On-Street parking solutionsShared service concept for parking operations ARS T&TT operates through an operating company all parking management in the city of Amsterdam. From the Amsterdam operations we extend a managed service concept for on-street parking to other municipalities. It comprises of end to end parking operations

including management of permits, provision of pay-ment facilities (machines, mobile payment and online payment), enforcement services, appeal processes and customer contact centre. The shared service centre in Amsterdam commits to business KPIs of the municipality, such as payment rate (90%), control probability (10%), parking machine availability (99%) and amount of appeals (less than 5%).

One of the core innovative elements of the Amsterdam parking operations is that parking, permits and enforcement are fully digitalized and thus fully license plate based. This allows for a high degree of mobile payment, digital recording of tickets and enforcement by scan vehicles (ANPR recognition). The processing of violations is done at the back office based on images.

ARS T&TT has developed a concept which allows 80-90% of the violations to be processed fully on automatically generated images, from the back office. This has led to a significant reduction of the required number of enforce-ment staff (from 400 people originally to 65 now). The Amsterdam parking operations consist of 160.000 parking places, 40M license plate scans per year and close to 200M euro revenue for the city. Payment rate has increased by 10-15% over the last couple of years, re-sulting in an increase of revenue of at least 20M per year.

We offer the Amsterdam concept as a managed service to other cities also. It allows smaller cities to make part time use of scan vehicles, have violation verifications done at the Amsterdam back office, and even to share appeal handling departments, customer contact centres and the permit back office.

Business solutions for parking operations Additionally to the shared service concept, ARS T&TT also provides solution components that can support a client owned parking operation. ARS T&TT creates and owns the best-of-breed back office enforcement solution, which is capable of handling scanned license plates, matching these to the parking payment register. The back office solution also consists of back office image processing, on-site field verification with handhelds (if required) and creation and management of PCNs, appeals and historic trend analysis.

The solution set also encompasses advanced planning tools, allowing smart scheduling of scan vehicles, follow-up scooters and back office review agents.

The ARS T&TT back office solution can be applied for other enforcement tasks, including environmental zone enforcement, stolen vehicle detection, tax and insurance compliance. All ANPR related verification and enforce-ment tasks can be configured with the ARS T&TT back office solution.

Integrated navigation / parking guidance solutionsUp to 50% of the traffic in city centres consists of vehicles searching for a convenient parking place. ARS T&TT has successfully implemented an integrated solution combi-ning route navigation and parking facilities with which people attending specific events are able to combine route navigation to the event with booking a parking place in advance. By integrating knowledge of the event location and the available parking capacity, the amount of traffic seeking parking spots can be reduced. ARS T&TT successfully applied this concept during SAIL 2015, an event during which more than a million people visited the centre of Amsterdam.

Off-Street parking solutionsDynamic guided parking The Dynamic Guided Parking Solution (DGPS) developed by ARS T&TT collects and maintains real-time information about the occupation and availability of parking spaces in off-street parking premises. At each intersection within the car park, up-to-date information is given on the num-ber of available parking places, for each row, section or floor. The DGPS provides assistance with capacity

management and incident management and dynami-cally guides all vehicles to the nearest, most convenient places available using smart routing.
