UpdateChairman’s

Welcome to the first online-only issue of South east

Surveyor. I hope that this format will make it easier

for you to understand what is going on within RICS and our

region, to book your CPD, social and networking events

and to be able to contact us to discuss any issues you may

have.

Whilst there have been changes to the staff team that

supports the region we continue to have great success in

helping members get something positive from belonging to

the Institution.

One example is the recent

project where RICS South East

has joined with the regional

teams from the National

Federation of Builders (NFB)

and Royal Institute of British

Architects on a new initiative

called the GetWork Network.

The purpose is to bring

together all the fundamental

elements of the construction

supply chain and the first, very

successful, networking event

was held at the Amex Stadium

near Brighton in the autumn

(see page 8 for more

information).

Also on a positive note, the Localism Bill received Royal

Assent in November and focuses on local democracy and

balancing the drive for economic growth set out in the

National Policy Framework. It provides the means for local

people to become involved in shaping their neighbourhoods

and it is important that it helps communities to thrive by

helping to facilitate new housing development and

economic growth.

I know that many of you have a strong commitment

to social responsibility and in these lean

times we need to provide

encouragement and support to

colleagues who are in difficulty, so

please don’t forget that you can help

by supporting LionHeart.

It just remains for me to wish you

What, though, lies behind this scheme to relieve congestionon both the A3 and busy cross-country A287 road whichintercept at the notorious Hindhead lights cross-roads?

Have you ever endured a long delay when on a car journey, perhaps with an irritable familyen route to a holiday destination, or (worse still) travelling to a business appointment,interview, or (worst of all!) your RICS APC final assessment interview?

Perhaps the village of Hindhead has featured in such a scenario.

Spare a thought, then, for the doughty folk who try to solve such problems, from highways engineers gathering the hard facts,to politicians who assess the priorities for cash for major infrastructure projects, to the engineers who design them. Couldthere be a few chartered surveyors involved, too?

How about the other side of the equation? The road users have already featured in this story, but how about a localcommunity whose life will be subject to perhaps environmental change in one direction but to an economic future with a lesscertain dimension once such a scheme has been completed and the passing trade possibly goes elsewhere, as it will nolonger be passing? If you are a member of the local wildlife community, though, a risk assessment may no longer be neededfor your own habitat, before crossing the `old’ A3 in the vicinity of Hindhead (please read on!).Last summer saw the practicalcompletion of the Hindhead project, undertaken for the budget cost of £376m, and diverting the last remaining section ofsingle-carriageway A3 to new dual-carriageway tunnels beneath the village of Hindhead and the adjacent Devil’s Punch Bowl,a piece of Surrey countryside enjoying designations such as Area of Outstanding Natural Beauty, Site of Special ScientificInterest and Special Area of Conservation.

The solutionMany possible solutions in previous decades form thebackground. Alternative routes all had to contend with landforms, the constraints of built-up areas and land andbuilding designations. The solution has been the new tunneland associated new dual-carriageway road to handle thepresent traffic flow, and provide capacity for the future.

The Hindhead Together Partnership represented localorganisations from local Councils to some affectedlandowners and Hindhead businesses who were lookingforward to the day when traffic no longer controlled theirlives. Their new environment offers exciting regenerationopportunities, and the National Trust the chance toredevelop its tearoom as a much more visitor-orientatedfacility for those seeking all the attractions which the PunchBowl and adjacent land offers.

Draft Compulsory Purchase orders were the subject of acomplex Public Inquiry in 2004/5, with the Inspector’sReport published the following year and work starting in2007, at the hand of main contractors Balfour Beatty,whose site compound alongside the A3 a mile or so Northof the tunnel was a landmark during the construction works.

