Recommendation #1 – Changes to Governance and Resourcing

Recommendation #3 – Improve Access to Licensing Information One of the major obstacles facing SMEs today is the lack of a single service to research and identify the registrations, licenses, and permits required for their line of business or industry sector. Therefore, it is recommended that a one-stop information portal be developed.

Recommendation #4 – Improve Licensing and Permitting Processes•Identify and analyze sectors and geographies that will have the greatest impact on SMEs; •Reposition the BLESS project and change its emphasis to focus on priority licenses not yet in a system and on functional improvements identified by SMEs and regulators; •Determine a long-term sustainability model for BLESS including the identification of a host organization; •Determine how best to integrate other licensing solutions with BLESS and business registration systems.
