INTRODUCTION

Africa posed uniquely difficult challenges for the United States in the early1960s. A product of powerful and constantly shifting crosscurrents, Africa wasinextricably linked to the emerging civil rights movement in America, and U.S.government policies toward one country had to be calculated for possibleimpact on another. Decolonization surged in Africa in the early part of thedecade—seventeen new nations were formed in 1960 alone. For a time,these new nations seemed likely to become a major battleground in the coldwar, and the United States set out to cultivate their friendship.

Seeking to win friends in the Third World, the Kennedy administrationattempted a sharp break with the policies of its predecessors, endorsing localnationalism and even accepting cold war neutralism; however, Kennedy’sAfrican policies ran up against numerous problems. America’s Europeanallies were colonial powers in Africa and therefore the major antagonists ofAfrican nationalism, and the United States could not take one side withoutoffending the other. Often it took a middle position that offended both. Inaddition, American efforts to identify with African nationalism were hinderedby the persistence of segregationist institutions and racial conflict in theUnited States. Thus, the Kennedy administration’s efforts to cultivate goodwill in Africa enjoyed only limited success.

Perhaps the most intractable and explosive of Africa’s multifariousproblems was the white minority government of South Africa. Black Africansand American black leaders condemned the South African government’spractice of apartheid, and in 1962 the United Nations (UN) General Assemblyurged member states to boycott South Africa diplomatically and economically.A number of member states even sought to expel South Africa from the UN.From the outset, the United States opposed South Africa’s policies ofapartheid in principle, but it refused to join those nations who openlycondemned South Africa. U.S. officials supported antiapartheid resolutions inthe UN, with some qualification, but they opposed economic sanctionsagainst South Africa. The Kennedy administration was skeptical of the valueand effectiveness of sanctions and feared possible loss of military trackingstations in South Africa. Indeed, U.S. trade with South Africa boomed duringthe 1960s. By the middle of the decade, U.S. investments there had risen toaround $650 million, and the United States purchased numerous minerals ofstrategic importance. Ultimately, to avert a widespread UN trade embargo,the United States pledged to sell no arms to South Africa after January 1963.

This new addition to the Central Files on South Africa contains a widevariety of materials from American diplomats and officials in South Africa,including special reports on political and military affairs; studies and statisticalanalyses on socioeconomic matters; interviews and minutes of meetings withforeign government officials and prominent citizens; claims and other legaldocuments; full texts of important letters, instructions, and cables sent andreceived by U.S. diplomatic personnel; and reports, pamphlets, and excerptsfrom foreign journals and newspapers. In addition, there are countless high-level foreign government documents, including speeches, memoranda, officialreports, and transcripts of political meetings and assemblies.

The 1960–January 1963 records offer new insights and researchopportunities in the history, government, and socioeconomic development ofSouth Africa. These Central Files contain valuable documentation on a widerange of important subjects: political parties and elections, human rights,racial relations, social unrest, government administration, fiscal and monetaryissues, public health and sanitation, housing, national defense, foreign policy,education, religion, culture, trade, natural resources, and industry. On thesesubjects and many others, the Central Files on South Africa offerauthoritative, in-depth, and timely documentation and analysis.

SCOPE AND CONTENT NOTEConfidential U.S. State Department Central Files, 1960–January 1963

The U.S. State Department Central Files are the definitive source ofAmerican diplomatic reporting on political, military, social, and economicdevelopments throughout the world in the twentieth century. Surpassing thescope of the State Department’s Foreign Relations of the United States(FRUS) series, the Central Files provide extensive coverage of all political,military, social, and economic matters relating to a particular country and/orworld event.

The State Department Central Files for 1960–January 1963 cover a crucialperiod in U.S. and world history. Each part of the 1960–January 1963 seriescontains a wide range of primary materials: special reports and observationson political and military affairs; studies and statistics on socioeconomicmatters; interviews and minutes of meetings with U.S. and foreigngovernment officials and leaders; legal and claims documentation; full texts ofimportant letters and cables sent and received by U.S. diplomats andembassy personnel; reports, news clippings, and translations from journalsand newspapers; and countless high-level/head of state governmentdocuments, including speeches, memoranda, official reports, aide-mémoire,and transcripts of political meetings and assemblies.

In addition, these records offer new insights into the evolution of Americanforeign policy toward both allies and adversaries and into the shaping of thepolicies of these countries toward the United States. Of even greaterimportance for the study of individual countries is the comprehensive mannerin which the Central Files illuminate the internal affairs of foreign countries.There are thousands of pages arranged topically and chronologically oncrucial subjects: political parties, unrest and revolution, human rights,government administration, fiscal and monetary issues, labor, housing, policeand crime, public health and works, national defense, military equipment andsupplies, foreign policy making, wars and alliances, education, religion,culture, trade, industry, and natural resources. ORGANIZATION OF THEU.S. DEPARTMENT OF STATE

DECIMAL FILING SYSTEMFrom 1910 to 1963 the Department of State used a decimal classification

system to organize its Central Files. This system assembled and arrangedindividual documents according to their subject, with each subject having aspecific decimal code. The decimal system from 1950 to January 1963consists of ten primary classifications numbered 0 through 9, each covering abroad subject area.
