The Delegación de Deportes y Tiempo Libre del Ayuntamiento de Roquetas de Mar has organised a Rafting Day for May 13. This is part of the Programa de Actividades en la Naturaleza planned for this year.     The Delegacin de Deportes y Tiempo Libre del Ayuntamiento de Roquetas de Mar has organised a Rafting Day for May 13. This is part of the Programa de Actividades en la Naturaleza planned for this year.

    Participants will undertake the descent of a river in a rubber dinghy of the zodiac type, clad in a wetsuit and equipped with a paddle or oar and a helmet. The descent will include white water, but always with the best guarantees of security.

    287,000 euros in grants have been approved for ten projects in the Almanzora Valley. The modernisation of a mill and improvments to a warehouse for the drying of hams will generate 13 jobs in the region.

    The Consejo Territorial of the Grupo de Desarrollo Rural del Almanzora has approved subsidies of 287,000 euros for ten projects in the region together with an investment of 647,000 euros which will allow for the maintenance of eight jobs and the creation of five new jobs.

    One project which will generate employment (maintain 3 jobs and create three further) is for the improvement and modernisation of the Llano Oliva mill.

    The project, with an investment of more than 217,000 euros and a public subsidy of almost 67,000 euros, involves expanding and improving the process of receiving, cleaning and storing the olive oil produced. The main objectives are; to increase the oil quality, improve management of by-products, and diversify the packaging with the aim of accessing new markets and reducing fossil fuel consumption through the installation of a biomass hot water boiler.

    Segura, a ham drying factory in Seron, is to purchase equipment which will improve the products, the services and the image of the business. The project, with an investment of 107,000 euros and a proposal for grant of more than 31,600 euros, will maintain 5 jobs.

    Other projects include; Improvements to the football field at Olula del Rio, with the construction of bleachers (37,166 euro grant). An extension of Municipal gym equipment at Tjoja (50,847 euro grant). Playground improvement and expansion at Alcontar (10,644 and 7,234 euros respectively). Improvements to the Calle Real, Armua de Almanzora, with the burial of power lines (15,265 euros), and the construction of a pista de pdel in Oria (13,446 euros).

    The fourteen consistories of the Association of Municipalities of the Levant have said Yes to the Hotel Algarrobico. All the members have unanimously approved the motion by the City of Carboneras, to agree on measures that make possible the conclusion and revival of the hotel half built by the Sun Azata.

    The Presidente of the Mancomunidad, and Alcalde of Hurcal Overa, Domingo Fernndez (PP), reported that the support has been unanimous. He noted that the responsibility to defend this proposal fell upon the teniente de alcalde de Carboneras, Salvador Alarcn (PP), who should refer the same to the Board of Andalucia.

    Potential new clues in the Madeleine McCann case have been passed to British detectives on the fifth anniversary of her disappearance.

    Logs of around 100 pieces of information sent to Crimestoppers have emerged that were never sent to investigators in Portugal or the UK.

    The logs contain details supplied by psychics and others who claimed to have dreamed what happened to Madeleine.

    The information was sent to a special Crimestopers hotline set up a week after Madeleine vanished in May 2007.

    For several months all of it was passed to Leicestershire police, the McCanns home force, who were investigating UK angles.

    But sources say the force was so inundated with information it asked Crimestoppers to stop sending details supplied by psychics and dreamers.

    Now it has been discovered the logs were never sent to any of the investigation teams.

    A source said the material may prove of no value at all, but it was important it was at

    least looked at.

    Psychic stuff is often very precise and is therefore easily eliminated, if nothing else, the source said.

    But sometimes it can corroborate more tangible information already in the system.

    Another source said sometimes witnesses claim to have learned details through psychic powers just to distance themselves from what they know.

    Scotland Yard said: We are in close dialogue with Crimestoppers to ensure that all material in their possession - from any source - is shared with us.

    Madeleine went missing five years ago from an apartment in the Algarve region of Portugal.

    On Wednesday, Madeleines parents told Sky News they were more hopeful than they had ever been that their daughter will be found alive.

    Kate and Gerry McCann also said they were confident the abandoned police investigation would be reopened by the Portuguese authorities soon.

    Madeleine could look today, aged nine.

    A statement issued with the photo said: As a result of evidence uncovered during the review they now believe there is a possibility Madeleine is still alive and are appealing for anyone who is able to provide direct information as to her whereabouts to contact the team.

    The three-year-old disappeared just days before her birthday from the familys holiday apartment in Praia da Luz. She has never been found.

    Low-cost airlines have come under fire for failing in their duty of care to disabled passengers.

    Numerous complaints have been received by the Spanish Committee of Representatives of Disabled Persons (CERMI) from travellers who have difficulties with movement, sight or hearing, pushing them to call for an investigation by the European Commission into whether budget flight companies comply with the relevant directives.

    The offending airlines have not been named, but CERMI stresses that according to EU rules, they are all obliged to assist disabled persons in embarking, disembarking and all other activities without discrimination of any description.

    According to CERMI, there have been proven incidences of discrimination and unsatisfactory treatment of passengers with mobility problems, and the French authorities have recently fined a cheap flight company over one such case.

    Queues At Ap7 toll booths As protestors refuse to pAy

    Huge queues built up at toll booths in the Valencian Community and Catalunya on 1st May after hundreds of drivers refused to pay tolls on the AP7 motorway, in response to the No Vull Pagar (I dont want to pay) protest movement.

