Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I presently serve as Vice President, Operational Services and chief procurement officer for 8

Southern California Edison (SCE). In this role, I am responsible for the strategic direction of 9

Operational Services, including, supply chain management, supplier diversity and development, 10

transportation services, environmental services, and corporate real estate. As chief procurement 11

officer, I oversee purchasing of services and materials in excess of $4 billion annually to support 12

the company’s goals to provide safe, reliable, affordable, and clean energy. 13

Q. Briefly describe your educational and professional background. 14

A. I hold a bachelor’s degree in engineering from LeTourneau University in Longview, Texas, and 15

served as a United States Naval Submarine Officer in Norfolk, Virginia. I am also a graduate of 16

Edison International’s Executive Edge Program. Prior to my current position, I served as vice 17

president and station manager for the San Onofre Nuclear Generating Station (SONGS) where I 18

was responsible for providing oversight of day-to-day plant activities associated with the 19

operation and maintenance of the plant, security, training, engineering, procurement, and the 20

implementation of major projects. Before joining SCE in 2009, I served as the plant general 21

manager for Calvert Cliffs Nuclear Power Plant in Maryland. During my 20 years at Calvert 22

Cliffs, I led all aspects of plant management and implemented a site excellence plan and standard 23

integrated program that directly contributed to improved business performance functions. 24

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I am currently the Director of Engineering within Southern California Edison Company’s 8

(SCE’s) Transmission & Distribution (T&D) operating unit. In this capacity, I oversee the 9

engineering disciplines and technical requirements for SCE’s T&D power grid infrastructure. 10

Since January of 2017, I also took on the additional responsibility of our Meter Engineering 11

organization. 12

Q. Briefly describe your educational and professional background. 13

A. I hold a Master of Business Administration degree and a Master of Science in Electrical 14

Engineering from University of Southern California, and a Bachelor of Science degree in 15

Electrical Engineering from Cal Poly Pomona. I am a licensed Professional Engineer in the State 16

of California and Texas. I joined Southern California Edison in 1998 and have held engineering 17

and various management positions prior to my current role as the Director of Engineering. Prior 18

to joining SCE in 1998, I held various roles in planning, engineering, project management, and 19

technical supervisory capacities for Bechtel Power Corporation, Los Angeles Department of 20

Water & Power, and Austin Energy. I am a senior member of IEEE Power & Energy Society 21

(IEEE PES), and have served in executive officer positions for the IEEE PES Transformers 22

Committee from 2004 to 2015. 23

have been employed at SCE for over 29 years. In June 1987, I began my career as a Meter 13

Reader and served in that position for two years. From there, I promoted through the levels of 14

Groundman, Apprentice Lineman, Journeyman Lineman, Service Planner, General Supervisor, 15

Planning Supervisor, Region Planning Manager, Project Manager in PWRD RPPM, District 16

Manager, and Principal Manager for three different Distribution Regions. I began my current 17

position as Director of Transmission in January of 2017. 18

A. My current responsibilities include managing the Load Research and Rate Design functions 8

within SCE’s Regulatory Policy and Affairs (RP&A) department. These functions include the 9

development of present rate revenue forecasts. 10

Q. Briefly describe your educational and professional background. 11

A. I received a Bachelor of Arts degree in Economics from Whittier College in 1980 and a Master 12

of Arts degree in Economics from Claremont Graduate School in 1983. I have been employed 13

by SCE since 1983. From 1983 to 1993, I worked in the load research area of RP&A, ultimately 14

supervising the group. During that time, I gained an understanding of sample design, cost 15

allocation, and other regulatory policies and procedures. In 1994, I joined the Customer Service 16

Business Unit (CSBU) as the Credit Analysis Manager, working to reduce both write-off and 17

credit operational costs. From 1997 to 1999, I managed the Measurement and Efficiency group, 18

delivering process improvements for CSBU’s Field Services, Credit, Payment, and Customer 19

Communication Center functions. From 1999 to 2004, I managed various CSBU activities 20

including Job Skills Training, Internet Delivery, Benchmarking, and various technical support 21

functions. In 2004, I returned to Regulatory Operations to assume my current responsibilities. 22

A. I am Manager of Capital Asset Analytics in the Treasurers Department. My responsibilities 8

include forecasting Plant in Service, Rate Base and Depreciation. In addition, I am responsible 9

for the determination of Valuations of specific SCE Assets. 10

A. I received a Bachelor of Science degree in Business Administration from United States 12

International University in 1980. During my over 36-year career at Southern California Edison I 13

have working in the Revenue Requirements Department, the Controllers Organization, the Tax 14

Department, Corporate Budgets, Transmission and Distribution Business Unit (TDBU) and the 15

Treasurers Department. I began my current role as the Manager of Capital Asset Analytics in 16

April 2013. 17

A. I am the Principal Manager for Enterprise Architecture Energy & Security at Southern California 8

Edison. I am responsible for managing and developing SCE’s enterprise architectures, IT 9

investment roadmaps, setting enterprise standards and designing technology solutions to meet 10

business and customer needs. 11

A. I hold a Bachelor of Science Degree in Marketing Management and a Master of Business 13

Administration from the California Polytechnic State University, Pomona. With over 28 years of 14

architecture experience, I have worked in varying capacities at several companies including: The 15

