Table A.1 Summary of information from existing reports

AEC Environmental (2009) Preliminary Groundwater Investigation – 4-6 Erudina Ave, Edwardstown

Site Information -

Scope of Work The scope of work, undertaken in June 2009, included: installation and development of three groundwater monitoring wells (GW1 to GW3) to

depths of between 5 and 6 m BGL across the site – one in the inferred hydraulic up-gradient direction and two down-gradient

gauging and sampling of all three wells using waterra foot valves and tubing; and analysis of groundwater samples for pH, TDS, cyanide, total recoverable hydrocarbons

(TRH), VOCs and a suite of metals.

Soil Findings The soil profile encountered (to a maximum depth of 6 m BGL) during drilling included fill (crushed rock and sand) to 0.6 m BGL underlain by natural low to high plasticity silty and sandy clays. No soil odours or staining were noted.

Groundwater Findings Groundwater SWLs ranged from 2.3 to 2.8 m BGL and a general westerly groundwater flow direction was inferred. No odours, sheen or non-aqueous phase liquid (NAPL) were observed during sampling. The laboratory analytical results indicated that the groundwater within one or more wells contained the following: groundwater salinity ranged from 2,800 to 4,460 mg/L TDS and pH from 7.2 to 7.8 elevated concentrations of total chromium (0.376 to 0.380 mg/L), chromium(VI) (0.003 to

0.368 mg/L) and selenium (0.006 to 0.039 mg/L) relative to the adopted guidelines for freshwater ecosystem protection, irrigation and/or potable use

elevated concentrations of cis-1,2-DCE (up to 0.047 mg/L) and TCE (0.030 to 0.073 mg/L) relative to the adopted freshwater ecosystem protection and potable guidelines, respectively

an elevated concentration of cyanide (up to 0.21 mg/L) relative to the adopted freshwater ecosystem protection and potable guidelines; and

detectable concentrations of C6-C9 TRH (0.05 to 0.24 mg/L) and PCE (0.001 to 0.016 mg/L).

Comments The contaminants detected in groundwater were considered to have resulted from electroplating activities. The natural soil profile was dominated by medium to high plasticity silty and sandy clays and although occasional gravels were noted, they did not appear to be of consequence with respect to provide potential preferential pathways for contaminant migration.

AEC Environmental (2014) Groundwater Monitoring Event – 4-6 Erudina Ave, Edwardstown

Site Information -

Scope of Work The scope of work, undertaken in March 2014, included the gauging and sampling of three existing on-site groundwater wells (GW1 to GW3). Sampling was undertaken using bailers and samples were submitted for the laboratory analysis of metals, TRH, benzene, toluene, ethylbenzene and xylenes (BTEX), VOCs, cyanide and major cations/anions.

Groundwater Findings Groundwater SWLs ranged from 2.4 to 3.1 m BGL and a general westerly groundwater flow direction was inferred. No sheen or NAPL were observed during sampling although one well (GW2) contained a slight solvent odour. The laboratory analytical results indicated that the groundwater within one or more wells contained the following: elevated concentrations of boron (2 to 2.5 mg/L), chromium(VI) (0.008 to 0.21 mg/L),

cobalt (0.12 mg/L), nickel (0.05 to 0.072 mg/L), selenium (0.012 to 0.02 mg/L) and zinc (0.11 to 1.16 mg/L) relative to the adopted guidelines for freshwater ecosystem protection, irrigation and/or potable use

elevated concentrations of cis-1,2 DCE (up to 0.03 mg/L) and TCE (up to 0.088 mg/L) relative to the adopted freshwater ecosystem protection and potable guidelines, respectively

elevated concentrations of cyanide (0.01 to 0.39 mg/L) relative to the adopted freshwater ecosystem protection and potable guidelines; and

detectable concentrations of C6-C10 TRH (0.04 to 0.11 mg/L), >C16-C40 TRH (760 mg/L), 1,1-dichloroethane (0.00005 to 0.0012 mg/L), 1,2-dichloroethane (0.00001 mg/L), PCE (0.001 to 0.0069 mg/L), vinyl chloride (0.0007 mg/L) and chlorobenzene (0.00002 mg/L).

