Eastern Petrochemical Company (SHARQ) is in the Kingdom of Saudi Arabia.

EASTERN PETROCHEMICAL COMPANY (SHARQ) is planning to construct a permanent

Contractor Shelters for Contractor Workers to take rest during summer or hot weather. They can

utilize these shelters to pray, to take rest and to use toilet facilities during their stay.

The proposed location of Contractor Permanent Shelters is located in EG-1 plant, utility plant and

MSD TAM Equipment Laydown Yard Area.

This package provides construction scope of work required for the Construction of three Building

inside the SHARQ Plant.

This Construction Scope of Work must be read in conjunction with other engineering documents,

contract schedules and interfaces to obtain a complete understanding of the full requirements of the

project presented on the referenced documents/drawings.

1.2 Project Summary

This scope of work for Construction of three Office Building covers all the works including but not

limited to civil, structural, architectural, HVAC, piping, mechanical, fire protection system, electrical

& communication works.

The intent of this Scope of Work is to generally describe the major components of the WORK. It is

not the intent to describe each item or to detail every procedure for the construction of the entire

project. Contractor shall refer to the drawings, specification and referenced Standards for a more

comprehensive description of the WORK.

This Construction Scope of Work for three building includes to follow international and SABIC codes

to design the buildings, design data should be forwarded to SHARQ for reference and record, the

buildings should be explosion proof as per SHARQ recommendation and applicable SABIC/SHARQ

Engineering Standards constitute the basis for the construction of Office Building.

Contractor shall procure, fabricate, install, test, commission the facilities and provide documentation

as described in this Construction. All work shall be in accordance with the Project drawings, Data

Sheets, Construction Specifications, and all applicable SABIC/SHARQ Engineering Standards,

Industry Codes and Standards, and overall Good Construction Practice. Scope of Work and drawings

are coherent and are not to be used separately. Any item mentioned in Scope of Work and not shown

in drawings and vice versa shall be of like effect as if shown or mentioned in both.

1.3 Order of Precedence for Documentation

Should there be any discrepancy among the documents in this Scope of Work; the order of precedence

shall be described as below:

2 In the event of discrepancy between local laws and regulations and the documents listed above,

the more stringent requirement shall prevail. The CONTRACTOR should be fully aware of

local laws and regulations related to the performance of the WORK.

3 Drawings should be in sequence wise like Architectural, structural, electrical and mechanical

means For site visit arrangement, Contractor shall approach the following person for

coordination:

1.4 Definitions

“ Work” means all the activities and services to be performed by Contractor in accordance with this

Scope of Work.

“ Work Site “ means all locations at which the Contractor performs any portion of the work.

“ Facility” means the structure or item being constructed, installed or repaired by Contractor in

accordance with this Scope of Work.

“ Company Representative” means a party or parties duly authorized by SABIC/SHARQ with whom

Contractor may consult at all reasonable times, and whose instructions, requests and decisions issued

or made as provided in the Contract.

“Drawings” referred herein pertains to approved detailed engineering drawings prepared by Design

Contractor specifically for this Scope of Work.

“ Contractor” refers to any company under contract to supply services, tools, equipment, materials and

consumables for the construction work.

“ Client” refers to EASTERN PETROCHEMICAL COMPANY (SHARQ)

“Shall” expresses a provision that is binding between two or more parties; a mandatory requirements .

“Will” expresses a declaration of purpose or intent of one party.

For info:

1 SHARQ is the Project Management arm of SABIC and is the all-time focal point for the

contractor and will be responsible for the execution of the work and the administration of this

contract through its representative the Project Engineer.

2 The PROJECT ENGINEER is the only focal point for the project and all correspondence

related to the project, Technical or Contractual shall be addressed to the PROJECT

ENGINEER.

3 SHARQ is the affiliate of SABIC and is the owner of the project wherein the project is to be

constructed in the facility of SHARQ for their use.

4 CONTRACTOR is the work establishment of company which is awarded the contract for the

construction of the facility based on the procedures of procurement by SABIC.

2.0 SCOPE OF WORK

2.1 General

CONTRACTOR Scope of Work for construction shall include, but not be limited to the following:

2.2.1 CONTRACTOR shall mobilize and demobilize at site as per the stipulated schedule. Obtain

necessary gate passes and work permits from the Plant.

2.1.2 This PROJECT covers the procurement, supply of all materials, fabrication, construction,

painting, inspection, testing and commissioning of newly structure.

2.1.3 The Contractor shall be responsible to do the interfacing work related to the existing facilities

by qualified and trained personnel. The CONTRACTOR shall make all necessary coordination

with other vendors who may be present at site undertaking different works for the same project.

2.1.4 The job site will be handed over to CONTRACTOR “as it is “. After the award of

contract and kick – off meeting. Contractor shall start survey, investigation and

preparation to start the WORK. At least site preparation plan shall be prepared by

CONTRACTOR and approved by SABIC/SHARQ before starting the activities.

2.1.5 CONTRACTOR shall provide qualified labor, tools, construction equipment, facilities, indirect

materials, direct materials, consumables, supervision, management, technical and professional

services and each and every other item necessary for the completion of the work.

2.1.6 CONTRACTOR shall perform all the WORK required for FINAL ACCEPTANCE by SABIC

/SHARQ. SABI/SHARQ will not perform any part of the WORK except review, monitoring

and approval of CONTRACOTR’S performance of the WORK in accordance with

CONTRACT.

