Spatial Policy in Scotland Neil Swanson Rural Science and Analytical Unit Theme: Spatial analysis is making a big difference to policy making in Scotland and there are myriad opportunities for spatial analysis to influence future policy. The Government's Purpose To focus government and public services on creating a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth. Strategic Policy Documents Key Point: There is a big opportunity for spatial analysis to influence future policy in Scotland Agricultural Policy Analysis: Rural and Environment Science and Analytical Services (RESAS) Common Agricultural Policy Rural Society and Economy Agricultural Productivity Animal Health and Welfare Food and Drink CAP Reform, Pillar 1 Background: 2005 Reform - Scotland implemented historic model so payments based on production in base years 2013 Reform - Mandatory move to area based payments Spatial analysis became very important in the policy making process CAP: Influential Spatial Analysis 1.Setting the scene 2.Assessing options for payment regions 3.Facilitating government analysis of redistribution to support ministerial decision making 4.Implementation advice 5.Greening 6.Evaluating Impact SRDP: Targeted Approach to Delivery Main criticism from previous programme is that spend wasnt targeted Improving the targeting of schemes is the first step towards securing vfm from investments Action to improve targeting: Agri-Environment-Climate Scheme Focused on delivering the right support, in the right place at the right time. Developed a methodology for defining target maps for each option. Options targeted from climate change and water quality perspective. Farmer types in their location, and list of potential options available at their location should appear JHI socio-economic performance index Dual Aim: 1.assist with the targeting of LEADER funding in the SRDP to the 21 Local Action Groups 2.provide an analytical tool which will help Local Action Groups to identify priorities within their Local Development Strategy. Developing a user-friendly on-line tool which will enable users to map the indicators of interest socio-economic performance index Spatial analysis is making a big difference to policy making in Scotland and there are myriad opportunities for spatial analysis to influence future policy.
