ForewordThe SOCSKSARGEN Area Development Project Office (ADPO), one of the locally funded projects in Mindanao under the Department of Agriculture (DA) has continuously live up to its commitment in facilitating development initiatives within the growth region. It has aided the delivery of substantial projects that led to improved market efficiency and increased volume of production of farmers through rehabilitation and construction of rural infrastructure and agri-support facilities.

For the period 2003-2008, DA has provided this office about PhP 413 million to support various development projects lined under the SOCSKSARGEN Food Security Program (FSP). And we are proud to say that ninety percent of the total projects funded under the program have already been implemented and are now enjoyed by thousands of farmers and fisherfolks in this area.

The office has also done its share in monitoring the development undertakings on major infrastructure projects such as fish port, airports, and wharves that undoubtedly gave life to the then emerging SOCSKSARGEN. Apart from that, being an active member of the Protected Area Management Board, we are grateful to have extended technical support to our partner-LGUs on environmental programs, particularly on the formulation of the management plans for the Mt. Matutum Protected Landscape and the Sarangani Bay Protected Seascape. As another fruitful year has passed, let me extend my sincere gratitude to the national government for the continued support to the SOCSKSARGEN Food Security Program, and for the recognition of Her Excellency President Gloria Macapagal-Arroyo on SOCSKSARGEN ADP’s vital role in the national economic development.

General Santos City fishing industry petitioned for the construction of a commercial fishing port.

Philippine Fisheries Development Authority submitted to the Department of Agriculture Secretary Ramon Mitra an updated proposal to construct a municipal fish port in GSC.

GOP signed 15th OECF Loan Agreement for 7 fish port program to be funded under the OECF. However, GSC was not included in the package.

In response to the request of the GSC fishing industry, Sec. Mitra ordered PFDA to conduct Pre-FS for a commercial size fish port.

Recognizing the potential of the area in fishery and aquaculture, Sec. Mitra also ordered DA and its attached agencies to study the feasibility of establishing an Agricultural Processing Center (APC) in GSC.

PFDA completed the pre-feasibility study on fishery component, which was incorporated to the pre-feasibility study on APC and presented to NEDA for approval.

NEDA Board approved the APC project proposal with fish port as a major

component. Then DA Secretary Carlos Dominguez signed a grant agreement with the Government of Singapore for the APC project feasibility study.

During this period the Department of Trade and Industry proposed to establish a Regional Industrial Center (RIC) in South Cotabato/General Santos City area. This time also the integrated area development was proposed using the dispersed concentric approach.

After Pres. Corazon C. Aquino visited and spoke before US Congress, the US Government initiated the Multi-Lateral Aid Initiative (MAI) involving several countries pledging development assistance for the Philippines. The MAI later became formally known as the Philippine Assistance Program (PAP).

Early this period, when the planned development assistance to the Philippines was known, government agencies like DTI, DPWH, DA and NGOs notably the Peoples Economic Council (PEC) in SC/GSC, met and agreed to consolidate the different agency plans into a single SC/GSC project proposal package for submission to the national government.

NEDA granted its approval to the project proposal, officially calling it as the South Cotabato-General Santos City Special Development Project.

As a result, the US Government committed to grant a total of US $180 million financial assistance for the SC/GSC projects. While the Japanese government agreed to fund the construction of the fish port through its OECF soft loan.

On July 9, 1990, the Governments of the US and the Philippines formally launched the Mindanao Development Project under the Philippine Assistance Program (PAP). Part of the agreement was the establishment of a Special Project Coordinating Office.

As a result of donor funding commitments, President Corazon C. Aquino issued Executive Order Nos. 474 and 480, series of 1991 for the creation of South Cotabato/General Santos City – Area Development Project under the Regional Development Council XI composed of a Project Board and a Project Management Unit.

The Project Board was chaired by the DA Secretary as the Cabinet Officer for Regional Development (CORD) for Region XI. NEDA Regional Director served as the Vice Chairman. Members were South Cotabato Governor, , GSC Mayor, 2-NGOs representatives from SC & GSC, RDs of NGAs – DA, DPWH, DTI, DENR.

Project Management Unit being the technical and administrative secretariat was task to undertake the day-to-day activities.