2.1.7 Prepare and submit list of material for construction with catalogues/ data sheets/test certificates

to SABIC/SHARQ for approval by way of a submittal at least fifteen ( 15) days in advance of

the requirement of such material notwithstanding the lead time require for the material.

2.1.8 All materials shall be in compliance with SES and approval shall be obtained from the

PROJECT Engineer prior to procurement.

2.1.9 Initiate engineering queries and concession request to resolve construction related problems.

2.1.10 Provide and verify progress measurement and reporting system as per the guidelines at the end

of this document.

2.1.11 Prepare a constructability program for use on the work site.

2.1.12 Provide all utilities at work site for use including arrangement of necessary facilities for the

workers.

2.1.13 Provide Shop/Fabrication drawings for all structural steel structures & architectural and sample

catalogue and brochures for architectural finishes.

2.1.14 Develop additional drawings and details as necessary to supplement issued for Construction (

IFC) drawings to facilitate ease of construction and fabrication.

2.1.15 Carry out fields check if indicated on drawings and make required field changes and submit for

review of SABIC/SHARQ, prior to start of construction.

2.1.16 Supply all required material to complete the project as stated in the project scope of this

document.

2.1.17Perform all work operation required to execute the required works.

2.1.18 Continuously check and inspect the work during the construction in accordance with approved

inspection Test Plan (ITP) to ensure it is completed in compliance with approved

drawings/specifications and quality requirements.

2.1.19 Maintain, coordinate and track all deviations from approved construction drawings and do the

necessary update to the Project Engineer from time to time.

2.1.20 Clean the site and dispose – off all debris to SABIC/SHARQ or Royal Commission designated

dumping yard as directed by the site Project Engineer at no additional cost to SABIC/SHARQ.

2.1.21 Carry –out safe disposal of material where ever encountered. Prevailing government regulation

shall be followed for its safe disposal at no additional cost of SABIC/SHARQ

2.1.22 Prepare and issue “As – Built “drawings/documents in hardcopy and soft copy as per the

Project Documents submittal requirements.

2.2 Civil/Structural/Architectural Work

Below is a summary description of civil works only. It shall not be constructed as a limitation to

the contractor’s scope which is defined in more details in drawings and other contract

documents. In case of conflict between the details below and the drawings, the most stringent

requirement shall prevail.

2.2.1 General

a) CONSTRUCTION CONSTRACTOR shall verify and locate all underground

utilities and other obstructions in the path of construction and take precautions to

protect them. Extra care shall be taken to protect existing utilities, communication,

and electrical cables.

b) The Contractor shall perform all surveying functions necessary to accurately

establish levels and lines for the work, as shown in the drawings and as directed by

the SABIC/SHARQ Representative.

c) CONSTRUCTION CONTRACTOR shall perform all work necessary to level

existing surface to the lines and grades as shown on drawing.

d) CONSTRUCTION CONTRACTOR shall excavate trenches for utility lines.

e) CONSTRUCTION CONTRACTOR shall be responsible for preserving all

existing monuments and restoration of damaged pavements and other structures

affected on the Construction of new facilities.

f) Contractor shall field verify the underground utilities prior to excavation. Any

underground utilities encountered during the excavation shall be notified to

SABIC/SHARQ representative.

g) All electrical utilities affected by the construction shall first be de-energized and all

non – electrical utilities shall be isolated from nearest isolation valve before

commencing the work.

h) The Contractor shall clean the working area and dispose of all debris and excess

materials during and after the construction period to designated place approved by

SABIC/SHARQ, or as per the instruction of the Client’s Project Engineer – in

Charge.

i) Earth work shall include clearing and grubbing earthwork excavation in soil,

removal and disposal of all unsuitable material from work site, placement and

controlled compaction of fill material from work site excavation and/or from a

borrow pit and other site work.

j) All concrete works shall comply to SABIC Engineering Standards and with SES

B51 rev.3

k) Construction Contractor shall apply cement- sand plastering to all masonry interior

& exterior walls, and to concrete surfaces that in contact with all design

architectural finishes. The thickness of plastering will not be less than 20mm. The

final coat will have smooth finish to receive the print.

l) Structural concrete shall be M30 grade and plain cement concrete shall be M17

grade. Ordinary Portland cements ( Type – 1) and shall conform to ASTM C 150

and shall be used in all cases (above and below ground, pavements and slab – on-

grade). Silica fume shall be used as specified in table VII of SES B51 – SO1.

Ready – mix concrete shall be used complying with the requirements of AC1211

and / or ASTM C94.

m) Steel reinforcement shall be deformed bars confirming to ASTM A615/A615M,

Grade 60, and SASO SSA 2, with specified yield strength of 414 MPa and shall be

epoxy coated in accordance with SES B51-S02 AND ASTM A775/A775M.

n) Structural Steel shall conform to ASTM A36 or equivalent.

o) The reinforced concrete work below the ground level shall be treated with

protective coating as per SES B51-S01

p) Polyethylene sheet of 25 micron (0.25mm) thickness shall be provided below the

grade slab, grade beams and foundations as per SES B51-S01

q) Non shrink cementations grout shall be Grade C Combination Volume – Adjusting

when tested in accordance with ASTM C 1107 as per SES B51 – S03.

r) Contractor shall prepare steel reinforcement fabrication/ cutting detail drawings

(Bar-ending Schedule) with dimensions field verified before start of fabrication.

