Definitions of Offers
Open Offer
An offer posted by a seller with no designated buyer.
Prearranged Biddable Offer
An offer posted by a seller with a pre-selected buyer. However, the seller allows additional bids
by other parties. The pre-selected buyer must confirm the offer and has the right to match any
greater bid submitted by other parties.
Prearranged Non Biddable Offer
An offer posted by a seller with a designated buyer, allowing no outside bids by other parties.
The offer must meet at least one of the following criteria: 1) term is equal to or less than 31 days
or 2) rate is greater than or equal to tariff rate. The designated buyer must confirm the offer.
Conditions on Open Offers
Only business days are counted for the Open Season and processing days. Weekends and
SoCalGas Holidays are not counted as business days. See section titled SoCalGas Holidays
for reference.
A calendar month includes the first through the last day of any month.
“Min Days” for the various Secondary Market processes may be increased at releaser’s
option. Care should be taken to allow enough time to post any lengthening of the time line.
Conditions on Prearranged Offers
For a term less than one month, a releaser may decide to accept less than maximum rate, but
full term and volume from a prearranged shipper.
A prearranged release at maximum tariff rate for any term does not require an Open Season.
A prearranged release at less than maximum rate for a period of 31 days or less may not be
rolled over or extended without an open season.
A releasing shipper has the option to hold an open season on a prearranged offer, if the rate is
less than maximum tariff rate.
A prearranged party is required to confirm the offer prior to awarding or holding an open
season. Releasing shipper must build time in the process for the prearranged shipper to
confirm.

Backbone Transportation Service Secondary Trade Menu
Description
The Backbone Transportation Service Secondary Trade Menu (referred to hereinafter as BTS
Secondary Trade Menu) shown below contains four sub-menus: Open/Pre-Arranged Offers, Post
Offer to Sell Firm Rights, My Bids Detail Summary, and Awarded Contract. These sub-menus
are discussed in detail in the following sections.
Navigating BTS Secondary Trade Menu
Upon logging into Envoy, the user will land on the Envoy Home tab. Click on Start Menu, then
BTS Secondary Trade. This will open four sub-menus: Open/Pre-Arranged Offers, Post Offer to
Sell Firm Rights, My Bids Detail Summary, and Awarded Contract.

Open / Prearranged Offers
Description
This searchable ledger displays the history of a user’s open offers, prearranged biddable offers,
and prearranged non-biddable offers. Within this ledger, a user may perform certain actions on
these offers, depending on the type of offer. These actions include: View Offer Detail, Submit
Bid, Confirm Pre-Arranged, and Match Pre-Arranged.
Navigating Open / Prearranged Offers
1. From the BTS Secondary Trade Menu, click on Open / Pre-Arranged Offers. This shall
bring up Open / Pre-Arranged Offers Filter shown below. Enter the appropriate
information in the fields shown to specify which BTS Secondary Trade offers are displayed.
Alternatively, the user may go directly to Open / Pre-Arranged Offers Ledger by clicking
Close.
2. After the user enters the appropriate information in Open / Pre-Arranged Offers Filter,
Open / Pre-Arranged Offers Ledger screen will appear, similar to the one shown below.
(To access Open / Pre-Arranged Offers Filter again, right click anywhere on Open / Pre-
Arranged Offers Ledger screen and select Filter to choose which offers are displayed on
the ledger)

View Offer Detail
Using the View Offer Detail feature, a user may view details of a particular offer including
receipt point, bid format, shorter term acceptability, lower quantity acceptability and other
pertinent information. This feature is also available from the Current / Historical Offer
Ledger.
1. From the Open / Pre-Arranged Offers Ledger click on the radio button on the left-hand
side corresponding to the offer for which the user would like to View Offer Detail.
2. Right click anywhere on the screen, then click on View Offer Detail.
3. After clicking View Offer Detail, a screen for the chosen offer will appear, similar to the one
shown below.
4. A Print function is available from this screen.

Submit Bid
Using the Submit Bid feature, a user may submit a bid to an Open Offer. Refer to the section
titled Conditions on Open Offers for greater detail regarding this transaction.
1. From the Open / Pre-Arranged Offers Ledger click on the radio button on the left-hand
side corresponding to the offer to which the user would like to Submit Bid.
2. Right click anywhere on the screen, then click on Submit Bid.
3. After clicking Submit Bid, a screen for the chosen offer will appear, similar to the one
shown below.