In conjunction with other organisations such as NaturalEngland, examples of some of the finer detail agreed withthe National Trust during negotiations very much involvingchartered surveyors including the Trust’s own in-house staffas well as consultants, included:

� Means for the contractors to safeguard local wildlifehabitats and species such as dormice species duringconstruction works

� Diversion of permissive and dedicated public rights of way

� Ramifications affecting common land

� Provision for exchange land (adjacent to the Trust’sremaining parts of its Hindhead Estate) to be passed intoTrust ownership in `part exchange’ for land taken for theproject

� Filling in the old A3 dual carriageway both as a means ofdisposing of cutting and tunnel spoil and also to join upwildlife habitats hitherto bisected by the road

� Compensation negotiations

� Communications – regular Balfour Beatty/HighwaysAgency/NT/consultants liaison meetings

� Provision by Balfour Beatty and the Highways Agency ofviewing platforms and a small exhibition to show,including with the aid of a model, how the scheme wasimplemented.

Travellers, all, therefore, up and down the new road, as wellas those who walked through the tunnel on the HighwaysAgency’s open day in May, may care to reflect on the roleplayed by a small army of professionals from manyorganisations, including chartered surveyors, in making thejourney along this trunk road a little easier.

A new Act in town and anew framework around it

Now that theLocalism Bill hasreceived RoyalAssent RICSwelcomes itsenactment with thenewresponsibilities itprovides for localpeople to engage

and to shape their neighbourhoods to deliver new housingdevelopment and economic growth.

The Act gives local people new powers and balances thedrive for economic growth in the non-statutory guidance ofthe National Planning Policy Framework (NPPF).

Funding for Growing PlacesNew funding to kickstart economic development by delivering new homes andinfrastructure was announced on 7 November.http://www.communities.gov.uk/documents/regeneration/pdf/2024617.pdf.Of the £500 million available, around £90 million will be via Local EnterprisePartnership lead authorities in the South East, compared with just under £39.5million in London and around £50 million in the East of England. Funding wasallocated against criteria that included area of land.

RICS welcomes the Fund as a positive strategy to deliver economic growth.Building the right infrastructure is vital to delivering the jobs and homes needed.

RICS is establishing an independent Infrastructure Investment Task Force, ledby Martin Moore MRICS, Managing Director and Head of Fund Management,PRUPIM, to develop a range of new investment products, model financialpartnerships and best practice and guidance on integrated planning, investmentand delivery.

South East planners speak outIn the autumn RICS met plannersfrom South East local authoritiesfor a discussion on NationalPlanning Policy Framework (NPPF)impacts in the region. Thisfollowed autumn 2010 discussionson Localism and proposedchanges to planning.

This informed our understanding of how changes toplanning combine with other factors and providedplanners in the region the opportunity to shareexperience and contrast the issues that they face.

Chartered Surveyors’ Golfing SocietyIn September Dale Hill Golf Club inEast Sussex provided the venue forthis year’s Captain’s Day. The Clubhas two courses, the Ian Woosnam-designed course, on which themorning singles took place, and theOld Course, on which the afternoongreensomes were competed.

Following morning coffee and a baconroll, Derek Hannam accrued 35stapleford points to gain first place.Ron March came second, and StuartGroves third.

The Members then enjoyed a fine three course lunch in theClubhouse overlooking the course.

Come the afternoon, the morning drizzle had given way to a stiffingbreeze and sunshine, and the field lined up for the greensomes

over nine holes. On the Old Course, the fist tee shot, fortunatelyfrom an elevated position, is over, and sometimes into, a smallcluster of mature trees. Ron March and Stuart Groves, continuingtheir run of form from the morning, came first with 19 points. A close second were David Rogers and Jonathan Winpenny.

After afternoon tea and sandwiches, the Captain, Colin Rice,presented the prizes, and to Derek Hannam, pictured, the SouthEast Salver for the highest number of combined points for thespring and autumn meetings.