Fabrication items shall be appropriately piece marked & bill of material to be

provided.

s) Construction Contractor shall apply a solvent free, two component, polyurethane

coating, and minimum coating thickness shall be one (1) mm, to all exposed

surfaces of concrete below grade. It shall be applied in accordance with

manufacture’s recommendations as per SES B51 – S01.

t) All fabrication of structural columns/beams members, etc, shall be done as per

SABIC Standard B02-S08.

u) Doors & Windows shall be as per SES A05-S01, A05-S02, B02-S04 & A15 - S01

w) All steel structures shall be protected against atmospheric corrosion and the

industrial environment in accordance with SHARQ site conditions and engineering

standards & SES – PCS.

x) CONSTRUCTION CONTRACTOR shall provide necessary dewatering

equipments, if water table is reached during the required excavations in this project

and bring to the attention of SABIC/SHARQ Representative responsible in this

project for the proper de-watering disposal area.

y) Prior to excavating below water table, an approved dewatering system and shoring

shall be installed to lower the ground water table as noted on SABIC Engineering

Standard (C02-S02).

z) Hydro testing and disinfection of lines after installation work shall be performed

by the construction contractor.

aa) Testing and commissioning of new plumbing /utilities system shall be as per

SABIC standard.

bb) Construction contractor to comply all the plumbing system as per SES P01-E36

2.2.2 Civil/Structural/Architectural

2.2.2.1 Building Layout.

a) Grading shall include earthworks with machine excavation (limited to

areas free of u/g utilities) manual excavation (where u/g utilities are

anticipated) and controlled backfilling with approved backfill material

to the elevations and levels.

b) Construction contractor shall make manual trail pit at the location of

building foundation prior to excavation to ascertain u/g utilities and

obstruction.

2.2.2.2 Excavation, backfilling & compaction (Foundation)

a) Construction Contractor shall excavate backfill and compact to the

required elevations all foundations as shown on drawing. All

earthworks shall be carried out as per SABIC Standards.

2.2.2.3 Drainage System

a) Construction Contractor shall supply and install sanitary sewer system

complete.

b) Construction contractor shall connect the sanitary drainage line to the

existing Manhole outside the Building.

c) Hydro testing of lines after installation work shall be performed by the

construction contractor.

2.2.2.4 Water System

a) Construction Contractor shall provide hot and cold potable water

supply system complete with air gap, valve, and other required

accessories at the building and in accordance with SABIC/SHARQ

Standards

b) Construction contractor shall provide water line connection near the

HVAC equipment’s for maintenance

c) Hot water pipe lines shall be completely insulated as per

specifications.

d) Construction contractor to comply all the plumbing system

e) Hydro testing and disinfection of lines after installation work shall be

performed by the construction contractor.

f) Testing and commissioning of new plumbing/utilities system shall be

as per SABIC standard.

2.2.2.5 Structural Works

a) Construction Contractor shall construct reinforced concrete (RCC)

foundations. All concrete works shall be in accordance to SABIC

standards SES B51 – SO1.

b) Supply and construct the following structural reinforced concrete

(RCC) members & foundations, Concrete foundations, pedestals,

columns, wall columns, grade beams, grade slab with expansion joints

& isolation joints, concrete stairs and steps, concrete equipment pads,

ramp & steps.

c) Concrete framed structures like, column, floor and roof beam and

slabs.

d) Concrete canopy, parapet concrete molding, planter’s box, stair block,

concrete duct banks & masonry wall opening lintel beam and

columns.

2.2.2.6 Structural Works

a) Construction Contractor shall construct reinforced concrete (RCC)

foundations.

b) Concrete foundations, pedestals, columns, wall columns, grade beams,

grade slab with expansion joints & isolation joints, concrete stairs and

steps, ramp & steps.

2.2.2.7 Architectural Work.

a) Moisture resistant acoustic ceiling tiles on suspended metal frame,

including T-runners, hangers, supports and other related accessories in

kitchen and toilets in ground floor

b) Solid phenol core partitions, fixtures and accessories in toilets at

ground & first floor level or as shown on the drawings.

c) Complete kitchen sink, stainless steel counter top over floor mounted

cabinet and wall-hang cabinet with light fixture in kitchen

d) Provide precast splash block, scupper drain with down spout.

2.2.2.8 Thermal and Moisture Protection

a) EPDM waterproofing membrane on rigid insulation over 50

mm thick average cement screed sloped to drains in all exposed

roof decks of building roof.

b) Aluminum flashing & capping with sealant protection for water

tightness for all roof parapets

c) Supply and install polyethylene sheet (vapor barrier) below all

concrete slab on fill.

d) Termite protection to the building with termite shall be applied

on the compacted site under the footings, under grade beams,

under grade slab and around the building perimeter.

2.2.2.9 Doors and Windows (Service, Emergency & Roll –up Door) as per

SES A05-S01, A05-S02, B02-S04 & A15 – S01

a) Supply and install factory made insulated hollow metal door &

roll-up door including all hardware as per door schedule

b) Supply and install aluminum double glazed door including all

hardware as per door schedule

c) Supply and install fixed tempered glass window with aluminum

frame.

2.2.2.10 Flooring and Wall Finishing

a) Flooring and wall finishing to Building.

b) Fire retardant primer and paint finish on fair faced concrete

ceiling in all communication rooms.

2.2.2.11 Painting

a) Provide painting for all exterior & interior plastered CMU wall

and other underside roof exposed structure.

