer. This time she was looking for foreigner
employer, with one simple reason, for her better
future.
Since she started to work to this employer, she
started taking computer course and also joined the
organization provided by HOME. She had graduated
from the computer course that she taken and
received certificate for it. She recommended a lot of
friends to join the courses as she found it really
useful.
She is a cheerful lady, with full of hope for the
future. As single parent, she wanted to provide
everything for her
daughter, especially
on education. She always
wanted her daughter to be able to enter high school.
Soon after she worked for the new Employer , she
started having problem. When She met us, every
Sunday, she will complained about not feeling well,
headache and stomach pain.
On April, she went to Malaka for a day trip that was
organized by HOME> She wasn’t feeling well, to tell
the truth. After comeback from Malaka She
complain about having high fever which keep
continued for about 2 weeks. Her condition is
getting worse, and so She asked her Employer to
sent her home, for somehow she had the feeling
that her time was close.
So she went back to her hometown, which is Cilacap,
Central of Java. One week being with her family she
passed away with the doctor said she was suffered
from kidney problem.

The committee on domestic workers was lead by the chairman, Mr.Hans cucdac, from Philipines.The vice chair for the workers group is Mdm Halimah yacob, and vice chair for employers group is Mr.Paul meckay. There were worker representatives from 180 countries around the world. On the first day sitting, there were 23 government delegation wish to take the floor to express their support on convention supplemented by a
recommendation. They were : Philadelphia, Hungary represent Europe Union which has 27 members, France represent IMEC
which has 38 members, Argentina represent GRULAC, South Africa represent AFCA, Australia represent ASPAC, Brazil, Ghana,
Philippines, Senegal, US, Tanzania, China, Venezuela, Kenya, Norway, Indonesia, Switzerland, Nepal, Canada, Japan, Zimbabwe,
Morocco, Sri lanka.
When the session has ended, I walked up the Indonesian government delegation, to thank them for the support given by
Indonesian government. I let them know, that upon hearing the support by Indonesia, has lift up my hope for the convention and
for the change of the thousands Indonesian domestic workers will be treated equally as any other workers. Being able to spoke to
them personally give me a positive attitude toward the convention and Indonesian government.
On June 2, the morning meeting was started with the government who hadn’t had a chance to spoke on the day before and then
continued with the presentation from the NGOs. Here, MFA had appointed me to represent the delegation. I feel honored as they
entrusted this very important task to me. With this rare opportunity, I had improved my confidence on speaking in public, also
made me realize the significance effect made by NGO by giving the statement. After I finish reading the statement and as
everybody in MFA said it was well done, I gain more confidence in approaching Indonesian government as they had heard their
selves, even as a domestic worker, I have ability too. Off course show the
world that Domestic workers are human too, which entitled every right as
everybody else has.
I had a meeting with the whole delegation of Indonesia Government
together with other Indonesian domestic worker working in Hongkong,
representative of JALA PRT (Jakarta), and the worker’s representative,
discussing about some issues on the amendment in the convention which
needed support from the government, and we urge them to express their
support in the committee. We also discuss about other issue on domestic
worker, such as KTKLN (kartu Tenaga Kerja Luar Negeri), card for Indonesian Migrant workers. We share information on the
condition of Indonesian workers around the world.
The discussion in the committee was ended on June 10,2011 with the finalization of the recommendation part. Before that the
committee especially the workers party had celebrated victory on June 07,2011 at 9.15 pm, when the committee finished
discussing the convention and deemed the convention as adopted. So the history has been made. It was mix of feeling, glad that
finally there is a convention but als o anticipation as what will going to happened, and the fact that some country might will not
ratify it.