Comments Subsequent to this work being completed, the EPA issued a Site Contamination Assessment Order (SCAO) issued by EPA.

Greencap (2015) Environmental Assessment Works – EPA Assessment Area, South Eastern Edwardstown

Site Information The EPA Assessment Area comprised an area of approximately 14.7 ha, bounded by Conmurra Ave to the north, Gilpipi Ave and the northern part of Karong Ave to the west, Coongie Ave and the northern part of Lagunta Ave to the east, Konando Terrace to the south-west and an arbitrary line approximately halfway between Konando Terrace and Daws Rd to the south-east. The western portion comprised mainly residential properties whereas the eastern portion was dominated by commercial/industrial land uses. The south-eastern portion of the EPA Assessment Area included two Focus Areas where groundwater contamination as a result of electroplating activities had previously been identified:

Focus Area 1: current electroplating business (i.e. McLeod Plating) located at 4-6 Erudina Ave

Focus Area 2: former electroplating business (until 2008) located at 15-17 Arabrie Ave – currently used as a warehouse

The report summarised two previous reports* prepared for 15-17 Arabrie Ave which included the monitoring and installation of three groundwater wells (GWA to GWC) in 2007 and 2014 – elevated concentrations of boron, chromium (VI), nickel, nitrate, ammonia, C6-C9 TRH, TCE and PCE relative to one or more of the adopted assessment criteria for potable, freshwater ecosystem protection and/or irrigation use.

Scope of Work The scope of work, undertaken in April-May 2015, included: drilling of 16 targeted soil bores within PCA Focus Area 1 (SB01 to SB07) and PCA Focus

Area 2 (SB08 to SB16) to depths of up to 2 m BGL and analysis of selected soil samples for TRH, BTEX, metals, cyanide, volatile organic chlorinated compounds (VOCCs) and Vic EPA Screen analytes

installation of seven groundwater monitoring wells (MW01 to MW07) across the EPA Assessment Area to a maximum depth of 5 m BGL – wells were installed with a 3 m screen above the base

gauging and low flow sampling of the seven new wells and six existing wells (i.e. the latter within the two PCA Focus Areas) – samples were submitted for the laboratory analysis of TDS, metals, TRH, BTEXN (i.e. including naphthalene), VOCCs, cyanide, nutrients (nitrate, nitrite, ammonia), major cations/anions and natural attenuation (NA) parameters

aquifer permeability (slug) testing of six wells along the approximate (inferred) centreline of the groundwater contaminant plume

installation of soil vapour sampling points at 12 locations (VP01 to VP12), including three clustered locations with probes at 1.7 and 1 m BGL as well as sub-slab pins and the remainder of the probes at 1.5 m BGL; soil samples were collected for the analysis of moisture and grain size distribution during drilling

sampling of soil vapour at eight locations (four were unable to be sampled) using summa canisters (TO-15) and thermal desorption tube (TO-17) methods for VOCCs and petroleum-related contaminants; general gases were also sampled; and

outdoor air sampling, using Radiello® samplers, at three locations including the eastern boundary of PCA Focus Area 1, the western boundary of PCA Focus Area 2 and an up-gradient (hydraulically) direction, approximately 20 m south-east of PCA Focus Area 1 – samplers were analysed for a range of VOCs and summa canisters (TO-15) and thermal desorption tube (TO-17) methods for VOCCs and petroleum-related contaminants.

Soil Findings The soil profile was described as including fill materials (silty sand and silty clay containing inclusions of concrete, brick, ash/cinders, crushed rock and possible asbestos containing material (ACM) fragments to depths of between 0.2 and 0.6 m BGL. Underlying natural soils included dark brown and red brown silty clays. A hydrocarbon odour was noted between 0.6 and 2 m BGL at one location (SB3) in PCA Focus Area 1 whereas solvent odours were recorded in subsurface soils (to the base depth of drilling at 2 m BGL) at two locations (SB13 and SB14) in PCA Focus Area 2 – elevated PID readings were also recorded within these two soil bores. The laboratory analytical results obtained for PCA Focus Area 1 were all below the adopted assessment criteria. The laboratory analytical results obtained for PCA Focus Area 2 included the following (relative to criteria for commercial/industrial land use derived from NEPM (1999) unless otherwise specified): concentrations of metals (total chromium, copper, nickel, zinc) above the adopted

ecological investigation levels (EILs) and, in the case of nickel, the adopted health investigation level (HIL) – with the exception of zinc which was also elevated in natural soils, these metal concentrations were detected in fill materials

concentrations of >C10-C16 and >C16-C34 TRH above the adopted ecological screening levels (ESLs) and/or management limits; and

concentrations of TCE and/or PCE above the adopted USEPA regional screening levels (i.e. to a depth of 0.7 m BGL in SB14).