4. Enter the Buyer Info / Receipt Point Master Agreement (RPMA). If the user does not
know the RPMA, click the magnifying glass and search for the desired RPMA.
5. Enter Bid Term End Date if the offer allows for a shorter term.
6. Enter Bid Rate. The rate must be in the format specified by the seller (% or $).
7. Enter Buyer Bid Quantity (Dths/Day). This quantity may be lower if the offer allows for a
lower quantity.
8. View Terms and check the box to agree to the terms.
9. Click Submit to submit bid.
10. If the bid is submitted successfully, the user will receive a success message similar to what is
shown below. If the buyer does not have adequate credit or if the user’s input is not within
the specified limits, an error message will appear. A successful bid will display on My Bid
Detail Summary Ledger (explained in a subsequent section).

Confirm Prearranged Offer
Using the Confirm Prearranged Offer feature, a user may confirm a Prearranged Biddable
Offer or Prearranged Non Biddable Offer. Refer to the section titled Conditions on
Prearranged Offers for greater detail regarding this transaction.
1. From the Open / Pre-Arranged Offers Ledger click on the radio button on the left-hand
side corresponding to the Prearranged Offer to which the user would like to Confirm.
2. Right click anywhere on the screen, then click on Confirm Pre-Arranged.
3. After clicking Confirm Pre-Arranged, a screen for the chosen offer will appear, similar to
the one shown below.

4. View Terms and check the box to agree to the terms.
5. Click Submit to Confirm Prearranged Offer.
6. If the prearranged offer is confirmed successfully, the user will receive a success message
similar to what is shown below.
7. The status of this prearranged bid will be Open if this is a Prearranged Biddable offer and
the offer will be viewable by any interested party in the Open/ Prearranged Offer Ledger.
Prearranged Non Biddable offers will display a status of Closed and will only appear on
the seller’s and buyer’s respective Open/ Prearranged Offer Ledgers.

Match Prearranged Offer
Using the Match Prearranged Offer feature, a user may match an offer that is greater than the
prearranged bidder’s confirmation. Once the open season has ended, the prearranged bidder has
the option of matching any offer that is greater than the prearranged bidder’s confirmation. It is
the responsibility of the buyer to be aware of the matching period. Refer to the section titled
Conditions on Prearranged Offers for greater detail regarding this transaction.
1. From the Open / Pre-Arranged Offers Ledger click on the radio button on the left-hand
side corresponding to the Prearranged Offer to which the user would like to Confirm.
2. Right click anywhere on the screen, then click on Match Pre-Arranged.
3. After clicking Match Pre-Arranged, a screen for the chosen offer will appear

Post Offer to Sell Firm Rights
Description
This searchable ledger displays a user’s current and historical offers. Within this ledger, a user
may also perform these actions: Post Offer, View Offer Details, and Withdraw Offer.
Navigating Open / Prearranged Offers
1. From the BTS Secondary Trade Menu, click on Post Offer to Sell Firm Rights. This shall
bring up My Offers Filter shown below. Enter the appropriate information in the fields
shown to specify which offers are displayed. Alternatively, the user may go directly to
Current / Historical Offer Ledger by clicking Close.
2. After the user enters the appropriate information in My Offers Filter, Current / Historical
Offer Ledger screen will appear, similar to the one shown below. (To access My Offers
Filter again, right click anywhere on Current / Historical Offer Ledger screen and select
Filter to choose which offers are displayed on the ledger)

View Offer Details
Using the View Offer Details feature, a user may view details of a particular offer including

Post Offer
Using the Post Offer feature, a user may post an Open Offer, a Prearranged Biddable offer, or a
Prearranged Non Biddable Offer. Refer to the sections titled Conditions on Open Offers and
Conditions on Prearranged Offers for greater detail regarding this transaction.
1. From the Current / Historical Offer Ledger right click anywhere on the screen, then click
on Post Offer.
2. After clicking Post Offer, a screen will appear, similar to the one shown below.
3. Enter the Backbone Transportation Service Contract (BTSC). If the user does not know
the BTSC, click the magnifying glass and search for the desired BTSC.
4. Select Offer Type from the dropdown menu: Prearranged Non Biddable, Prearranged
Biddable or Open Offer.

5. Enter the Prearranged Buyer / Receipt Point Master Agreement (RPMA) if the offer is a
Prearranged Offer. If the user does not know the RPMA, click the magnifying glass and
search for the desired RPMA.
6. Check box for Waive Buyer Credit Requirements if desired by user (may be selected for
Prearranged Non Biddable offers only)
7. Select Yes or No radio button for Auto Repost.
8. Select Bid Evaluation option from the dropdown menu: Highest Rate, Net Present Value,
or Net Revenue.
9. Select First Come or Lottery radio button for Tie Breaker.
10. Select Yes or No radio button for Accept other than Tariff Rate. Select Yes if the user
would like the offer to be greater or less than the tariff rate.
11. Enter Minimum Bid Rate (Min Bid Rate) then choose Equal to Tariff, Dollars/Dth/Day
or % of Tariff from the dropdown menu.
12. Click Next to proceed to the next screen, similar to the one shown below.
13. Enter Release Start Date for the offer
14. Enter Release End Date for the offer
15. Select Yes or No radio button for Accept Shorter Term. If Yes is selected, enter Minimum
End Date for this offer.
16. The Confirmation Period and Open Season dates will be pre-populated based on the
user’s terms. Check the Offer / Bid deadlines to determine if the user can increase the
confirmation and open season days.
17. Click Next to proceed to the next screen, similar to the one shown on the next page.

