What difference does it make in community preparedness?

Prepare, educate, enable, sustain.
What difference does it make in emergency management?
• Prepared communities are more resilient, require a lot less “rooftop rescue”
• Communications become as important as first response by integrating them into your culture
• Fear/uncertainty inclusiveness/situational awareness