Groundwater Findings Measured groundwater salinity beneath the EPA Assessment Area ranged from 2,400 to 3,900 mg/L TDS and pH (as measured in the field) ranged from 7.2 to 7.6. No sheen or NAPL were observed during sampling. Measured SWLs ranged from about 2.4 to 3.2 m BGL and a north-westerly groundwater flow direction was inferred, with a hydraulic gradient of 0.009. Slug testing indicated that aquifer permeability results (K) ranged from 0.4 to 1.45 m/day, with an average of 0.93 m/day. The effective porosity (based on published data for a sandy aquifer) was assumed to be 0.2 and the groundwater flow velocity within the Q1 aquifer was estimated at approximately 15 m/year. The laboratory analytical results indicated that the groundwater within one or more wells contained the following: elevated concentrations of PCE (up to 12 mg/L) and/or TCE (up to 0.52 mg/L), relative to

the adopted potable and/or recreational criteria, were detected in seven wells, located both within, and external to, the PCA Focus Areas, with the highest concentrations beneath PCA Focus Area 2

the concentrations of nutrients (nitrate, ammonia and/or total oxidised nitrogen), sodium and/or chloride were above the adopted freshwater ecosystem protection and/or recreational guidelines at some locations; and

boron (1.7 to 4.5 mg/L), chromium(VI) (0.043 to 2.1 mg/L), cobalt (0.054 to 0.12 mg/L), lead (0.013 mg/L), nickel (0.032 to 0.64 mg/L) and selenium (0.006 to 0.033 mg/L) concentrations at various locations exceeded the adopted guidelines for freshwater ecosystem protection, irrigation, recreation and/or potable use.

Soil Vapour Findings The results of the soil vapour sampling included elevated concentrations of cis-1,2 DCE (120 to 15,000 µg/m3), TCE (21 to 3,100,100 µg/m3) and PCE (9,200 to 270,000 µg/m3) relative to the NEPM (1999) interim HILs for residential and/or commercial/industrial land use – although the maximum concentrations of contaminants were detected within the two PCA Focus Areas, TCE concentrations were above the interim HIL for residential land use across the EPA Assessment Area. The high laboratory limits of reporting (LOR) for vinyl chloride made the results difficult to interpret. The Vapour Intrusion Risk Assessment (VIRA), with respect to VOCC (i.e. PCE, TCE, cis-1,2 DCE and vinyl chloride) concentrations detected in soil vapour (as arising from both soil and groundwater contamination), considered residential land use (low density housing with slab on ground construction and no basements) across residential parts of the EPA Assessment Area as well as adult workers in the two PCA Focus Areas. The results indicated the following: the risk to residents within the EPA Assessment Area from VOCC vapour intrusion were at,

or just below, the target risks but this was based on only limited information (i.e. along the centre-line of the assumed groundwater plume – possibly not associated with maximum groundwater concentrations) and further assessment was considered to be warranted; and

VOCC vapour intrusion posed an unacceptable risk to workers (including full-time, part-time and casual) inside buildings located within the PCA Focus Areas.

Outdoor Air Findings Although a number of volatile compounds (the majority of which were fuel-related compounds) were detected at all three sampling locations, there was no discernible pattern.

Comments The extent of the VOCC groundwater impacts to the north-west of the two PCA Focus Areas was not delineated and potential vapour intrusion risks to residents were considered to be uncertain and worthy of further assessment. The natural soil profile is dominated by low to high plasticity silty clays, with plasticity often observed to increase with depth. Occasional gravels and or minor sand layers/pockets were noted but did not appear to be significant in terms of potential preferential pathways.
