1. CALL TO ORDER & INTRODUCTION

The meeting of the AB 939 Solid Waste & Recycling Technical Working Group (TWG) was called to order by Chair Frankie Riddle at 3:04 p.m. on September 13, 2010. Roll call was taken and it was determined that a quorum was present. 7. ELECTION OF CHAIR AND VICE CHAIR FOR FY 2010/2011 Katie Barrows opened up nominations for Chair. Frankie Riddle was re-nominated and

nominations were closed. It was moved by Susan Weisbart and seconded by Deanna Pressgrove to re-

nominate Frankie Riddle as Chair for FY 2010/2011. The motion carried. Chair Frankie Riddle opened up nominations for Vice Chair. Deanna Pressgrove

volunteered to serve as Vice Chair and nominations were closed. It was moved by Susan Weisbart and seconded by Jim Rodkey to nominate

Deanna Pressgrove as Vice Chair for FY 2010/2011. The motion carried. 8. USED OIL PROGRAM UPDATE

Debbie Morris with HF&H addressed the Used Oil Program strategy and budget and discussed the alternatives brought before the Used Oil Subcommittee for the upcoming year. Further discussion ensued. CalRecycle has switched from an advance payment of used oil funds to an oil

payment reimbursement program. Summary of budget cycles and 15th cycle reduction Amount for this year is still being determined – haven’t absolutely determined new

amount yet. Discussion of Oil Payment Program:

a. CVAG should be getting approximately $81,000 through oil payment program b. Funds remaining under from 15th cycle $32,000 c. Have about $113,000 to spend for this year d. Under new program money has to be spent in 24 months (no longer 3 cycles

open at the same time) e. Remaining approximately $13,000

Used Oil Subcommittee discussion and other alternatives a. regarding the Regional Program and the City of Indio choosing not to

participate b. Potential for Palm Desert to participate in the Regional Program

Additional alternatives a. Encourage the use of re-refined oil which is now available on the market b. Offer coupons to dealers or to lube shops that are certified centers c. Work with Auto Zone, Kragen d. Satisfy requirements with CalRecycle regarding $5 off for a free filter e. Debbie Morris will determine if some of the suggested alternatives are

“doable” under requirements of CalRecycle f. Debbie Morris will discuss what other cities are doing and discuss at the next

meeting; i.e., City of Rancho Palos Verdes. g. Debbie will also look into all options for advertising and budget h. A schedule of event dates and locations will be put together by Debbie;

9. PRESENTATION ON MANDATORY COMMERCIAL RECYCLING REGULATION UPDATE Debbie Morris updated the TWG with a presentation on the Mandatory Commercial Recycling Regulation. HF&H was retained by CalRecycle to do a cost analysis to haul, process and market the varying amounts of the commercial recycling to be gathered under the Commercial Recycling Regulation. Debbie Morris covered the following points in her presentation and provided handouts to the committee: • Background of AB 32, reducing GHG emissions, and 68% of waste disposed by

commercial sector • Regulatory Requirements: businesses and multi-family properties and requirements

for local governments • Thresholds by businesses or muti-family and jurisdictions • Enforcement by local jurisdictions; • Education and outreach • Reporting Requirements: Jurisdictions via AB 939 Annual Reports • Exemptions; Infrastructure; AB 737 • Next Steps: stakeholder workshop on 9/21/10; web address for more information at:

calrecycle.ca.gov/Climate/Recycling 10. COORDINATION AND IMPLEMENTATION OF WASTE TIRE RECYCLING EVENT

PROGRAM Jacob Alvarez reported on approved funding through CalRecycle for a Waste Tire Recycling Grant Program. The Program will provide for 11 events throughout the Coachella Valley from October 2010 to May of 2011. Staff thanked Frankie Riddle, Deanna Pressgrove and Mayor Pro Tem Ben Godfrey for participating in the interview selection panel. Consultants under consideration were HF&H and KJServices Environmental Consulting. KJServices was recommended for this program. The term of the contract with KJ Services will be for one year from September 30, 2010 to September 30, 2011. Discussion ensued regarding the formation of a Waste Tire Subcommittee and for volunteers interested in participating on the subcommittee. Committee members Jim Rodkey, Bret Plumlee, Deanna Pressgrove, Sara Toyoda and Frankie Riddle volunteered to participate on the subcommittee. Staff indicated that a follow-up contact would be made with the City of Coachella asking for their participation since one of the waste tire events would be held in Coachella. Katie Barrows thanked Chair Frankie Riddle for playing a significant role in helping with the grant application process.

