Monsieur le Président,
Le C onseil, à sa dernière Session a , comme vous
vous en souvenez, demandé aux deux Gouvernements lithuanien
e t polonais d’user de clémence envers les personnes détenues
ou expulsées pour raisons p o lit iq u e s , et c e t t e demande a é té
"bien a ccu e illie par les deux p a r t ie s . Les conversations
que nous avons eues depuis avec le s représentants de la Li
thuanie et de l a Pologne montrent qu’i l e x is te des deux c ô té s
une rée lle bonne volonté, mais aussi qu’on cra in t de part e t
d’ autre de prendre le s devants. De peur d’&gir sans récipro
c i t é , ou de peur de s ’exposer aux reproches de l ’opinion
pour avoir agi l e premier, chacun reste sur l a réserve et
par la de "bonnes intentions manifestes peuvent se trouver
compromises ou annulées.
S’i l e x i j ta i t entre l e s deux Gouvernements des r e
la t io n s diplomatiques régu lières , i l leur s e r a i t facile de
s ’ entendre pour donner su ite , par des mesures plus ou moins
concertées» à la recommandation qui leur a é té adressée par
l e Conseil. Ces relations n ’ayant p& s 'é t a b l ir , le seul
moyen d’y suppléer parait ê tre l ’action o f f ic ie u se de puis
sances membres du Conseil, acceptant de jouer l e rôle d’
intermédiaire bénévole entre Varsovie et Kovno, pour permet
t r e d’arriver à une certaine concordance entre le s mesures
à prendre de chaque côté. A in s i , l ’ on parviendrait à lever
l e seu l obstacle qui paraUfca’ opposer encore à l ’accomplis
sement de l ’acte d ’humanité e t d’apaisement recommandé par
l e Conseil.
Si cette manière de procéder vous p a r a i t o ffr ir
des c h a n c e s de succès, consentiriez-vous, M onsieur le ï r é s i
dent, à l a proposer, comme membre du Conseil, au Gouvernement
français ? J 'écris , aujourd'hui même, dans le même sens à
Lord Balfour, et jêinforme de cette démarche le Président en
exercice du Conseil, H. iuinones de Léon, ainsi que le rap
porteur, M. Hymans. Je s u i s p e r s u a d é qu'un e f fo r t dans c e t t e
direction mérite d’etre t e n t é et qu’ i l e s t le seu l moyen de
triompher des méfiances qui risquent de paralyser la bonne
volonté des deux Gouvernements in té r e ssé s .

Mote on the «aeetion o£ p o l i t i c a l prisoners
and exiles In Lithuania; and Poland.
?he ,/olish Gov er nment has oumplained on several oeoaalne
of the treatment accorded to the p o l i t ic a l prisoners
belonging to the P o lish minority In Lithuania, \?ho are now
under detention in the prison at Xoweo in pursuance of a
judgment pronounced against them for attempts against the
security of the State.
The Lithuanian Government has complained on i t s side
of the arrest by the Provisional Government of the territory
of Tilna - following upon the e le c t io n s which were held in
th is territory on January tith la s t - of a oertain number of
persona belonging to the Lithuanian and white Hus s i an
elements of the population; these persons, who stand accused
of conspiring against the Provisional Government have been
in some cases detained in orison and in others released,
a f te r an appeal had been made by representatives o f the
League o f Nations, bat expelled from, the t e r r i to r y where
they had th e ir dom icile.
ihe Connell of the League of dations, in i t s meeting
on May 17th, addressed the following recommendation to the
two Governments:-
,rThe Council re ç u e s t s both Sovernments, in th e interests
of peace, to undertake to annul, by an act of clememoy, the
e f fe c ts of legal proceedings in Llthua ia , in Poland, or in
the te r r ito r y in dispute, against a l l persons detained or
expelled for p o l i t ic a l reasons who have not been charged
with o ffen ces against common law."
The Polish representative accepted this recommendation on
behalf o f h is Government, without the reservation o f r e e l-
prooity which he had at f i r s t expressed. The Lithuanian
representative expressed h is readiness to advise his
Government to comply with the recommendation of the Council,
aa soon as the per gone expelled from the te r r ito ry of 7 iln a
should have been authorised to return to th e ir homes, and
proceedings for p o lit ica l reasons against the non-Polish
population of the territory o f /ilna should haxre oeased.
