RE: DELEGATION REPORT - URBAN AND RURAL GREENING PROGRAM - 'GRANTINGLICENCES AND PERMITS TO USE A PARK' - 1 OCTOBER 2017 TO 31 DECEMBER2017
INTRODUCTION:
This is a report by the Executive Assistant dated 2 January 2018 concerning the exercise ofdelegations which require the submission of a report as part of the conditions of delegationfor "Granting Licences and Permits to use a Park" for the period 1 October 2017 to 31December 2017.
In relation to the delegation, I advise as follows:
Granting Licences and Permits to Use a Park
Power delegated:The power to grant and revoke a licence or permit for the rights of occupation and use of aspecified park or reserve.
Action taken:Attachment A lists the exercise of delegation which was approved between 1 October 2017to 31 December 2017.
For the quarter ending 31 December 2017, the total expected revenue was $53,267.90 Thisfigure includes hire fees, seasonal fees and lighting field fees (does not include key depositsor bonds).

Of the permits issued, fee waivers equating to the value of $715.00 was approved.

INTRODUCTION:
This is a report by the Principal Officer (Technical Support) dated 3 January 2018 forwarding for Council's information the minutes of the meeting of the Special Soldiers Memorial Hall Committee held on Wednesday, 15 November 2017.
BACKGROUND:
The Special Soldiers Memorial Hall Committee is held three times a year in March, July and November.
Some of the key points discussed at the November meeting were:

INTRODUCTION:
This is a report by the Sport and Recreation Officer dated 2 January 2018 concerningapplications for Sporting Event Sponsorship in January 2018.
BACKGROUND:
The Sporting Event Sponsorship program aims to assist eligible organisations to host local, district, regional, state, national and international sporting events within the boundaries of the City. The objectives of the program are to:
∑ Increase physical activity for community benefit;∑ Assist in building the capacity of sport and recreation organisations to host
events and for the events to become sustainable;∑ Create partnerships with local, state and national sporting organisations;∑ Activate spaces and facilities; and∑ To increase the occurrence of high level sporting events in the Ipswich region.
JANUARY APPLICATIONS:
Applicant: Ipswich Vigoro AssociationEvent: 2018 Vigoro State TitlesDate: 10 to 14 January 2018Location: Jacaranda Street, East IpswichAmount: $2,700.00
The annual Vigoro State Titles is an event that caters for both juniors and seniors with approximately twenty-four games being held over the five day event. Teams will travel to Ipswich from Cairns, Townsville, Mackay, Sunshine Coast, Fassifern and Tasmania. The association plan on conducting exhibition matches during the carnival to showcase their new modified under 10 game to visiting clubs.

As of the date of this report, no other sponsorship has been provided to this event from Ipswich City Council. It is proposed that Ipswich Vigoro Association receive $2,700.00 in sponsorship for the 2018 Vigoro State Titles.

Applicant: Run 2 Give FoundationEvent: Greater Springfield MarathonDate: 10 June 2018Location: Springfield CentralAmount: $10,000
Run 2 Give Foundation is registered as a charity and is not an Ipswich-based organisation which would normally make the event ineligible for sport event sponsorship. However, their application is being presented as it has the potential to provide significant opportunities for the local community to increase their physical activity which is a key objective of the sport event sponsorship program. The Run 2 Give Foundation estimates that the event will also attract a large amount of people from outside of Ipswich allowing our city to be showcased while boosting the local economy.
The inaugural Greater Springfield Marathon will include distances of; full marathon, 35km, half marathon, 28km run, 14km run, 7km run and 1km kids run. It is estimated that there will be 1,000 participants and 500 spectators attend the event. The Run 2 Give Foundation has already partnered with several local organisations including the Springfield Runners Group and local primary and high schools as well as local businesses to assist with the running of this event.
As of the date of this report, no other sponsorship has been provided to this event from Ipswich City Council. It is proposed that Run 2 Give Foundation receive $10,000.00 in sponsorship for the Greater Springfield Marathon.

