Attachment 1—Conditions to be imposedNo. Conditions Condition timing

Schedule 7, Table 3, Item 1 & Schedule 7, Table 3, Item 2—Pursuant to section 255D of the Sustainable Planning Act 2009, the chief executive administering the Act nominates the Director-General of the Department of Transport and Main Roads to be the assessing authority for the development to which this development approval relates for the administration and enforcement of any matter relating to the following condition(s):1. Pay a monetary contribution of $186,880 to the Department

of Transport and Main Roads, towards protecting or maintaining the safety or efficiency of the Bruce Highway/ Sarina Coast Road intersection as per Page 23 of the Sentinel Property Group The Village Sarina Traffic Report, prepared by SMEC Australia Party Limited dated November 2015, and revision number 2.

The monetary contribution shall be indexed based on the Road and Bridge Construction Index, Queensland – Class 3101, published quarterly by the Australian Bureau of Statistics (ABS Cat No. 6427, Series ID A2333727L) to the date of payment.

Prior to commencement of use or sealing of the plans of subdivision of any future application for development permit.

2. The development must be carried out generally in accordance with the following plans:

Master Plan “The Village”, Sarina, prepared by RPS Australia Pty Ltd dated 08/04/2016 reference Drawing No. 120681-P02 and revision A, as amended in red to show access location.

Prior to the commencement of use and to be maintained at all times.

4. (a) Stormwater management of the development must ensure no worsening or actionable nuisance to the state-controlled road.(b) Any works on the land must not:i. create any new discharge points for stormwater runoff onto the state-controlled road;ii. interfere with and/or cause damage to the existing stormwater drainage on the state-controlled road;iii. reduce the quality of stormwater discharge onto the state-controlled road

AND (c) RPEQ certification must be provided to the Department of Transport and Main Roads, confirming that the development has been designed and constructed in accordance with parts (a) and (b) of this condition.

Attachment 2—Reasons for decision to impose conditions

The reasons for this decision are: To ensure the development is carried out generally in accordance with the plans of

development submitted with the application. To ensure that the impacts of stormwater events associated with development are

minimised and managed to avoid creating any adverse impacts on the state-transport corridor.

To ensure the road access location to the state-controlled road from the site does not compromise the safety and efficiency of the state-controlled road.

To offset the impacts of development on the safety and efficiency of the state-controlled road.

Attachment 3—Further advice

Traffic and Intersection Amelioration1. (a) An updated Traffic Impact Assessment (TIA) should be undertaken by a pre-

qualified design consultant to determine the impacts of each proposed stage of development permit for MCU/ROL on the safety and efficiency of the state-controlled road network. The assessment is to be submitted to the Department of Transport and Main Roads and approval obtained prior to commencing each stage/MCU/ROL of development. Each TIA is to use current traffic data at the time and determine any ameliorative treatments for the stage/MCU/ROL in accordance with the Department of Transport and Main Roads’ Guidelines for Assessment of Road Impacts of Development.

(b) The developer must provide approved intersection works, if applicable, at the following locations –

i. Sarina Coast Road / New Roadii. Sarina Coast Road / Lawrie Streetiii. Sarina Coast Road / Arthur Streetiv. Bruce Highway / New Road

The Bruce Highway / New Road intersection configuration is to be determined by the updated TIA at the time of future application for development permit for any stage that proposes access to the highway.

Proposed Timing: (a) At the time of submitting any future application for a development permit. (b) Prior to commencement of use or sealing of the plans of subdivision of any future application for development permit.