In early October the Section’s final event of the year, a tri-sectionmatch, took place at Frilford Heath under the direction of MatchCaptain, Derek Hannam , the other two Sections being Berks,Bucks and Oxon, and Midlands. Unfortunately, 2011 proved not tobe the South-East Section’s year. Nevertheless, a good time washad by all on a fine course, and no doubt the South-East Sectionwill return in 2012 with refreshed vigour to win the trophy.

Kent commercial property sectorcontinues to perform wellThe 20th Kent Property Market Report was launched inOctober.

The report reviews activity and major property dealsthroughout 2010-11, showing that despite the economicoutlook, the Kent commercial property sector is continuingto perform well. The report also looks in detail at the rural,retail, tourism and housing sectors.

The economy section reports that despite economicsetbacks in the county in early 2011 such as the loss ofjobs at Pfizer, Sandwich, the county is in a favourableposition compared to some other parts of the country, withunemployment below the national average. Kent is reapingthe benefits of the Enterprise Zone for Discovery Park andrecent infrastructure investment and will be greatly assistedin its new business growth by its proximity to London.

The regeneration section features current and planneddevelopments across Kent and Medway, focusingparticularly on the growth areas of Thames Gateway Kentand Ashford and also regeneration projects in the coastaltowns.

Over the past year, the HousingMarket Survey has been used as

a source of market intelligence by, among others, the Bank ofEngland, the Organisation for Economic Co-operation andDevelopment and the International Monetary Fund. Networking event for construction professionalsproves a success

The first event of a new initiative to provide networkingopportunities and support for construction professionals washeld at the Amex Stadium near Brighton.

Organised by the RICS South team working in conjunction withthe regional teams from the National Federation of Builders(NFB) and Royal Institute of British Architects the aim of theGetWork Network is to bring together all the fundamentalelements of the construction supply chain.

This networking afternoon was attended by over 120 membersof RICS, NFB and RIBA as well as local authorities, clients andothers. It was held at the recently completed Amex Stadium,home of Brighton and Hove Albion, set in the rollingcountryside just outside the city of Brighton.

The economic downturn has had a particularly harsh impact on theconstruction industry. Smaller and medium-sized firms, who alreadyface an uphill struggle competing to win public and private sectorcontracts, have been hit especially hard. Yet it is these smallercontractors who contribute most to the local economy, in the processproviding long-term jobs, skills and career opportunities to youngpeople in their location.

Members from all three bodies enjoyed tours of the stadium followedby presentations from Martin Parry, Chief Executive of Brighton andHove Albion FC, and Andy Simons, one of the lead architects on thestadium from KSS Group. The event was opened by the Mayor ofBrighton and Hove, Councillor Anne Meadows.

Routes to RICS membershipRICS has recently developed and launched new routes to membership, which recognise bothyour educational and professional experience and achievements.

Our Professional Experience Route is designed to allowexperienced professionals the opportunity to attain charteredmembership status, based on their expertise andqualifications. Applicants must have a bachelor’s degree or adegree equivalent professional qualification alreadyrecognised by RICS.

In addition, candidates need to demonstrate at least fiveyears’ relevant experience post degree developing therequired level of competence in their chosen pathway:

� Work related training – structured/unstructureddependent on individual /firm and approach

� Can demonstrate an advanced application of a broadrange and depth of technical competencies

� An ability and responsibility for providingrecommendations and reasoned strategic advice to clients

� Responsibility for working on complex assets/projectsand ‘sign off’ of work

� A level of business acumen (to satisfy mandatorycompetence requirements)

For senior staff with several years experience at manageriallevel, there is the Senior Professional Route - a specificallydesigned application process which allows professionals touse case studies from their recent work history todemonstrate their competencies and achieve MRICS.

The Graduate Route to RICS membership is for those withan RICS accredited degree, and three routes have beendeveloped to recognise different levels of experience.

Route 1 is for candidates with limited or no prior relevant surveying experience.

Route 2 is for candidates with at least five years’ relevant surveying experience.

