1 Introduction / Purpose Since the outbreak of COVID-19 across the UK, the UK Government has outlined new guidance through PHE (Department for Business, Energy & Industrial Strategy, Updated: 29 May 2020) for employers and employees to follow to ensure that people are kept safe in the workplace. This is an evolving situation and so this policy is subject to change where the national policy changes or our local situation develops. This policy has been created to outline the principles of adhering to the PHE guidance and Gov.uk guidance (PHE, 2020) and will describe the process and approach of implementing the requirements of Social Distancing to protect, staff and patients within Blackpool Teaching Hospitals NHS Foundation Trust (BTHFT). The Government has issued guidance regarding social distancing

2 General Principles / Target Audience Everyone at BTHFT has a responsibility to manage the risks of Covid-19. As an employer we also have a legal responsibility to protect workers and others from risk to their health and safety. Therefore BTHFT managers have a responsibility to think about the risks that staff, patients, visitors and contractors face and do everything reasonable practicable to minimise them, recognising we cannot completely eliminate the risk of Covid-19. Therefore the key objective of this policy is to ensure that there is a shared approach for following Social Distancing guidelines. The policy has been created to ensure staff and patients, visitors and contractors are kept safe and protected from virus transmission. The policy will allow us to measure the effectiveness of the controls that we have in place for our COVID-19 risks around social distancing and help provide a framework for ensuring compliance. We also have a legal duty to share our risk assessment and we will also publish this on our website in line with Gov.uk requirements. 3 Definitions and Abbreviations BTHFT Blackpool Teaching Hospitals NHS Foundation Trust HR Human Resources ICC Incident Co-ordination Centre IT Information Technology OCC Operational Co-ordination Centre PHE Public Health England Shielding A measure to protect people who are clinically extremely vulnerable by
minimising the risk of coming into contact with the virus. People in this category are strongly advised to follow shielding guidance to stay at home as much as possible or until they are contacted by the GP or hospital clinician. The

Government are regularly monitoring the shielding advice and time period. Where possible, staff should be supported to work from home whilst shielding.
Clinically Vulnerable In addition to those in the extremely vulnerable category, the Government
advises this particular group of staff should take particular care to minimise their social contact through staying alert and safe social distancing
Social Distancing
Keeping space between yourself and other people outside of your home. To practice social or physical distancing you need to:
Stay at least 1 meter away from people – and preferably 2 metres (2 arms’ length feet) from other people
Do not gather in groups
Stay out of crowded places and avoid mass gatherings
4 Responsibilities (Ownership and Accountability) 4.1 Chief Executive / Executive Team 1. Ensuring that policies and procedures are fit for purpose.
2. Delegating the responsibility for ensuring that all policies and procedures are fit for purpose to appropriate Directors and Associate Directors.
3. Seek assurance on compliance against policies.
4.2 All Directors, Heads of Service, Managers, Matrons and Divisional Quality and
Safety 1. Role model the required behaviors when it comes to safe distancing measures,
promoting a positive health, safety and wellbeing culture and enforcing the appropriate use of PPE.
2. Putting in place adequate resources and arrangements to deliver and maintain the requirements of this policy.
3. Responsible for Divisional / Directorate Risk Management assessments (in line with this policy) and associated mitigation plans, escalating required actions to help reduce risks identified
4. Ensuring that they, and the staff whom they are responsible for, understand, are aware of, and adhere to the requirements of this policy, and any associated procedures.
5. Seeking assurance that social distancing measures are being implemented for contractors, service level agreement providers and/or others.
6. Seeking advice, where necessary, from competent persons, should a significant risk be identified, with such risks either removed or exposure avoided.