It was during the time of President Fidel V. Ramos that the people of South Cotabato voted to divide the province into 2, thus creating another province, the Sarangani Province.

The project became known as the South Cotabato / Sarangani / General Santos City – Area Development Project (SOCSARGEN – ADP)

In recognition to the success of the SC/GSC Area Development Project Office in effectively coordinating the implementation of the projects, Pres. Ramos issued Executive Order 331, Series of 1996 extending the term of ADPO to December 31, 1998.

Sultan Kudarat was included this time in the area of coverage, hence, the name: South Cotabato / Sultan Kudarat / Sarangani / General Santos City - Area Development Project (SOCSKSARGEN –ADP)

The term of SOCSKSARGEN ADPO was again extended to December 31, 2002 through EO Nos. 39 & 39-A, Series of 1998 issued by then President Joseph E. Estrada and was transferred to the Office of the President under the Flagship Programs and Projects.

EO 140, Series of 2002 was issued by Her Excellency President Gloria Macapagal-Arroyo re-extending the coordinative function of the SOCSKSARGEN ADPO to December 31, 2004 and transferred back to the Department of Agriculture as a Special Project under the Office of the Secretary.

Province of Cotabato was included in the area of coverage at this time. Hence the project became the South Cotabato /Cotabato /Sultan Kudarat /Sarangani / General Santos City – Area Development Project.

With the vital role of ADPO in various developments of key priority projects in the area, the term was again re-extended

through EO 507, series of 2006 up to December 31, 2010 by Her Excellency President Gloria Macapagal-Arroyo.

rimarily concerned at increasing agricultural production and uplifting the standard of living

of our farmers, the SOCSKSARGEN Area Development Project – Project Management Unit (ADP-PMU), through a strong and dynamic partnership with the local government units, continues to deliver the priority agri-infrastructure projects and support services under the SOCSKSARGEN Food Security Program (FSP) of the Department of Agriculture in South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos City (SOCSKSARGEN).

For the period 2003-2008, PhP 413 million has been provided by DA to support the implementation of the SOCSKSARGEN FSP. Eighty-seven (87) out of 97 projects funded under the program have already been implemented as of December 31, 2008. These include irrigation services, farm-to-market roads, postharvest equipment, marketing facilities, a research and development project and regulatory service component. Accomplishments per funding year are recorded as follows: 100% in CY 2003; 100% in CY 2004; 100% in CY 2005; 98.40% in CY 2006; and 91% in CY 2007. Pre-project implementation activities for CY 2008 funded projects are still on-going.

(1) Irrigation Development ServicesThis include rehabilitation works of irrigation systems under the NIS, RIS, and CIS of the National Irrigation Administration and Small Water Impounding Projects of LGUs that would improve efficiency in the delivery of irrigation water and increase production yield of farmers.

Thirty-one (31) of the 32 implemented irrigation development projects are already completed comprised of construction, concreting, rehabilitation, and desilting of canal lining (23,566 l.m.), construction and repair of dam and intake structures, and rehabilitation of other existing irrigation facilities.

Seventy-five percent of the projects are located in South Cotabato and Sultan Kudarat provinces, basically to increase irrigation efficiency in the major rice producing municipalities of these areas. For the entire SOCSKSARGEN area, 15,676 hectares have already been rehabilitated benefiting 11,959 farmers.

(2) Other Infrastructure/Postharvest Development ServicesEstablishment of marketing related infrastructures and facilities to enhance efficiencies in the food supply chain by improving product movement from farm to markets; provide all-weather farm-to-market roads, and appropriate postharvest facilities to minimize postharvest losses and increase effectiveness, adequacy and efficiency of the agriculture sector’s transport and logistical support system for both farm inputs and produce.

Twenty-seven (27) farm-to-market road projects comprising a total of 82 kilometers of the 125 kilometer target have been rehabilitated since 2003. Most of the road projects are located in Cotabato and Sarangani provinces having vast tracts of agricultural land suitable to high value crops. Around 140,000 individuals will be benefited upon completion of all the 40 farm-to-market roads (FMR) and 3 concrete

bridges, which include the 10 FMRs funded in CY 2008 FSP which are in the initial implementation phase. Preparation of project requirements like Program of Works, Plans and Memorandum of Agreements (MOA) is being done by the implementing LGUs. Bidding/procurement activities through DA-RFU XI will commence upon completion of the needed requirements.