2.3 Electrical Work

Below is a summary description of Electrical works only. It shall not be construed as a

limitation to the contractor’s scope which is defined in more details in the drawings and

other contract documents. In case of conflict between the details below and the drawings,

the most stringent requirement shall prevail.

2.3.1 Cables

All power and control cables shall be rated 900 C, Copper; XLPE/PVC

insulated and shall comply with SES-E22-C01, SES-E22-S01 & SES-E22-

S02.

Cable entry into the building from below grade shall be in accordance with

SES-E22-C01. All cables shall be tested after installation, done and

performed as specified in the drawings. CONTRACTOR shall strictly

observe the minimum separation requirements as required by SES-E22-C01.

2.3.2 Conduit, Conduit fittings and supports

All conduit, conduit fittings and supports shall comply with the latest edition

of the National Electric Code (NFPA 70) and suitable for the intended

environment where to be installed.

2.3.3 Grounding

Grounding system shall install in accordance to NEC Article 250. All

equipment frames, instruments, devices, steel structures, and as required

within this Scope of Work shall be grounded as prescribed by SES-E11-S03.

Necessary protection against corrosion shall be taken into consideration for

all steps for assuring the continuity of the grounding system.

CONTRACTOR shall ensure that all local ground connections are

effectively connected to the main grounding grid.

2.3.4 Electrical Power Lighting and Grounding

Construction Contractor shall supply, install , and test new lights,

receptacle, lighting and grounding materials, equipment, and LV power

supply requirements including dry type transformer main distribution panel

board for the construction of contractor office building yard including tie-in

the LV power supply cable and signal /control cable to the existing sources.

Construction contractor Electrical Scope for the following buildings

2.3.4.1 EG BUILDING

a. 112.5KVA 480-220/127V 3 PHASE 60, Hz pad mounted Step down

transformer inside electrical room via a electrical tie in point from the

existing 480volts Switchgear 4DP-11 spare feeder breaker at Substation

#4 as shown in the drawings

b. Construction contractor shall verify the tie in point at substation #4 from

the client supply, install , route and terminate the 120mm² XPLE

insulated armored power cable as shown in the drawings # SQ10-A9-

DW-002 and SQ10-A9-DW-003.the construction contractor shall provide

complete vendor details and installation procedures to SABIC/SHARQ

representative for approval before execution.

c. Construction contractor shall supply and install disconnect switch of

70Amps, 480volts 3 phase 60 HZ

d. Construction contractor shall supply and install test commission the new

400amps 220V 3Phase 4 wire 60HZ Main distribution panel board MDP

in NEMA -1 enclosure inside building/electrical room as shown on the

drawings, all supports, conduits, fittings and other related accessories

shall be provided as required on the site

e. Construction contractor shall supply and install test commission the new

200amps 220V 3Phase 4 wire 60HZ Power distribution panel board

PPAC in NEMA -1 enclosure inside building/electrical room as shown

on the drawings, all supports, conduits, fittings and other related

accessories shall be provided as required on the site

f. Construction contractor shall supply and install test commission the new

60amps 220V 3Phase 4 wire 60HZ Lighting distribution panel board

LPG in NEMA -1 enclosure inside building/electrical room as shown on

the drawings, all supports, conduits, fittings and other related accessories

shall be provided as required on the site

2.3.4.2 UTILITY BUILDING

a. Construction Contractor shall supply & install 45KVA 480-220/127V 3

f. Construction contractor shall supply and install test commission the new

30amps 220V 3Phase 4 wire 60HZ Lighting distribution panel board

2.3.4.4 Construction Contractor shall provide, install and test all interior and exterior

electrical works that include but not limited to routing the cables to the loads,

area lighting around Contractor Office Building and under this project.

Provide, install, test and commission grounding system/grid as shown in the

design drawings.

2.3.4.5 Construction Contractor shall provide SABIC/SHARQ with the manufactures

cable data for cable resistance and reactance.

2.3.4.6 Construction Contractor shall provide lighting system for new Contractor

Office Buildings and tied it to the new ground grid. The new ground grid

shall be tied to the nearest existing plant grid as shown in the drawing no.

and other project documents.

2.3.4.7 Construction Contractor shall provide, install test and commission all

underground power, control/signal cables (all underground cables are SWA

armored) including the main cable under this project. The Construction

Contractor shall tag these underground cables wherever they are required per

SABIC/SHARQ standards especially at the equipment terminals, entering

and existing conduits/duct banks, in 900 bends, etc.

2.3.4.8 Construction Contractor shall provide, install, test and commission all

interior electrical building works that include power receptacles, lighting

fixtures, power & lighting distribution panels, lighting contactor panel,

distribution transformers, cable, wires, trays/conduits and supporting

accessories as defined in project drawings and bill of materials.

2.3.4.9 The location of panels, transformers, receptacles, lighting fixtures and

accessories as shown in project drawings is tentative. Construction

Contractor shall field verify and shall submit shop drawings with exact

dimensions for SABIC/SHARQ approval before execution.

2.3.4.10 The Construction Contractor shall read all drawings/documents in

conjunction with other disciplines drawings/documents for clear

understandings and to avoid conflicts.

2.3.4.11 The attached preliminary bulk material list is tentative. However,

Construction Contractor shall field verify for the quantities and types of the

all electrical materials / accessories and shall submit material specs for

SABIC/SHARQ approval prior the purchasing.

2.3.4.12 All building steel structures and electrical equipment shall be grounded with

the new ground grid. The ground grid shall be provided, installed and

connected to the nearest existing plant grounding grid.