    Workers at the toll booths said that they werefaced with drivers refusing to pay, many of them in cars decorated with flags and banners complaining about the cost of the tolls, and shouting that the motorways were paid for by the users years ago.

    Employees at the toll booths wrote down the number plates and DNI numbers of all those drivers who refused to pay, advising them that they could be

    fined for their action.

    In the end, there was a lot less disruption than had been anticipated, with queues only building up around the peak protest time of between 12 and 1pm.

    The protest was mainly concentrated around Catalunyas various exit points (Vilassar (c-32), Martorell (AP-7), Mollet (C-33), Manresa (C-16), Girona sur, Figueres sur, Tnels del Garraf, Amposta-Deltebre, Ulldecona-Vinars, Terrassa-Les Fonts y Reus), with additional protests being seen at Algemes, Sagunto and Castelln in the Valencian Community.

    According to the protest movement Prou Peatges, 1,500 people have refused to pay at the toll booths over the past three weeks.

    Concerns are growing over the upcoming Euro 2012 football competition, to be held jointly in Poland and the Ukraine, after the latter has become increasing ostracised by leading European politicians over its treatment of jailed opposition leader Yulia Tymoshenko.

    Jose Manuel Barroso, president of the European Commission and EU Justice Commissioner Viviane Reding, have both said they intend to boycott the Euro 2012 tournament in Ukraine.

    Several European leaders have also cancelled visits to Ukraine amid growing concern over the alleged mistreatment of Tymoshenko, and it has been suggested that German Chancellor Angela Merkel will be the next to do so.

    The presidents of Austria, the Czech Republic, Germany, Italy and Slovenia have all pulled out of the summit of Central and East European leaders to be held in the Ukrainian city of Yalta on May 11th & 12th.

    The imprisonment of former prime minister Yulia Tymoshenko, has been seen by many Western politicians as politically motivated and is just another thorn in the side of tournament organisers UEFA, who are already struggling with transport, accommodation and security issues in Ukraine, brought to a head by last Fridays bombings in Dnipropetrovsk.

    Ms Tymoshenko, who claims the Ukrainian president Viktor Yanukovych is exacting political revenge on her, is said to be on hunger strike and is allegedly very ill.

    LARGEST LAbouR DAy DEmonSTRATionS FoR yEARSThousands of people took

    to the streets across the country on 1st May to protest against the governments lates cuts, with Barcelona seeing its biggest Labour Day demonstrations for years.

    With posters and banners demanding Work, Rights and Dignity some 100,000 people, according to the trade unions (15,000

    according to the Mossos dEsquadra) converged upon the Paseo de Grcia and Ronda Sant Pere in Barcelona, filling the avenue leading up to the Cathedral, in a demonstration called by the CCOO and UGT unions and which passed off without incident.

    Far more people took part this year than last year, when the unions claimed

    a 40,000-strong following (8,000 according to the police).

    Thousands of citizens took part in other Labour Day demonstrations in Madrid, Lleida, Girona, Tarragona and Tortosa.

    The demonstrations come as Spain falls back into recession, with unemployment at an all-time high and a record number of households where eveyone of working age is on

    the dole.With this backdrop, and in

    view of the recent drastic cuts in basic services like healthcare and education, as well as the labour reform bill and tax increases planned for 2013, unions have been able to command an even greater following than ever before.

    hoARDinGA six-year-old child died last Wednesday when the

    concrete pillar supporting an advertising hoarding fell on his head whilst he was playing in the garden with his four-year-old sister.

    The child died instantly from the huge impact of the concrete pillar that hit him in the garden of his home in Sant Antoni de Portmany in Ibiza.

    Emergency services were quickly on the scene, but paramedics were unable to do anything to save the childs life.

    The childs parents, 16-year-old sister and the four year old sister, who was playing with him out in the garden at the time, are all being looked after by psychologists with the emergency services.

    compensation Wednesday after Bolivia snatched Spanish firm Red Electricas local network, raising broad concerns over foreign investment in Latin America.

    The announcement by Bolivian President Evo Morales was the second blow to corporate Spain in just 15 days, coming after Argentinas much larger expropriation of oil giant Repsols YPF subsidiary.

    Though the nationalisation of the offshoot was relatively small, it sparked fears that other populist Latin American governments, especially those facing elections, could follow suit.

    Pressure grew on Madrid to take a tough stance to deter other Latin American countries from raiding Spanish companies.

    The Spanish government does not like this kind of decision, fundamentally because we believe it is key to maintain legal security in investments in countries like Bolivia, Economy Minister Luis de Guindos said.

    Red Electricas Bolivian network, Transportadora de Electricidad (TDE), had helped the countrys economy and people, the economy minister said on the sidelines of a meeting in Brussels.

    What the Bolivian government guaranteed is that it will compensate the firm for the costs invested in the electrical grid, De Guindos told reporters in Madrids first official reaction

    Obviously it is an element that the Spanish government will keep an eye on and deal with as regards assistance for a fair price for these investments, he said.

    A European Commission spokesman added the blocs support, urging rapid and adequate compensation from Bolivia.

    Red Electrica Corp. said the nationalisation had no relevant effect on the groups results, estimating that TDE operations in Bolivia accounted for about 1.5 percent of total revenues.

    TDE, which owns and runs almost three-quarters of Bolvias electric power lines, said the value of its assets in 2005 amounted to $225 million (170 million euros).