Fish Landing

A Fish Landing Facility was built in Kalamansig, Sultan Kudarat in 2003 and was improved and expanded in 2004 with a goal to centralize the unloading and transporting of marine commodities in the Moro Gulf and Kalamansig Bay for revenue generation of the municipality.

Kalamansig has 1,118 units of fishing vessels with maximum carrying capacity of 3 tons, 18 units with more than 3-ton capacity, and 350 units of non-motorized bangka distributed in its 10 coastal barangays. Since the operation of the fish landing facility in 2004, the town has recorded an average of 90 Kgs of captured fish per day, to include tuna and tuna-like species. Around 1,000 fisherfolks have benefited from the project.

Public Market Building (Trading Post)

The existing Maitum Public Market Building which serves as “bagsakan” of various goods by farmers and fisherfolks could inadequately serve the volume of agri-products that are coming from the nearby municipalities such as Kiamba in Sarangani and Palimbang in Sultan Kudarat. It could only accommodate around 695 metric tons of combined commodities such as rootcrops and vegetable, marine and fishery products, livestock and poultry and high value crops. Hence, through the prioritization of LGU – Sarangani Province and Maitum, the said Public Market Building was extended in 2005 to cater to additional 606 metric tons of combined agricultural goods that would benefit 350 farmers in Maitum and an estimated of 86,173 populace in the western part of Sarangani and nearby towns in Sultan Kudarat. The project costs around PhP 4.4 million with counterpart funds from the LGU of Maitum.

Training Center

In dire need of a training center for the growing number of farmers in South Cotabato, the provincial government had proposed for the completion of its existing training center. The said facility is located inside the premises of the Provincial Scion Grove, Nursery, Research and Demonstration Farm (PSGNRDF) at Brgy. Rizal in the municipality of Banga. Several farmers’ meetings, trainings and seminars have been conducted since its completion in April 2008. It has a total floor area of 200 square meters complete with amenities and a conference room able to accommodate 40 to 60 persons per day.

Warehouse A warehouse with a total floor area of 180 sq.m. has also been constructed at the PSGNRDF in Banga, South Cotabato as a storage facility for seeds and farm inputs that are being distributed to 2,000 farmers, as well as for other farm equipment and other farm resources of the province to ensure their protection, usefulness and longevity.

In 2005, a rubber nursery was upgraded in Amas, Kidapawan City which consisted of construction of perimeter fence, fabrication and installation of elevated water tank, piping system and an administrative building with a total project cost of PhP 500,000.00. Five hectares of rubber nursery have been irrigated through this project and has helped improved the production of rubber planting materials in the province.

Further, in 2006, PhP 3.4 million was apportioned to selected LGUs to upgrade their existing nursery facilities to boost high value crop production. The municipalities of Alabel, Malungon, and Kiamba in

Sarangani; Polomolok and Banga (at the PSGNRDF) in South Cotabato; Sen. Ninoy Aquino in Sultan Kudarat are among the recipient-municipalities of the program. At the moment, 6 nursery development support infrastructure have been completed, mostly installation of drip/sprinkle irrigation facilities, water tanks and concrete nursery plots. Six (6) more will be completed in the first semester of 2009 since there had been delays in the procurement process at the LGU level due to reprogramming of cost of construction materials brought by abrupt increase of fuel and other commodities in the recent years.

Sultan Kudarat, being one of the highest rice producing provinces in the country, opted for the construction of Provincial Soils and Water Laboratory in 2005 and procurement of its equipment and facilities in 2006 costing around P10 million. Said laboratory was established in accordance with the standards set by the Soil Research and Development Center (SRDC) of the Bureau of Soils and Water Management (BSWM).

Equipped with complete and modern facilities, the said laboratory now undertakes soil fertility and water resources assessment aimed at increasing food productivity and income of farmers. Said facility is also strategically located in Tacurong City which is accessible by 153,000 farmers province-wide and by the neighboring provinces such as North Cotabato, South Cotabato and Maguindanao.