2.3.4.13 Construction contractor shall coordinate deeply with other disciplines for the

best routing/placement for the electrical cables/equipment in order to avoid

any conflict with other equipment such as HVAC ducts, pipes, etc.

2.3.4.14 Construction contractor shall ensure systems integrity during installation,

testing and commissioning ie.all systems of different disciplines are

compatible to each other and has no conflict to all or part of the systems.

2.3.4.15 Construction Contractor to provide , install, test, commission and terminate

all new cabling, wiring, boxes, power outlet, lighting fixtures and other

electrical equipment with all necessary supports and fittings complying with

the latest edition of the SABIC Material System Specification, SABIC

Engineering Standards and the National Electrical Code (NEC)

2.3.4.16 Construction Contractor shall coordinate with the equipment vendor/supplier

for the location, type & supply of electrical outlets and submit the required

sample/shop drawings for SABIC/SHARQ approval

2.3.4.17 Supply complete firestop system on all conduit and raceway penetration on the

concrete walls as required on site.

2.3.5 Fire Detection and Alarm System

2.3.5.1 Outside Works ( Not in Scope of Contract)

2.3.5.2 Contractor Office Building

The installation of all Fire Alarm System wiring needs to take into account the Fire

Alarm System Manufacture’s published installation instruction and the limitations of the

applicable product listings or approvals.

Construction Contractor shall coordinate and facilitate Honeywell (Vendor) for new

system tie in to the nearest existing FACP .coordinate with SHARQ Fire & Safety

Department

2.3.5.2.1 Construction contractor to provide , assemble, install and commission the

new Fire Alarm Control Panel, equipped with all associated components as

listed in the (Technical Specification – Fire Alarm System) and datasheet.

2.3.5.2.2 Construction Contractor shall provide all fire alarm and detection system

devices including but not limited to smoke and heat detectors, manual pull

stations, horns and flashing lights, interface modules, end-of line resistors,

etc. and al accessories required by the system as shown in the drawings .

2.3.5.2.3 Construction Contractor to Route , install and terminate controls cables and

conduits, for the initiating, Signaling and Notification Devices to /from new

Fire Alarm Control Panel as shown in the drawings no.

2.3.5.2.4 Construction contractor shall interface the new HVAC and fire protection

systems to the new fire alarm system via proper cables/devices.

2.3.5.2.5 Construction Contractor to provide supports for mounting the Fire Alarm

Control Panel and all Fire Alarm devices, complete with all other related

installation as required on site.

2.3.5.2.6 Construction Contractor to supply complete fire stop system on all conduit

and raceway penetration on the concrete walls as required on site.

2.3.5.2.7 Construction Contractor to provide control cables for the initiating, signaling

and notification devices.

2.3.5.2.8 Perform functional test and provide assistance for commissioning of the Fire

alarm Control Panel.

2.4 Communication & IT ( Information Technology) Work

Construction Contractor shall ensure that all Communication works, equipment, and materials shall

be in accordance with applicable SABIC/SHARQ Engineering standards and approved Industry

Codes and Standards ( ie.SSITS-NSD-S03 & BICSI)

2.4.1 Structured Cabling System

This section of the design engineering package scope of work describes the design requirements for

the Structured Cabling System to provide Voice over IP and Data services at the New Contractor’s

Office Building. Construction Contractor shall supply and install the Structured Cabling System

which consists of the following:

The following site-specific of work to complete the communication service requirements that

includes but not limited to the following work components and activities.

2.4.1.1 Cableway and Cable Distribution System

a) Construction Contractor to home run UTP wirings from the station terminal

outlets/faceplates back to the Modular Patch Panel of voice and data. Construction

Contractor to observe that the station terminal outlets configuration and termination are

the same and based now to EIA/TIA – 568A due to Voice over IP requirement.

b) Construction Contractor to supply and install all necessary telecommunication

equipment, Rittal cabinets, cable termination and cross-connect wirings network of the

New Contractor Building.

c) Construction Contractor shall supply and install 4-PAIR UTP Plenum rated Category 6 (

ref. SSITS-NSD-S03) distribution cables required to transport the data and voice service

between ( the GF Communication Room # 013 & FF Communication Room # 014) and

the served offices or usable work areas.

d) Construction Contractor shall home run the 4-pair UTP CAT6 wiring inside a 1” Ǿ EMT

conduits from the information outlets/Duplex faceplates for data/voice connectivity.

e) Construction Contractor shall supply and install a minimum of 4 sets of Data/IP

Telephone, Two(2) Voice outlets & Two (2) Data outlets at all Contractors Offices

area/rooms in a separate outlet boxes and (2) Voice outlets with wall mounted.

2.5 HVAC Work

2.5.1 HVAC scope of work shall be carried out as described below, however it shall not

be constructed as a limitation to the contractor’s scope.

The contractor must read/undersigned the scope of work along with project detail

drawings and SABIC HVAC standards and specification. In case of conflict, the

most stringent requirement shall prevail.

Following is the scope of work for the facility in general.

2.5.1.1 Construction Contractor shall provide and install split air-

conditioning unit wall mounted

fan coil unit with air cooled condensing unit including

accessories and controls suitable for closed control system.

2.5.1.2 Construction Contractor shall provide Seven (7) wall mounted

exhaust fans for toilet, tea room, washing room and food

handling as shown on drawings.

2.5.1.2.1 As per technical specification and drawings, supply,

installation testing and commissioning of the complete

HVAC system.

