Further to your letter dated 13th June, 2016 (received eDA 14th June, 2016) requesting further information in relation to the above application, on behalf of the applicant we advise as follows:

Stormwater for 51 Meadow Street North Mackay was previously assessed and conditioned under the Dual Occupancy Approval (Condition 13). It is sanctioned that the collection and fall from the 2 storey dwelling will disperse to the kerb of Meadow Street. Refer to:

It is proposed to discharge all new building and carport roof water to kerb and channel in Meadow Street via a subsurface wet pipe system. Existing roof water to discharge as is. New driveway’s surface will be constructed of a permeable material to reduce runoff co-efficiency and velocities. Remaining site and landscaped areas to naturally sheet fall to rear.

Further to discussions and correspondence with Desley Strohfeldt, Rene Vandenberg and Ron Bailey of Mackay Water; Ron Bailey confirms the Sewer services for 51 Meadow Street were upgraded in November, 2012. Refer to the email and As-con sketch (D Frier 20.11.2012) provided. Ron Bailey confirms no further upgrade or change to the current situation is necessary. Ron Bailey advises that Jenny Cameron sought permission directly from 4 Hicks Street to access the SE corner of her site and provide the new HCB for the house on Proposed Lot 512. Permission from 35 Meadow Street was obtained verbally by D Frier on-site 20th November, 2012 as the work required at the point of the existing line was very close to the verge, therefore access to the site was not compromised. Ron Bailey confirms no further upgrade or change to the current situation is necessary.

Ron Bailey confirms that the Sewer Infrastructure for the house at the front of the lot was upgraded at the same time as a new connection was arranged for the rear house. Refer to the email and As-con sketch (D Frier 20.11.2012) provided. This information was not previously available or adequately reflected on mimaps. Ron Bailey confirms no further upgrade or change to the current situation is necessary.

2. Survey Sketch to confirm location of existing dwelling in relation to rear boundary. Refer to RPS Plan 2016.07.28 131706-1-S01A provided. Survey indicates the OMP South East is 2.25m, South West is 2.21m and East 2-2.22m. Refer also to comment at Advice response 2 & 3 below. The Surveyors were engaged to undertake the Field Survey earlier as RBA had queried the same matter. RBA’s inspection certificate with signature and date 09.04.2014 was marked up with black handwriting for a second inspection ‘problem not as per plan’ 08.06.2016. RBA have since reviewed the Sketch Plan of Confirmed Survey and confirm no relaxations are required. Refer to comment at Advice response 2 & 3 below.

3. Exchange Proposal Plan for Survey Plan. Refer to RPS Survey Plan SP281919 provided. It is considered that the abovementioned changes meet the definition of a “minor change” in section [s 351 1] of SPA as they would not:

result in a substantially different development; require the application to be referred to any additional referral agencies; change the type of development approval sought; require impact assessment for a component that previously required only code assessment

Advice response 1 It was considered the site plan, floor plans and elevations provided with DA-2010-51/A lodged by Mackay House Removals achieved same. Lawrence Reck of Mackay and Whitsunday Building Certification Pty Ltd advises that an Amenity & Aesthetics approval is not required. The previous Development Approval for Dual Occupancy’s approved/stamped plans of development show this information. Amenity & Aesthetics is a Building Approval Compliance and therefore not relevant to the Information Request for a Reconfiguration of the Lot.

Advice response 2 Refer also to Minor Change Item 2 above. Rockhampton Building Approvals advise (excerpt): “These  distances,  as  measured  by  the Surveyor, confirm that  the house siting still complies with the QDC MP1.2 – Design and Siting Standard  for  Single  Detached  Housing  –  on  Lots  450m²  and  Over.  No  additional  boundary relaxation will be required as part of this amendment. This plan should also be submitted to Mackay Council planning department for a “generally  in accordance” check being that it is different to their originally approved plans.” Refer also to Minor Change Item 3 above. The Surveyors were engaged to undertake the Field Survey earlier as RBA had queried the same matter. Advice response 3 As discussed within the Town Planning Report, the re-site dwelling is connected to Sewer but not to Water or Electricity. The house ‘use’ has not commenced as the dwelling still requires renovation to the walls and windows, stairs etc.

During the previous contact with Council which involved the change to approval DA-2010-51/A and despite the reminder from Council Planner an extension to relevant period was never sought or lodged therefore the Dual Occupancy expired 16 June, 2014. The applicant is under no ‘view’ that the approval is current hence has engaged the services of RPS to complete the project that was initially commenced in 2009/2010.

1.0 INTRODUCTION

This report relates exclusively to the proposed Dual occupancy development at Lot 51 Meadow Street, North Mackay and details the proposed methods of achieving a development stormwater management strategy.

2.0 OBJECTIVES

Provide an effective post construction stormwater management system that incorporates water quantity control.

Avoid any additional impact to existing stormwater infrastructure and adjoiningproperties.

3.0 DATA

Rainfall intensities are derived from Australian Rainfall & Runoff 1987 IFD graphs General design derived from AS3500.3

4.0 SITE CHARACTERISTICS

4.1 Services

A new 20mm metered service connection required by Council for new dwelling A new 100mm house connection branch connected to existing sewer main in rear of Lot

4.2 Topography

The site total area of 1118m2. Typically site runoff falls to rear South Eastern corner at a constant grade of

approximately 2.5% There are no apparent water courses in proximity to site. Overland flow on adjoining properties is directed to clear of site

4.3 Hydrology

The development site can be categorized as being of ‘Low Risk’. Hand calculations of peak runoff rates have been implemented for Rational Method design philosophy.