    But shares in Red Electrica tumbled 3.59 percent to 31.71 euros in early afternoon trade on the Madrid stock exchange.

    Concerns grew in Spain, where exports and income from foreign investment are

    crucial to an economy that has plunged into recession and is struggling to cut spending to tame sharply rising debt levels.

    Next could come Ecuador, then Venezuela, lamented Arturo Fernandez, vice chairman of the Spanish Confederation of Business Organisations.

    We have invested a lot of money, work, effort, and we have fixed a lot of economic problems in these countries for them to now turn around and treat us in this way, he said.

    They are pulling our leg, attacking the weakest, Fernandez said. It seems like Spain is the baddie in the film and now its our turn to dance with the ugliest, he added.

    The government should take forceful measures.

    Francisco Pineda Zamorano, international relations lecturer at Santiago de Compostela University and author of a book on Morales, said the government should take action.

    You have to take some care in relation to elections in the next few months in Latin America, which could lead governments into this kind of action, he warned.

    The Spanish press blamed Madrid for failing to react more forcefuly to Argentine President Cristina Kirchners expropriation of YPF.

    Morales interpreted the expropriation of YPF as a sign of weakness by the Spanish government. Although it caused a few international protests, no measure was taken that really punishes the expropriator, said leading daily El Pais, noting that the Spanish state is directly concerned in Red Electricas case because it holds 20 percent of the firm.

    The conservative El Mundo agreed.

    The new expropriation adds presure to the government and leads one to think that the response to Kirchner over YPF was not sufficient, the paper said in an editorial.

    If Argentina had noted immediate punishment -- also in the international arena -- for its confiscation, Morales would certainly have thought again about yesterdays decision, it said.

    Repsol has estimated the value of its 57.4-percent stake in YPF at $10.5 billion (8.0 billion euros).

    Spanish mums spend more time with their kids in a typical day than the European average, according to a survey of women across the continent.

    Despite having the least amount of free time in the whole of the EU as shown by the same statistics a total of four-and-three-quarter hours a day is taken up with caring for, feeding and playing with their children, compared to four hours for the average mum elsewhere in Europe.

    Two-thirds say that when they have time to spare, they prefer to spend it with their children than on themselves or with friends and partners.

    According to the survey results, seven in 10 Spanish mums say their male partners helped out with childcare and housework, although still did less around the home than they did.

    Only five per cent said their husbands and boyfriends did nothing.

    The mothers interviewed said they generally felt independent, even where

    they dedicated themselves full-time to childcare and their partners worked and supported the family financially.

    A leading psychologist, Dr Vallejo Ngera, says Spanish women tended to wait an average of seven years longer nowadays before having children, since they preferred to study and start a career first in order to be able to retain their independence.

    But once they decide to have a baby, the child becomes their sole focus, says Dr Vallejo Ngera.

    Despite the recession and the obvious financial problems which bringing up a child creates, most women who decide to have a baby decide to just go for it even in the face of difficulties, with 48 per cent believing that being a good mother was more important than being comfortable financially, the psychologist adds.

    Ryanair has been forced to pay 479.49 euros in damages to a passenger they refused to allow to board a flight from Barcelona to Valladolid, after he had his wallet containing his DNI card stolen.

    Despite presenting Ryanair staff with a copy of the police theft report, a photocopy of his DNI card and his driving licence as proof of identity, Antonio R., from Granollers (Barcelona), was not allowed to fly and subsequently had to make the journey by car with all the associated additional costs involved and time wasted.

    The incident occurred on April 6th 2011. The claimant had his wallet stolen approximately two and a half hours before the flight was due to leave. He reported the theft to the police, but despite presenting Ryanair desk staff with all the relevant documentation from the police along with other forms of identification, they refused to grant

    him a boarding pass.

    Believing that his rights had been violated and after receiving no answer to his official letter of complaint to the Ryanair, Antonio R. decided to take his grievance with the airline to the State Air Security Agency (AESA) who ruled in favour of the claimant, ordering the airline to pay him 250 euros in compensation plus the cost of the ticket for unlawfully refusing to allow a passenger to board.

    Nevertheless, with no response still from Ryanair after that ruling, Antonio R. decided to take the company to court in Granollers (Barcelona), at which point the claim was increased to 479.49 euros to take into account the time wasted by having to make the journey by car.

    Faced with court action, Ryanair have now settled out of court and awarded Antonio R. the total he had claimed.

    intErior ministry savEs 3 million a month by cutting numbEr of bodyguards

    The Interior Minister calculates that the bodyguard redction plan now in operation, and affecting some 240 people being protected by private security firms in the Basque Country and Navarra, adds up to a saving of around three million euros every month.

    The plan was introduced on March 23rd and translates into the removal of 404 bodybuards (more than half of those under contract to the Interior Ministry) and 135 protective vehicles.

    The minister, Jorge Fernndez Daz, is also preparing a second plan to

    reduce the amount of security work carried out by around 3,000 police and guardia civil officers across the country, with the intencion of introducing it immediately. The idea is to reduce by half the number of officers involved in security duties, for the purpose of which a new list has been drawn up, evaluating the individual risk of each public figure.

    The Interior Ministrys intention is to adapt to the new situation in Spain in the aftermath of the ceasefire declared by ETA on October 20th last year, as well as

    introduce the cuts necessary to stay in line with the governments austerity budget.

