Call to Order In Dr. Stebbin’s absence, Tereasa DeMeritt called the meeting to order at 12:06 p.m.

October 5, 2017 meeting with corrections of adding

Education Reimbursement Policy was approved.

System Finance The budget spreadsheet was included in the meeting packet and was approved as presented with a balance of $18,254.77.

Trauma Program

Update

The group welcomed Melinda Marlar to the meeting. Melinda is the new Regional Trauma Coordinator.

On-Site Surveys coming up include Lawrence Memorial Hospital on October 17 and Rawlins County on December 12. Newman Regional Health has been postponed due to a family emergency with their trauma medical director.

The Trauma Program Manager monthly conference calls will change format in 2018. We’ll only have these calls on a quarterly basis and they will be a webinar for an educational offering each time. If anyone has ideas for this education, please let Wendy know. We’ll begin with trainings on the criterion deficiencies from the Orange Book.

Injury Prevention The calendars have been delivered to the facilities for distribution to the community. Daina Zolke, Program Coordinator for the Violent Death Reporting System gave a report which included

Safe States Alliance partnered with NACCHO to develop a new resource entitled Standards and Indicators for Model Level I and Level II Trauma Center IVP Programs. It is available on Safe States Alliance’s website, safestates.org.

CDC’s Injury Center’s HEADS Up Rocket Blades app on concussion safety for children is now downloadable for Apple, Android and Amazon platforms.

Safe Kids Kansas adopted its 2018 Policy Platform and Priorities. It is available on their website, safekidskansas.org. Anticipate a briefing document will be sent to local legislators near the start of the session.

Now is a good time to contact local coalitions, including Safe Kids Montgomery-Elk and Safe Kids Allen County in the SE Region, to partner for events in 2018.

Ashlee Barkley reported SafeKids Worldwide is offering a contest to teens 13 and older to enter a 60-second video on Teen Safe Driving. The winner gets $100 plus a trip to SafeKids Worldwide Conference and a chance to win more prizes.

Pediatrics EMS data collection project has been completed with 100% participation.

Tracy has just completed writing her grant proposal for the next five years for EMSC.

The Facility Recognition for EDs project continues to move forward. The criteria should be finalized in January.

Tracy continues to look for ways to get pediatric resources and education out to the regions.

Kansas was selected to participate in the next collaborative. Childrens Mercy Hospital has been named as a training site. Via Christi-Pittsburg was selected as one of 10 EDs to participate.

Coalitions

There will be an ALICE (active shooter) training on January 16. Registration will be at KS-Train. Contact Fred for more details.

February 27, the SE HCC has teamed up with the regional trauma council to teach Stop the Bleed to the HCC members. Fred has received permission from KDHE Preparedness program to purchase bleeding control kits which include tourniquets for each coalition member as well. Dr. Stebbins will give a presentation on extreme wounds during this meeting.

Prehospital Region 6 EMS is working on their goals and objectives for 2018. They’ve also been having discussions about allocating some of their funding for a Critical Incident Stress Debriefing (CISD) course.

System Leadership

Goal 1 To maintain a viable and active SEKRTC comprised of multi-disciplinary representatives to plan, implement, and evaluate an inclusive regional trauma system.

Objective 1: SEKRTC executive committee will review council general membership, annually, for compliance with the SEKRTC bylaws.

Strategy 1: Conduct a review of the general membership annually and revise/update membership as appropriate.

Objective 2: SEKRTC executive committee will encourage its general membership, stakeholders, and trauma partners to attend executive committee meetings and become engaged in implementing and evaluate regional trauma system initiatives and activities.

Strategy 1: Ensure that members, stakeholders, and trauma partners have access to regional council and subcommittee meeting dates, agendas, minutes and meeting materials through email alerts (sent in advance) and website postings. Strategy 2: Act as a forum for regional trauma issues to providers and consumers within the trauma care continuum.

System Development

Goal 2 There is a strong, efficient, well-coordinated region-wide trauma system to assist in the incidence of appropriate and adequate trauma care and to minimize the human suffering and cost associated with preventable mortality and morbidity.

Objective 1: Support trauma center standards for Level I, II, III and IV designation.

Strategy 1: Facilitate resource development to meet the identified trauma resource needs of the Southeast region.

Objective 2: Identify and promote guidelines for resuscitation and early transfer of major trauma patients from emergency receiving facilities to designated Trauma Centers with appropriate resources.

Strategy 1: Promote best practice resuscitation guidelines. Strategy 2: Promote transfer/communication agreements.

Objective 3: Encourage participation in data collection, trauma training, performance improvement programs, and other mechanisms of system improvement.

Strategy 1: Monitor regional trauma registry reports (missing data & benchmark indicators) at executive committee meetings and address any identified needs. Strategy 2: Review regional benchmark data report and make recommendations for system change.