2.5.1.4.1 Supply, installation, testing and commissioning of Air Cooled condensing

Unit (FCU) with constant temperature.

2.5.1.4.2 Exhaust Fan

Complete with controls, back draft dampers, isolation kit, wall cap and

accessories, as per drawings and specification. Exhaust fan In-Line

according to drawings 75Pa Power supply 220V/3ph/60Hz.

(EG, OLEFIN & UTILITY ) Building as shown in the drawings.

2.5.2 Piping ( Fire Water )/ Mechanical

Below is summary description of piping works only. It shall not be construed as a

limitation to the contractor’s scope which is defined in more details in the drawings and

other contract documents. In case of conflict between the details below and the drawings,

the most stringent requirement shall prevail.

2.5.3 Drainage System

2.5.3.1 Supply and install soil, waste and vent system items compete as specified

and in accordance with detailed drawings.

2.5.3.2 The work consists of laying the pipeline network within the building

including the vertical stacks to the floor above and vents and connections to

the individual fixtures as required to complete the system in a workmanship

manner and testing the system for proper function.

2.5.3.3 All pipes and fittings shall be Upvc Sch. 40.

2.5.4 Water System

2.5.4.1 Supply and install and cold water supply lines complete as

specified and in accordance with detail drawings and

connection with external supply general layout plan for each

lot.

2.5.4.2 The work consists of layout plan for each lot.

2.5.4.3 The work consists of laying the pipe line, new work and fittings

and connections to individual fixtures as required to complete

the system in workmanship manner and testing and testing the

entire system for proper functioning, cold water supply pipes

and shall be PVC SCH.80 and hot water supply pipes and

fittings shall be insulated CPVC SCH. 80 piping.

2.5.4.4 Materials required to complete the work shall consist of pipes,

elbows, equal tees, reducing tees, reducers, etc as specified and

as shown.

2.6 SITE WORKS

2.6.1 The scope of work shall include complete procurement & construction of drainage,

water system, utilities such as potable water supply. This will also include erection,

inspection, testing & commissioning.

2.6.2 Hydro testing of lines after installation work shall be performed by the

construction contractor.

2.6.3 Testing and commissioning of new plumbing/utilities system shall be as per

SABIC standard.

2.6.4 The CONTRACTOR shall provide all services, tools, equipment, material, and

consumables required for the fabrication, installation, cleaning, flushing, testing

and commissioning of all new piping systems as shown on drawing numbers.

2.6.5 The CONTRACTOR shall conduct field verification of dimensions and elevations

prior to installation of all field fabricated pipe spools, pipe random lengths, valves,

pipe supports, vents and drain lines, bolts and gaskets, and root valves for

instrumentation connection.

3.0 BASIC REQUIREMENTS AND GUIDELINES

3.1 General

3.1.1 CONTRACTOR shall endeavor to protect the site construction facilities with

whatever ingress that is anticipated and shall not be limited to providing a

barricade, fence or access gate as required.

3.1.2 All components and accessories required for the satisfactory operation of the

WORK covered under the scope of this PROJECT, either specified in detail or not,

shall be procured, supplied and Constructed/installed by the CONTRACTOR as

necessary.

3.1.3 The specification of materials required for this PROJECT shall be in accordance

with this Scope of Work, Specifications and Standards also and should be the same

as the existing facilities of SABIC/SHARQ plant.

3.1.4 All WORK, including services for testing and inspections required by

SABIC/SHARQ, shall be furnished by CONTRACTOR.

3.1.5 The available as-built drawings for all existing facilities in the work area of

SABIC/SHARQ Plant will be provided. CONTRACTOR shall be responsible for

all field verification of as-built drawings.

3.1.6 Bill of Quantities (BOQ) as shown on this document specifies minimum

requirement for this Project and is for CONTRACTOR’s use. CONTRACTOR

shall review these BOQ sheets, if required add additional item(s) for the successful

completion of the PROJECT.

3.1.7 CONTRACTOR to prepare his own bill of quantity with unit rate for the biding

and successful completion of the PROJECT. This unit rate shall be used for the

variations ( addition or deletion) if any

.

3.2 Project Drawings

3.2.1 The CONTRACTOR shall maintain one complete set of drawings at the WORK

SITE. As the WORK progress, the CONTRACTOR shall record the following

information relative to WORK included in this Contract.

I) Exact location and elevation of the facilities.

II) Changes due to unexpected finding of existing facilities.

3.2.2 Upon completion of the WORK, the CONTRACTOR shall Prepare and issue “ As-

Built” drawings/documents in hardcopy and soft copy as per the Project Documents

submittal requirements.

3.2.3 The CONTRACTOR is cautioned that the Contract will not be considered complete

until the marked-up drawings for as-built information of the Project is delivered to

SABIC/SHARQ.

3.2.4 CONTRACTOR can use drawings/paper size A4, A3, A2 & A1 as A0 is not

acceptable.

3.3 Substitutions

3.3.1 Substitutions which are equal in quality to those specified will be approved, subject to

the following provisions. Substitutions must be approved by SABIC/SHARQ in

writing.

3.3.2 Alternate items installed without SABIC’s approval shall be replaced with the

specified material at the CONTRACTOR’s expense. The CONTRACTOR assumes

full responsibility for alternate items or cost of redesign and of modifications to this

and other parts of the WORK caused by alternate items furnished. No more than one

proposed alternate will be considered for each item.