BUDGET:
There is sufficient funds remaining in the 2017–2018 Sporting Event Sponsorship budget.
MARKETING:
Each Council sponsored event will be promoted to the Ipswich community through its inclusion in the events calendar at www.discoveripswich.com.au. Further to this, Council’s Sports and Recreation team is informed of the event and the relevant officer will work with the event organiser to provide support.

CONCLUSION:
The Sporting Event Sponsorship program aims to assist eligible organisations to host local, district, regional, state, national and international sporting events within the boundaries of the City. It is proposed that the applicants within this report are supported through the program, as outlined in the Recommendation.

The Sporting Event Sponsorship program aims to assist eligible organisations to host local,district, regional, state, national and international sporting events within the boundaries ofthe City.The Sporting Event Sponsorship program now operates all year round. Therefore,applications can be submitted at any point during the year. Please note that applicationsmust be received at least 8 WEEKS BEFORE THE DATE OF THE EVENT to ensure thatthere is sufficient time for the processing of applications.Organisations that apply for support under the Sporting Event Sponsorshipprogram must meet the following criteria:
• Sporting events must be within the geographic boundaries of Ipswich City Council• Must be incorporated, Ipswich based and not for profit• Sponsorship is only available for one event per organisation, per financial year• Must be covered by a Public Liability Insurance for your event with a minimum cover of$10 million. The insurance company must be licensed to operate in Australia.
• All previous Ipswich City Council Sporting Event Sponsorship grants of $1,000 or moremust be acquitted.
Organisations will be notified of the outcome of their application. Applicants may berequired to attend a meeting to further discuss the event and the sponsorship agreement,including type of support and responsibilities.The value of sponsorship will be determined by Council in accordance with your applicationand the marking assessment. Please note that previous event sponsorship support doesnot guarantee ongoing sponsorship support. In addition, if you have previously receivedsponsorship from Ipswich City Council, should your application be successful the amountprovided will be less than your previous amount. This is to help increase the chances of yourevent becoming sustainable.

How does your eventmeet the program'sobjectives? *
The event is the highlight of our vigoro year. It is aninclusive event with all age groups catered for. Playersare chosen to represent their centre and can compete inone of four divisions including Under 14's / Under 18's /Senior 1 & Veterans. We have wonderful support andpartnership from our governing body Queensland VigoroAssociation and as mentioned previously for the first timeTasmania will be attending this carnival and competingin the Senior 1 division. Ipswich Vigoro works tirelessly inpromoting our sport. We have been part of the communityfor over 85 years. This season we have seen a wonderfulincrease in grassroots participation and offer severalfree incentives and programs for these young players toencourage physical activity and to develop much neededskills and a passion for sport! We offer free registration forall new players regardless of age, and we have developeda new under 10 program which is wonderful opportunityfor these new members to get to play the game and havefun! By hosting this event we can continue to promoteour sport which will hopefully encourage even morecommunity members to become involved. We aim toplay exhibition games during the Carnival to show othercentres our new modified Under 10 program so they toocan adopt and trial at their own centres. We would like allour visitors to have a positive experience when they visitour wonderful city and as a committee have been meetingregularly to discuss and plan the event so that it can be asuccess.Must be no more than 350 words

We would like to maximise the exposure that our eventgets and will actively encourage any interested partiesto join us during normal fixture days which will be on theSaturday after the carnival concludes. Unfortunately we donot have an opportunity during the event to cater to newparticipants, but with our free registration and free under10 program on offer we believe that we are unique andhave a lot to offer that other sports may not.(e.g. come and try days, coaching clinics, school visits/workshopsetc.)
Describe how youdetermined the need forthe event:
Unfortunately Ipswich and Fassifern are the only two SEQld Associations still able to host the State Titles. As aresult this means that we are required to run the eventevery four years. Not hosting the event is unacceptableas this is currently the only opportunity that our membersget to play representative vigoro. As previously mentionedplayers from all around Queensland look forward withanticipation to this annual event as not only do they get toshow case their talents, but vigoro is one large family andreturning players get to reconnect with old friends but alsohopefully make new acquaintances.Must be no more than 350 words