Route 3 is for candidates with at least ten years’ relevant surveying experience.

Additionally, the technical grade of membership,AssocRICS is aimed at professionals who hold vocationalqualifications. This is an entry level membership for RICSand could help you with your career progression.

Once you achieve Associate membership, you can worktowards your full MRICS chartered status – without the timeand expense of returning to full time education. Furtherstudy and proof of professional development are required tobecome MRICS, but these can all be carried out whilst youremain in full time employment.

RICS is the world’s leading qualification when it comes toprofessional standards in land, property and construction.The benefits of attaining RICS membership are numerous –status, recognition, networking, professional development,and training and working to the highest global professionalstandards are all part of becoming an RICS member.

RICS AwardsAylesbury theatre commended at Awards grand final

Aylesbury WatersideTheatre wascommended in theregeneration categoryof the RICS Awardsgrand final at aceremony held atLondon’s Savoy Hotelin October.

The opening ofAylesbury Waterside

theatre, designed by RHWL Architects, in October 2010marked a significant turning point in the renaissance ofAylesbury. The theatre is at the heart of a widerregeneration programme for the town and in its formerstate, the theatre site was much in need of a facelift. Thecanal and canal basin were hidden gems with limitedaccess to the public and uninspiring buildings occupiedmuch of the area together with small car parks.

Overall, reaction and support for the theatre has beenstrong. Its location makes it unmissable, local restaurantsare seeing improved business and it is being used to attractmore food and beverage outlets to the town. The benefitshave also been felt by the town’s commercial sector as thenew facility has sent out a strong signal to potential newinvestors.

In the regional heats of the RICS Awards 2011, held in May,Aylesbury Waterside Theatre was the South EastRegeneration winner and also took the Project of the YearAward for the region.

Martin O’Hara, RICS Awards South East Judge, said: `Thisscheme has that elusive `wow’ factor. The Local Authority’scommitment to the provision of an architecturally stunningnew theatre, without lottery funding, has been vindicated. Itis proving to be a major regeneration catalyst to this area ofthe town, encouraging public access to the previouslyalmost forgotten Grand Union Canal basin.’

New category for RICS Awards 2012Share you passion for your property project and enter theRICS Awards 2012. This year, there will be four categories –Building Conservation, Regeneration, Community Benefit andthe new category of Design and Innovation, which replacesSustainability.

This new category aims to recognise the use of outstandingdesign and innovation in creating a successful project. Thejudges will look for evidence that use of creative andinnovative design has enhanced a project across a wide rangeof criteria.

2012 South East regional ceremony

The works demonstrate a high degree of skill in restoring andrepairing all areas to fulfil their function, but without fullyrefurbishing to a `brand new’ look.

The judges were impressed by the major conservationachievements of this project in that it preserves all the featurerooms and areas in their original state, while expertlyconverting them to a present-day function. They were alsoenthused by the visually uncompromisingly modern additionsat roof level and to the rear elevations which they felt enhanceand complement the restored existing structures.

In the regional heats of the RICS Awards 2011, held in May,Town Hall Hotel and Apartments was the London BuildingConservation winner and also took the Project of the YearAward for the region.

RICS Surrey Local AssociationChairman Robin Satow

Your Surrey Local Association committee meets at least four times a year, principally toplan events which it hopes will appeal to as wide a cross-section of membership aspossible. Its new trifold leaflet gives contact details.

Considerable effort is also going into trying to revive RICS matrics Surrey, with severalindividuals, notably current and recent graduates of Kingston University, willing to helpmake this happen. This, in turn, follows the third successful ‘Kingston’s Got Talent’evening held there in October – proving the power of networking!

The committee also acts a conduit for Members’ concerns and reacts to activity in thewider community of RICS, principally through the South East Regional Board and SELMA(South-East Local Members’ Association) meetings and communications, so do feel freeto contribute to our efforts; in spite of what might appear to be a complex structure, yourprofessional body is a pretty democratic one!