On the other hand, a tissue culture laboratory building was established in 2006 at the Peoples Demo Farm in Brgy. Sinawal, General Santos City in the amount of PhP1.766 million with LGU counterpart. The city funded for the installation of electrical supplies and laboratory equipment and facilities to make the facility operational in 2009. The laboratory is intended for the production of quality planting materials such as banana, mushroom, and other high value commercial crops. The planting materials generated will be sold to the farmers and various clientele of the city at a reasonable price.

(3) Extension Support, Education, Training and Research and DevelopmentProvisions for techno-transfer and demonstration activities that would enhance capability and skills of farmers and fisherfolks in the growth area to produce globally competitive products, and at the same time help them become self-sufficient.

Sustainable Technology to Accelerate Rice Sufficiency (STARS) Project, Phase II

(6 Cropping Seasons: October 2005 – September 2008)

STARS Project is an R & D component of the Food Security Program aimed at helping farmers become self-sufficient through increased productivity that will invariably contribute in the country’s attainment of food security.

The STARS Project approach features the use of quality seeds from recommended rice varieties adaptable to the area and provision of trainings and lectures for capability enhancement of farmers. It is sustained through a roll-over fund amounting to PhP2.2 million apportioned

among different local government units of SOCSKSARGEN for distribution to farmers through a soft-loan basis.

The project was supervised by the Management Committee composed of members from the national government agencies such as DA-RFU XI & XII, PhilRice, NIA, PCIC, ATI, SOCSKSARGEN ADP-PMU, and the LGUs of South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City.

âSeed Production and Certification Training

Under the project, the aspiring seed growers were required to undergo a 5-day training course which focuses on seed production technologies, seed certification guidelines and procedures designed to update their knowledge and skills and make them competent as seed growers. The said training involved field practicum and field tour facilitated by the NSQCS, PhilRice, and ATI. In the entire project duration, 140 farmers have availed of the free seed production and certification training and have been provided a free training kit covering the topics of the training program.

Project Components:


â Palay Check Meeting

The Palay Check was introduced by PhilRice and was amalgamated in the STARS Project covering principal areas such as seed quality, land preparation, crop establishment, nutrient management, water management, pest management and harvest management. It is a holistic, integrated and objective approach to rice production using an integrated crop management system that promotes and balances the learning experiences of farmers and researchers and makes use of the standard key check components in all aspects of rice production.

The Palay Check System is one big topic in the meetings conducted for the farmer-beneficiaries. Its ultimate goal is to reduce the production cost of farmers, thereby increasing their profit margin.

âFarm Walks/Crop Status Monitoring

The Project Monitoring Team composed of representatives from PhilRice, BPI-NSQCS, ATI, concerned LGUs and SOCSKSARGEN ADPO, conducted the monthly crop status monitoring in every project area to check the progress of crop stand and provide technical assistance to farmers, particularly on resolving issues pertaining to pests and nutrient management.

âHarvest Festival

The primary purpose of a harvest festival is to showcase the latest and proven farming technologies that would increase rice productivity. Harvest festivals were done during harvest period at accessible project sites. These were attended by Farmer Irrigators’ Associations, other non-farmer beneficiaries, local officials, and partner agencies. The conduct of harvest festivals has been observed to have enhanced farmers’ awareness on better farming practices and technologies.

âFarmers Assembly

Farmer-beneficiaries and partner agencies are convened to discuss and address various issues and concerns in the project implementation. In this venue, farmer-beneficiaries from different areas were able to share insights and farming experiences with their co-beneficiaries. Three assemblies were conducted throughout the project implementation in Koronadal City, South Cotabato. The shared insights and experiences were believed to have helped farmers adopt and/or modify some farming technologies which are significant to improve their yield.

âTechnical Working Group Meeting

Members of the STARS Project Technical Working Group such as the Provincial Project Coordinators, City/Municipal Agriculturists and Project Technicians were convened at the end of each cropping season to discuss accomplishments and resolve issues which arose during the project implementation.

With the help various experimental tools and approaches under STARS Project, significant increase in yield has been noted in the rice production of farmer-beneficiaries. The following table shows the comparative rice production data before and after the project:

(4) Regulatory ServiceThis involves front end dimension of agricultural production, that is, the formulation and implementation of agriculture and fishery products standards. Among its components are the formulation of programs, standards and guidelines for soil and water resources conservation, development and management.

