Farm/project 1 General aspects and history of the project Specificity Associative project.

Hosting permanently handicapped people in a mountain farm It is an animal farm producing cheese and a residence place for 28 autist adults. The farm and the residence are managed by 2 different associations. The residence is mostly funded by the county of Isère. The farm is more or less self-funded (with normal CAP subsidies).

Agricultural component

Cheese and meat productions. 11 ha. 11 milk cows, 6 pigs, 1 horse, 30 rabbits. Other activities are Table d’hote (serves meals), landscape, forest maintenance, education and a selling point.

Social/care component

It works 7 days/week as it hosts beneficiaries in residence. The farm is not a care place. Individualised care is provided in town either at hospitals or private doctors. Working time is adapted to each person according to his/her handicap. People are not contracted: it is productive and occupational activity.

Start and evolution

It started in 1990. The objective was to create the conditions for offering to highly handicapped people stable life conditions. Lack of financial support Opposition of parents and neighbours. Supports from parents, municipality, public support for the residence and the farm, associations, administrations

41 pers = 31 full time pers work at the farm. Porject workers are bouble skilled: technical and social , not medical.

Beneficiairies 28 persons are hosted. 25% are women. All kinds of handicap and disease. Funding

When the farm was set up: 400 000 euros from the county. residence: 180 euros / day/resident paid by the county. Total budget 1.8 million euros. 96% are subsidised.

Economic situation

The farm was reactivated after 10 years of non-activity. The prvalue of hte production is 76 000 euros.The situation is improving.

Effects

Effects on personal and social wellbeing of the users are positive. Better understanding of handicap. Better relation in the village. Positive developing relations with local actors (direct selling, market, delivery…)

Side dimensions and prospects Landscape care No enough financial support, lack of time, no specific project has been carried out,

while the activity is well suited for environment and landscape management.

Networking, institutional environment

Strong connections with therapeutic networks, patient associations, disease association (especially Sesame Autism). Negociation with administrations Visit of other farmers. Professional training. Good visibility of the structure. Participates in debates on social farming. The 1st regional platform will happen in this farm.

Farm/project 2 General aspects and history of the project Specificity Associative project.

Residence and working place for psychicly handicapped people in a re-adaptation place. 20 people in residence. Different working activities (among them: a farm). Milk and cheese goat farm. Created in 1982. Residents are rather young (25 yo in average) and stay approx. 1 year. Residents are not contracted workers. Re-adaptation, re-socialisation project in a natural environment

Agricultural component

Goat milk and cheese production. Half of the milk is sold to a dairy and half is processed at the farm. 83 goats on 12 ha of grass. Other activities are :kitchen, building maintenance, laundry, woodwork.

Social/care component

It is opened 7 days / week. The care is not social inclusion , not health. A kind of “medico-social” follow up of the residents. Livng and working place.

Start and evolution

At the beginning, in 1982 , it was a farm hosting people with difficulties. The project suffers from the lack of professional support, lack of financial support. Gets funding from municipality, county, associations, private initiatives.

Activities today Project staff and labour

17.5 staff work there. Residence (6.5), production (3), other working activities (4), management (4). The skills are mainly technical.

Beneficiairies There are 20 residents, 25% are women. They work 6.5 hours a day.

Funding

The budget is 1.035 million euros. 97% correspond to subsidies for residence costs of the users. (from county). And 3% to production sale.

Economic situation

The project allows the continuation of a former farm. But the situaiton has been better in the former years.

Effects

Physical effects: development of capacities, improvement of general health. Mental effects : awareness, enthusiasm, improved Personal responsibility, self esteem, well being. Social effects : better social relations in the farm, team work, discipline to work, autonomy. Better understanding of handicap. Better relation in the village. Positive developing relations with local actors.

Farm/project 3 General aspects and history of the project Specificity Residence and working place for psychicly troubled people in a re-habilitation place. 32

people in residence. Different working activities : Milk and cheese farm, restaurant, lanscape maintenance and other services for wyne producers. Created in 1998. Residents are not contracted workers, it is another system of help and support through work (35h/week).

Agricultural component

Cow , milk production and processing. With 42 cows on 65 ha. Other activities : Selling point, restaurant, landscape (for the natural regional park of Chartreuse, grapeyard cutting…

Social/care component

All residents have psychic troubles, are not considered as deficients. Follow up of medical care in town. Work rehabilitaiton

Started in 1998. The objective was to create the conditions for offering to psychically troubled people stable life conditions. Public support for the residence and the farm, from municipalty and administrations

Social and care activities : 8 equiv. full time Production : 8 equiv. full time Competencies: social , technical (cow, cheese, milk)

Beneficiairies 32 pers. 25% women. They are employed and receive a salary approix. 65% of the minimal wage

Funding

Residence costs are covered by the county of origin of the beneficiairies. Permanent staff salaries are covered by social affairs administration.

Economic situation

Income covers farm running cost (300 000 euros). The economic situation improved significantly.