    The Ministry is also studying replacement jobs for all the bodyguards being made redundant in the move, and has suggested they take over security positions currently carried out by around 2,000 guardia civil officers around the outside of Spanish prisons.

    In addition to reducing the number of personal bodyguards, the government is also planning to revise and redefine security operations at public buildings.

    The president of the Comunidad de Madrid, Esperanza Aguirre, has announced her intention to introduce tolls on some of the roads in her region, citing the M-501 and the M-45 specifically.

    We are going to have to put tolls on some of the roads in Madrid. They will be small, but we cannot pay for their maintenance alone, replied Aguirre when asked about recent cuts. We have a lot of

    dual carriageways... they cost us 30 millions euros a year. We dont have any choice, she continued.

    The president also revealed that she had initiated a meeting every Friday at quarter past eight in the morning, to see where we can make cuts and that she was already finding some marvellous places to save money. Ill let you know, she said, confirming that of course there are more cuts to come.

    Aguirre went on to say that far from wanting to close hospitals, as has happened in the Balearic Islands, Madrid has opened 12 new hospitals, but might have to put two beds into bedrooms designed to be for individual use.

    Another example she gave was masters degrees: Why should we pay for master degree qualifications for people with plenty of money, she asked, if the Constitution only says that basic education should be free for all... and masters are not considered basic. Aguirre also asked the question: Why are we paying for medicine for the wealthy?.

    Two Welsh tourists who stole a penguin named Dirk from a theme park following a night out have each been fined 1,000 Australian dollars (637).

    Rhys Owen Jones, 21, and Keri Mules, 20, admitted the theft when they appeared before Brisbane magistrates.

    The friends, from south Wales, broke into Sea World on Queenslands Gold Coast,

    swam with dolphins and let off a fire extinguisher in a shark enclosure.

    The pair were told the prank could have seen them end up in a morgue.

    Jones, 21, and Mules, 20, pleaded guilty to trespassing and stealing and keeping a protected animal, Australias Department of Justice said.

    Jones, reported to be a former Royal Marine and Mules, reported to be a bricklayer, were in Australia on a working holiday visa when the incident took place on 14 April.

    They got into the animal park, allegedly with an 18-year-old Australian man, after attending a beach party.

    The two Welshmen admitted snatching a seven-

    year-old fairy penguin called Dirk from an aquarium, before waking up with the flightless bird in their apartment the following day.

    The friends legal representative told Southport Magistrates court they meant the animal no harm.

    They tried to care for it by feeding it and putting it in the shower when they woke up with hangovers.

    They later released Dirk into a canal, but were spotted by locals who called police.

    Dirk was later rescued and returned to Sea World unharmed, before being reunited with partner Peaches.

    Magistrate Brian Kucks was told the tourists actions

    were immature and stupid, but there was no malice involved.

    He also heard how they had written a letter of apology to Sea World and the Australian public, and how they deeply regretted their actions.

    Mr Kucks accepted an appeal not to record convictions against the pair and fined them 1,000 Australian dollars each.

    He said: You could have found yourselves in a morgue if youd gone into the wrong enclosure.

    Perhaps next time you are at a party you will consider drinking a little less vodka.

    The 18-year-old Australian, who is facing a single charge of trespassing, had his case adjourned to 27 June.

    The European Space Agency (Esa) is to mount a billion-euro mission to Jupiter and its icy moons.

    The probe, called Juice, has just been approved at a meeting of member state delegations in Paris.

    It would be built in time for a launch in 2022, although it would be a further eight years before it reached the Jovian system.

    The mission has emerged from a five-year-long competition to find the next large class space venture in Europe.

    Juice stands for JUpiter ICy moon Explorer. The concept proposes an instrument-packed, nearly five-tonne satellite to be sent out to the Solar Systems biggest planet, to make a careful investigation of three of its biggest moons.

    The spacecraft would use the gravity of Jupiter to initiate a series of close fly-bys around Callisto and Europa, and then finally to put itself in a settled orbit around Ganymede.

    Emphasis would be put on habitability - in trying to understand whether there is any possibility that these moons could host microbial life.

    Callisto, Europa and Ganymede are all suspected to have oceans of water below their icy surfaces. As such, they may have environments conducive to simple biology.

    People probably dont realise that habitable zones dont necessarily need to be

    close to a star - in our case, close to the Sun, explained Prof Michele Dougherty, a Juice science team member from Imperial College London, UK.

    There are four conditions required for life to form. You need water; you need an energy source - so the ice can become liquid; you need the right chemistry - nitrogen, carbon, hydrogen; and the fourth thing you need is stability - a length of time that allows life to form.

    The great thing about the icy moons in the Jupiter system is that we think those four conditions might exist there; and Juice will tell us if that is the case, she told BBC News.

    The mission will cost Esa on the order of 830m euros (695m; $1.1bn) over its entire life cycle. This includes the cost of manufacturing the spacecraft bus, or chassis, launching the satellite and operating it until 2033.

    This sum does not however include Juices 11 instruments. Funding for these comes from the member states. When this money is taken into account, the final budget for Juice is expected to be just short of 1.1bn euros.

    It has not yet been decided which European nations will provide which instruments. An Announcement of Opportunity will be released this summer with a view to identifying the instrument providers by the start of next year.

    The final and formal go-ahead for Juice should be given in 2014

    The 1895 pastel was bought by an anonymous buyer at Sothebys in New York. Bidding lasted 12 minutes.

    The work is one of four in a series by the Norwegian expressionist artist and was the only one still privately owned.