Keith Companies from August 1988 to January 1990, David Evans and Associates, Inc. from 16

January 1990 to March 1994, Rapid Access Systems, Inc. from March 1994 to June 1997, Cap 17

Gemini/Ernst & Young, LLC (Ernst & Young, LLC was acquired by Cap Gemini) from June 18

1997 to 2003. In October 2003, I began to work as a Senior Systems Engineer at Southern 19

California Edison. From there, I held management positions overseeing Edison SmartConnect 20

(AMI), and Smart Grid Systems Engineering. I began my current position as IT Principal 21

Manager for Enterprise Architecture Energy & Security in January of 2015. 22

A. The purpose of my testimony in this proceeding is to sponsor portions of Exhibits SCE-02 and 24

Engineer, Lead Engineer, and Engineering Supervisor prior to moving from Nuclear Generation 17

to SCE Transmission and Distribution. I have held multiple management positions in the 18

Transmission and Distribution organization in the areas of grid automation, distribution 19

engineering, and engineering advancement prior to my current position. 20

A. I hold a Bachelor of Science Degree in Communication Arts from California State Polytechnic 12

University, Pomona. I also hold a Master’s Degree in Organizational Leadership from Azusa 13

Pacific University. I have worked in various positions at Southern California Edison for 23 years 14

and have spent the vast majority of that time engaged with government customers. I have served 15

as an account manager for federal customers, senior manager overseeing the local government 16

team, senior manager leading the agriculture, water, and pump test team, and for the last several 17

years as the senior project manager overseeing street light projects in SCE’s Business Customer 18

Division. 19

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I presently serve as Director of Corporate Security under Operational Services. In this role, I am 8

responsible for leading the management, operations, and oversight of SCE’s Corporate Security 9

program in adherence with the Department of Homeland Security and the North American 10

Electric Reliability Corporation Critical Infrastructure Protection standards. I provide expertise, 11

guidance, and governance to support the deployment and maintenance of a comprehensive 12

physical security program that protects people, assets, and the public, and supports SCE’s ability 13

to provide safe and reliable power. 14

Q. Briefly describe your educational and professional background. 15

A. I hold a Bachelors of Arts in Political Science from the University of Texas at Arlington and a 16

Master of Public Administration from the University of Southern California. I have also served 17

in the United States Army in a number of combat arms positions and am a graduate of the 18

Kellogg School of Management, Leading Strategic Change Executive Program. Before joining 19

SCE in 2016, I served as Assistant Director of Operational Support in the Security Services 20

Division at the Port of Long Beach (POLB) where I oversaw of the port’s security and 21

emergency management functions and provided liaison between the City of Long Beach Disaster 22

Management Department, other city departments, protective agencies and stakeholders. Prior to 23

the POLB, I had a 22-year career in the Federal Bureau of Investigations (FBI). My assignments 24

included Special Agent in Charge for the state of Mississippi and the Criminal Division of the 25

Los Angeles Field Office, Chief of the Law Enforcement Training Section at the FBI Academy 26

at Quantico, Virginia, and other investigative and operational leadership roles across the nation 27

focusing on federal law enforcement, national security, and complex, large scale, criminal 28

investigations. 29

Angeles, and am a MBA candidate at the University of La Verne. I have over 25 years of 14

experience in the utility industry including positions of increasing responsibility in Transmission 15

Civil Operations, Business Customer Support Services, and Credit and Receivables Management. 16

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I presently serve as Principal Manager of the North Coast Region in the Distribution 8

Construction and Maintenance of the Transmission and Distribution Operating Unit. The North 9

Coast Region is comprised of five districts (Valencia, Antelope Valley, Ventura, Thousand Oaks 10

and Santa Barbara) and SCE employs over 500 represented and non-represented employees in 11

this region. In this role, I am responsible for the oversight and management of the region’s safety 12

performance, reliability, restoration efforts, and financial administration and performance. I 13

provide management oversight of all design, construction, and maintenance activities (overhead 14

and underground) for the region. Additionally, I serve as divisional sponsor on the Distribution 15

Labor Strategy Team where I work to support resource planning and development needs, on-16

going strategic initiatives developed to meet Safety Reliability Investment Incentive Mechanism 17

(SRIIM) objectives, and the growing work load related to infrastructure replacement, grid 18

modernization and reliability. 19

A. I hold a Bachelor of Arts in Business Administration from National University and a Master of 21

Business Administration from the University of La Verne. I hold a Project Management 22

positions including journeyman lineman and organizational manager, and have held leadership 25

positions for the last 25 years in various departments such as Power Delivery, Transmission, 26

Transportation, Engineering, and Distribution. 27

responsible for facilitating the modernization of the utility electric grid through aligning efforts 9

flexibility and interoperability between the grid, distributed energy resources and customers. 11

A. I hold a Bachelor of Science Degree in Electrical Engineering from the California Polytechnic 13

State University, San Luis Obispo. I worked at Pacific Gas & Electric Company between 14

January 2002 and May 2008. In May 2008, I began working as a Distribution Engineer at 15

Southern California Edison. From there, I promoted through the various levels of Engineer, 16

eventually becoming an Engineering Supervisor, and then an Engineering Manager 2. I began 17

my current position as Principal Manager for Grid Modernization in October of 2016. 18