Farm/project 4 General aspects and history of the project Specificity It is a peri-urban farm/garden , near the town of Romans, producing organic vegetables

with contracted gardeners, who are in social re-insertion process. It is one of the 1st Jardins de Cocagne, created in 1994.

Agricultural component

Organic vegetable production, open air and glass houses. Vegetables: 15 ha in total. Vegetables : 7,5 ha + 4000 m2 glass houses. Other activity : Pedagogic activity: with schools, family gardens and shared gardens. Landscape maintenance: paths, rivers, parks for local governements

Social/care component

Social inclusion focused : 20 gardeners for vegetables production, 23 persons for landscape, 2 persons in the kitchen. They work 5d/week.

Start and evolution

Started in 1994. “You need vegetables, they need work, then together let’s cultivate solidarity” .

Activities today Project staff and labour

16 persons work in the farm. Social and technical skills.

Beneficiairies 43 people working 26 hours a week.. The work contracts are subsidised contracts.

Funding

Region: 20%, county: 20% , state: 30%, services and products: 30%

Economic situation

This Cocagne farm is one of the less susidised of the region. In development stage.

Farm/project 5 General aspects and history of the project Specificity It is considered as a large Jardin de Cocagne , near the town of Chambery. Delivers

some 350 organic vegetable baskets a week. Created by an association in 1996, in bankrupt in 1999 and re-set up afterwards. Contracted gardeners work there.

Agricultural component

Organic vegetable production on 3.7 ha (10% glasshouses). Other activities : Hedge plantation, grapeyards winter wood cutting

Social/care component

Inclusion garden , 5 days a week

Start and evolution

Started in 1996. Inclusion project to face un-employment

Activities today Project staff and labour

5 Persons : 2 Technical (production, 1 for inclusion , 1 director and a secretary + 2 visiting psychologists (1 for gardeners, 1 for the staff).

Beneficiairies 23 (potentially 30), 50% are women. Contracted employees. Average age: 33 yo. 26h/week earning 650 euros /month

Funding

- 22%: production - 68%: county, municipalities, Local insertion Plan, region Rhone Alpes - 10% foundations Total budget : 1,5 million euros - 0,5 million euros are self-funded

Economic situation

The situation was worse in the past and is improving.

Effects

Physically, mentally and socially, the effects are positive. 30 to 45% of the gardenrs succeed to find a job or a training project. 70% deeply excluded people pass through insitutions but don’t stay in

- Hedges, organic practices, short selling circuits.. Networking, institutional environment

Networking is intense: - with other food producers to fill up the basket (fruits, organic bread), - with associations to define delivery points in town, - with members of the associations who help in consolidating the assoc., project and

implement a quality process , - with other inclusion actors, - with agricultural material cooperative, - with wineyards owners for cleaning service. Local visibility is strong.

Farm/project 6 General aspects and history of the project Specificity It is a Cocagne vegetable garden. One of the 1st ones, created in 1995.

235 baskets are delivered weekly, in 20 delivery points. It hosts 25 contracted gardeners. Average age: 35-45 yo. They stay approx. 1 year. 40% of the people get out pf the garden with a job or a professional training programme.

Agricultural component

4 ha of organic production (vegetalbes) + Tree nursery, environmental service to municipalities, a kinder garden comes to the farm

Social/care component

Work inclusion 5 days a week.

Start and evolution

Started in 1995. The director created her own job, organic production and consumption, developing direct selling. Main problems : Staff management and turnover.

5 persons.

Beneficiairies 25 contracted persons working 26h/week. Funding

- Subsidies: 74% of the total budget (from ESF, Region, county, social administrations) ;

Engagement in darmers network, other producers to fill up the baskets, delivery points within different kinds of organisations. Support to collective urban gardens set up in suburbs. 1 permanent staff there working with volunteers. Those gardens receive schools.

Farm/project 7 General aspects and history of the project Specificity It is a residence place and a Cocagne garden, affiliated to Réseau Cocagne. Important

public subsidies. Capacity: 15 residents. Most of them are in occupational situation or in professional adaptation. They are with home un-stability problems: homeless, out of prison, out of psychiatric hospital, addicted...

Agricultural component

Organic vegetables production on 4 ha.

Social/care component

15 residents. 20 contracted gardeners (only 2 are residents)

Started in 1997 to help the most excluded people to find stability and work.

Farm/project 9 General aspects and history of the project Specificity The Jardin system is a Cocagne system, with consumers, members of the association

subscribing for a weekly basket delivery. For this garden , there are some 70 members. Agricultural component

Organic production of vegetables on 2,4 rented ha. The arable lmand worked by this garden is rented to a private owner. Besides vegetable s and eggs production, there is a landscape maintenance activity, sold to municipalities: it is considered as a diversification source, but not a priority.