    Proceeds of the sale are to go towards founding a new museum, hotel and art centre in Norway.

    Seven bidders were competing for the work, which had a starting price of $40m. The crowd broke into applause, following the sale on Wednesday.

    The sale price includes the buyers premium.

    The previous record for an artwork sold at auction was for Picassos Nude, Green Leaves, and Bust, which sold for $106.5m in 2010.

    According to Forbes, The Scream is the eighth most expensive painting sold at a private or public auction, when prices are adjusted for inflation.

    The other three versions of The Scream are all owned by Norwegian museums, but Sothebys say the version they sold is the most colourful.

    It is also the only one to include a poem by Munch on the frame, which talks of the inspiration behind the series of works.

    It reads: I was walking along a path with two friends - the sun was setting - suddenly the sky turned blood red - I paused, feeling exhausted, and leaned on the fence - there was blood and tongues of fire above the blue-black fjord and the city.

    My friends walked on, and I stood there trembling with anxiety - and I sensed an

    infinite scream passing through nature.The piece was sold by businessman Petter

    Olsen, whose father was friendly with the Norwegian artist.

    Earlier this year, Mr Olsen said he had decided to sell The Scream because he wanted to offer the rest of the world a chance to own and appreciate this remarkable work.

    After the sale, he said: I hope that the publicity given by this sale will increase public interest in Munchs work and awareness of the important message that I feel it conveys.

    The Scream, for me, shows the horrifying moment when man realises his impact on nature and the irreversible changes that he has initiated.

    Sothebys auctioneer Tobias Meyer said the painting was worth every penny.

    It is one of the great icons of art in the world and whoever bought it should be congratulated, he said.

    This evenings sale was a dream for an auctioneer and to be able to sell The Scream for over $100 million was a moment that I cherish as an auctioneer.

    The painting has become one of the famous works of art in popular culture.

    Together with the Mona Lisa, its the most famous and recognised image in art history, Michael Frahm, an art adviser with Frahm Ltd, told the Associated Press news agency.

    He added that it has been used by everyone from Warhol to Hollywood to cartoons to teacups and T-shirts.

    Two of the other versions of The Scream were stolen, in 1994 and 2004 respectively. Both were later recovered.

    We had 26 players taking part in a Best 2 competition with 2 hidden holes.

    The winners were Peter Edgington, Chris Perkins, Sylvia Green and Rudolph Galiart with a team score of 87 points.

    Last place and chocolates went to Lawrence Perkins (so first place and chocolates for the Perkins family this week), Rosemary Moody, Jan Ljung and Joan Edgington (2 weeks in a row now) with a team score of 69.

    Nearest the pin was on hole 17 and was won by Hans Ooft with a distance of 1.76m.

    Anti-pollution regulations could see an 80% rise in costs and

    consign longer routes to history

    Fares across the Channel and the North Sea will soar if rules on cleaner fuel are tightened as planned, ferry companies are warning. When internationally agreed measures take effect in 2015, some longer routes could be axed forcing holidaymakers and hauliers to drive much further.

    In a report by The Independent, Robin Wilkins, the chairman of the Association of British Travel Organisers to France, said yesterday: We will see fewer ferries, and much higher fares.

    Most ships burns low-grade fuel oil, which in its untreated form typically produces emissions containing 2 or 3 per cent sulphur dioxide the compound held responsible for acid rain.

    The limit for ships in the English Channel, the North Sea and the Baltic is 1 per cent, which is currently achieved at modest extra cost. But under Marpol Annexe VI, part of the convention on marine pollution, this level of sulphur emissions will be outlawed after 2014. The limit will be cut to just 0.1 per cent. Regulations for waters almost everywhere else in the world are more relaxed.

    The tougher rules were agreed by the International Maritime Organisation (IMO), the UN agency based in London. A spokesman said: The IMOs vision for the industry is to eliminate, or reduce to the barest minimum, all adverse environmental impacts from ships. Marpol Annexe VI exists because we want to prevent pollution.

    The trade association for the marine fuel industry is the International Bunker Industry Association. Its acting chief executive, Trevor Harrison, said: My perception is that the regulators and politicians are viewing this in the same way that they viewed the elimination of lead from fuel in cars and the introduction of catalytic converters.

    There was speculation that it could not be done right up until the last minute, when it was successfully achieved. They might be right and it may work out, but currently everything points to no, it wont.

    To meet the new limit, ships are likely to switch to diesel or low-emission fuels such as liquefied natural gas. Clean fuel currently costs about 50 per cent more than marine fuel oil. A surge in demand is expected drive the price higher and could even cause shortages in diesel, with shipping lines competing with motorists for scarce fuel if the oil companies are unable to step up production.

    DFDS Seaways, which sails from Dover to Calais and Dunkirk and across the North Sea, predicts fuel costs will rise by 80 per cent. The firms passenger director, John Crummie, said: The proposed changes will directly impact the whole supply chain and ultimately increase costs to the consumer for everything from holidays to the price of food in their supermarket.

    Chris Laming, director of communications for Britains biggest ferry operator, P&O, said Prices for the ferry-goer will have to rise across the board. That will drive thousands of HGVs to take the long way round with the unintended consequence of causing greater CO2 emissions. Wheres the sense in that?

    The government also plans to restrict natives from buying the drug by the end of the year.

    Backed by the far-right party of anti-immigrant politician Geert Wilders, the coalition government that came into power last year announced plans to curb drug tourism as part of a nationwide programme to promote health and fight crime.