7. Encouraging their staff, and others, within their areas of responsibility, to report all incidents and risks that compromise Social Distancing, safety and wellbeing of staff and patients.
8. Undertaking periodic spot checks of work environments and documentation to ensure compliance with risk management standards set out within this policy around Social Distancing.
9. Being aware of, and enacting upon those staff, and others, within their areas of responsibility, who do not adhere to the requirements of this policy, and any associated procedures, and discuss their behavior accordingly.
4.3 Health and Safety, Security Team / EPPR Manager/ Infection Control
1. Providing specialist advice, support and guidance to all staff to ensure compliance with this policy.
2. Ensuring the integrity and appropriateness of this policy.
3. Producing regular reports specifically to the Social Distancing Group to give assurances.
4. Monitoring, reviewing and auditing the application and effectiveness of this policy, and any associated procedures.
5. Supporting individuals and teams in accessing adequate support to fully implement this policy and providing guidance to manage non-compliance (concerns).
6. Identify themes from Divisional / Directorate risk assessment in regards to social distancing.
7. Engaging and providing timely feedback to individuals, Committees or Groups to ensure the effectiveness of this policy and any associated procedures.
4.4 HR / Occupational Health 1. Assisting in fulfilling the requirements of this policy.
2. Providing advice, support and guidance, where appropriate, to all relevant staff regarding any adjustments, modifications or restrictions to any work activities and that the relevant documentation is completed.
3. Undertaking relevant health screening and surveillance programmes, where appropriate, following the outcome of any assessments of risk and ensuring the health, safety and wellbeing needs of identified staff are met.
4.5 Estates and Facilities (including Atlas) / Performance and Informatics 1. Assisting in fulfilling the requirements of this policy.
2. Making adequate provision and arrangements for safe access and egress and sufficient welfare facilities across all of its assets. Estates and Facilities will be required to support relevant building controls such as (signage on floors and walls to direct staff, access to rooms etc.) to support Social Distancing.

3. Seeking advice, where necessary, from competent persons such as (Health and Safety team), should a significant risk be identified, with such risks either removed or exposure avoided.
4. Acknowledging agreement of any recommendations following the outcome of risk assessments and ensuring they are enacted upon in a timely manner.
5. Providing guidance and direction to Divisions and Directorates to ensure that Social distancing / space allocation plans fit with our broader estates and capital plans.
6. Prioritise estate for the safe delivery of patient / clinical services (as oppose to office based and support service delivery which can be done from home) and identify ways in which our collective estate can be reduced / rationalised through this review, including the provision of IT kit to enable homeworking for staff.
7. Engaging and providing timely feedback to individuals, Committees or Groups to ensure the effectiveness of this policy and any associated procedures.
4.6 All Staff 1. Ensuring that they understand, are aware of, and adhere to the requirements of this
policy.
2. Being accountable for their own health, safety and wellbeing, and that of others, affected by their acts or work undertakings.
3. Observing, understanding and carrying out guidance in relation to Social Distancing.
4. All incidents, risks and near misses in relation to Social Distancing should be reported by completing a untoward incident form immediately (BTHFT - Procedure, 2019).
a. Staff can also raise any concerns to their line manager (or lead clinician or tutor), if this does not resolve the matter, or they feel they are unable to raise a concern in this way then they can contact one of the following people:

5. Immediately notifying their Manager and or Occupational Health Service of any changes to their condition or health which may impact upon their health, safety and wellbeing and the ability to maintain a safe working environment, including any symptoms of COVID-19 following normal guidance and process for reporting their COVID status.