Sarangani Bay Zonification: Census of Coastal Barangay Occupants and Biophysical Coastal Resource Profile Updating and Database Management System

This project is being implemented in partnership with the local governments of General Santos City and Sarangani Province to support the management of Sarangani Bay Protected Seascape which will benefit various stakeholders, LGUs, and marginalized fisherfolks in particular. The project includes database management system of coastal barangays and bio-physical resource assessment and profiling that would generate the current bio-physical and socio-economic profile of coastal resources and serve as reference for the LGUs’ development plans.

Nine (9) coastal barangays in GSC were surveyed relative to the preparation of bio-physical and socio-economic profile of the city’s coastal resources. The draft GSC biophysical assessment and socio-economic profile would soon be reviewed by the LGU and ADPO-PMU technical staff, while final drafting of the coastal profile of Sarangani Province is still in the works due to its huge scope, covering 7 coastal municipalities with a total of 46 barangays.

(5) Information Management SystemThe SOCSKSARGEN ADP maintains and updates records, statistics, and information relative to the implementation of the SOCSKSARGEN Food Security Program and other development programs and initiatives within the growth area that can be accessed and utilized by partner-agencies, stakeholders, researchers and potential investors.

Updating of CY 2007 agri-fishery data is already complete and shall form part of the SOCSKSARGEN database and the website. Data on investments, trade and utilities have likewise been processed for profiling.

The SOCSKSARGEN ADPO website comprised of data and statistics relative to the operation of the agency was developed last year and ready to be launched in early 2009.

Moreover, the office has prepared the

SOCSKSARGEN FSP brochure showcasing the program and various food security projects. A total of 500 copies of the FSP brochure were printed and distributed to partner-agencies, LGUs, stakeholders and researchers.

Four (4) quarterly newsletters bringing the latest accomplishments on FSP and related-activities of ADPO were also published and distributed to partner-agencies, visitors and the public during the year.

(6) Policy Formulation, Planning and Advocacy ServicesThe SOCSKSARGEN ADP is composed of a Project Board chaired by the DA Secretary and a Project Management Unit (PMU) that undertakes the day-to-day activities. Members of the board are the Local Chief Executives of SOCSKSARGEN, Regional Directors and heads of offices of key NGAs in Region 12 and representatives from the business sector and Non-Government Organizations in the area.

Project Management/ AdministrativeSupport Services

The 3-year SOCSKSARGEN Integrated Food Security Program Plan is being updated annually. The CYs 2008-2010 FSP Plan originally comprising of 50 projects was cut down to 34 projects (11 in CY 2008; 13 in CY 2009; and 10 in CY 2010) due to LGU reprioritization and the recent development on the DA implementation guidelines.

Preparatory activities for the implementation of CY 2008 FSP this year took a little longer as there were changes in the implementation scheme brought by the supposed enrollment of all DA - Locally-Funded Projects (LFPs) to the Diversified Farm Income and Development Program (DFIMDP). However the SOCSKSARGEN FSP implementation arrangement

later prevailed having a more feasible cost sharing arrangement of NG 80% - LGU 20% agreeable to both DA and LGUs. Two (2) orientation-consultation meetings on DFIMDP hosted by ADPO were conducted prior to settling to the FSP implementation scheme.

Simultaneously, the CY 2008 projects were realigned to FMRs based on the new DA guidelines. Hence. all proposed non-FMR projects such as the rehabilitation of irrigation facilities and construction of post-harvest facilities were entirely scrapped. A new set of projects under the CY 2008 funds consisting of eleven (11) FMRs are now programmed for implementation. While the CYs 2009 & 2010 projects were already proposed for inclusion in the GAA. See Tables 7-8

Nineteen (19) meetings were conducted to review and validate the CY 2008 projects and assess the physical accomplishment of projects that are currently being implemented. Inauguration and project turn-over ceremonies for completed projects were likewise attended. Details/status of projects under CYs 2003-2007 are shown in Tables 1-6 on pages 33-38.

Sixty-six (66) monitoring activities were conducted by the office along with the SOCSKSARGEN Technical and Project Monitoring Team members during the year. Project status reports are prepared monthly and periodically.

Recently, preparation activities have been conducted for the proposed project evaluation next year.