3.4 Quality Control and Inspection

3.4.1 SABIC/SHARQ will witness all inspection and Quality Control activities.

3.4.2 The CONTRACTOR shall be responsible for the quality of all his manufactured

and purchased items and also the construction work. These include the following.

3.4.2.1 Vendor Supplier Quality Control and Inspection which covers all

items at the CONTRACTOR’s and/or vendor//supplier’s plants.

3.4.2.2 On-Site Quality Control and Inspection which covers all aspects of

control, inspection and testing of field activities and construction

works.

3.4.3 CONTRACTOR shall designate one of his key personnel as Quality Control

Manager. It shall be the sole duty and responsibility of the Quality Control

Manager and his staff to organize, coordinate, conduct and implement the Quality

Control for all the work disciplines as required with the assistance of concerned

discipline Engineers for Quality control.

3.4.4 The QC manager shall report directly to the Project Manager.

3.4.5 Within 15 days from the award the CONTRACTOR shall submit for review and

approval a detailed inspection and Testing Plan which would form the basis for all

QA/QC procedures.

3.4.6 Prior to requesting SABIC/SHARQ review of inspection, the CONTRACTOR’S

inspection personnel should have accepted the WORK and prepared all necessary

documentation for sign-off. SABIC/SHARQ. Representative or his designee should sign

for SABIC/SHARQ, and the Quality Control Supervisor or his designee should sign

for the CONTRACTOR.

3.4.7 Relevant codes and specifications setting forth the required standards for materials

and workmanship are given in the Contract Documents. The CONTRACTOR shall

take full account of the requirements of such codes and criteria, together with the

applicable Sections of Specification, Standards and Project Quality Procedures.

3.4.8 Neither the failure by SABIC/SHARQ to conduct inspection or testing nor the

failure to discover defective engineering, workmanship, materials or equipment,

shall prejudice the rights of SABIC/SHARQ to thereafter require and obtain from

Contractor the satisfactory performance of the Work hereunder. No acceptance of

any part of the Work or the Permanent Works shall be implied or construed to

result from such inspection by SABIC/SHARQ.

3.4.9 Inspection

3.4.9.1 The CONTRACTOR shall carry out all inspection testing and survey

both in supplier’s shops and at the Job Site necessary to ensure that

the WORK is executed in accordance with the Drawings and

Specifications. Inspectors shall be qualified and experienced for the

work they have to undertake.

3.4.9.2 Access shall be provided for inspection of the WORK by

SABIC/SHARQ at all times, but such inspections shall not relieve

the CONTRACTOR of his responsibilities for performing inspections

and tests. The CONTRACTOR shall cooperate with SABIC/SHARQ

if any test is performed simultaneously with SABIC/SHARQ

inspection team.

3.4.9.3 The CONTRACTOR shall be required as a minimum to undertake

testing at the frequency and type as described on the Specification and

Project Quality Procedures.

3.4.9.4 Within two (2) weeks of the commencement of the Contract, the

CONTRACTOR shall furnish for approval by SABIC/SHARQ the

name(s) of the independent Material Testing Consultant/Laboratory to

be used in the Project. Test results from a non-approved testing

laboratory will not be accepted. All cost of this third party testing

shall be borne by the CONTRACTOR.

3.4.10 Non-Compliance

3.4.10.1 In the event of non-compliance with specified requirements, the Quality

Control Supervisor shall issue a Certificate of Non-Compliance to his

Construction Manager for immediate remedial action. The Certificate of

Non-Compliance shall indicate the following.

i) Date and Section of WORK affected.

ii) Description of Non-Compliance (with inspection report and test result

attached)

iii) Suggested Remedial Action

3.4.11 It shall be endorsed by the Quality Control Manager and made immediately

available to SABIC/SHARQ as required. The Certificate of Non-Compliance shall

further be used to record the date and nature of successful remedial action which

shall again be endorsed by the Quality Control Manager.

3.5 Protection of Existing Facilities

3.5.1 Special precautions shall be taken as the WORK is within and adjacent to the existing

facilities. The CONTRACTOR shall carefully carry out the WORK not to cause any

damage to the existing facilities. If any damage is done to the existing facilities, the

CONTRACTOR shall at once report to SABIC/SHARQ and repair it to its original

condition at his own cost to the extent of SABIC/SHARQ’S satisfaction.

3.5.2 Any reimbursement/replacement to partly or completely damaged

facility/equipment/material shall be full and binding on CONTRACTOR.

3.6 Schedule of the Critical Work

3.6.1 The CONTRACTOR shall follow the restriction to the schedule for the critical

work items which might be put by SABIC/SHARQ for the sake of plant operation.

The said critical work items include, but not limited to:

i) Tie-ins work with the existing facilities under operation

ii) Hot work in the hazardous area

iii) Any work in the vicinity of the equipment under high voltage electrical

power.

3.7 Modification of Existing Facilities

3.7.1 CONTRACTOR shall be responsible for the executing all necessary modifications

of existing facilities for tie-ins to piping, etc., and to accommodate the new

facilities to meet the requirements of this PROJECT.

3.7.2 CONTRACTOR shall be responsible for restoring all the existing facilities,

equipment, etc. to its original conditions which will be affected during the

execution of the PROJECT.

3.7.3 All modifications shall be executed in such a manner that there will be minimum

disturbance to people working in the area and to existing facilities, especially the

tie- in works.