We are working with IGGS to utilise their facilities tohelp accommodate the number of games that we needto play during the event. We are currently gettingassistance from Queensland Apprenticeships to helpwith beautifying our facilities by repainting our buildingsand removing unsightly graffiti, and to help with otherminor improvements, & Queensland Vigoro Association isassisting with support and advice to ensure that the eventis a success.Must be no more than 350 words

Ipswich Vigoro is run completely by volunteers. We havelong serving executives and members that are committedto seeing this State Titles be a success. We run otherevents through-out the year including our annual PinkStumps Day. Experience has given us the confidenceto execute events well and ensure that all aspects areorganised well in advance. Regular meetings to reviewand update requirements is standard. Ipswich Vigoro hasbeen successful numerous times with other grants thathave been on offer. Including the Community GamblingScheme & Get Going through National Parks. All grantshave been acquitted within the required timeframe andmanaged by a dedicated committee to ensure completionis on time and budget.

the Titles a success, providing each volunteer with a lunchand water is a small sacrifice and helps ensure their healthduring the duration of the Titles. Shade Gazebos. As weare required to use the IGGS fields it unfortunately haslimited shade so we will be purchasing two good qualityshade structures to use at this location to ensure thecomfort of our visiting players. Bags of ice are requiredeach and every day for drinking water & injuries. Pastexperience has shown that approximately 15 bags of iceare needed each day of play. Official photographer hasbeen booked to take team photos at the beginning of theevent and she will also stay and take action photos during.Presentation lunch is supplied to all players and visitors atthe conclusion of the State Titles.

What exposure willyour event provide forthe City of Ipswich andIpswich City Council?
Not only will Ipswich be a highlight for our travelling teamsbut media coverage of these teams whilst they are herewill hopefully travel to Cairns and Townsville. Both theseregional teams have wonderful coverage through Channel7 when they play at home, so we would expect that somefootage will be sent for televising during the event. Wewould be happy to display signage during the event tohonour the help and support that Ipswich City Council hasprovided. We will also be sending invites out to Councillorswith the hope that we can have a few at the both theopening and closing ceremonies.Include other benefits and outcomes, apart from brand exposure

All travelling teams stay locally and therefore will also beeating and shopping in our great city. We will be providinginformation packets to each of the Associations withdetails on places to eat and visit during their stay. As wellas any other relevant information that might be necessary(eg. medical centres/ water parks etc) In addition to thiswe support local businesses for all our needs. First Aid,canteen supplies, photographer etc are all Ipswich based.
Describe the growthpotential of your event:
This State Titles is already bigger than the last one whichwas held in Townsville in January 2017 with Tasmaniaattending the event. We are hoping to see a boys onlycompetition also become a regular event at the StateTitles which will see a significant growth in overallparticipation.