Coordination and field monitoring/inspection activities were done regularly to update priority integrated projects such as the following major infrastructure in the area:

• Improvement of Makar Port Facilities, General Santos City

Expansion of R.C. Wharf and Back-Up AreaImplementation of the project commenced in February 2007 and was completed in July 2, 2008. The project includes construction of new R.C wharf, back-up area, drainage and port lighting systems, which is intended to accommodate large cargo vessel and more shipments. Total contract cost is PhP395 million funded through the PPA Corporate funds.

Construction of Passenger Terminal Building and Gate ComplexThe construction of passenger terminal building and gate complex will be implemented in 2008-2010 with an estimated project cost of P268 Million to be funded through PPA Corporate funds. The project is comprised of the passenger terminal building complete with facilities and amenities and a gate complex, road, pedestrians and parking spaces. Consultancy service for the preparation of the detailed engineering requirements is on-going.

• Construction of Ned-upper Sepaka Road, Surallah and Lake Sebu, South Cotabato

The project includes: Phase 1 - Construction of 20.72 km, 6 m wide road with 6 units box culverts, 1 unit bridge, 72 lines of RC pipes, revetment and re-channeling of Lawa River; Phase 2 – Gravelling of 20.720 km road, canal lining and slope protection.

Completed in September 2007, the road now links Brgy. Ned, Lake Sebu and Upper Sepaka, Surallah, South Cotabato, benefiting 14,086 residents of Brgy. Ned particularly the Agrarian Reform Beneficiaries (ARBs) covering 16,627 hectares and 8,537 Non-Agrarian Reform Beneficiaries (Non-ARBs).

• Repair of Existing Damaged RC Wharf, Port of Glan, Glan, Sarangani Province

The project is comprised of the demolition of the existing wharf structure, driving of new piles, reconstruction of wharf superstructure and construction of PPA field office. It was awarded to MRB Construction on July 26, 2007. Construction started on August 24, 2007 with a contract cost of nearly P20 Million funded through the PPA Corporate funds. The project was completed last April 21, 2008.

The PPA-PMO is currently proposing additional projects for the improvement of Glan Port in support to the Jose Abad Santos – Glan – Sarangani Cooperation Triangle (JAGS-CT), to include: (1) construction of 30 meters extension of RC wharf, (2) repair of existing rock causeway, and (3) construction of RoRo ramp.


• GSC Fish Port Complex Expansion

The Phase 2 expansion or improvement of the GSC Fish Port is a loan from CAMC with a revised contract cost of US $27,602,107.92. It was completed in July 2007, comprised of (-6.0) to (-10.0) m deep draft wharves construction which can now accommodate large tonnage fishing vessels, a cold storage facility, a wastewater treatment plant and power substation to augment the existing power supply, and a water supply system.

• General Santos City Airport Development

Application of a Special Patent in the name of CAAP over the 600-hectare airportThe DENR in coordination with the Civil Aviation Authority of the Philippines (CAAP, formerly ATO) - General Santos City (GSC) and the City Local Government conducted the cadastral survey for the airport property in September 2007. Bidding for the survey/relocation of points and monumentation of the airport boundaries costing PhP1.2 million was conducted in August 2008. Pre-implementation activities are on-going.

Preparation of the GSC Airport Development Master PlanCAAP has yet to update the Terms of Reference (TOR) for the formulation of the GSC Airport Master Plan. However, the formulation of the said Master Plan is dependent on the issuance of the special patent which is yet being facilitated by the CAAP.

Upgrading/Repair of GSC airport equipment and facilitieso Conversion of the electric supply at the terminal building from 277 volts to 220 volts costing PhP

496,000.00 is already completed. Additional bulbs, however, have yet to be procured.

o Installation of Manual Transfer Switch (MTS) was done last September and can now be used during power outage.

o Security fence of around 11 kilometers with an estimated cost of PhP20 M will be implemented once funding and necessary documents are completed. DOTC personnel have yet to schedule a project site inspection.