    In order to tackle the nuisance and criminality associated with coffee shops and drug trafficking, the open-door policy of coffee shops will end, the Dutch health and justice ministers wrote in a letter to the countrys parliament.

    Under the new rules, only Dutch residents will be able to sign up as members of

    cannabis shops.

    Dutch customers will have to sign up for at least a years membership and each shop would be expected to have only up to 1,500 members, a justice ministry spokesman said.

    The policy will roll out in the southern provinces of Limburg, Noord Brabant and Zeeland by the end of the year and the rest of the country next year, the spokesman said.

    Amsterdam, home to about 220 coffee shops, is already in the process of closing some in its red light district.

    Some officials have resisted the measures, saying they will push the soft drug trade underground.

    Some Dutch border towns including Maastricht and Terneuzen have already restricted the sale of marijuana to foreigners.

    New car sales in Spain crashed to near 20-year lows in April as the recession hit buyers wallets, industry figures showed on Thursday.

    Sales plunged 21.7 percent from a year earlier to 56,250, said a report by the National Association of Automobile Manufacturers.

    The market shows no sign of recovery, far from it, it said.The figures marked a very sharp deterioration from March

    when new car sales fell 4.5 percent to 84,427.Last year, car sales fell 17.7 percent to 808,059 -- the lowest

    since 1993, the association said, adding that the April 2012 sales volumes were near levels not seen since the early 1990s.

    An immediate result of this continuous fall in the market is that it increases the vulnerability of our factories, association director David Barrientos said in a statement.

    Spain has no major national car manufacturer but it hosts 18 factories of 10 foreign-owned car makers, making it the second-biggest producer in Europe after France.

    Up to now, thanks to exports, our factories have kept up acceptable production levels but the economies of our main target nations are now also being hit, which threatens our growth outlook, Barrientos said.

    That could have serious consequences for employment in a country that posted a record jobless rate of 24.44 percent in the first quarter of 2012, the highest in the industrialised world.

    Things are worse than expected because the country entered recession, which leads us to predict sales of 780,000 units this year, 3.5 percent less than last year, said GANVAM sales association chairman Juan Antonio Sanchez Torres.

    Official data Monday showed Spain had fallen back into recession, barely two years after emerging from the last downturn, triggered by a global financial crisis and property bubble implosion.

    A woman from New Jersey who appears to have an obsession with fake tanning has been charged with child endangerment after taking her then five-year-old daughter into a tanning salon.

    Authorities say Patricia Krentcils daughter, now six, turned up at her primary school in Nutley, New Jersey, with a sunburn on April 24, prompting a school nurse to contact police.

    The heavily-tanned mother, 44, pleaded not guilty to the charge when she appeared

    in a Newark courtroom on Wednesday.

    Krentcils chocolate-brown hue testifies to countless hours spent under the intense ultraviolet light of a tanning bed or out in the sun soaking up rays.

    But she denied bringing her fair-skinned daughter into the tanning booth of a salon that she frequents.

    I would not permit it, she told CBS TV in New York.

    The owner of City Tropics Tanning said his staff did not see Krentcil get into the stand-

    up booth with her daughter when she came in for an April 22 tanning session.

    Of course not, said the man, who was identified only as Anthony.

    My workers wouldnt let a child go into a tanning room. She was outside with her father, he said. If she went into the tanning room I think

    she would have disintegrated. Shes a little girl.

    The owner said police never came in to speak with his workers about the incident.

    New Jersey is among several states that have adopted regulations prohibiting anyone age 14 or under from using ultraviolet devices because of the risk of skin cancer.

    As I have been awake since 3am in fact, I got up around dawn, tiptoeing across the bedroom floor so as not as to disturb the Snoring One I find this hard to swallow.

    Well, I even went downstairs and read on the sofa for a while because I couldnt nod off Im completely shattered, I counter with a massive yawn.

    He regards me blearily. Its not a competition, he says, trudging to the bathroom. And honestly, I havent had a decent nights sleep for weeks now.

    Id continue to argue the point but, frankly, Im too tired to bother.

    I think hes wrong, though it is a bit of a competition. And its not just me and him playing, is it? Across the land, I suspect many couples hold who is the tiredest of them all? championships on a daily basis.

    And if were not complaining

    to our nearest and dearest about how shattered we are, were doing it in the workplace or when we meet up with friends.

    For instance, when I recount the mornings episode over coffee with a neighbour, she in turn cant wait to tell me that shes been up for the past three nights with her poorly toddler and tiny baby.

    I can hardly walk for tiredness, she sighs. Not least, her husband on returning from four days away on business announced he was so exhausted he might have to give his weekly game of squash a miss that evening.

    Its no exaggeration to say that all of us in modern society are obsessed by sleep the quality of it, the lack of it, the amount of it, whos getting it and who isnt.

    When I edited a health magazine, you could guarantee that a coverline such as Wake Up Refreshed would see sales soar hardly surprising when research reports that 30 per cent of Britons claim to endure sleepless nights.

    But the days of being tired, yet soldiering on in stoic silence, are long gone.

    In our share-the-pain society, it seems were compelled to discuss our levels of exhaustion with anyone wholl stay awake long enough to listen its

    possibly more boring than counting sheep. Theres even a name for it: competitive

    tiredness syndrome.How are you today? you

    might ask a colleague who is slumped practically comatose across their keyboard.