Under A New Tax System (Goods and Services Tax Act) 1999 and associated tax rulings, thesponsorship paid to your organisation by the Ipswich City Council is deemed to be a 'taxablesupply' of services. Your organisation is therefore known as 'the supplier' and the IpswichCity Council is known as 'the recipient'.You must advise the Ipswich City Council of:
• Your GST status• The total event budget• The total amount of funding requested excluding GST
After processing each claim, the Ipswich City Council will issue an RCTI and arrangepayment of the sponsorship. The Ipswich City Council will send an RCTI to your organisationand you will have the responsibility to remit the GST component of the sponsorship to theAustralian Taxation Office (ATO).
Recipient Created Tax Invoice Agreement
• The Ipswich City Council (the recipient) has agreed to provide sponsorship to theeligible organisation (the supplier) with respect to the delivery of certain services for thepurposes of Sporting Event Sponsorship within the Ipswich City Council boundaries.
• The Ipswich City Council will provide a Recipient Tax Invoice (RCTI) for all taxablesupplies made by a GST registered Supplier to the Recipient when payment is made.
• The eligible Organisation acknowledges that it is both registered for the purposes forthe GST Legislation and has provided the Australian Business Number (ABN) to theIpswich City Council prior to the date of issue of any RCTI under the agreement.
The parties hereby agree:• The Ipswich City Council can issue an RCTI and/or give adjustment notes to thesponsored Organisation in respect of Sporting Event Sponsorships.
• The sponsored Organisation will not issue tax invoices or adjustment notes in respect ofthe same Sporting Event Sponsorship.
• The sponsored Organisation acknowledges that it is registered for GST when it entersinto the agreement and that it will notify the Ipswich City Council if it ceases to beregistered.
• The Ipswich City Council acknowledges that it is registered when it enters into thisagreement and that it will notify the sponsored organisation if it ceases to be registeredfor GST or if it ceases to satisfy any of the requirements of the determination.
• The recipients must not issue a document that would otherwise be an RCTI, on orafter the date when the recipient or the supplier has failed to comply with any of therequirements of the determination.

The Sporting Event Sponsorship program aims to assist eligible organisations to host local,district, regional, state, national and international sporting events within the boundaries ofthe City.The Sporting Event Sponsorship program now operates all year round. Therefore,applications can be submitted at any point during the year. Please note that applicationsmust be received at least 8 WEEKS BEFORE THE DATE OF THE EVENT to ensure thatthere is sufficient time for the processing of applications.Organisations that apply for support under the Sporting Event Sponsorshipprogram must meet the following criteria:
• Sporting events must be within the geographic boundaries of Ipswich City Council• Must be incorporated, Ipswich based and not for profit• Sponsorship is only available for one event per organisation, per financial year• Must be covered by a Public Liability Insurance for your event with a minimum cover of$10 million. The insurance company must be licensed to operate in Australia.
• All previous Ipswich City Council Sporting Event Sponsorship grants of $1,000 or moremust be acquitted.
Organisations will be notified of the outcome of their application. Applicants may berequired to attend a meeting to further discuss the event and the sponsorship agreement,including type of support and responsibilities.The value of sponsorship will be determined by Council in accordance with your applicationand the marking assessment. Please note that previous event sponsorship support doesnot guarantee ongoing sponsorship support. After processing each claim, the Ipswich City Council will issue an RCTI and arrangepayment of the sponsorship. The Ipswich City Council will send an RCTI to your organisationand you will have the responsibility to remit the GST component of the sponsorship to theAustralian Taxation Office (ATO).
Recipient Created Tax Invoice Agreement
• The Ipswich City Council (the recipient) has agreed to provide sponsorship to theeligible organisation (the supplier) with respect to the delivery of certain services for thepurposes of Sporting Event Sponsorship within the Ipswich City Council boundaries.
• The Ipswich City Council will provide a Recipient Tax Invoice (RCTI) for all taxablesupplies made by a GST registered Supplier to the Recipient when payment is made.
• The eligible Organisation acknowledges that it is both registered for the purposes forthe GST Legislation and has provided the Australian Business Number (ABN) to theIpswich City Council prior to the date of issue of any RCTI under the agreement.
The parties hereby agree:• The Ipswich City Council can issue an RCTI and/or give adjustment notes to thesponsored Organisation in respect of Sporting Event Sponsorships.
• The sponsored Organisation will not issue tax invoices or adjustment notes in respect ofthe same Sporting Event Sponsorship.