• Deanna Pressgrove inquired about legislation regarding plastic bags. Jacob Alvarez informed the TWG that the legislation did not pass.

IT WAS MOVED BY BRET PLUMLEE AND SECONDED BY GARY CALHOUN TO APPROVE THE MAY 10TH AND JULY 12 MINUTES. THE MOTION PASSED WITH ABSTENTIONS FROM: i) CITY OF INDIO ABSTAINED ON THE MAY 10TH MINUTES; ii) THE CITIES OF BLYTHE, CATHEDRAL CITY, INDIO AND PALM DESERT

ABSTAINED ON THE JULY 12TH MINUTES.

14. ANNOUNCEMENTS • The next meeting date of the Solid Waste & Recycling Technical Working Group will

be November 8, 2010. • Diane Christiansen indicated that on Sept. 25th the DEA and County of Riverside will

be doing a state wide pharmaceutical collection program. There will be localized collection spots sponsored by law enforcement agencies. Diane Christiansen will e-mail the committee with the collection locations.

Force RECOMMENDATION: Recommend appointment of one primary member and one alternate member to the Riverside County Solid Waste Management Advisory Council BACKGROUND: The attached letter is a request from Hans Kernkamp, General Manager-Chief Engineer, of the Riverside County Waste Management Department regarding CVAG appointments to the Solid Waste Management Advisory Council/Countywide Local Task Force (LTF). The current membership and vacancies are also attached. CVAG has two positions on the Advisory Council/Local Task Force. Currently, the position held by Bruce Williams is vacant. Deanna Pressgrove is the alternate for this position. Frankie Riddle is the other CVAG representative but the alternate position is vacant. Staff requests that the Technical Working Group make a recommendation to the Energy and Environmental Resources Committee and the Executive Committee for two appointments to the Riverside County Solid Waste Management Advisory Council/Local Task Force. The TWG should recommend an individual to fill the vacant member position and an individual to fill the vacant alternate position. FISCAL ANALYSIS: Information only.

RE: Used Oil Program Update BACKGROUND: The following is an update on tasks completed and in-process for the Fiscal Year 2011 Used Oil Program. Also included in this status report is the FY 2011 Program budget, and discussion items from previous Technical Working Group meetings. Used Oil Program Update Pre-Event Coordination HF&H is receiving quotes for radio advertising, promotional items, and printing HF&H distributed event surveys to participating cities Used Oil Filter Exchange Events Upon receipt of event surveys from all participating cities, HF&H will prepare the 2011 event

schedule. Subsequent to schedule development and approval, HF&H will coordinate event dates with

Autozone. Event Advertising HF&H will coordinate a drawing contest with local schools for the design of the 2011 used

oil filter exchange event flyers. HF&H will contact Spanish language and local newspapers for event advertising

opportunities. HF&H will forward complete event schedule to all participating cities for inclusion on city

websites. HF&H will contact Time Warner Cable to evaluate advertising opportunity.

Public Education HF&H surveyed by telephone 26 auto dealerships, and 25 oil change and auto part stores

in the Coachella Valley to inquire as to whether they offer re-refined oil to their customers, and/or will offer it upon request by the customer. Will discuss findings from survey and CalRecycle response during meeting.

HF&H will research the opportunities to promote the use of synthetic oil and high-efficiency oil filters.

HF&H will produce 6 newspaper articles with topics such as: The 3,000 mile myth; use of synthetic oil, and high-efficiency oil filters.

FISCAL ANALYSIS: As shown in the table below, CVAG will be receiving $9,663 more than was originally estimated for 2010/2011 grant funds. This is due to a reduction in the per capita amount of OPP Cycle 1 grants than was originally estimated by CalRecycle, and the distribution of additional funds collected by CalRecycle, but not distributed in a previous grant cycle.