    I only got an hours shut-eye last night, theyll whimper wearily. God only knows how Im going to get this report done I cant even think straight!

    Another will join in, notching it up a gear. Well, I didnt leave the office until nine last night and then stayed awake half the night worrying about stuff Im delirious.

    And one more for good measure, this time cunningly introducing illness to gain extra points: I shouldnt even be here! This cough means I havent slept for four nights.

    Much of this need to relay our tales of tiredness in (exhaustive) detail is reflective of the way we live now, says counsellor Dr Andrew Reeves.

    Society values hard work and sacrifice, he says. What better way to show how determined we are to do our bit than through exhaustion?

    Were hard-wired to be competitive anyway even a race to the bottom can be hard to resist so plodding on regardless is a way of saying: Not only have I got an incredibly stressful life already and am working hard, but Im doing it on hardly any sleep, too!

    Professor Jim Horne of the Sleep Research Centre in Loughborough agrees.

    Tiredness and sleepiness are two very different things, he says. You might feel permanently exhausted because youre stressed or weary which is nothing to do with lack of sleep, even if you think it is.

    This is partly, he says, because we need less shut-eye than is commonly believed, and panic if we dont get it.

    But if youre not falling asleep during the day, youre not deprived of sleep, he says. Everyone talks about the magical eight hours, but most of us dont get that and dont need it.

    Well, thats all right then. Next time Im tossing and turning in the wee small hours, wondering where the hell Mr Sandman has got to again (hes so unreliable), I will not panic. And even if the following day I look like Whistlers Mother and have the energy of a sloth, Ill resist the urge to tell everyone why.

    Anyway, this fixation on sleep is no new thing. Professor Horne reveals every generation has endured insomnia issues.

    The Victorians may not have discussed their tiredness over afternoon tea, but youve only got to look at advertisements from that era promoting various remedies to realise they were as obsessed as we are with sleep, he says. That, and their bowels.

    I suppose we should be grateful! At least, were not discussing that ad nauseam by the water cooler every morning. Indeed, the very thought of it is enough to give you sleepless nights . . .

    Thousands of deaths have been prevented in hospitals because medical staff are being more diligent about washing their hands, a study has claimed.

    The high-profile Clean Your Hands campaign to encourage doctors and nurses to use soap and water or alcohol gel between patients has saved more lives than any medical development for a generation, according to the report published in the British Medical Journal today.

    Following the launch of the drive in 2004, the amount of soap and alcoholic hand rub bought by NHS trusts almost tripled.

    Over the same period of time MRSA rates in hospitals fell by more than half, while there was a significant drop in the number of Clostridium difficile infections.

    Sheldon Paul Stone who led the study, estimated that around 10,000 lives were saved because of the campaign which encouraged medical staff to take the simple step of washing their hands.

    He added: If hand hygiene were a new drug, pharmaceutical companies would be out selling it for all they were worth.

    There were around 1,000 deaths from MRSA and 4,000 deaths from C.diff each year in the mid-2000s, with the National Audit Office estimating that it cost over 1billion a year to treat people who developed the infection.

    Rates for the superbugs MRSA rose significantly in the 1990s from just 100 a year to a peak of 7,700 in 2003 to 2004. Following the launch of the hand-washing campaign rates fell steadily each year to 1,481 cases in 2010 to 2011.

    The Clean Your Hands campaign reminded

    visitors and staff to go back to basics by scrubbing their hands before touching patients, eating food and after going to the toilet.

    Thousands of posters were put up by bedsides to drive the message home and regular checks were made to ensure hands were kept clean.

    The BMJ study found that the number of patients infected with MRSA fell from 1.88 cases per 10,000 bed days to 0.91 over the four-year period.

    Over the same time rates of C.diff infection dropped from 16.75 to 9.49 cases, while the cases of MSSA - a bacteria found on the skin - did not fall.

    The study also found that hospital trust procurement of soap and alcohol hand rub rose from a combined 21.8ml to 59.8ml per patient bed day over the period.

    The increased levels of soap in hospitals was linked to reduced rates C.diff infection, while rising levels of alcohol hand rub were associated with a reduction in MRSA cases.

    The number of MRSA infections fell to 1,114 for the period 2011-12.

    Studies in 2004 showed one in four doctors and nurses in Britain still did not wash their hands reliably between every patient.

    The campaign which ended in 2010 cost 500,000 over four years.

    Researchers from University College London Medical School and the Health Protection Agency say strong and independent associations between the rise in soap orders and the fall in infection rates remained after taking account of all other interventions.

    Two British men who have been totally blind for many years have had part of their vision restored after surgery to fit pioneering eye implants.

    They are able to perceive light and even some shapes from the devices which were fitted behind the retina.

    The men are part of a clinical trial carried out at the Oxford Eye Hospital and Kings College Hospital in London.

    Professor Robert MacLaren and Mr Tim Jackson are leading the trial.

    The two patients, Chris James and Robin Millar,

    lost their vision due to a condition known as retinitis pigmentosa, where the photoreceptor cells at the back of the eye gradually cease to function.

    The wafer-thin, 3mm square microelectronic chip has 1,500 light-sensitive pixels which take over the function of the photoreceptor rods and cones.

    The surgery involves placing it behind the retina from where a fine cable runs to a control unit under the skin behind the ear.

    It has been a tough start to life for little Yogi the wombat.

