Boyle Heights, established in 1870, is one of Los Angeles’s oldest neighborhoods. Locat-ed east of Los Angeles and next to the Los Angeles River, Boyle Heights welcomed new comers, who emigrated due to war, persecution, and harsh economic conditions, and became one of the most diverse communities. Boyle Heights was most culturally diverse during the 1920s to the 1950s, encompassing a prominent Latino and Japanese population as well as people of Russian and Armenian descent. This cultural diversity led to the establishment of different religious institutions in Boyle Heights. The signs for temples and churches were written in more than one language. Religious services were also conducted in different languages. Service centers like the International Institute of Los Angeles were established to assist immigrants and promote cultural events that encouraged immigrants to retain their language and traditions. But two major historical events altered this diversity. Residents of Mexican descent refused to move back to their home country during the Great Depression. In addition, the events of WWII forced the Japanese popu-lation in Boyle Heights into internment camps. To meet the demands to urbanize the city after the war, ten percent of the land was seized to construct concrete freeways, which destroyed the surrounding landscape, forced many to relocate, and permanently segregated Boyle Heights from downtown Los Angeles. Many lost their homes in “the flats” due to these constructions. To mediate this problem and improve the slum conditions, 400 houses were demolished and replaced by 2 housing projects: Aliso Village and Pico Gardens.
