    From the Editor

Entering the 100 days of SBY-Boediono government in the end ofJanuary 2010, various criticismsemerge from the public concerning tothe government performance which isassumed unsuccessful. Many

corruption cases are not well-handled.Even during the 100 days ofgovernment, emerges the case Lizardagainst Crocodile. This casegenerates a remarkable distortion inpublic as the result of law mafiarevelation which was concealed fromthe public previously. Publicdisappointment is greater related tobad performance of the government onthe case of Century bail out, which isnot transparent to public. Different fromthe other nations which open theirbanking condition to public, Indonesiagovernment chooses to close thedecision-making process of Century

    bail out.

INFID also delivers its criticism relatedto the performance of 100 days ofSBY-Boediono government. INFIDcriticism is addressed more at thegovernment performance in peopleprosperity and economics sectors.According to INFID, the growth ofeconomics reached by the governmentis not directly prospering the people. The government appliedmacroeconomic policy based onfinance which does not have straightrelationship with economics in realsector. Related to this matter, thegovernment has to push more on theeconomics based on nationality bysupporting economic growth in realsector (people-centre development). This situation becomes the headline inSNO this month. Have a nice reading.

100 days not enough to succeed, President says

The Jakarta Post, 01/29/2010: Asprotests occurred across the nationThursday to mark his 100th day in office,President Susilo Bambang Yudhoyonosaid his critics were either expecting toomuch or were in the dark regarding the100-day program.

Everyone has been talking about the 100-day program, but do we know what the 100-day program is? Yudhoyono said Thursdaywhile opening the newly built coal-fired powerplant in Banten, about 90 kilometers from thecapital, where thousands of people rallied infront of his office.

Some protesters demanded his ouster asthey believed Yudhoyono had failed to ensurepeople prosper within the first three months ofhis second term.

    Yudhoyono said the demand was

preposterous. Its as if the 100-day programis extraordinary, while [on the contrary] it isonly ordinary. The 100-day program is a smallstep.

The public gave mixed assessments ofYudhoyonos performance.

The International NGO Forum on IndonesianDevelopment (INFID) said the governmentspopulist program was merely cosmetic andduring the first 100 days it had created moreforeign debts and supported free trade, moves it said would cause moredisadvantages than benefits.

Former Peoples Consultative Councilchairman Amien Rais gave an averageappraisal of Yudhoyono, saying hisperformance was not so bad. Yudhoyono, however, could not provide enough justice forthe people, Amien added, referring to theBank Century debacle where Rp 6.76 trillion(US$716 million) of state funds were allegedlymisused.

Okezone, 01/28/2010 - The President Susilo Bambang

Yudhoyono is assessed fail to guarantee the prosperity for thepeople during 100 days of his government. SBY policy does notfocus yet on real and social sectors which are touching thepeople importance directly.

"Still, the policy of Indonesia United II Cabinet (KIB II) will focuson the improvement of macro economic performance based onfinancial and not on real sector which is socially touching theimportance of public directly," says the International NGOForum for Indonesian Development (INFID) through itsstatement received by okezone, Wednesday (27/1/2010).

Moreover, social programs such as health, clean water, andsanitary, education and poverty alleviation are made as

Press Conference INFID onGovernments 100 day program: The lackof Macroeconomic Policies and PeopleProsperity (01/31/2010)

SBY-Boediono Stuck on Foreign DebtsKompas.com, 2/01/2010 - Instead of paying off debts, the SBY-Boediono is piling up new ones. Ironically, thishas been set within the 100-day program. No wonder that the Forum on Indonesian Development (INFID)International NGO considers the United Indonesia II cabinet is hooked on bilateral and multilateral debts. Theadvocation coordinator of INFID, Wahyu Susilo, during a discussion regarding SBY-Boediono's 100-dayprogram stated that there is a discrepancy between the macroeconomic policy and the people's welfare."During the 100 days, the economic diplomacy is only increasing debts. While, the foreign affairs politics isn't

directed at paying off debts," stated Wahyu during a press conference, Sunday. In 2009, Wahyu continued, thetotal central government's debt was up to Rp. 1,618 triliun. While actually such a debt could disturb the nationalbudget's income and expenses. The new debts come, among which, from poverty eradication programs suchas the National People's Empowerment Program, the Family of Hope Program, and the School OperationalSupport, which are extended with foreign debts. These programs used to be independent governmentprograms, but now they are supported by foreign funding.

The Jakarta Post, 01/29/2010 - A research conducted by theUniversity of Indonesia revealed that military personnel were

involved in illegal logging practice in border areas. A team fromthe Center for East Asia Cooperation Studies (CEACoS) at theUniversity of Indonesia, uncovered the militarys many roles inthe illicit business from coordinating to monitoring andinvesting. The research covers the period between 1999 and2006 in East Kalimantan, where illegal logging practices havebeen reportedly rampant. [The militarys involvement in thispractice] was structural; low-ranked soldiers to territorialcommanders received a share, CEACoS executive directorTirta N. Mursitama, head researcher, told the Jakarta Post. Theresearch found three types of higher-ranked personnelcontributing to the illegal logging business. There were thosewho only received shares from their subordinates. Other high-ranked personnel kept close relations with the cukong

[tycoons], the godfathers in this business, he said. The thirdtype includes those who invested directly in the business.

Border Areas Still Be IsolatedKompas, 01/29/2010 Most all border areas of Indonesia are isolated. It requires inter-department synergy tohandle this matter because problem of border area is not merely related to defense and security. This subjectemerges in the seminar "Military Business and Poverty in Indonesia-Malaysia Border" which is conducted byInternational NGO Forum on Indonesian Development (INFID) in Santika Hotel, Jakarta, Thursday (28/1). FirstAdmiral, T.H. Soesetyo explains that there are two fundamental subjects must be finalized related to borderproblem. First, state boundary. Till today the problem of Republic of Indonesia boundary, both continent andocean boundary have not been finalized. Indonesia continent region abuts on three countries directly.Meanwhile, sea territory is abutting on 10 countries. Second is border area which is the region from the borderline toward in. "The border area must be finalized. The rule, if not mistaken, pull 50 meter from border linetoward in or few meter. It must have a rule," said Soesetyo. He admits that border area is still seen as uncaredarea, isolated, and undeveloped. These conditions happen, inter alia, because the development done by thegovernment is not able yet to touch all area in the nation. The siding of development is done in crowded area, fully occupied, and owned access.

Illegal mining rife in KalimantanThe Jakarta Post, 02/04/2010 - Most small-scale coal mining enterprises operating in East and SouthKalimantan have failed to comply with environmental law, says a report from the Environment Ministry. Thepreliminary report released by a fact-finding team from the State Environment Ministry shows a number of big

companies have also failed to reclaim mining pits before they abandon them. We are still compiling informationon violations involving coal mining enterprises in Kalimantan provinces, Ilyas Asaad, deputy for environmentalcompliance at the ministry told The Jakarta Post on Wednesday. He said the civil service investigators (PPNS)found that most small coal mining firms did not have environmental impact analysis (Amdal) reports, anobligatory document needed to determine whether the business activities of a firm were environmentallyfeasible in a particular area. Environmental management scheme [UKL] documents and the environmentalmonitoring scheme [UPL] reports are yet to be issued by local environmental agencies for most of thecompanies, he said. The team also found that a number of major coal mining firms are still half-hearted aboutreclaiming their mining sites. This is strong evidence that illegal mining practises in Kalimantan are rife, hesaid.