Key notes from the convention :
The fundamental principal and rights at work for domestic workers, including:
a. freedom of association and the effective recognition the right to the collective bargaining.
b. the elimination of all forms of forced and compulsory labor.
c. the effective abolition of child labor.
d. the elimination of discrimination in respect of employment and recognition.
Minimum age for the domestic workers consistent with provision on the Minimum age convention, 1973 (no.138) and the Worst
Forms of child Labor convention 1999,(no.182).
Domestic workers who are under age of 18, has the right to get compulsory schooling, further education or vocational training.
Article 9 mention the freedom to reach agreement with employer.
Article 10 is about the daily and weekly rest that have to be given to the domestic workers. As the convention mean to bring forward
domestic workers to be treated equally with any other workers, the day was fixed 1 day in every seven days and it could be
accumulated to the maximum of 14 days. This meant to give flexibility for domestic workers who might need more time to visit
his/her family on their day off.
In article 14, it is mentioned that domestic workers should be able to enjoy conditions that not less favorable than others workers in
respect of social security protection, including respect to maternity. This is very important, as what I experienced in Singapore, We
have to take pregnancy test every 6 months, and when domestic workers found out, she is pregnant she have to be terminated.
Article 17 is particularly important, as talk about the employment agency, where member of state should take measure that
employment agency not exploit the domestic workers
Convention : Every provision in the convention is binding to the country who ratify it, which mean that country have to follow every
provision said in the convention.
Recommendation : The provisions in the recommendation will not bound the country who ratify the convention, as its only mean to
supplement/clarify the convention.

Shaking her hand, talking to her, no one can imagine that the simple girl next
door like her made a spectacular speech in front of the plenary of ILO
Tripartite Committee representing Migrant Forum Asia, a regional network of
NGOs, associations and trade unions of migrant workers, and individual
advocates in Asia that are committed to the protection and promotion of the
rights and welfare of migrant workers.
After her speech, tears of pride from MFA colleagues welcomed her when
she returned to her seat. But they were not the only one who were proud of
Rista. We, fellow Indonesian migrant workers from the Netherlands, who
witnessed it were also very proud of her. It is a glory for all Indonesian
Migrant workers that our fellow, Rista, has represented us to speech in
International forum and delivered our voices.
Sharing our stories as Indonesian Migrant Workers living and working
abroad, we found some common situations between Indonesian fellows in
Singapore and in the Netherlands. We face some similar issues such as the
protection of the rights of Indonesian migrant workers and the difficulties in
approaching Indonesian embassy. We further found that we have common
struggle in enforcing Indonesian government to ratify the convention on the
protection of the rights of all and members of their families as well as to
ratify the ILO convention on decent work for domestic workers.
We hope, in the future, Indonesian migrant workers abroad either in
Singapore, the Netherlands or in any other countries could have some
collaborations in struggle for the rights of Indonesian Migrant workers and
their families. ‘Coz together we can, unity for all, samen zijn we sterk!

This month recipe by rista
Salmon and vegetable Quiche
Ingredients :
For pastry :
2 cups plain flour
125 grm, butter
¼ cup water (as needed)
Vegetable filling
220 g can salmon/tuna, drained
1 cup blanced/half cooked broccoli florets
1 cup thawed corn kernels
½ cup grated cheese
4 spring onion
½ cup milk
¾ creamer
3 eggs
2 tbsp tomato sauce
salt and ground blackpepper to taste
Methode :
1. Preheat oven to 180 C
2. Grease and line a 23 cm flat round tin
3. Sift flour onto a bowl, rub in butter, add enough water to
mix to a firm dough and cover and refrigerate for 30 mnts.
4. Roll pastry large enough to line the tin then place in and
press down making it as even as possible.
5. BLIND BAKE –cover pastry with baking paper and cover
paper with dried beans or rice. Bake in moderate oven for
7-10 mnts until slightly brown. Allow to cool to room temperature
6. Beak salmon/tuna slightly with fork and combine in
a bowl with corn, cheese and spring onion.
7.Combine milk, cream and eggs and tomato sauce
an separate bowl and mix well.
8.Spread salmon mixture into pastry case, distribute broccoli
and pour over eggs mixture.
9.Bake for 30 mnts until set..
