As such members are requested to consider thefollowing:

Warwickshire County Council has refused a permit stating that"the Policy has been has been reviewed and Land Rover Defenders now generallyfall outside the scope ofvehicle concessions". The Town Clerk has spoken toChris Moreton (WCC) and he has stated that WCC are tightening up their policyand that this vehicle falls outside the policy criteria and that nothing can be doneto change the decision.RESOLVED:To respond to Angela Green stating that unfortunately the Town Councilcannot support her request as the matter has been dealt with correctly inaccordance to the WCC policy

1. Buildlngs are freguently used as roosting sites by bats. Bats and their ,roost, sitesare protected under the 1981 Wildlife and Countryside Act and the HabltatRegulations 1994. the latter of which deems them a European protected species. Itis a criminal offence to recklessly disturb or destroy a bat'roost'. The applicant isadvised to take professional advice on the matter since it is possible that a protectedspecies licence might be necessary to undertake these works. Further informationabout sp€cies licensing and legislation can be obtalned from the species LicensingService on OLLT 372 8000. If evidence of bats ls found during works, work shouldstop immediately and Natural England must be contacted on 01453 76445e foradvice on the b€st way to proceed.

Birds can nest In many placesincludlng buildings, trees, shrubs, dense ivy and bramble/rose scrub, Nesting birdsare protected under the 1981 Wildltfe and Countryside Act. The main nesting s€ason,lasts approximately from March to September, so work should ideally tike placeoutside these dates if at all possible, N.B. birds c6n nest at any the, and the siteshould ideally be checked for their presence immediately before work starts,especially if during the breeding season.

Concerns about certain functions, particularly weddings, in relation to the overall useand opeftition of the site.. Whether the development proposed can be accommodated without having adetrimental impact upon the character and appearance of the area. This is significanilyaided by the good landscape screening that exists around the site and this can further beimproved by way of soft landscaping, whith would accord with Saved policies pR.1 andDEV,l of the Local Plan Review. The visual impact would be less than extant scheme of 8marouees across the site.. Highway safety would be rnaintained through the use of the existing two way accessinto the site, which is of an acceptable alignment and layout.. MAYORAL CHAINIn the past, whenever a new Mayor is appointed their name has beenengraved on a shield on the Mayoral Chain, however al l the shields have nowbeen used and in November 2007 the council resolved the following:

Cllr M Gaffney has made enquires about how much i t would cost for the backof the shields to be engraved. He has been advised that it would costapproximately f30 per mayoral engraving. I understand, three mayoral yearswou ld need engraving (2009 1201 0, 20 1 0 120 1 1, 20 1 1 I 20 1 2).

APPLICATIONAs stated at the last Town Council meeting, it is necessary for the TownCouncil to consider the attached S137 Grant Application from the SouthamChristmas Lights Associat ion in order for them to plan this year's event.As you wil l see from the attached (for counci l lors only) Budget 201112012there is f4050.50 remaining in the Section 137 grant budget ( less t1000.00that has been awarded but not yet paid) , however the Town Council will beconsidering grants in September 2011, which wil l need to be taken from thisbudget.

The last Town Counci l resolved to use f1000 from the EconomicRegeneration Ear Marked reserve for Southam Christmas Lights Associationand for the remaining funds of f 3379 to be used to fund CAB SouthamOutreach in the future, therefore the remaining funds cannot be utilised unlessa member decides to take action, as stated in Standing Order No 14(Rescission of Preceding Resolut ions).

I am writing to you 10 thank you and Andy Crump lor organising all the work

that took place to the park in the recreation ground. 'fhe park is really good fun'

I went to it last Saturday and spent a hole hour there because it is very

adventurous and enjoyable. It is vcry nice to see a change to the park.

When I q'ent there I heard children enjoying them self s and parents chatting'

What really surprised me was thal people where eating their lunch in the park l

hadn't see that happen before.

l'here is only one problem, parts ofthe grounds do not look safc ifchildren

accidently fall ofl Apart from that I've never seen so many people at the park in my

lif'e.

Thanks for all the work that happened thcre and I hope the new Council keep

Checked on the Small Blues the other day and am very pleased to report after the colonization last yearthe colony is increasing in size

Also found eggs on the extra Kidney Vetch we planted thanks to Southam Parishes very kind donation

Further good news is that following seeding with Birdsfoot trefoil a couple of years ago that another rarebutterfly has colonized the site

This butterfly is called the Dingy Skipper

As last years snow proved it was almostimpossible to gain entry by car to the higher parts of the estate and with more residents moving in as thedeveloper manages to sell the plots the situation could be resolved by the clearing of snow by the residentsas a collective, but to help maintain a clear road and to provide extra grip for vehicle tyres salugrit would bebeneficial. I have contacted the site agents (Orbit Housing) and they have told me the responsibility lies withParish council to provide the bins and the Highways dept to replenish.lf you could give this your consideration it would be greatly appreciated.

It vvas stated thatan Extra Care Scheme is for anyone over the age of55, the facility would be staffed at all timesand in order forthe scheme to be viable there nceds to be a minimum of65 units. Although indications from earlier correspondence had given a figure of 20 as thenumber of propert ies lhat would be benef i t ing from IPP in Southam, the meet ing cameup with a list of 38. The list was based on propertles that flooded in 1998 and 2007.

We agreed at the meeting that the next step is for John Smith to design aeuestionnaire. send it out for comments, revise and send lo households to seek moreinformation on properties that flooded. Households would be asked to provide evidenceof flooding to remain on the list. We hope this action would help identify properties thatneed orotection.

. STW Pumping Station off Browns Bridge road - check with STW for possiblefunding and protect ion (SP41816 61410).

LF notified the meeting that IPP works better if there is a Flood Warning System so thatresidents get to know when to put up protection measures depending on need.CS requested information on the cost of operating a Flood Warning System.PC to check on the status of the EA plans to have a Flood Warning System inSoutham.