Surveying students showed off their knowledge to a panelof experts

Kingston University’s School of Surveying and Planningwelcomed back some of its top 2011 graduates this Semesteras they competed in the third annual ‘Kingston’s Got Talent’awards event. The graduates were nominated because of their‘studentship’ to receive a cash award from RICS Surrey LocalAssociation, members of whom graded the students on theirprofessionalism, presentation and overall knowledge andcommitment to the industry.

One student from each of the school’s undergraduate courseswas nominated for the award and had to give a shortpresentation to a panel of judges made up ofindustry professionals, RICS board personnel andKingston University academic staff to decidewho received the top prize.

The nominees were asked to talk about whatmakes a good surveyor and if they feel thatthey have what it takes, responding toquestions from the judges and currentstudents, local employers and academicmembers of staff attending the event.

The overall winner, Ben Hodge of BSc (Hons)Property Planning and Development talkedabout the importance of duty of care and hisadvice to current students was for them not

to give up, saying: `The marketfor jobs is tough but withperseverance and self belief thebest results can be achieved byanyone. The hard work does notgo unnoticed by employers.Make the most of social events,it is important not to understatetheir importance, it is where you

will meet partners and potential colleagues in their mostrelaxed environment.’ Ben succeeded in getting a graduate jobwith Allsop LLP and has been excellent at implementing hisadvice by inviting students to social events that give them anopportunity to network with surveying professionals.

The runners up talked about motivation and passion forproperty. Felicity Davey, BSc (Hons) Real Estate Management,and Stephanie Knapp, BSc (Hons) Quantity SurveyingConsultancy, stressed the need for enthusiasm and theimportance of meeting deadlines. Elliott Sparsis, BSc (Hons)Residential Property, talked about the need for surveyors to

demonstrate entrepreneurial zip and the need todifferentiate themselves from the crowd and AmyLeeding, BSc (Hons) Building Surveying, talkedabout the skills she gained in her industrialplacement and said that even in the currenteconomic climate the construction industryneeds talented, professional, forward thinkingindividuals.

The judges were very impressed with thequality of the presentations and the Head ofSchool, Professor Sarah Sayce, clearly enjoyedthe evening saying: `the event was excellent

and we really appreciate the support given to usby the Local Association and value the closerelationship we have built with them.’

We are very pleased towelcome Dean Elvidgeto the Kent LAcommittee. In view ofhis background, Deanwill be able to provide anew dimension to thetypes of events whichwe are able to plan for2012.

As in previous years theorganisation of theCharity Auction was a

real team effort. My particular thanks go to John Stockeyand Kevin Gilbert of Clive Emson Auctioneers who onceagain took the lead role in organising the event andpreparing the catalogue. Siobhan Wood has once againgiven tremendous support and Kevin Newland and my co-committee members have made vital contributions.

We are delighted that Professor Malcolm Hollis has agreedto be the principal speaker at the Kent Reception which isto be held at the Ashford Chamber of Commerce on 29February. I am sure that in view of Professor Hollis’ welldeserved reputation as a leading building pathologist andauthor the event will be extremely well attended.

We also intend to plan further social events for this yearincluding return visits to both Westgate Tower and the OldTown Gaol, Canterbury, and Pines Calyx at St. Margaret’sBay, Dover.

Our good friend Michael Peters, who gave Kent Membershighly informative tours of Chilham Castle and the groundsduring the summer, has kindly offered to arrange guidedwalking tours of Canterbury.

I was very proud to succeed Steve Cheesman and beelected chairman of Sussex Branch of RICS in June 2011and I look forward to serving the membership for theforeseeable future.

We have attracted some new members onto the Committeeand I am looking forward to working with all members of thecommittee to ensure that the voices of Sussex surveyorsare heard in the corridors of power so that we all feel betterserved by our professional body.

So what have I done so far since June?