Start and evolution

In 1979, psychiatrists wanted to promote social inclusion through economic projects, with psycho-social follow up. The garden was founded in 2001 by an association. When the Garden had been set up, the main goal was occupational with beneficiaries coming mainly from psychiatric hospital. In 2003, the spectrum became broader with also beneficiaries sent by the public employment service. All beneficiaries are trained and oriented before to arrive to the garden. One difficulty for this farm is the decreasing of public support at local level.

2 full time technicians

Beneficiairies 15 contracted gardenrs: half are long term un-employed, half are with psychiatric problems. 10% of the total are women.

Funding

Mainly funded by public authorities and on a limited way by foundations. Members do not come to the garden: it is too far from Saint Etienne (almost one hour driving in the mountains). They get their basket in town at 3 delivery points. - The 70 weekly baskets provide 14 % of the total budget. - 76% of the budget is funded by local and public administrations (county, region, employment service, ESF). This public money amounts 245 000 euros per year. - The last 10% come from foundations.

Vegetable production is very suitable for the kind of beenficiaries working in the garden : it is very concrete, open air, gives short term results and allows to work in small working teams. Like in msot of the gardens, 25 to 30% of gardeners gets back to job or professional training system, not in landscape nor peri-urban farming .

23 ha of pastures and animal feed + vegetable production for users meals

Social/care component

Children and adults come for 1 day, every week or two weeks, at the farm, mainly animal farm and take care of animals. So the main issue is animal mediation.

Start and evolution

Before 2000: The main activity of the farm was animal and crop productions. In June 2001, the farm changes its oritentations. The motivations were diverse: - The initial motivation was the will to take care of handicapped people on a farm

and not a specialised institution. - The decision resulted from the synergy between farm and psycho-motricity

experiences. - Another main reason was the necessary diversification of income. - A 3rd reason was to have more free time to do a kind of personal introspective work

to adjust attitudes to the needs of the targeted publics. In this initial stage, the main obstacle has been the lack of financial support.

Beneficiairies 120 persons ar received at the farm , 30% are children. And 30 % to 40 % are females. Funding

Half of the budget is under the association care activity. One person is employed full time for the care part. The care activity is subsidised by county and region. Besides this funding, therapeutic institutions pay for the service. They are themselves funded by social and health decentralised administration. Limited funding comes also from private foundations. The other half is under the farm productive activity.Another person is employed almost full time on the production.

Economic situation

More generrally, the planning of the farm is over booked with groups coming at the farm for one day , adults and children. The demand is high. So the economic perspectives of the project should be rather positive but subisidies paying for the groups to come to the farm are decreasing..

Farm/project 11 General aspects and history of the project Specificity It is a residence and working place. Partner in Réseau Cocagne. But no agricultural

production. Mainly dedicated to service selling like green space cleaning, path maintenance, building cleaning, private garden cleaning… It is presented as a family hosting system. Very collective life with the staff. The founder is very respected by residents for his personal engagement and dedication.

Agricultural component

No activity in the traditional meaning.

Social/care component

Dedicated to social inclusion for very excluded people coming from street, jail, addictions…). Psychological and therapeutic follow up are carried out in town.

Start and evolution

The assocation was set up in 2002 and the initiative started in sept. 2004.

Beneficiairies 17 residents. 4 are employed outside, 5 with big difficulties are in occupational activities, 8 are contrated by the structure. Average age: 35 yo. All come from the county. 2 women.

Funding

Rents paid by residents = 15% of residence costs. Service selling = 18% of inclusion costs. Subsidies come from DDASS (social affairs), Justice Ministry, ESF, county and region.

Effects

It is a very difficult type of population. Nobody wishes to receive them. Effetcs are very unequal according to the profile of people. Difficult to get some distance to assess: the initiative is very young. 4 on 17 are employed in “normal” conditions.

Very connected locally and nationally. The founder was co-founder of Reseau Cocagne. He is an historical personnality in the ‘business’, and also very atypical, considered as too idealistic by other directors.

28 ha, for animal production, fruit and vegetables, mainly for internal use.

Social/care component

Capacity of 90 residents. With psychic problems. It is a health centre, with care activity (3 psychiatric doctors). Patients are sent from hospitals.

Start and evolution

Started to host patients in 1977. It became a big centre in the region. Hosts people from the county and other counties and regions.

Activities today Project staff and labour

61 Full time. Medical : 12 (3 doctors), professional + social : 40, administrative : 9

Beneficiairies 85. 15 women. Average age: 28-30 yo. 2 kinds of staying: - orientation: from 3 tp 6 months, - readaptation: more than 12 months (average: 18 months) They work 35h/week + lectures + sport + internship outside. No contract.

Funding

Same resources as a health centre, social insurance, social aid from the county.

Economic situation

Seems rather good, and imrpoving.

Effects

Postive. 60% are considered as re-included in work at the end.

Side dimensions and prospects Landscape care Nt a big issue. Talk of buiofuel production (does not seem serious !). Networking, institutional environment

Intense networking, regional and national. High visibility. Good relations with prescriptors (hospitals) and other organisations whcih receive the patients afterwards.
