Some Guidelines for the Development of Major Infrastructure Projects based on the experience from the implementation of the ACP

Selecting the Most Appropriate Institutional Entity of Delivery

Check and Balance

Programme Management

Managing the Transition from Construction to Operation

Risk Assessment and Contingency Plan

Careful thought be given at the early stage to how a project is to be delivered.

Comparison between basic choices such as designating a Government department, commissioning a statutory organization or involving a private enterprise through certain franchise or form of agreement

Need to consider commercial viability of the project if private sector is involved the business case of the project

Clear demarcation of responsibility and authority

Out-sourcing project management to avoid over control

Ongoing reviews during the design and construction stages

Early involvement of the operation team or the users and formal handing over of systems to the operation team

Confirming readiness all around

Check and Balance

Use of well-defined critical milestones as project decision points

A master programme for overview and tracking of progress

Critical item reporting Matching the construction programme

with the commissioning programme

Programme Management

19

Transitional activities such as testing, commissioning, training and trail runs should form part of the master programme

Ample time allowed for each phase of activities

Any compression of the timetable should be critically reviewed by both the project team and the operation team

Overall charge by an officer with suitable experience with professional support

Managing the Transition from Construction to Operaion

Operation Team should consider an overall risk assessment

There should be in place comprehensive contingency plans, prepared in consultation with all concerned parties and fully tried out, to deal with unexpected situations

Particular attention be given to the possible snowballing effects of relatively minor problems.

Protection of the Harbour Ordinance

Section 3 provides:The harbour is to be protected and preserved as a

special public asset and a natural heritage of Hong Kong people, and for that purpose there shall be a presumption against reclamation in the harbour.

1) All public officers and public bodies shall have regard to the principle stated in subsection (1) for guidance in the exercise of any powers vested in them.

Court of Final Appeal Judgment on Draft Wan Chai North OZP (Jan 2004)

Public needs would of course be community needs. They would include the economic, environmental and social needs of the community. In considering what is a reasonable alternative, all circumstances should be considered. These would include the economic, environmental and social implications of each alternative. The costas well as the time and delay involved would be relevant.

Consensus Building

Central to our future development is our ability to build consensus, and, in the event that there is no clear consensus, the pursuit of the most justifiable course of action that can stand up to public scrutiny.

In project management, the challenge in front of us is to go beyond the technical level of problem solving, but to comprehensively evaluate the benefits to the community, and to recommend the best way for their realization through consensus building.
