Smart911 provides emergency responders with vital

information in advance about special circumstances within a

household. Available in Virginia Beach since August 2019, this

service is especially valuable for residents who have members

living with developmental disabilities or mental health challenges. Should someone in the

household need to call 9-1-1 for police, fire or emergency medical help, information provided in

the Smart 911 profile allows first responders to have advance notice that they may be responding

to a call in which a household member is having a mental health

crisis and dispatch a response appropriate to the situation.

Residents are encouraged to sign up and complete a safety profile at Smart911.com. It is

important to register every phone number in a household because each profile is tied to a phone

number. When residents sign up for Smart911, their safety profiles display on a 9-1-1 call taker’s

screen, allowing them to view key information such as addresses, mental health and medical

information, photos, emergency contacts and more. Residents are in complete control of what

information is included in their profile and can choose what to share with 9-1-1.

Virginia’s new Marcus Alert legislation has renewed attention on Smart 911 services. Named

after Marcus-David Peters, a young biology teacher who was shot by Richmond police in 2018

while he was in the midst of a mental health crisis, the law requires that by July 1, 2021, every

locality in Virginia establish a voluntary database to be made available to 9-1-1 call takers and

Marcus Alert systems. The goal is to reduce negative outcomes and connect individuals to

appropriate treatment or resources through a response appropriate to a given situation that may

only involve mental health clinicians or a combination of law enforcement and clinicians.

Virginia Beach is well-positioned to be one of five initial communities statewide to launch

Marcus Alert, thanks to programs and services already in place. Among them are its ongoing

use of Rave 911 Suite and Smart911. The City also has a Mobile Co-Responder Team that

responds to individuals in crisis with mental health professionals alongside law enforcement

officers, a crisis stabilization center and first responders who are trained in crisis intervention.

Each locality in this initial rollout will receive $600,000 from the state to fund the initiative.

After a nationwide search, I have selected Jada Lee as the new Emergency Communications

& Citizen Services director, effective today, June 17. Jada began her career with ECCS in 1992

as a communications officer II. She was promoted to operations supervisor in 2001, senior

operations supervisor in 2008, and operations center manager in 2014. In her current role, Lee

manages and coordinates operations of 911 and 311 services and analyzes departmental data to

improve current processes and practices. She also helps to plan and

implement current public safety technology projects that will enhance service

to the community.

Lee has received leadership training and earned a number of professional

certifications, including West Point Leadership School, Department of

Criminal Justice Basic Instructor School, Advanced Critical Incident Stress

Management, and Emergency Medical Dispatch Certification.

The Virginia Beach Department of Public Health will host a FREE COVID-19 vaccination

clinic on Saturday, June 19 from 10 a.m. to 2 p.m. at Ebenezer Baptist Church, 965 Baker Rd.

Appointments for Saturday are encouraged, however, walk-ins will be accepted. Visit

Public Utilities’ City Services Bill Pandemic Relief Program,

which provides financial assistance to qualifying applicants based

on the services charged on their monthly bill, is ending on June 30

with the close of the fiscal year. All applications for assistance must

be submitted by 11:59 p.m. on Sunday, June 20. For more

The Virginia Beach Pandemic Relief Partnership still has

funding and other resources available to assist VB residents who

have been financially impacted by COVID-19. Financial

Getting citizen input is one of the priorities City Council members stressed as we consider the

size and substance of a potential bond referendum for flood protection projects. In addition to the

third party survey that will offer statistically valid and reliable data through random sampling,

we have posted the same questions in a convenience survey at publicinput.com/FloodProtection

for any Virginia Beach residents to take. To date, more than 1,100 people have participated, and

we invite you to share the link so we can get broad engagement in this important decision. It is

Virginia Beach Public Library’s Oceanfront branch will close for renovations beginning

Saturday, June 26 at 5 p.m. Customers who have items on hold may pick them up at the Great

Neck Area Library, 1251 Bayne Drive, starting Monday, June 28 at 10 a.m. During the closure,

customers may visit any other VBPL branch for in-person services and programs and also

download items from VBPL’s digital library.

Expected to take about five months, the renovations

include new front doors, a new help desk, updated lobby,

public restrooms and teen area, updated meeting and

study rooms, expanded children’s area, a new multi-

purpose programming area, new public computer

The Virginia Beach Fire Department has successfully received its fifth reaccreditation from

the Commission on Fire Accreditation International (CFAI) for meeting the criteria

established through the CFAI’s voluntary self-assessment and accreditation program. This model

is designed for agencies to seek continual improvement by performing an in-depth self-

assessment based on the local community compared against industry best practices. First

accredited in 2001, reaccreditation occurs every five years.

Battalion Chief Jonathan McIvor led the department’s reaccreditation process and team the

past five years. Maintaining accreditation involves submitting an annual compliance report with

review each year for four of the years with every fifth year involving an onsite visit by a peer

assessment team made up of fire professionals from all over the U.S. and Canada. Peer reviewers

validate and verify the submitted documents then provide a recommendation to the 11-member

board of commissioners. The final determination for accreditation is determined after a hearing

between the agency and the board of commissioners

VBFD is one of only 16 agencies in Virginia to be fully accredited by the

Commission and one of only 290 emergency response agencies in the world to

be recognized for public safety excellence. Only 12% of the U.S. population is

protected by an accredited agency.

Virginia Beach Fire Department Captain James Ingledue recently completed the 10-week

Virginia Fire Marshal Academy, Basic

Law Enforcement School. Fire marshals

serve as the Commonwealth’s law and code

enforcement arm of the fire service. After

successfully completing 400 hours of

extensive training that includes classroom

studies, field exercises and firearms training,

and graduating from the course, inspectors

and investigators become responsible for fire

prevention, inspections and investigations in

their localities.

Virginia Beach turned out to help former Radarman 3rd Class Bill Harrison celebrate his 100th

birthday last week. Harrison served on board the Fletcher-class destroyer USS Van Valkenburgh

(DD-656) from September 1940 to April

1946, a year after the end of World War II.
