RULES OF ENGAGEMENT
Waste, trash, garbage = waste you put in your garbage container Recyclables, Recycling = recyclables you put in your recycling container Yard waste, food scraps = organics Bulky waste = oversized waste that won’t fit in your container HHW = Household Hazardous Waste you bring to the HEC3
(Household Electronics Chemical Collection Center) or mobile events WTE = Waste to Energy, processes waste to create renewable energy MRF = Material Recovery Facility, sorting recyclables

WHAT CAN WE DO
END GOAL – ZERO WASTE TO LANDFILL HOW DO WE GET THERE?
Minimize how much waste is generated
Maximize how much is recycled, diverted, processed
Responsibly manage what is left over
Eventually, nothing left over for landfill
EXISTING PROGRAMS
SOME OF WHAT WE ARE LOOKING AT WITH THE MASTER PLAN EFFORTS
Recycling processing capacity
Anaerobic digestion/composting
Ash reuse – construction products
Bulky waste recovery and processing
Regional cooperation
WTE processing capacity
Standardizing services
We buy things that come in packaging. Sometimes we buy more than we use.
By 2048, 2.5 million tons of waste are projected to be generated in Pinellas County.
WASTE IS GENERATED
What do you do to reduce waste and home or work?
WASTE IS GENERATED
What else can be done to promote waste reduction and reuse?
WASTE IS GENERATED
What role should businesses have to reduce and divert waste?
WASTE IS GENERATED
At curbside, at a centrally located dumpster, or dropped off at the disposal site.
Municipalities have one hauler to provide services to residential customers.
Unincorporated Area has eight licensed haulers. Residents choose which one to use or bring waste to the Facility.
COLLECTION SERVICES
COLLECTION SERVICES
Do you live in the unincorporated area of the County?
If so, would you prefer standardized services?
COLLECTION SERVICESLealman Example:• Area wide competitive procurement• Lowered costs• Reduced traffic• Lowered impacts
Would you support the County researching the same approach for the remainder of the Unincorporated Areas?
COLLECTION SERVICES
If you live in a city, what would you change about your collection service?
What do you currently do with your recyclables?
RECYCLING COLLECTION SERVICES
Do you think residentsshould be required to participate in a recycling program?
RECYCLING COLLECTION SERVICES
Do you think businessesshould be required to participate in a recycling program?
RECYCLING COLLECTION SERVICES
Recyclables go to a processing facility (MRF) to be sorted and sold to end markets.
RECYCLABLES ARE PROCESSED
Contamination is a BIG problem today.
What do you think recycling contamination is?
How do you think contamination impacts recycling?
What do you do when you don’t know if something can be recycled?
RECYCLABLES ARE PROCESSED
What could be done to help residents and businesses “recycle right”?
RECYCLABLES ARE PROCESSED
Waste goes to the WTE facility to be turned into renewable energy.
WASTE IS PROCESSED
Would you support increased capacity of processing technologies to manage growth?
WASTE IS PROCESSED
END MARKETS
Traditional recycling • Conserve resources• Sold to commodity markets
Processing waste at a WTE• renewable energy sold to
electrical market• ash residuals can be reused or
recycled and metal residuals can be recycled and sold
END MARKETS
Yard waste and food scraps
WHAT ABOUT ORGANICS
What do you do with yard waste?
WHAT ABOUT ORGANICS
What do you do with food scraps?
WHAT ABOUT ORGANICS
Do you think grocery stores and restaurants should divert food scraps?
WHAT ABOUT ORGANICS
Would you favor restaurants or businesses that recycled food scraps?
What if this increased costs?
WHAT ABOUT ORGANICS
Would you participate in a curbside collection for food scraps?
What if there was a fee for this service?
WHAT ABOUT ORGANICS
Cell phones, computers, televisions
WHAT ABOUT ELECTRONICS
What do you currently do with electronics?
WHAT ABOUT ELECTRONICS
What do you wish you could do with electronics?

What is the best way to communicate with you?• A to Z guide• Social media• Print Ads• Nextdoor• Radio• TV• Other?