18. Select Yes or No radio button for Accept Lower Quantity. Selecting Yes will activate the
Minimum Qty. Dths fields. Please note that accepting a lower quantity on an offer will
allow a bidder to modify his or her bid by entering a different quantity for each month
as long as the minimum is satisfied. 19. Enter the quantity per month that the user wishes to release at a lesser quantity. The Release
Qty. Dths fields default to the full quantity of the user’s BTSC.
20. Click Submit to submit offer. A message similar to the one below will appear.
21. Click OK if the user is sure of posting the offer. After clicking OK, the offer will appear on
the Current / Historical Offer Ledger.

Withdraw Offer
Using the Withdraw Offer feature, a user is able to withdraw an offer submitted by the logged-
on user. Only offers that are still in the Open Season and have no bids may be withdrawn by the
user who posted the offer.
1. From the Current / Historical Offer Ledger click on the radio button on the left-hand side
corresponding to the offer for which the user would like to Withdraw.
2. Right click anywhere on the screen, then click on Withdraw Offer.
3. After clicking Withdraw Offer, A message similar to the one below will appear.
4. Click OK if the user is sure of withdrawing the offer. After clicking OK, the offer will
appear on the Current / Historical Offer Ledger with a Status of Withdrawn.

My Bids Detail Summary
Description
This searchable ledger displays a user’s bids and corresponding information to each bid
including bid status, bid number, bidding company and other pertinent information. Within this
ledger, a user may perform certain actions on these bids, depending on the status of the bid.
These actions include: View Bid Detail and Withdraw Bid.
Navigating Open / Prearranged Offers
1. From the BTS Secondary Trade Menu, click on My Bids Detail Summary. This shall
bring up My Bid Details Filter shown below. Enter the appropriate information in the fields
shown to specify which bids are displayed. Alternatively, the user may go directly to My Bid
Ledger by clicking Close.
2. After the user enters the appropriate information in My Bid Details Filter, My Bid Ledger
screen will appear, similar to the one shown below. (To access My Bid Details Filter again,
right click anywhere on My Bid Ledger screen and select Filter to choose which bids are
displayed on the ledger)

View Bid Detail
Using the View Bid Detail feature, a user may view details of a particular offer including bid
status, bid rank, releasing shipper and other pertinent information.
1. From My Bid Ledger click on the radio button on the left-hand side corresponding to the bid
for which the user would like to View Bid Detail.
2. Right click anywhere on the screen, then click on View Bid Detail.
3. After clicking View Bid Detail, a screen for the chosen offer will appear, similar to the one
shown below.
4. A Print function is available from this screen.

Withdraw Bid
Using the Withdraw Bid feature, a user may withdraw a bid during the open season (bids may
only be withdrawn during the open season). A user must withdraw a previous bid in order to
place another bid on the same offer. The new bid must have a greater quantity or price than the
previous bid.
1. From My Bid Ledger click on the radio button on the left-hand side corresponding to the bid
for which the user would like to Withdraw.
2. Right click anywhere on the screen, then click on Withdraw Bid.
3. After clicking Withdraw Bid, a message similar to the one below will appear.
4. Click OK if the user is sure of withdrawing the bid. After clicking OK, the offer will appear
on My Bid Ledger with a status of Withdrawn.

Awarded Contract
Description
This searchable ledger displays the award status for each bid submitted by the user along with
the bid number, acquiring BTSC number, DUNs number, and other pertinent information.
Navigating Open / Prearranged Offers
1. From the BTS Secondary Trade Menu, click on Awarded Contract. This shall bring up
Awarded Contracts Filter shown below. Enter the appropriate information in the fields
shown to specify which bids are displayed. Alternatively, the user may go directly to
Awarded Contract Ledger by clicking Close.
2. After the user enters the appropriate information in Awarded Contracts Filter, Awarded
Contract Ledger screen will appear, similar to the one shown below. (To access Awarded
Contracts Filter again, right click anywhere on Awarded Contract Ledger screen and
select Filter to choose which bids are displayed on the ledger)