• Construction of M’lang Feeder Airport

M’lang Feeder Airport is located in Brgy. Tawan-tawan, M’lang, Cotabato. The Local Government of North Cotabato envision this facility to accommodate and transport agricultural products, primarily fruits and vegetables, from Cotabato Province to Manila and other points of destination. This project has an estimated project cost of PhP300 M. Accomplishments to date are as follows:

o 1.2 Km - airport perimeter fence o 900-meter airport runway made of macadamo Upgrading of runway (380m)o Extension of runway strip (187m x 24 m)o Expansion of apron (20m x 100m)o Construction of 420 sq.m. Terminal Building

On the other hand, the Provincial Government of Cotabato has requested additional funding of PhP30 Million from DOTC for CY 2008. It has also proposed for the improvement of the airport’s access road and establishment of water system and power line under the LGU budget.

• Industry Level Activities

In support to the area’s fishing sector, on September 3-4, 2008 we have extended technical support to the 10th National Tuna Congress (NTC) organized by the SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SFFAII). The congress’ theme was “Managing Our Tuna Resource: Exploring Opportunities and Alternatives” and topics were centered on the preservation of resources and discovering other options by the tuna and aquaculture industry to remain competitive despite of current challenges like climatic and environmental issues and declining global fish stocks.

Our office led the NTC Souvenir Program Committee which facilitated the preparation of flyers, posters, souvenir programs and kits for more than 300 participants nationwide and industry partners abroad.

• Protected Area Management Board Activities

The SOCSKSARGEN Growth area has two protected landscapes and one protected seascape. Its environmental development is anchored on the Protected Area Management Plan and Operational Guidelines and Policies outlined by the key players in the area. Environmental concerns are addressed within the NIPAS Law context, i.e. upland, urban and coastal resource management.

The office, being a member of the Protected Area Management Board (PAMB), has actively participated in 4 meetings and consultation activities of the board to discuss and review the different development and investment proposals within the Mt. Matutum Protected Landscape (MMPL), Allah Valley Protected Landscape (AVPL), and Sarangani Bay Protected Seascape (SBPS). We have also assisted in the on-going formulation of management plans for MMPL and SBPS.

The SOCSKSARGEN Area Development Project Office was issued an extension of its term and reconstitution of the Project Board by Her Excellency President Gloria Macapacal-Arroyo on October 22, 2002 through Executive Order No. 140. The provision on the establishment of the office was amended as a special project under the Department of Agriculture where it was originally placed during its inception in 1991. The E.O. also provides the inclusion of Cotabato Province as a new addition to the project area.

In February 2006, Executive Order No. 507 was then issued by President Gloria Macapagal-Arroyo extending the coordinative and management functions of the SOCSKSARGEN Area Development Project Office up to December 31, 2010.

Accordingly, the administration of funds for the projects and its operation was transferred to the Department of Agriculture – Regional Field Unit XI. However, the preparation of the annual budget, and facilitation of the operational requirements and disbursement of funds remain in the Project Office.

Since CY 2003, SOCSKSARGEN Area Development Project Office has its annual appropriation under the Department of Agriculture. The budget covers the funding requirement of various infrastructure projects and agricultural support in the area, and funds for office operation.

For the six-year period, infrastructure projects and other agricultural support shared an average of 81% of the total appropriation. While an

average of 19% was for the program management that includes the coordinative and the monitoring functions of the project office.

From CY 2003 to CY 2008, the SOCSKSARGEN Area Development Project Office has implemented a total of PhP334.45M worth of infrastructure projects and other agricultural support in the area which comprises the provinces of South Cotabato, Cotabato, Sultan Kudarat, and Sarangani, and the city of General Santos. Identification

of projects is done by the respective Local Government Units. Review of project proposal, designs and program of works is conducted by the SOCSKSARGEN Technical Team created for the purpose. The project office has also allotted a total amount of PhP9.47M from the total amount in support to other agricultural interventions in Mindanao.

Status of Projects:

The SARO for the projects has already been issued to DA-RFU XI. Project requirements like Program of Works, Plans & MOA were facilitated and some were already reviewed by the SOCSKSARGEN Technical Team.

The implementing LGU have allocated a minimum 20% counterpart for the project based on the agreed DA-LGU cost-sharing schedule.

*PhP 10 million was charged against SOCSKSARGEN ADP- FOOD SECURITY PROGRAM funds and was downloaded to LGU-Pikit (implementing LGU) of North Cotabato per memorandum of Sec. Arthur Yap dated October 29, 2008.