4.4 Lawful Point of Discharge

There is no defined lawful point of connection to this site. It is proposed to discharge all new building and carport roof water to kerb and channel in Meadow Street via a subsurface wet pipe system. 4.5 Proposed Stormwater Drainage

The site stormwater system for the proposed development has been designed in accordance with AS3500.3 and Mackay Regional Council’s Development Design Planning Scheme Policy.(Refer to appendix A for details)

5.0 WATER QUANTITY

5.1 Predevelopment site conditions

A single dwelling currently sits on the existing property. Overland flow on adjoining properties is directed to away from site and therefore would not constitute the need for calculating additional peak run-off flows into the equation.

5.2 Post development site conditions

The proposed new development will consist of a new class 1 building with a new pervious driveway to carport attached. The existing dwelling situated at the front portion of the property will remain as is, with the addition of a new carport and pervious driveway.

5.2.1 Post Development Roofwater discharge

Post construction roof water discharge will be measured to a design frequency of a Q20 storm event for eaves gutters as stipulated by the National Plumbing Code and the B.C.A.

5.2.2 Post Development Hardstand/driveway discharge

Post construction hardstand/driveway run-off will be measured to a design frequency of a Q20storm event.

5.2.3 Post Development Landscape discharge

Post construction Landscape run-off will be measured to a design frequency of a Q20 storm event, (Refer to appendix B for Pre/Post Development catchment and discharge calculations)

5.2.4 Harvesting and Reuse

1 x 10,000 litre prefabricated above ground precast storage raintank will be provided. Captured tank stormwater will be separately reticulated to all WC’s, washing machine (cold water) external hose cocks and irrigation applications on-site in accordance with the Queensland Development Code MP4.2 (water saving targets).

5.2.5 Import of Treated Water

Town main supply will be required to back-up WC flushing, washing machine (cold water) hose taps and irrigation supplies when the tank storage is exhausted

A Dual Check Valve is recommended to afford a level of backflow prevention to Council Service mains.

6.0 OPERATIONAL MANAGEMENT MAINTENANCE

The owner/body corporate is responsible for implementing a ‘Control Management Plan’ to check and where necessary clean rainwater tank as detailed in the ‘Site Stormwater Maintenance Schedule’ (Appendix C) or as required by manufacturers instructions (if applicable).

6.1 Rainwater Harvesting Tank

The tank for rainwater harvesting are designed to collect roof water only and in turn use the waterfor WC flushing, washing machine (cold water) irrigation and hose tap wash down purposes. This will reduce the consumption of Council’s treated water supply. The management and maintenance of the tank and associated items is shown below.

ELEMENT: MAINTANANCE OF HARVESTING TANK

1. ObjectiveTo reduce stormwater run-off from the site whilst reducing treated water consumption from towns main supply and to re-use the contents of stored water for non-potable uses

2. Management StrategyStored required water volume in tank through piped system from roofed area (min. 100sqm or 50%)

3. Actions Inspections of filter on tank every 3 months or within 72

hours of heavy rainfall. Non-Potable water quality testing of water stored in tank

on a yearly basis and visual inspections every 3 months Inspection on all pipes entering or leaving the tank every

7.0 EROSION AND SEDIMENT CONTROL

Management of site run-off during construction phase will be managed by the construction of silt fences and appropriate protection as required. (Refer to appendix A for details)

8.0 CONCLUSION

Runoff from designated roof area will be directed to harvesting and reuse tank and separately reticulated to all WC’s, washing machine (cold water) external hose taps and irrigation applications on-site, thus reducing the demand of town water supply.

The system is designed to reduce the impact of low intensity, high frequency storm events on receiving water ways with the use of a capture, reuse and detention system. Adequate provision is detailed within the attached design documentation to ensure satisfactory diversion of stormwater run-off that exceeds normal design criteria.

The implementation of this Stormwater Management Strategy will ensure that the proposed development would not create a nuisance to other landowners.

**Where cleaning necessitates entering tank, care should be taken that the inside of the tank is properly ventilated and that a second person always remains in attendance outside the tank. Advice should first be sought from the Queensland Department of Industrial Relations – Workshop Health and Safety Division about working in confined spaces. Preferably a professional should be engaged when entry to tank is necessary. For illumination inside the tank a battery lantern should be used not a flame type lantern or an electric extension. Special care should be exercised if any chemical compounds are used for repairs or cleaning inside the tank. Any sludge or sediment removed from the tank shall not be directed into the stormwater drainage system.

Hello Fiona,                 Thank you for the survey plan and the dimensions as provided by the Surveyor. We will use these as amended plans for the new location of the dwelling. These distances, as measured by the Surveyor, confirm that the house siting still complies with the QDC MP1.2 – Design and Siting Standard for Single Detached Housing – on Lots 450m² and Over. No additional boundary relaxation will be required as part of this amendment.                  This plan should also be submitted to Mackay Council planning department for a “generally in accordance” check being that it is different to their originally approved plans.

From: Fiona Smith [mailto:[email protected]] Sent: Monday, 8 August 2016 3:58 PM To: Katie Dobsa Subject: RE: Resite Dwelling - 37 Meadow Street, North Mackay  G’day Katie,  As you may be aware Jenny received an Information Request from Council for the Reconfiguration of a Lot application currently under assessment.  One of the items in the IR was for the setbacks which were questioned as the aerial photography gives a sense that the house is very close to the rear boundary.  We felt the easiest way to address this was to do the Survey for the lots early, so the field survey to peg the lots has been undertaken and whilst the Surveyor was on site he picked up the OMP of the rear setback to the eaves.  (The house is 2.5m to the wall and those window coverings are proposed to be removed.)  Can please show Wayne the attached drawing with 2.21m W and 2.25m E and ask for his written comment to include with the response to Council?  This should also address the concerns in the marked up ‘footing’ attachment to Belinda’s email of his email of Tue 14/06/2016 4:48 PM.  Regards,