    After his mum was run over by a car, the little ball of fur was left to try and make it on his own. But fortunately help was at hand in the form of an Aussie farmer who spotted the tiny tyke in a field in Melbourne, Australia.

    At just seven and a half months old the little wombat wonder was discovered by an inquisitive alpaca who was staring at the creature. Named Yogi, the cute character is now being looked after by wildlife carer Annie Williams at Darraweit Guim Wildlife Shelter.

    The aim is to match him with another wombat to help in his development and prepare him for his ultimate release.

    Ms Williams said the tiny wombat was found in early February. She added: A couple with a property near Wandong noticed one of their alpacas staring intently at something on the ground, and when they investigated they found Yogi.

    He was only 920g but he was trying to dig a burrow. To put that in perspective, most wombats stay in their mothers pouches until they are about 3kg, and they usually live with their mother until they are about 25kg.

    cAll of the wildDogs have been a loyal companion to mankind for more than

    30,000 years.However wolves treat us a little differently - they have not

    had generations of inter-species co-operation and behaviour modification, and so they remain aloof or uneasy - if not downright aggressive - in our presence.

    To test their hypothesis that the process of domestication actually altered the genetic code of todays dogs, scientists at Eotvos University in Budapest raised a group of dog pups and a group of wolf pups by hand to see what happened.

    The researchers believed that any differences between the

    two sets of behaviour could be attributed down to genetics, not learned behaviour, on the basis their experiences in those early formative days would be roughly comparable.

    Both sets of pups were raised by humans from their fourth day after birth, before the puppies had even fully opened their eyes.

    For the next few months, the puppies were in close contact with their human foster parents nearly every hour of the day - living in human homes and sleeping with their owners at night.

    They were also bottle-fed and hand-fed, and carried in a

    pouch to keep them close to their care-giver.During those early months, they also socialised with other dogs

    and puppies, and other humans.According to Scientific American, experiments started when

    both sets of pups were nine weeks old. Food was presented to the pups, but they would need human help to get the food.

    All the animals had to do was make eye-contact with a human, and the food would be released.

    Both sets of animals at first tried to reach the food. But two minutes into the test, the dogs began to look towards the humans. This behaviour continued and after four minutes there was a statistical difference between their behaviour and that of the wolves.

    The experimenters also noted that not only did the wolves not spontaneously lift their eyes from the food to the adult, but if and when it did happen, they did not learn that eye-contact would solve their dilemma.

    An experiment carried out between four months and eleven months say the puppies presented with two other problems - obtaining food by opening a bin and obtaining food by pulling a rope. When they had mastered this trick, they were faced with the problem again, except this time it was impossible for the animal. After a few attempts, the dogs looked to their human caregivers to help them - but the wolves didnt.

    Scientific American concluded: Both dogs and wolves were equally adept at learning the two tasks, indicating that there were no group differences in terms of motivation or physical abilities, but large differences emerged when given impossible problems to solve

    In both impossible tasks, as well as in the earlier eye contact experiment, dogs instinctively shifted their attention away from the food and towards the humans.

    Despite the fact that they had been fully socialized, the wolves treated each of the situations as physical problems rather than social ones.

    Only rarely did they ever attempt to engage in a communicative problem-solving interaction with a human.

    Its not that wolves are unintelligent; its quite the opposite, in fact. Wolves are cooperative hunters, skilled at negotiating within their own social networks.

    Its just that even after being raised by humans, wolves simply do not see humans as potential social partners.

    The dogs, however, quite rapidly took a social approach to solving each problem they were given. In one sense, this is a remarkable example of tool use. Only in this case, the humans were the tools, and the dogs the tool-users.

    foreign tourists spend 9.01 billion euros in first QuArter of 2012

    In a report on Kyero.com, according to the Tourist Expenditure Survey (EGATUR) drafted by the Institute for Tourism Studies of the Ministry of Industry, Energy and Tourism, inbound tourists to Spain spent a total of 9.01 billion euros in the first quarter of 2012, which is an increase of 7.4% over the same period last year.

    Average daily spending in this period rose by 13.8% to 108 euros, while average spending per tourist rose by 4.7% to 984 euros.

    Inbound tourists to Spain spent 3.61 billion euros in March, 11.9% more than in the same month of 2011.

    The largest contribution to tourist expenditure in March 2011 was made by British tourists, who spent a total of 631 million euros in the month, which is a 10% increase over 2011. Second on the list were German tourists (spending 598 million euros a reduction of 0.6%) and third were tourists visiting from the Nordic Countries (spending 507 million euros with a year-on-year increase of 14.3%).

    By autonomous region, La Moncloa reported that Catalonia recorded the largest increase in tourist expenditure (31.2%) with total revenue of 754 million euros. This was followed by the Madrid with a 22.5% increase and revenue from inbound tourists of 380 million euros. The Canary Islands recorded the highest revenue figure (1.08 billion euros) and growth of 3.6% over March 2011.

    Average daily expenditure rose sharply by 19.3% to 115 euros.

    Germany was the top emitting market

    in the period January to March, with expenditure of 1.52 billion euros and accounting for 16.9% of the total. Expenditure from German tourists in the first three months of the year grew by 3.7% over the same period of the previous year.

    British tourists spent a total of 1.47 billion euros to March, which is 5% more than in the same period of the previous year and 16.3% of total expenditure.

    The Nordic Countries, with 10.6% growth in tourist expenditure to 1.24 billion euros, occupy third place on the list and account for 13.8% of the total.