� I represented Sussex Branch at the Association of ChiefEstates Surveyors (ACES) conference. This conferencefocussed on collaborative working. For more informationon this conference and the topic of collaborative workingplease contact me.

� In September we held our first breakfast where RICSChief Economist, Simon Rubinsohn, came and spoke toover 40 surveyors and guests at the Hotel Du Vin inBrighton. Regrettably he told us what we all knew, whichis that the economic recovery is going to be slow andpainful with nothing much happening until late 2012 -providing the Euro Zone does not collapse!

� Our second breakfast meeting on 24 November had itsdifficulties as our speaker was taken ill on the day and socould not attend. We have since rebooked and a fullreport will be given in the next Sussex Branch update.

� For the Sussex Branch in 2012 there will be two morebreakfast meetings. There will be one in Februaryregarding sustainability and `green issues’ for which I amvery hopeful of getting Caroline Lucas, the leader of theGreen Party to speak. Our final breakfast meeting of thissession will be in May which is on Risk Management andour AGM will be in June.

It is still early days for me in this role and I will be gettingaround the county to try and see as many members as Ican. I know that one valid complaint is that everythinghappens in Brighton and I intend to change that (providingwe get support to do so).

This just leaves me to wish you all a very Healthy andHappy New Year and can I urge you to read your emailsfrom RICS to see what is happening in Sussex before youhit ‘Delete’.

RICS matricsThe profession’s future today

Following a smooth but unexpected transition from Vice toChair, RICS matrics Kent hasn’t stopped to take a breath.

In the last quarter we have provided valuable CPD hostedby Laing O’Rourke on Health and Safety. The event, whichwas well attended, had great feed back and has led us tobook further CPD events on a number of different usefultopical areas such as sustainability, the BIM process andadvantages to surveyors and on Party Walls.

Our other events, which were well attended by newmembers, ‘old faithfulls’ and our interprofessional friends,included golf days, curling and our charity cycle ride whichraised funds for our chosen local charity ‘Oliver FisherSpecial Care Unit’ as well as LionHeart.

As our programme enters spring it is looking encouraging.We are looking forward to seeing lots of new faces at ourevents. Keep an eye out for our emails and if you are notalready on our mailing list please contact me.

As we enter the New Year RICSmatrics Sussex can look back at ourrecent activities with the knowledgewe are offering a range of events thatare, we hope, both informative andenjoyable.

Our New Members’ Reception inNovember was well attended bytrainees, members andrepresentatives from Sussex LA from

a wide range of RICS groups, together with a host ofstudents, who may or may not have been enticed by theoffer of a free drink or two. It was a great networkingopportunity that enabled those just embarking on theircareer in construction and property to meet youngprofessionals and experienced members, who werehopefully able to provide an insight into what RICS canoffer its members and what life in the industry is really like.

Pam Oates, our Regional Training Adviser, was on hand tooffer advice and tips regarding the various routes tomembership, which I know many took full advantage of.

We hosted a CPD event with Max Crofts, former RICSPresident, on Dispute Resolution and the future of RICS.As well as being attended by university students andSussex-based surveyors, it was pleasing to see lawyerspresent - a relationship we built on at our inter-professionalChristmas drinks reception together with our friends fromRIBA.

Looking forward, we are hosting more CPD events inconjunction with the University of Brighton on asbestosand JCT Contracts and it is pleasing to see new committeemembers join us at nearly every one of our quarterlymeetings.

November’s New Members’Reception was a resoundingsuccess with a record turnout ofsurveyors, with many new faceswhich was great to see. January sees the return of RICS matrics Hampshire and Isleof Wight annual go-karting challenge. Ten teams of four willcompete over a 90-minute period with ample practicesession. The event has been generously sponsored by Haysallowing a ticket price of £20 per driver. Tickets sold outearly last year so please book now through the RICSwebsite - individuals or teams are welcome (this event isnot restricted to matrics members).