RE: 10791 – SUPPLY AND DELIVERY OF A TELEMATIC GPS SYSTEM
INTRODUCTION:
This is a report by the Acting Business Accounting and Asset Manager dated 5 January 2018concerning the establishment of a contract from tender 10791 Supply and Delivery of a Telematics, Global Positioning System (GPS) and Fleet Management System.
BACKGROUND:
Council is seeking the services of an established and experienced Provider of a packaged Telematics, Global Positioning System (GPS), and Fleet Management System. The system will include a new vehicle booking system.
It is proposed to implement the system over:
1. 60 Major Plant Units;2. 100 Trucks; and3. 150 Passenger and Commercial Vehicles.
The fleet management system will provide the following benefits:
∑ Improve visibility over Council operational fleet vehicles;∑ Improve the scheduling of vehicle maintenance;∑ Reduce maintenance costs;∑ Improve vehicle booking system∑ Improve efficiency through tracking vehicle utilisation; and∑ Improve asset tracking and security.

Council advertised a Request for Tender in the Courier Mail and Queensland Times on 12 August 2017 in accordance with section 228 of the Local Government Regulation 2012. The time for submission of responses expired at 2pm on the 6 September 2017.
Council received thirteen submissions. The submissions are being evaluated in accordance with the approved Tender Evaluation and Probity Plan.
Finalisation of the evaluation is waiting for a technical assessment of the compatibility of the preferred contractors system with Council’s own information technology (IT) platform.
FUNDING:
Based on the submissions received, it is expected that the acquisition costs will be $500,000with ongoing fees of less than $200,000.
The systems implementation costs will be funded from the 2017–2018 Operational Fleet Budget. Ongoing annual fees will be funded through the annual Operational Fleet Budgets.
CONTRACT AWARD OPTIONS:
There are two (2) options available for Council, being:
Option 1Council could award the contract for the supply of the telematics, (GPS) and fleet management system following Council meeting of 27 February 2018 following normal processes for awarding contracts over the Chief Executive Officer’s delegation. This would delay the commencement of the project by a minimum of one (1) month. The initial rollout of the system is scheduled for Council’s tractor mowing fleet, prior to the peak of the current growing season, where significant benefits are expected.
Option 2
To avoid any further delays in the commencement of the rollout of the telematics, GPS and vehicle booking system, the Chief Executive Officer could be given a one off delegation to award the contract for this project. This would allow rollout to commence at an earlier date, improving the realisation of significant benefits.
CONCLUSION:
The awarding of this contract and rapid delivery will provide significant benefits and efficiencies to Councils. To avoid further delays and capture benefits through the implementation of the telematics, GPS and vehicle booking system, option two is preferred. It is recommended that the Chief Executive Officer be given the one off delegated authority to award the contract for this Contract.

RECOMMENDATION:
That pursuant to section 257(1) of the Local Government Act 2009, Council delegate to the Chief Executive Officer, the power to exercise the powers of Council under Chapter 6, (Contracting) of the Local Government Regulation 2012 in its capacity as a local government.
Conditions:
This delegation is subject to the following conditions:
1. This delegation does not authorise the Chief Executive Officer to exercise powers under the Local Government Act 2009 if the Local Government Act 2009 provides that the power must be exercised by resolution.
2. When this power is exercised, a record of the exercise of the power shall be made in writing at the time of exercising such power, and a copy thereof shall be kept in such format as determined from time to time by the Chief Executive Officer.
3. The recommendation in relation to the successful tender must be presented to Council at the first available meeting of Council, for Council’s noting.
4. The Chief Executive Officer may only exercise the powers granted under this delegation for the contract for the engagement of a preferred supplier for tender 10791 Supply and Delivery of a Telematics, Global Positioning System (GPS) and Fleet Management System.
5. The Chairperson of the Works, Parks and Sport Committee, the Mayor and divisional Councillors are to be consulted before exercising the power under thisdelegation.
6. This delegation expires on the 31 March 2018 or on the signing of the contract, whichever is the earlier date.

RECOMMENDATION:
A. That, in accordance with s232 of the Local Government Regulation 2012, Council approve the establishment of a register of pre-qualified suppliers for the supply and delivery of light vehicles.
