SC Wing 2018 Fiscal Year Report, 1 Oct 2017 to 30 Sep 2018

SCWG Airmen,

When I review this annual report I see pictures of Airmen

working together in service to others—Airmen who are the

heart and soul of our wing. You are valued Auxiliary Airmen of

the Air Force; daily you demonstrate the very best of what Civil

Air Patrol offers.

Key highlights for this very busy year include outstanding suc-

cess in high profile missions such as America’s Shield in Decem-

ber, the rocketry emersion program in March, Crosstell (multi-

agency defense exercise) in June, encampment in July, Hurricane

Florence disaster response in September and cadet orientation

flights throughout the year. Pilots, aircrews and ground teams

have conducted vital search and rescue missions. Quarterly we

have participated in focused training exercises. Weekly, local

squadrons have conducted training and led in special activities

which prepare our senior members and cadets for success.

I am amazed and pleased by your contributions which are

responsible for the success of

your brother and sister Airmen.

I love you for this selfless

service to others and for your

role in training our nation’s

future leaders. You inspire

those who see you serve.

I extend my heartfelt appreciation and thank you to each one of

you for the work you are doing daily to ensure the success of our

wing, as we work together to support the missions of Civil Air

Patrol.

Semper Vigilans,

Col Safley

In January, several SCWG

Squadrons participated in a

field trip to Embry-Riddle

Aeronautical University. Cadets

had the opportunity to learn

about aerospace and aviation

opportunities, ROTC, and were

able to see behind the scenes

areas at Canaveral Air Force Base.

According to Boeing, the New Pilot Demand from 2018-

2037 worldwide is 780,000, with 206,000 of those pilot

positions needing filled in the United States. Shortages

in all areas of aviation—from aviation business to

airplane maintenance—are predicted in the years to

come. CAP is reaching students with the message of

aerospace and aviation education on a weekly basis.

Cadet Programs

SCWG was represented at several National

Cadet Special Activities including National

Blue Beret, Cyberdefense Academy, Honor

Guard Academy, Region Cadet Leadership

School, National Flight Academy and the

basic & advanced Pararescue and Survival

Orientation Course. SCWG Cadets also

attended National Legislative Day in

Washington, D.C., in February.

Seven Composite and Cadet Squadrons

in the SCWG received the National

Quality Cadet Unit Award for 2018.

Emergency Services

Cadets and Senior Members learn

basic first aid, working with air

crews to perform ground searches

and communicating using radios.

Frequent training across the state

results in the ability for the SCWG

to field ground teams and air

crews when called upon.

The Air Force Rescue

Command Center credits

the SCWG with 12 missions

and 8 “finds” in 2018, for

which the ribbon above is

awarded.

Two trainings in

different parts of the

state on the weekend

of September 7-9

ensured that SCWG

resources and

personnel were ready

for Hurricane Florence

Missions in the air and

on the ground.

Emergency Services

SCWG was one of the first Civil Air Patrol

wings to use the new FEMA App for

measuring high-water marks. The digital

app combines “boots on the ground” with

immediate access reporting to give

accurate and precise information about

water levels once they have receded.

Above, a senior member attaches a

VIRB camera for a photography

mission, as cadets work the

communication radios (left).

Senior members completed

photography missions, staffed

the Air Operations & Ground

Operations Branches, worked

as pilots, and served in so

many other ways in response

to Hurricane Florence

throughout September 2018.

FY 18 Financial

Snapshot

12

Thirty-eight percent of the 2018 budget was collected and

allocated for the Cadet Programs mission. This mission

also crosses over into the other two Civil Air Patrol

mission— Aerospace Education and Emergency

Services. Operating overhead covered the wing facility

expenditures and other office related expenses.

Fiscal restraint that was implemented early in the

budget year had a positive impact on the financial

health of the SC Wing through the end of the year.

This has created additional opportunities for the

coming year.