5 Policy 5.1 Risk Management The Trust recognises the benefits of managing and controlling risks and of ensuring that Social Distancing remains of paramount importance during COVID-19 measures and beyond. To ensure the safeguard and protection of all staff, and patients, who are, or could be in the future, exposed to any mitigating risks that may compromise workplace health, safety and wellbeing, a series of risk control measures have been developed to be used for this purpose. The types of risks that may present themselves within the workplace may include, but are not limited to, the physical, mechanical and behavioural risks. When assessing the risks, consideration must always be given to the following hierarchy of control: a. Eliminating the risk (or substitution to a safer alternative).
b. Reducing the risk of exposure e.g. by process change.
c. Isolating and segregating the risk to its lowest level practicable.
d. Controlling the risk of exposure.
e. The use of Personal Protective Equipment and Discipline.
5.2 Control measures introduced to support the risk of Social Distancing
1. All Staff to be compliant to Social Distancing Guidelines at all times
2. Using technology to replace physical meetings with electronic (e.g Microsoft Teams), or to limit the number of attendees and therefore being able to achieve the social distancing requirements (as 1 above)
3. Members of staff who are vulnerable or extremely vulnerable, as well as individuals whom they live with, should be supported as they follow the Government recommendations and those set out by PHE
4. Where the Social Distancing Guidelines cannot be followed in full in relation to a particular activity, the Trust will review whether that activity needs to continue for the Trust to operate, and, if so, take all the mitigating actions possible to reduce the risk of transmission between the staff and the patient and visa-versa, or between staff. If members of staff are unable to maintain the recommended safe distance, significant efforts must be put in place to reduce any harm. For staff in office spaces, reduced office capacity should be enforced to ensure that there is minimal risk of breaching the requirement of social distancing.
5. Introduction of screens and signage to achieve social distancing in both office and reception areas.

6. Staff, who are unwell with symptoms of coronavirus (COVID-19) should not travel to or attend the workplace and follow normal guidance reporting their absence to their Manager and Occupational Health.
7. The importance of handwashing will be regularly reiterated to staff. The number of handwashing stations across the Trust has been increased to support this. All guidance of regular handwashing and hygiene is aimed at all Trust areas (clinical and non-clinical).
8. Increase of cleaning and domestic services across the Trust in clinical and non-clinical environments.
9. Office staff will be required to clean the work area they use at the start and end of their day. A clear desk policy will apply to all work areas.
10. Review of existing building controls such as improving signage on both floors and walls and identifying hotspots where there is an increased risk of staff being able to congregate such as main entrances, corridors, doors of corridors, adjacent wards and training/meeting rooms etc.
11. Raising continuous awareness from senior management through regular briefings and updates.
12. Agile and remote working for those who can fulfil their role working remotely (recognising this naturally cannot apply to some roles) unless the member of staff does not wish to work from home.
13. Prioritisation of estate allocation to clinical and patient facing services,
14. The Trust will continue to enable working from home where appropriate, with full reasons given where this is not possible. Working from home can also be used on rotation amongst groups of staff as a tool to achieve social distancing.
15. Flexible hours of work may be considered to achieve increase social distancing and patient access
a. Staggered start and finish times
b. Evening and weekend working
5.3 Working From Home / Remote Working Working from Home / Remote Working means that it is even more important to seek and manage mutual trust and respect in our relationships at work and good communication is at the heart of this. We will help our staff to adapt to this new environment and put systems in place to ensure effective communication and support for health and wellbeing (See Home Working Policy) 6 Policy Dissemination This policy will be disseminated via Trust approved communication and consultation mechanisms.

7 Monitoring Compliance and Key Performance Indicators (KPI’s) a. The Health and Safety Committee, as the approving Committee, will regularly monitor
the key performance indicators of this policy.
b. Where deficiencies in compliance with this policy have been identified, action plans will be developed and monitored by the Safe return to Work Group.
c. Risk exceptions will be reported to the Health and Safety Committee on a regular basis and go through normal Trust governance processes.
The following key performance indicators have been identified by the approving Committee to measure the effectiveness of this policy: a. Number of Incidents across the Trust and monitored by Division and severity / type.
b. Agreed outcomes from building controls in relation to social distancing risks remain adequate and are the most appropriate method of control.
c. Evidence of regular communication (i.e. bulletins and updates on the intranet) to communicate any social distancing measures, processes or events. The following table (Appendix 1), shown overleaf, outlines the minimum requirements for monitoring compliance:

Working in an office setting (For managers) Yes No
Has a risk assessment been carried out on the office environment; is there sufficient space between desks and staff to maintain a safe social distancing? Has additional office space been considered? Has back to back or side working been considered?