3.8 Safety and Fire Prevention

3.8.1 Contractor shall comply with all applicable safety laws, standard, regulation, codes

and best practice, including the safety program established by SABIC/SHARQ

Safety & Health (SHEM) Standard.

3.8.2 Contractor, shall within thirty (30) days after the commencement date specified in

the “ Notice to Proceed”, submit for SABIC/SHARQ approval, Contractor’s Safety

and health Plan.

3.8.3 SABIC/SHARQ approval of any plan or program shall not relieved Contractor of

its other obligation hereunder.

3.8.4 Contractor shall inform its employees of all safety, health, welfare and fire

prevention practices and the requirements of SABIC/SHARQ.

3.8.5 Contractor shall ensure that all of its personnel employed in the project are

competent and, where required, provide nominated names and details as proof of

competency to SABIC/SHARQ.

3.8.6 Contractor shall furnish suitable safety, health, welfare and fire prevention

equipment and enforce the use of such equipment by all employees in compliance

of its own Plan and Program as detailed above.

3.8.7 Contractor shall not permit unauthorized fires or the dumping of surplus materials

within or adjacent to the limits of the Site and shall be liable for all damage for fire

due directly or indirectly to its own activities of its employees or its subcontractors

of any tier or their employees.

3.8.8 Contractor shall provide fire extinguisher commensurate with the hazard of each

work area and shall instruct its personnel in their location and use.

3.8.9 Where ever welding or burning is conducted, all flammable materials shall be

protected and Contractor shall ensure that protected fire prevention measures are

taken and that no fires result from such operations.

3.8.10 At all times, the project area and works shall be kept clean and tidy in accordance

with requirements of SABIC/SHARQ

3.8.11 At the request of SABIC/SHARQ Contractor shall immediately remove from the

Work Site any material or structures which is in SABIC/SHARQ’s judgment are

contrary to SABIC/SHARQ’s fire prevention or safety program.

3.9 First Aid Facilities

3.9.1 Contractor shall be responsible for the provision of adequate first-aid facilities at

the site for all personnel employed or retained by Contractor or any of its

subcontractors in the performance of the work.

3.9.2 However, other first-aid facilities may be present at or near the Site, which

SABIC/SHARQ may at its option, make available for the treatment of such

personnel who may be injured or become ill while engaged in the performance of

the work.

3.10 Contract Schedule

3.10.1 Within fifteen (15) days from Notice of Site Possession, the Contractor shall

submit to SABIC/SHARQ for review and approval, a detailed Contract Schedule

showing the activities and sequences of operations needed for the orderly

performance and completion of every separable part of the work in order to meet

the dates for the major contract events.

3.10.2 The detailed Contract schedule shall be computerized CPM and/or detailed bar

chart at the option of SABIC/SHARQ.

3.10.3 The detailed Contract Schedule shall be complete in all respects covering all

activities relating to the work both on- site and off-site including but not limited to,

procurement, fabrication and delivery of equipment, materials and construction

plant and equipment.

3.11 Progress Reports

3.11.1 Based on the rate of progress, reports shall be submitted in duplicate and separated

into the major contractual activities, in such form and manner as SABIC/SHARQ

may request but will not be required more often than twice monthly nor less often

than once monthly, and shall contain the following.

3.11.2 Such reports (which do not include reports on such items as manpower and

equipment which are reported daily) shall be furnished.

a The activities schedule to be in progress or actually in progress during the

reporting period, together with the Contractor’s estimate of progress made to the

cutoff date and actual or forecast start and completion dates for each of these

activities.

b The activities schedule to be started within the next two (2) reporting period with

forecast start dates.

c A brief narrative report presenting a general resume of Contract progress and a

description of any anticipated variations from the Contract Schedule, together with

an assessment of the impact of such variations and statement of the proposed

corrective action:

d A list of the equipment used at the site during the reporting period and any

equipment idle during the reporting period.

4.0 DELIVERABLE

4.1 Documents to be submitted along with Bid Documents:

4.1.1 Scope Compliance Documents – clause by clause of enquiry specification.

4.1.2 Technical catalogue of offered equipment with model number

4.1.3 Preliminary construction schedule.

4.1.4 Organization chart of company and for the project execution team.

4.1.5 List of Deviations/exclusions, if any. Otherwise submit “ No Deviation Statement “

4.1.6 The bid shall comprise of technical package and un-priced commercial package in

one envelope.

4.1.7 Priced commercial: The sealed priced commercial lump sum package with major

cost breakdown shall be submitted separately. Bill of Quantities (BOQ) with Unit

rates shall also be submitted as part of commercial bid and this will be used

for addition or deletion of works.

4.2 Documents to be submitted during execution:

4.2.1 Panel drawings (dimensional, circuit diagram and terminal diagram)

4.2.2 Test certificate for major items such as transformer, panels and lighting

fixtures for electrical works.

4.2.3 Test certificate for concrete design mix for civil works.

4.2.4 Shop & Fabrication drawings.

4.2.5 As-Built Drawings: CONTRACTOR shall maintain one set of drawing

prints specifically for marking up as –built information. All changes shall be

recorded on the drawings, and on completion of construction work,

CONTRACTOR shall update construction drawings and provide them to

SHARQ – SPM.

4.2.6 Detailed construction schedule

4.2.7 Method Statement for execution of work

4.2.8 All Materials Submittals ( discipline wise)

4.2.9 Inspection Test Plans (ITPs)

4.2.10 Safety & QA/QC Manuals, formats & Test procedures
