rp H E proposal to re-form the M ortlake C itizens’ B and w as first m ade a t a m eeting of the M ortlake P ro g re ss A ssociation

in M ay 1945, w hen the sec re tary w as in stru c ted to a scerta in w h a t in stru m en ts of the old band w ere still available, and to enquire genera lly as to the p rospects of estab lish ing a B and.

T he resu lt w as d isappointing . Only fou r in stru m en ts w ere in p lay ing order, new in stru m en ts w ere not availab le except a t prohibitive prices, and th ere seem ed no p rospect of securing a b an d m aste r.

I t w as not until Ju n e 1946 th a t the w ay w as m ade clear. The W arrnam bool B and Com m ittee h av ing decided to purchase a num ber of new in stru m en ts offered to m ake the old in s tru ­m en ts availab le a t a very reasonable price, and th e ir b and ­m aste r, M r Ja c k Mee, very generously offered his services as b an d m aste r u n til such tim e a s M ortlake could secure a residen t C onductor. -

A provisional com m ittee form ed by the P ro g ress A ssoci­ation, w ith Cr J . C am eron as cha irm an and Mr Geo. E d w ard s as sec re ta ry decided to recom m end th e accep tance of both offers, and a t a public m eeting held in Ju ly th e M ortlake C itizens’ B and w as officially form ed. Mr H . Sheppard w as elected P resid en t.

In o rder to d em onstra te the va lue of a band to the C itizens of M ortlake and to launch the appeal for funds the W iarrnam bool C ity B and gave a concert in th e Soldiers’ M em orial H all. T he appeal w as responded to w ith en th u siasm and late in Ju ly the young b sndsm en h ad th e ir first p ractice .

D uring the first tw elve m on ths th e band piled up a debt of g ra titu d e to M r Mee and m em bers of the W arrnam boo l C ity B and th a t can n ever be repaid .

In order to inspire confidence in the bandsm en, who a lm ost w ithou t exception had never touched a m usical in stru m en t before, and to keep fa ith w ith the public who had so generously subscribed the funds to pu rch ase the instrum ents. Mr Mee de­cided to m ake it h is aim to perfo rm in public a t the earliest possible da te . W ith th is end in view he b rough t a c a r load of selected m em bers of the W arrnam boo l B and to each practice . I t w as to th e ir exam ple as m uch as h is own insp iring leader­sh ip th a t the B and owed its early success.

W ith in a few w eeks the boys, streng thened by h a lf a dozen p layers from W arrnam bool, aston ished and delighted the public by perfo rm ing a t a public con cert; a few m ore w eeks b rough t th e ir first Sunday afte rnoon recita l a t the G ardens; and th e ir ap pearance a t d is tric t race m eeings and oher public funcions evoked p ra ise from all q u arte rs , and w h a t w as even m ore im ­p o rtan t a s tead y s tream of subscrip tions to the equipm ent fu n d

M ortlake h a s every reason to cong ra tu la te itse lf on securing a m an of M r L ean ey ’s c h a ra c te r and ab ility . H e h as h ad a b rillian t c areer as a ban d sm an and solo cornet p lay er. He first served w ith th e S hepparton B and and before the w a r w as a m em ber of the fam ous M alvern T ram w ays B and, conducted by M r H a rry Shugg. D uring the w a r he acted as b an d m aste r to the 2/24th B a tta lio n A I .F . Band, w hich earned h igh com ­m endation in the Middle E a s t and N ew G uinea.

To-day, th ro u g h th e splendid generosity of the B ands of th e W este rn D istric t, th e M ortlake C itizens’ B and achieves’ a g re a t m ilestone in its c a re e r. A t th is Com bined B ands F estiv a l it w ill be cerem oniously received into th a t g re a t fellow ­ship of bandsm en, the W este rn D istric t B ands G roup.

I t is in a sp irit of g ra titu d e to all who have assis ted i*n its fo rm ation and progress, to the m em bers of th e Com m ittee, th e L ad ies’ A uxiliary , to its first B andm aster, M r Ja e k Mee, and th e m em bers of the W arrnam boo l C ity B and w ho gave it its first insp iration , to th e B ands of the W estern D istric t B ands Group w ho have deem ed it w o rthy to be received as one of them , and, finally to the public of th e M prtlake D istric t who h ave been so generous in th e ir support, th a t th is Souvenir Booklet is issued .

I t is fitting th a t on th is p roud occasion th e B and pledges itse lf to repay , in public service, th e debt it owes fo r th e g rea t support it h as received, and to m erit a con tinuation of th a t support.

1 p.m.—Meeting of Bandmasters and Drum-majors (Hall Committee Room).

1.30 p.m.—-Street march to Reserve in the followingorder: Mortlakc, Port Fairy, Hamilton, Warrnamboo!, Terang, Camperdown and Colac. Judging to commence at starting point (State School).

2.13 p.m.—On arrival at Reserve, Bands will fall into line and march across Reserve to platform playing Colonel Bogey.

2.30 p.m.—Welcome to visiting Bandsmen by ShirePresident (Cr. James Cameron). Reply by Group President (Mr J. Murnane).

2.45 p.m.—Massed Bands: (A) Hymn, Nearer My God to Thee; (B) March, Waiora. During the playing of Waiora, the Colac Band will take their positions for Quickstep.

3 p.m.—Quickstep by Colac Band. Drum-major H. Mc­Gregor. During which Terang Band will take their position on No. 1 stand.

3.10 p.m.—Selection by Terang Band under Bandmaster M. Murnane. During which Hamilton Band will take their position for Exhibition Slow March.

3.20 p.m.—Exhibition Slow March by Hamilton Band.Drum-major D. Landers. During which Port Fairy Band will take their position on No. 2 stand.

3.30 p.m.—Selection by Port Fairy Band under Band­master T. Fitzsimmons. During which Mort- lake Band will take their position on No. 1 stand.

3.40 p.m.—Selection by Mortlake Band under Band­master S. Leaney. During which Warrnam- booj Band will take their position for Quickstep.

3.50 p.m.—Quickstep by Warrnambool Band. Drum- major A. Knights. During which Camper- down Band will take their position on No. 2 stand.

4 p.m.—Selection by Camperdown Band under Band­master T. Turner. During which Hamilton Band will take their position on No. 1 stand.
